Is Dunedin out of the doldrums?

Dunedin has been economically stagnant so long that no-one is brave enough to declare the gloomy times over. But all the signs say it is out of the economic doldrums it has been in for 10 years.
The city is enjoying booms in real estate, tourism and niche technology industries such as video gaming. A report from economic monitoring company BERL shows 1770 new jobs have been created in the city in the past two years and Dunedin’s economy is now growing at 1.3 percent a year per capita.
[…] An example of the city’s turnaround is Highland Park in Mosgiel, Dunedin’s first major housing subdivision in many years. Today, 100 tradespeople are on site, building 25 homes.
The subdivision’s developer Syd Brown said they set themselves a decade to sell 225 sections, but the demand is so strong they are two-thirds sold and three years ahead of schedule. “It’s racing ahead for us. Sometimes you wake up in the morning and think ‘is this real?’, but that’s the market at the moment, and the demand is here,” Mr Brown said. Mr Brown said 60 percent of the people buying were from out of town, mainly from Christchurch and other South Island locations, such as Ashburton and Timaru.

Why is there no law to rein in dodgy ratbag local body politicians?

Former ARC Councillor Bill Burrill is not the first dodgy ratbag Councillor to trough from abuses of power to his own pecuniary advantage in recent years. A few years back in 2009 Council Watch was calling for a number of Councillors from the Canterbury Regional Council to be prosecuted and sacked from their positions after an investigation by the Auditor General Lyn Provost found that four individuals had broken the law by acting in conflict with their official role. Back then those Canterbury Councillors failed to declare a conflict on interest that [led] to a financial benefit for themselves by participating in discussion and voting on proposals before Council. Under investigation the Auditor General’s office chose not to prosecute stating that whilst the Councillors should have withdrawn as a matter of principle – they had each received and shared legal advice that they could participate. And here in lies the problem. The Auditor General and Office of the Ombudsmen publish clear guidelines for Councillors and council staff but the reality is that the law is erroneously filled with holes that are exploited and there is precious little oversight of Local Government leading to the Auditor General loathing to bother and the Courts uninterested.

Lion paid $8m for Emerson’s brewery

Brewing giant Lion paid $8 million for Dunedin craft beer maker Emerson’s last year, according to documents filed with the Companies Office. At the time of the November takeover the Auckland-based company did not disclose the multi-million dollar price tag it paid for the South Island firm, which was founded in 1992, making it one of the most established and well-known craft brands in the country. But Lion is required to file its financial statements with the Companies Office due to its foreign ownership by Japanese brewer Kirin.

Dunedin, New Zealand – Emerson’s, with support from Lion, has today purchased a new site in Anzac Ave, Dunedin where they plan to build a brand new spiritual home for this iconic New Zealand craft brewery. The new site will allow Emerson’s to meet increasing demand for its high quality beers whilst continuing to bring new and interesting beers to beer lovers. This is the fourth move in the Emerson’s journey and Founder Richard Emerson says the new site will be a vast improvement on the place they currently call home.
“Moving brewhouses and tanks is not new to us but this time, we want to create a place where people can touch, smell, taste and experience more about Emerson’s and its story,” says Emerson.
Emerson’s, supported by Beca who will be project managing the development locally, are progressing well with the plans for the site which will house a new brewery, warehousing, retail store and bar area where visitors can enjoy a beer matched with good food. Lion’s Managing Director, Rory Glass says today marks the start of another exciting chapter in Emerson’s history and Lion is delighted to be able to help them reach their full potential.

Work is expected to get under way on the site in December 2014 with a target completion date for the new Emerson’s Brewery in early 2016. Final plans for the site will be shared more widely in due course but Emerson’s have extended their current lease at Wickliffe Street to cover them until the new site is fully operational.
For now however, it is business as usual for Emerson’s and the team remain focused on creating great beers for Emerson’s fans to enjoy.

An expanding Emerson’s Brewery is set to become a ”world-class” tourist destination now an agreement has been reached to buy a new site. The development – expected to cost in the millions – will be open for tours and house a new brewery, warehousing, retail store plus a bar and restaurant. The 22-year-old Dunedin brewery’s purchase of two adjacent pieces of land in Anzac Ave, belonging to the Dunedin City Council and Cr Doug Hall, also resolves a long-running access dispute over the land.

Stadium budget help was declined

The Dunedin City Council declined an offer of specialist help to keep its Forsyth Barr Stadium budget on track, years before the cost jumped by millions of dollars, it has been confirmed. The decision, revealed in an Audit New Zealand report from 2010, has been criticised by Mayor Dave Cull, who said it was “a function of the attitude of the management and the executive at the time”. Former council chief executive Jim Harland defends the decision, saying the council’s oversight was felt at the time to be “appropriate”. The offer was detailed in the Audit NZ annual report to the council, dated December 2010, which covered the 12-month period to June 30 that year.

The decision to build a debt-funded stadium – of which Jim Harland, Malcolm Farry, Athol Stephens, DCC stadium councillors, ORC stadium councillors, and professional rugby cronies are GUILTY – was ALWAYS the decision to bankrupt the Dunedin City Council but more especially, and insidiously, the ratepayers and residents of ‘greater’ Dunedin and Otago.¹

The Audit NZ offer was INANE and in any case a complete waste of time.
Audit NZ is what it is, a basket case. Of sheer incompetence and hypocrisy, nationwide.

Time for a full independent forensic audit of the Carisbrook Stadium Charitable Trust, fondly known as CST, headed by Malcolm Farry. This will also entail an intimate look at the way Dunedin City Council treated CST invoices, the Council’s spending delegations, and its chief signatories.

Let’s hope somebody goes to clink before the accounting games are over.

DCC public finance forum 12.8.14 (ten slides)

The ten powerslides presented by DCC group chief financial officer Grant McKenzie, as discussed at the public finance forum held earlier this month are available for download (see PDF below).

Figures might be, but the forum was advertised….

Public notices advertising the forum and the warm invitation extended by Cr Richard Thomson, chair of the Finance Committee, were unfortunately met with low attendance on the night. Few of the well-known vocal commentators on DCC’s financial position, or indeed, leaders of the Otago Chamber of Commerce, bothered to show. Those individuals lose a measure of credibility. Where were all the beleaguered ratepayers and residents? The local ‘interested’ accountants, economists, board directors, investors, and successful business people? Their apologies? Has everybody drowned with rising sea levels or been knocked from their bikes on the one-way? Blame Dave Cull.

Rob Hamlin and ‘JimmyJones’ did make the effort to be there, solidly plying their observations and questions in debate. Other members of the public also engaged. We didn’t hear the names of people who forwarded questions prior to the meeting, or what their questions were. Notwithstanding, the slides are the Council’s attempt to respond to issues commonly raised, in summary.

The first public finance forum was held on 27 November 2013. The second on 12 August was an opportunity to hear Grant McKenzie who arrived at the Council in January. He proves to be approachable, mild-humoured and self-effacing. Grant explores the expanded GCFO role ably supported by senior finance staff; his already onerous duties include the overlay of current fraud investigations, new systems for accountability and risk management, as well as the stadium review (due in September).

David Ricardo’s Theory of Comparative Advantage has broken down after 200 years, or so I learned at the Lindau forum of Nobel laureates in Bavaria. The theory published in 1817 has been a guiding principle of free trade, taken as a given by every student of economics in the modern era. It has served us well, but just as Newton’s theories ran into limits and were overtaken by Einstein’s relativity, comparative advantage no longer explains the world. Under Ricardo’s model, inequality was supposed to narrow within countries as globalisation accelerated exponentially in the Nineties. Instead it is getting wider. The Gini coefficient measuring the spread between rich and poor is narrowing between countries, but is widening almost everywhere within countries, leading to a corrosive concentration….

Praise for DCC’s new internal controls

The Dunedin City Council’s move to tighten internal controls has been praised by the Office of the Auditor-general, even as the investigation into an alleged $1 million Citifleet fraud continues. The words of encouragement came from Auditor-general Lyn Provost as she addressed a meeting of the council’s new audit and risk subcommittee during a visit to Dunedin yesterday. But, despite the headlines and unanswered questions about why the alleged fraud was not detected, including by auditors, the word “Citifleet” was not uttered yesterday.

What a fine accommodation for professional rugby this aquatic scheme for the Taieri truly is. Shades of the model so well utilised by the earlier trust named after Carisbrook and headed by Malcolm Farry, still operating as a boon to Dunedin city ratepayers. In the months ahead let’s see how many times the new patron leaves out the word ‘Rugby’ (capital R) or the phrase ‘private property development costs on the City’ in favour of philanthropic zeal expressed for healthy retirement living and enhanced aged care facilities (hydrotherapy for aching rugby shoulders and thighs), sunshine and splash for young families – don’t forget schools! – as the Taieri’s high class soils get carved and private forests near Brighton assist the housing build. Yeah, don’t say there’s merely a saint in goggles amongst us, Lord be praised, it’s the second Dollar coming. An epiphany.

Mosgiel pool sluts get their tops off for ex ORFU guy

News this morning (see Jacob’s comments, here and here) that parties pushing the New Mosgiel Pool have selected an ex ORFU Board chairman as the person to head the project. We hear the clandestine selection happened prior to yesterday’s meeting of the Mosgiel-Taieri Community Board. You’re too late, naming rights were sewn up for the poolside spa and bikini bar long long ago.

DCC, Slid, if you’re listening —get everything out in the open, don’t dare stymie transparency and accountability through ye olde workshop method where friends of friends clip expensive tickets for each other… while Dunedin ratepayers get ROBBED of natural justice and CLOBBERED for their loot.

And Slid, never assume the bastion of an ex ORFU man has respectibility and honesty written all over it. This does not compute. How much money has ORFU deliberately set about thieving from DCC ratepayers over the years? Yes, that’s right —HUNDREDS AND HUNDREDS OF MILLIONS OF DOLLARS. And “your DCC” is still on the take to “make the stadium work” —while it quietly plays games with the security of our homes on the global derivatives market. Thanks Athol, mate!

Six-year-old #2: Ok, how do you play?
Six-year-old #1: I’m the shark and I chase you around.
Six-year-old #2: (ponders for a moment) Ok!

The Dunedin City Council has sent a signal to the Mosgiel community. The council has no money for big new projects and while it will help out where it can, the community must drive the project to build a new pool or it will likely not happen, councillors cautioned.

Since the above article was published the air has been thick with names of local business people who have been meeting behind closed doors, for months now, to push the Mosgiel Pool project —in some cases, for own private gain.

Problems with the Mosgiel-Taieri Community Board continue. Decisions are being driven in non public meetings. The board’s discretionary funds endowed by the city council (through annual rates collection) are being diverted to the local business association to run community board business at armslength from public scrutiny. This is deliberate misuse of city council rates money sanctioned by board chairman Bill Feather and his cronies. When will transparency and accountability be imposed on these elected and non-elected cowboys? We demand that the city council investigates.

Community board member Maurice Prendergast in his letter to the editor today adds fuel to the fire. He is to be commended for speaking out.

Note 1: In the 2013 local body elections the Mosgiel-Taieri Community Board had six vacancies, the six candidates were elected unopposed. The same applied for Strath Taieri Community Board (6 vacancies) and Waikouaiti Coast Community Board (6 vacancies). There is no point singling out Maurice Prendergast as if he is the only board member who did not have to contest his seat.

Note 2: It is difficult to reconcile the statement: “Public meetings about a new pool that I have attended, have been “standing room only”.” What meetings were these, when and where did they happen, and where are the minutes from these?

Note 3: “Yes, the board’s chairman has chjampioned the pool for the past six years, as did the board…” Where are the board minutes to confirm the board discussed this agenda item or if it was rasied in General Business?

The wench protesteth too much.

DCC Draft Annual Plan 2013/14 for consultation #RIOTmaterial

Email received from Lee Vandervis this evening.

My overview regarding the Annual Plan that has gone out for consultation today is that little has changed.

Rates rises continue to be disguised, first by getting DCHL to borrow up to $23 million on our account, continuing to take more than policy allows from the Waipori Fund [proposed relaxing Waipori rules to justify], continued significant underspending on drains, and now buying $3 million in paid-up share capital of DVML – yet another multi-million dollar gift to bail out overspent Stadium operations.

The official result – the long heralded 4% rates rise.

I believe the real rates rise to be somewhere between 25% and 30%, as the DCC continues to amass all kinds of liabilities and debt that will have to be paid for in the future. CEO Paul Orders has made real gains finding significant DCC staff efficiencies, but most are simply going to bail out Stadium operational inefficiencies.

Stadium annual drains on the ratepayer now include:
● $1,666,000 rates subsidy via a ‘Stadium Differential’ [LTP 2013/14 – 2021/22 p8]
● $750,000 annual ‘Stadium Community Access’ fund
● $725,000 ‘Stadium Capital Repayment’ fund for each of the next 4 years
● Annual $400,000 ‘Stadium Event Attraction’ fund.

The Dunedin City Council is now going to buy the events that the Stadium was supposed to attract by itself. These further Stadium subsidies will only prolong the currently unaffordable wasteful Stadium operations, and entrench the directorships, fat contracts, and rugby cronyism that plague current Stadium costs.

If anyone can think of any other type of ‘fund’ that might possibly go to the Stadium please don’t tell the DCC or we will shortly be paying that annually too.

From an email I sent to senior staff and the Mayor last Monday:
“I have been uncomfortable with the timing and presentation advantages enjoyed by DVML in being perfectly positioned to come into our workshop and present and pluck us for millions yet again, but I accept that their issues needed to be addressed.”

Many Annual Plan issues have not been addressed but they have been bought into.

The predetermined Plan has just happened again.

Dunedin Mayor Peter Chin has signed a contract for the construction of the city’s stadium. The $165 million contract with Hawkins Construction means work can start at the Awatea Street site in May.
