“Mr Cull told the ODT that the higher spending reflected a decision to make more use of Dunedin-based marketing company Creative Advertising.” Huh? Creative Advertising IS Greater Dunedin and vice versa. Just ask CA’s Mr Crick. Are we plebs all adjudged stupid by this omnipotent Great One?

Three Dunedin City Councillors, Dave Cull, Kate Wilson and Chris Staynes, have formed an incorporated society, called Greater Dunedin, in preparation for next year’s Local Body Elections. Greater Dunedin’s stated purpose is not to rigidly dictate policies, but to promote ‘good quality candidates’ onto Council. According to Cull, only new blood can change the direction Dunedin is currently heading. He says the trio want Council to be more transparent and financially responsible, as he thinks irresponsible decisions have led to ballooning debt.

█ Message: Below is the statement I gave to [Chris] Morris as I left the meeting today. Be interesting to see what he does to it. —I also gave him a copy of my initial apology.

I completely reject the claim that I misled the Audit and Risk committee, and that I was not open and honest.

– What I did do was voice my concern that the investigation into DCC Citifleet fraud was narrowed down to a single category of fraud, and that the blame has been narrowed to a single deceased individual.

– Since then I have seen no hard evidence of the DCC fraud investigation being widened.

– Accusers should have had hard evidence of a widened investigation as was continually promised but not delivered, before even considered accusing me of acting in bad faith – never mind now considering sanctions against me.

– I am still hopeful that the DCC Citifleet fraud investigation that I began in 2011 will be actually widened, seek my offered evidence, and fully investigate the whole range of fraud, including Citifleet.

Regarding complaints of loudness, due process has not been followed to allow me to defend anonymous claims that go beyond loudness, so I’m not in a position to recognise them.

Dear Sue, Sandy and Councillors.

If it was thought that my Council hallway questioning of CEO Bidrose yesterday was considered to be too loud or inappropriate, I unreservedly apologize to those who thought so, especially if that included Dr. Bidrose.

I recognise today that I had become increasingly frustrated with the lack of CEO response to my earlier emailed governance complaints, and that an unacceptable Council agenda item was imminent as a result.

Happily some time was subsequently allowed for possible resolution of the Governance issues I complained of.

To prevent a recurrence of overheard unpleasantness, I undertake to make any future complaints of staff or elected representatives in a recorded medium.

Vandervis takes aim over funding request

There were heated exchanges between Dunedin city councillors as a debate over an economic development funding request turned into a spat yesterday. The dust-up came as councillors considered a request from the Grow Dunedin Partnership to use $190,000 a year from existing council budgets to pay staff salaries for two projects during the next three years.

Economic Development Strategy Projects Budget – Project Co-ordinators’ Funding Request

From the report…

Enterprise Dunedin’s EDS projects budget is $518,000 for the current 2014/2015 financial year and has yet to be ratified for the 2015/16 year and future years. This budget pays for progressing EDS projects and includes payment for the project co-ordinators and project management costs.

RECOMMENDATIONS
That the Committee:

1. Approve the earmarking of $190,000 on an annual basis from the Economic Development Project Budget for the purpose of employing two project co-ordinators.

2. That this funding be included as two line items within the Economic Development Project fund for a period of three years:
- Export Education Uplift Co-ordinator – $95,000
- Project China Co-ordinator – $95,000

BACKGROUND
Dunedin’s Economic Development Strategy (EDS) was adopted in 2013 by its six partners. There are two specific economic goals:

1. 10,000 extra jobs over 10 years (requiring employment growth of approximately 2% per annum.

2. An average of $10,000 extra income for each person (requiring GDP per capita to rise by about 2.5% per annum).

1. Business vitality
2. Alliances for innovation
3. A hub of skills and talent
4. Linkages beyond our borders
5. A compelling destination

DCC: More loose spending on Cull’s watch #SexySummerJobs wtf

The initiative was run by Enterprise Dunedin but supported by the Grow Dunedin partnership, itself a product of the city’s economic development strategy, which recommended the funding increase to the council.

The rules allowed Mr [Des] Adamson to approve grants not exceeding $10,000, while those worth between $10,000 and $50,000 needed sign-off by three senior figures, including council chief executive Dr Sue Bidrose. In addition, individual grants worth more than $50,000 needed the approval of the finance committee.

The Dunedin City Council has approved a funding boost to help expand the Sexy Summer Jobs business internship programme. Councillors at yesterday’s economic development committee meeting approved the request for $72,000, a $12,000 increase from last year, to help pay for the programme in 2014-15. They also voted to tweak the rules allowing staff to approve similar funding requests for the remainder of the year, despite concerns from Cr Lee Vandervis.

DCC Draft Annual Plan 2013/14 for consultation #RIOTmaterial

Email received from Lee Vandervis this evening.

My overview regarding the Annual Plan that has gone out for consultation today is that little has changed.

Rates rises continue to be disguised, first by getting DCHL to borrow up to $23 million on our account, continuing to take more than policy allows from the Waipori Fund [proposed relaxing Waipori rules to justify], continued significant underspending on drains, and now buying $3 million in paid-up share capital of DVML – yet another multi-million dollar gift to bail out overspent Stadium operations.

The official result – the long heralded 4% rates rise.

I believe the real rates rise to be somewhere between 25% and 30%, as the DCC continues to amass all kinds of liabilities and debt that will have to be paid for in the future. CEO Paul Orders has made real gains finding significant DCC staff efficiencies, but most are simply going to bail out Stadium operational inefficiencies.

Stadium annual drains on the ratepayer now include:
● $1,666,000 rates subsidy via a ‘Stadium Differential’ [LTP 2013/14 – 2021/22 p8]
● $750,000 annual ‘Stadium Community Access’ fund
● $725,000 ‘Stadium Capital Repayment’ fund for each of the next 4 years
● Annual $400,000 ‘Stadium Event Attraction’ fund.

The Dunedin City Council is now going to buy the events that the Stadium was supposed to attract by itself. These further Stadium subsidies will only prolong the currently unaffordable wasteful Stadium operations, and entrench the directorships, fat contracts, and rugby cronyism that plague current Stadium costs.

If anyone can think of any other type of ‘fund’ that might possibly go to the Stadium please don’t tell the DCC or we will shortly be paying that annually too.

From an email I sent to senior staff and the Mayor last Monday:
“I have been uncomfortable with the timing and presentation advantages enjoyed by DVML in being perfectly positioned to come into our workshop and present and pluck us for millions yet again, but I accept that their issues needed to be addressed.”

Many Annual Plan issues have not been addressed but they have been bought into.

The predetermined Plan has just happened again.
