On 19 October 2016 former Delta manager Richard Healey went public about workplace and public safety concerns at Dunedin and across Otago via TV3’s Story (newshub.co.nz).

From 19 October through November posts and comments at What if? Dunedin, including those by Richard Healey, focused on the dangerous network, and poor governance within the council owned companies Aurora/Delta, within the council’s holding company DCHL, and within the duly elected Dunedin City Council itself [relevant trimesters].

The full extent of the dangerous and deliberately degraded network is attributable to criminal negligence and extreme mismanagement of financial resources (public funds).

The young inexperienced chief executive of the companies Aurora/Delta, Grady Cameron, has personally resisted taking any blame for the dangerous network – note, the findings and advice of the 2010 report by LineTech Consulting, commissioned shortly after Cameron’s appointment, have failed to flow into various Asset Management Plans drafted by Aurora, subsequently.

As a result of Richard Healey’s revelations three investigations were to take place:

1. Deloitte report for DCHL (released 12 Dec 2016)
2. Energy Safety (WorkSafe) investigation (no date given for release)
3. Commerce Commission investigation – industry regulator (no date given)

The courts await.

Grady says !! “one of the largest construction projects in Otago during 2017” because…. since he was first appointed, Grady has COMPLETELY FAILED as chief executive of Delta and Aurora. Increasingly weak and witless. He is criminally negligent under New Zealand’s health and safety legislation. If WorkSafe tries to diminish that truth by applying the soft touch – there will be an Otago Riot.

As for Steve Thompson, given his latest offerings (and his past with Otago Rugby Football Union et al), he appears f’g clueless, a seller of hype, awesomely unfit to be (interim!) chairman of Aurora:

“Mr Thompson also told staff it was an “exciting” time to work for Delta…. “As a new chair and board we’re clear that the network needs modernising, that enough hasn’t been done in the past, that we’ll do more and faster in future.””

Whistleblower Richard Healey questioned Mr Brosnan’s appointment, saying his background was in management, not engineering. Delta did not respond to a request for comment yesterday.

Director for $30m pole project

Lines company Aurora Energy has appointed a director to oversee its $30.25million pole replacement programme. Two memos sent to staff at Aurora’s sister company, Delta, before Christmas have been leaked to the Otago Daily Times. One is from chief executive Grady Cameron and the other from newly appointed chairman Steve Thompson. Mr Cameron outlined progress on the company’s accelerated plan to replace nearly 3000 poles in Aurora’s electricity network which is spread across Dunedin, Central Otago and the Queenstown Lakes area. […] Godfrey Brosnan had been appointed programme director and would report directly to Mr Cameron.

Dunedin man Wayne Baird said flames were “a good 30 or 40 metres high…. It’s a good wind blowing right up the valley. It’s all bush and pine so it’s good fuel.” (Stuff)

Fire crews are at the scene of a large fire on Wednesday morning to ensure it remains extinguished. The fire threatened a Dunedin high school and several homes. Patrols stayed on Signal Hill through the night, dampening down hot spots after a bush-clad area half the size of a rugby field on the side of Signal Hill was sparked on Tuesday afternoon. […] The fire was contained by 5.45pm on Tuesday and rural fire crews patrolled the area overnight, a Fire Service spokesman said. “I don’t believe it will spread any more and the chances of evacuation have gone down a lot,” he said.

Fire on Dunedin’s Signal Hill now contained, cause still unknown
A large scrub fire in Dunedin is now contained, after it began earlier this afternoon. Forty firefighters and four helicopters are at the scene on Signal Hill behind Logan Park High School in North Dunedin. A Fire Service spokesperson says they were called to the fire just before 3pm. They say the blaze is now contained but not extinguished, and they expect to work all night dampening it down. Link + Video

In late October 2006, bush fires caused extensive damage to forest plantations on the western slopes of Signal Hill. The series of fires forced DCC to close the Signal Hill Reserve indefinitely.

A great fire
Under the influence of the heavy north-west gale which blew yesterday the smouldering fires which are stated to have started on the Leith-Waitati saddle about last Tuesday and travelled to Mount Cargill burst into vivid flames, which spread with great rapidity. The warm winds which have been experienced since Tuesday – at first from the south-west and yesterday from the north-east – have had a drying effect on the grass, and, the fire once fully alight, soon spread in all directions. Yesterday fires were observed on Mount Cargill, on Signal Hill, and on the hill above Logan’s quarry, and vast clouds of smoke drifted from these across the harbour, in places quite blotting out the view. Fortunately the fire above the quarry did not live long, while that at Signal Hill also appeared late in the afternoon to have burnt itself out. On the Leith-Waitati saddle and Mount Cargill, however, a different tale has to be told. Read more

Flames thwarted
Fortunately the flames of the Leith-Mt Cargill-Waitati Saddle fire did not demolish any dwellings, and the actual damage suffered by settlers, apart from the loss of timber, was, as far as could be ascertained, very slight, considering the magnitude of the fire. The loss of timber was the greatest suffered by anyone, and a good deal of valuable wood was destroyed. A few sheds and small huts were also wiped out of existence, and a length of tramway belonging to a sawmiller and an odd haystack was burned. The timber destroyed was the real loss, and it is difficult to estimate its value. However, it must be considerable. […] In a few places telegraph poles were burnt, but no damage was done sufficiently serious to interfere greatly with communication. The most irreparable damage is that to the scenic reserves, which have suffered very badly. A patch of bush at Upper Waitati between the Saddle and Pine Hill, owned by the Dunedin City Council and the Scenic Preservation Commissioners, was attacked, and many acres of it have been ruined.

[Abridged.] Michael Lewis is one of the most famous non-fiction writers in America. He has written 14 books, edited one and is a regular contributor to Vanity Fair. His books include the global best-selling Flash Boys – an expose of high speed scamming in the stock market; The Big Short: Inside the Doomsday Machine – an account of shady financial transactions and accounting that led to the 2008 global financial meltdown and on which the film The Big Short was based and Moneyball, the story of a maverick outsider who beat the system.

Lewis’s new book is called The Undoing Project in which he profiles the professional and personal relationship between the behavioural psychologists Daniel Kahneman and Amos Tversky. Kahneman and Tversky’s work shed new light on how humans make decisions when faced with risk and uncertainty. They established that we generally trust our gut instinct, over the evidence, to guide our decision-making.

Lewis says he came across Kahneman and Tversky after writing Moneyball. He says the two were very different personalities and that made for the perfect team.

“They sensed in the other something they wished they had. Kahneman is an unbelievable creative mind he really has a mind more like a poet or a novelist filled with these flashing insights about human nature. Tversky wanted to be a poet but he has a scientific, logical mind. He’s a brilliant logician.”

The two decide to come together and study how the human mind works. That work became an examination of human fallibility – the weakness of the human mind. They designed experiments to show how our mind plays tricks on us.

One they stumbled on was a phenomenon they called anchoring that skews human decisions. They also established that we are terrible at assessing risk – we rate risk based on what’s most memorable which tends to be what happened most recently.

“People long for the world to be a far more certain place than it is, instead of dealing with uncertainties they tell stories that make it seem much more certain and respond to stories that make it seem much more certain than it is. A politician speaking in certain terms as if he’s infallible has weirdly an advantage – even though we shouldn’t believe him. We’re very vulnerable to people who simulate certainty.”

Lewis is unsure whether this inbuilt fallibility can be fixed.

“I hate to sound fatalistic but one of the big takeaways from [Kahneman and Tversky’s] work is just how hard it is to correct for human fallibility – they equate cognitive illusion with optical illusion.”

Michael Monroe Lewis (born Oct 15, 1960) was born in New Orleans to corporate lawyer J. Thomas Lewis and community activist Diana Monroe Lewis. He attended the college preparatory Isidore Newman School in New Orleans. He then attended Princeton University where he received a BA degree (cum laude) in Art History in 1982 and was a member of the Ivy Club. He went on to work with New York art dealer Daniel Wildenstein. He enrolled in the London School of Economics, and received his MA degree in Economics in 1985. Lewis was hired by Salomon Brothers and moved to New York for their training program. He worked at its London office as a bond salesman. George Michael (25 Jun 1963 – 25 Dec 2016) —British singer, songwriter and record producer, lauded by critics for his tremendous vocal range, has died at his home in Goring-on-Thames, Oxfordshire, aged 53.
Andrew Ridgeley and Sir Elton John have led tributes to the pop superstar.
His manager, Michael Lippman, has stated that heart failure is the probable cause of death. Michael, who was set to release a documentary in 2017, rose to fame as half of Wham!, known for their hits Club Tropicana and Last Christmas. He had a highly successful solo career that included the songs Careless Whisper, Faith, Outside and Freedom! 90. Born Georgios Kyriacos Panayiotou, in North London – his father was a Greek Cypriot restaurateur who had come to the UK in the 1950s, while his mother was an English dancer.

He first achieved pop success with school friend Ridgeley in the pop duo Wham! They split up in 1986 and Michael went on to have a glittering solo career in which he collaborated with Elton John, Aretha Franklin and Queen, after the death of Freddie Mercury. The Freddie Mercury Tribute Concert for AIDS Awareness was an open-air concert held on Easter Monday, 20 April 1992 at London’s Wembley Stadium, for an audience of 72,000. The concert was produced for television by Ray Burdis and broadcast live on television and radio to 76 countries around the world. The concert was a tribute to the life of the late Queen frontman, Freddie Mercury, with all proceeds going to AIDS research. The profits from the concert were used to launch The Mercury Phoenix Trust AIDS charity organisation.

Concert quest ongoing despite setbacks

After a bumper period last year in which Rod Stewart, Fleetwood Mac and Neil Diamond all performed at the stadium, the venue’s international concerts have dried up, the last being Black Sabbath’s show in April. ….In June 2008, two major concert promoters had told the D-Scene newspaper what should have been self-evident: Dunedin was too small, remote and student-oriented to provide the sales base to attract big-name acts. In February this year, council-owned stadium management company Dunedin Venues Management Limited’s (DVML) chief executive David Davies said concert bookings for the stadium would be “thin” in 2012. “What’s thinner than one?” asks Garbutt. Cull says the council has to leverage the advantage of having a roof, guaranteeing events won’t be rained off. Farry, who wanted to run the stadium for its first two years, is disappointed the council hasn’t attracted more concerts.

Councils should stay away from business

There are people who believe local councils should own businesses because they generate returns and ease the burden on ratepayers. Chalkie is not one of them. Your humble correspondent thinks councils should stick to their knitting. The reasons are many and varied. Taking a couple of examples at random:
a) Councils can start to think they are there to make money instead of, say, distribute water; and
b) Councils are not commercially savvy shareholders.
Poppycock, you say. Show me a single case of a council’s emptyheaded pursuit of unprofitable goals. In response, Chalkie invites you to consider Dunedin. In that southern city the council is the proud owner of Dunedin City Holdings, whose job, according to its report, is “to manage the commercial investments of the Dunedin City Council to maximise returns”. The businesses under DCH’s umbrella include electricity network company Aurora, forestry company City Forests, the Taieri Gorge Railway Company and an engineering business called Delta Utility Services. DCH’s 2012 numbers are not yet available, but last year it trumpeted an improvement in revenue and profit and a total cash return to the council of $23.2 million. If you thought that was a good result, you’d be wrong. When you look at several years of DCH numbers a disturbing pattern emerges of ever-increasing millions being borrowed and pumped into underperforming assets. The cashflow statements tell the story.

Of course the Dunedin Mayor, DCHL, Aurora and Delta will always say that the network is “safe” because once they admit to it NOT being safe then they are liable. Actually that raises an interesting issue. My understanding is that if an officer of the Council is aware, or made aware, of an unsafe environment or practice on or around any Council property – and that includes roadways, pathways, parks etc and does nothing about it, then that officer is personally liable for any subsequent issue. Surely Cull, as an officer, is now aware through his much delayed meeting with Richard Healey that the network is unsafe. He only needs to read the ODT to learn of the continued failures if he still can’t bring himself to accept the truth from Mr Healey. Why then is Cull not being pursued by Energy Safety or WorkSafe or the DCC internal Health and Safety personnel?

Prioritising funds for a sports stadium would not be a defence.
Ask any small business (easy target) slapped with instant fines for incorrect scaffold or any commercial truck driver who receive huge fines for safety issues.
If ever the law should be applied it is in this case. WorkSafe needs to send a clear message to troughers who love sitting on boards under the safety of Council always backed up by the ratepayer.

It will be a very very long while before the dangerous Aurora electricity network is made SAFE. In that time a really really bad news story or more could hit.

Sadly, the death of Delta lineman Roger Allan Steel (63) near Millers Flat on 9 December 2010 was the first really really bad story….

NZ Herald (30.1.13) —“Delta was prosecuted under the Health and Safety in Employment Act and was fined $75,000 in the Alexandra District Court in October 2011 after pleading guilty to a charge of failing to take all practicable steps to ensure the safety of its employees while at work. The charge was laid by the then Labour Department … The pole that fell had earlier been placed by a Delta work gang, in the footing of the pole it replaced … The hazard identification procedure adopted by Delta and its employees was unsuitable and needed to be improved, Coroner David Crerar said.”

Famous last words.
Grady Cameron: “As the coroner noted, Delta has reviewed and made enhancements to our work practices. We wanted to make sure that we never have another workmate in this position again.”

“Cameron said Delta had taken remedial action including red-tagging all poles deemed unsafe to climb, the introduction of systems to quickly locate vehicles and employees wherever they were working and had also made changes to work instruction forms.”

Fast-forward to October 2016. Whistleblower Richard Healey reveals major SAFETY CONCERNS with the Aurora/Delta electricity network. As a consequence, Grady Cameron is found severely wanting in not meeting the claims he made to Coroner Crerar about taking remedial action ….sufficient to safeguard the lives of lines staff and the public. Gross mismanagement and negligence applies.

Police to start testing wastewater in NZ for drug use
Police are about to start testing wastewater in Auckland and Christchurch, to get a better idea of drug use in the community. Similar testing in Perth has found 31.6kg of meth was consumed in the city area each week, that’s 1.6 tonnes a year. Now police want to do the same here.
The testing, which will look for methamphetamine, cocaine, heroin, alpha PVP, MDMA and Creatinine, will take place in Christchurch and Auckland’s Rosedale treatment plants. Police say the results, which cannot be traced to individuals, will improve their understating of drug use in the population.
Assistant Commissioner Bill Searle … said the results will also inform treatment and enforcement strategies, allow comparison with international data, measure the effectiveness of education and enforcement and provide intelligence data … The testing will be undertaken by the Institute of Environmental Science and Research for one week each month for a year.

DCC set to take away CBD car parks without Economic Impact research

SOMEBODY please work out how many individual car parks stand to be LOST from the CBD —all down to Council making things TOUGH for vehicle users in the Central City.

Starter list via Central City Plan and other developments:
(calculate how many individual car parks lost for each proposal)

1) Rerouting of SH1 one-way through Warehouse area and Queens Gardens ?
2) New segregated cycleways on SH1 one-way system from Warehouse area to North Dunedin ?
3) Pedestrianisation affecting Octagon, lower Stuart St and sections of George St ?
4) Hotel and apartment building, Filleul St/Moray Place ?
5) ORC Headquarters for Dowling St Carpark ? [a great site for ACC]
6) ACC office building for Frederick St Carpark ?
7) New Hospital, block bounded by Cumberland, Frederick, Castle and Hanover Sts ?
8) ORC bus hub (interchange) for Great King St and vicinity ?
9) Other ???

DCC Webmap or Google Earth will give the relative range of car park numbers. A quick sum will do.

Mayor Cull might wonder why there’s little or no “growth” likely for Dunedin.

Apart from lack of on street car parking, another starter : the city’s ‘health and position’ is undermined by the degraded Aurora power network that offers NO security of supply ahead. What does this mean for Businesses and Ratepayers via increased Rates and Line Charges, how many Business and Ratepayer defaults ??

After 25-30 years of deliberate neglect to the Aurora network, striving for “economic development” at Dunedin is nigh “Mission Impossible”.

DCC can’t afford to bring the Aurora network up to compliance —as Mayor Cull was told last Tuesday in a private meeting, it will cost a Billion Dollars to do renewals in Dunedin and Central Otago (not counting new build facilities to meet demand in Central Otago).

DCC are well and truly caught with their pants down.

THE BEST THING Central Otago people can do is buy their power network. Once made Safe, their network will generate revenue for expansion across CODC and QLDC growth areas ….Leaving sorry old Dunedin to an impecunious spiral of doom and disaster. How to rid the Dunedin millstone should be uppermost in Central Otago leaders’ minds right now.

The Mayor and Councillors might think it’s AOK to skip out of an agreement with Southern Partnership Group, the Government-appointed hospital rebuild group…. SDHB and University of Otago had hoped to coordinate their future use of Frederick St carpark; it was a practical and logical proposal for university health sciences and the hospital precinct. Until…. the Accident Compensation Corporation (ACC) came along, with DCC then deciding to go for a quick buck. Why didn’t DCC offer ACC the Dowling St carpark, instead ? —a better centrally located construction site for the Corporation office building would be hard to find, one that could include public parking on its lower levels (and say BYE to ‘ORC imperialism’).

Squirrelling the Frederick St plum to ACC is the dumbest thing this Council could do. Student graduates – if that is the Mayor’s excuse for the Frederick St debacle – are quite capabable of walking to Queens Gardens for future employ.

Really, there never was a more useless ineffectual Southern town on the map. It has every deterrent sign needed for raccoons and new business. Tumbleweeds, cloned by Mayor Cull.

But wait.

Is Southern Partnership Group running scared after finding out how much it costs (a massive sum) to deal to Aurora’s transformer installation located inside the block bounded by Cumberland, Frederick, Castle and Hanover Sts – first site option for the hospital rebuild ?

The network facility comprises old transformers that could blow at any time. Of poor design, the transformers are not isolated from each other : if one transformer blows, they all do. To fuel the fireball, the transformers sit in a pool of oil. The cost to replace or relocate the facility is enough to ‘blow’ the hospital rebuild budget.

OTHER site options for the hospital rebuild rapidly gather impetus.

Hospital may be relocated

The Government is considering shifting Dunedin Hospital away from Great King St. A “long list” of site options for the $300 million hospital rebuild includes shifting “all hospital facilities” to a different part of the city. While there has long been speculation about another site, the possibility was revealed in a press statement from the Government-appointed rebuild group. Southern Partnership Group chairman Andrew Blair declined to release the long-list document to the Otago Daily Times, saying it was a “work in progress” … The list was written by consultants, the Ministry of Health, the Southern District Health Board and the partnership group.

Dunedin city councillors were “railroaded” into their decision about the Frederick St car park, and given inadequate information about the risk of pulling out, Cr Lee Vandervis says. Reneging on an undertaking to earmark a strategic piece of land for the Dunedin Hospital rebuild has undermined the city’s two leading institutions, former Dunedin City councillor Hilary Calvert says. Ms Calvert has criticised the decision to give the Accident Compensation Corporation (ACC) an exclusive 12-month period to explore options for the Frederick St car park. The council had earlier said it would earmark the site for the health precinct envisaged by the University of Otago. Dunedin Hospital could be partly rebuilt on land owned by the University of Otago and become part of a university health precinct under a potential land swap. The university has confirmed it is willing to consider a land swap, whereby it  would own the clinical services building. The Dunedin City Council confirmed it has earmarked the Frederick St car park as a potential part of the plan. The university owns land in the Fraser building block, and on two other sides of the hospital campus. If approved by the Government, it could remove the logistical headache of building on a cramped clinical site. Construction could begin this year on Dunedin’s $8 million separated cycleways along the city’s one-way system. The New Zealand Transport Agency, which will fund the work, has signed off on a detailed business case setting out the need and basic design of the cycleways. They will be separated from traffic by concrete kerbing and will run along the right-hand side of both the northbound and southbound one-way routes. A multi-storey development housing parking and businesses is being considered for the Dunedin City Council-owned Frederick St car park site. A report sent to councillors this week reveals council staff have already had discussions with several parties interested, as tenants or developers, in a development on the site. The report discusses three options for a separated cycle lane through the central city, and a parking study done in the area. It also considers possible ways to mitigate the potential loss of car parks – the major public concern about any new lanes – including possibly providing more commercial parking, such as a parking building. If the council chooses to provide about 100 extra parks on side streets as suggested, the total number of car parks lost to the lane would range from between 80 and 284 under the various options. The Dunedin City Council is sitting on a half-billion-dollar property empire, but the man charged with managing it has big plans to expand … [City Property manager Robert Clark] was appointed to his post in late 2008 … Mr Clark was eyeing several potential projects in Dunedin, including a partnership with an interested private developer to build a $15 million hotel and car-park complex, or one of several variations, on the council’s Dowling St car park. “….The current Pilot’s Wharf, built around 1900, was first recorded as a landing stage in the early 1800s. It played a part in the construction of the Aramoana Mole which started in 1884. The wharf has been allowed to become run down over the years as various authorities involved have shuffled their responsibilities and failed to provide the routine maintenance required.

Since 1989, when the Otago Harbour Board was abolished, as part of local authority reform, recreational and non-commercial wharf structures were passed to the DCC. The DCC state they were unaware they owned the Pilot’s Wharf; hence it has not been maintained since that date – 23 years of neglect. Having now determined they are the owners they want to demolish it!”

Dunedin City Council parks and recreation acting group manager Tom Dyer said demolition work on the wharf was put off yesterday and contractors hoped to start today. “High winds prevented the barge, which is needed as a base for the removal operation, from being installed alongside the wharf.”

The demolition of the Aramoana wharf starts today to the “disappointment and surprise” of the trust aiming to restore it. Dunedin City Council recreation planning and facilities manager Jendi Paterson said the first part of the work involved separating the main portion of the wharf structure and walkway from the beach. “We are doing this to ensure there is every chance the walkway can be salvaged as per the wishes of the [Aramoana Pilot Wharf Restoration Charitable Trust].”

Just a few dollars for the archaeological assessment says Dave Cull and 13 of his councillors. This so the project can move on to the next stage. That, I believe will be the raising of the $100,000 expected to cost for the reinstatement of the Aramoana wharf. What? That is not a wharf, it is a jetty, which has no practical use ever since the days when it served as an embarkation point for harbour pilots to meet incoming ships, and to service the light at the end of the spit. I venture to suggest that 98% of our population are unaware of its existence. The fundraising will founder, the DCC money spent will be wasted, lest it comes up with the shortfall and completes the job. Then what? Nobody will use it except the very odd curious ‘boatie’. Another dopey waste of money which the council doesn’t have. Dave Cull just doesn’t get it, the town is broke. The thirteen are no better, only Cr Vandervis has the sense to know a ‘purple pig’ when he sees it.

Your correspondent has been spending some time in airport bookstores recently, and it is hard to escape the plethora of get-a-plan-and-get-your-life-in-order books that seem to breed like unwanted spawn in such places.

While your correspondent has no truck with such boilerplate muck, he will admit to a quiet sense of satisfaction this week of some goals achieved. It is a good thing to have a goal, and a plan to get there. This year, your correspondent was disgusted by the arrogant lawlessness and simply fantastic level of self interest and waste of public funds by DCC and DCHL directors at the Noble subdivision, Yaldhurst. He made it a goal to put his shoulder to directorial posteriors and assist in the push of the dismal Delta directors into the Delta wood chipper (leased of course). Aided by some insider knowledge (what? – reveal my sources – never !) and plenty of tangential side trips, your correspondent is proud to think he has helped (in some small way) What if? and the majestic Richard Healey achieve a clean out at Aurora and Delta.

This week’s dismissal of Parton and McLauchlan is the start, and more will follow.

Mr McLauchlan’s risible statements in the ODT yesterday show your correspondent was 100% correct when he predicted that blame would be sheeted home to That Bad Man, John Walsh.

Mr McLauchlan’s arrogance was in full view with his claims that his decision to step down was unrelated to the billion dollar problem he has co-authored. Mr McLauchlan cannot admit what all of Dunedin knows – he troughed literally while lines exploded, and failed as a director. To do so would jeopardise his other sinecures, and Mr McLauchlan is nothing but self interest. Mr McLauchlan had absolutely nothing to offer the DCC, Delta or DCHL, and we should be at least grateful to Mayor Cull that the scales appear to have finally have fallen from his eyes and he sees Mr McLauchlan for what he is.

Let us not forget the most telling example of Mr McLauchlan’s invertebratedness : In the 2007 directorial decision to waste $8-9M at Luggate Mr McLauchlan’s sole contribution was : “If the other directors agree the I agree”. Not forgetting also that in the case of the Scenic Circle Dunedin City legal dispute with the JV partner, Mr McLauchlan was found by the Court to be an unreliable witness.

Mr McLauchlan is so toxic he doesn’t just need to be signposted, he is a walking talking accounting contamination.

On the subject of contamination, Kyle Cameron – stand up and take a bow, Kyle Cameron! – has made it very sure that Grady Cameron will never lead either of Delta or Aurora, by recommending that they need separate CEOs. As Mr Healey has said, the board will do to Grady what he has done to many others – disestablished their positions, creating new roles, and of course Grady will not quite have the “most appropriate skill sets” for either role. Sorry about that old chap, terribly close call of course, better luck next time– (in another continent please).
Grady, you have just been right-sized.

Another right-sizing would be to appoint Kyle Cameron to the Aurora board, and remove former ORFU/Highlanders director Mr Thompson with links to the $5M ORFU pokies scandal. Mr Thompson is tight with Mr McLauchlan of course, Mr McLauchlan being the Chairman of the Highlanders at the time the South Auckland pokies scandal was in full swing. McLauchlan – scandal – bees – honey.

Not right-sized, of course, is the matter of the Aurora replacement budget. We all know – now – that Aurora were going to spend $443M in deferred maintenance over 10 years (yes, stop dissembling Grady, it’s $443M, not $417M, but what they haven’t set out is where the money is coming from. Lines charges are fixed, and in very, very broad terms if we, the ratepayers, have to spend $443M to basically maintain what we have – then the very big question is – what is the depreciated, deteriorated asset worth …right now?

[An alarming example that comes to mind is the DCC purchase of the Dunedin Railway Station in the early 1990s. A wonderful asset now (pity about the decks) after a number of millions have gone into its restoration and upkeep over a 10-12 year period ….but what did the DCC pay ? ….the answer ? precisely one dollar.]

Now the Aurora 2016 Annual Report says in its headline “Trend Summary” (aka the good news feel-good piece early in the report at page 12) is that the ratepayers have equity of $183M in Aurora, and equity to assets is 42.1%, but unsurprisingly (this is Grady and the gyroscope we are dealing with here) the very bad news – the debt is $253M and is not going away – doesn’t quite make it into the good news piece.

So if we are charitable and assume that only say $250M of the $443M is actually for direct Dunedin infrastructure renewal and the balance being for actual expanded capacity then, then $250M of shareholder equity is needed for the upgrade. But wait Batman ! We only have $185M of equity. Holy exploding potheads Batman !! What do we do ? Batman: Elementary, my dear Doctor Parton —In the immortal words of Christine Fletcher, mayor of Auckland in 1986 when asked the same question by Fletcher Construction (of the cost to finish the Aotea Centre), “That’s what the ratepayers are for.”

Readers, you might well be thinking at this stage, CD has it wrong again – when I put in a new kitchen and bathroom in my villa in Belleknowes, it was worth more, so it didn’t matter that there was more debt ….because the asset was worth more. However, the value of power networks is determined by the Commerce Commission, who regulate what amounts each network can charge ….based on the value of the asset. Your correspondent surmises that the next scandal to unfold at Aurora is that resident Delta toxicologist, Matt Ballard of Capability and Risk, has overseen a massive overstating of the present value of the network. The bottom line is : with $250 – $400M of work needed FOR MAINTENANCE, ie NOT GENERATING EXTRA CAPACITY, it is worth nowhere near $436M right now. What does that mean? It means, readers, that the “jewel in the crown” of the DCHL, our cash cow HAS NO SHAREHOLDER EQUITY and has 100% debt to equity. Hilary Calvert is correct – if this were DC Ross, or any other private company, the receivers would have been called in long ago. However, accountants like the caustic Mr McLauchlan prefer companies with no shareholder equity because the returns on equity are out of this world…. until something happens.

Readers, what dissembling Mayor Cull will never tell you is that just like in Central Otago, as helpfully described by Nick Loughnan in the ODT a few weeks ago, you are about to experience in your future either some eye watering rates increases or, if the Commerce Commission allows, some similar exponential line charge increases. It’s one or the other. There is no other way.

Mayor Cull is aware of the consequences set out above : he said at the outset of Mr Healey’s crusade that he did not want public confidence shaken.

The questions or scenarios above are not pleasant – as the biblical line goes, these are hard questions, who can answer them ? They are the lines industry equivalent of farting in church – rude, inappropriate but better to get it out in the open before there is a big mess (or at least know the mess is coming). Yes, the air will be blue for a while – a long while. Messrs McLauchlan, Parton, Kempton, Frow, Wood, Thompson have done more than farted, they have created a stinking “code brown” mess. They will not be missed.

Dear Councillors, I was pleased to see Richard Healey was vindicated in his claims about the crisis facing Delta and Aurora. I, however, was disturbed to see the appointment of another accountant, Steve Thompson, onto the board. Part of the problem with the pole replacement program was that for some time an accountant was running it. We need engineers on the board not accountants as the problem here is health and safety and the integrity of the network not financial systems. I was not however surprised to see Thompson on the board and read he is backing Cameron. After all, the company he works for is Deloitte and it awarded Cameron ‘Young CEO of the Year’. What is hard to understand is how Thompson could claim that Cameron has done a good job in difficult circumstances when most of those circumstances were Cameron and the Boards’ own doing. Does he mean, for example, the millions he lost on subdivisions in Luggate, [Jacks Point] and Christchurch or perhaps the fact that he was the first CEO in living memory to lose money in a financial year. Maybe he meant the 20 roading redundancies, 40 in Christchurch, 15 in Alex, a further 50 in Dunedin at Civil, and another 10 in Greenspace this year. A grand total of 150 good people that Cameron sent down the road. Or were those difficult circumstances the investigations he is or has been under by the Audit Office, WorkSafe, Energy Safety, the Commerce Commission, the [Central Otago] District Council, the Queenstown [Lakes] District Council and then Deloitte. Perhaps it was the hundreds of thousands he spent on relocating offices and his failed re-branding or the fact that he and his deputy Ballard have surrounded themselves with people not competent to do the jobs they are assigned to. Or was it maybe the death and at least 5 serious injuries that have happened on his watch? Maybe it was the destruction of asset management systems and his failure to implement inspections such as link boxes, MDI boxes, air break switches and high voltage switch gear that he has knowingly overseen.
Perhaps those difficult circumstances were driving out good people such as Jarrod Stuart who was to oversee the pole replacement program but could no longer work under interfering, incompetent leadership. Or was he worried that he has now appointed a person with no knowledge of electricity networks to run the pole replacement program after realising how his previous appointment of an accountant to do this went so wrong. Maybe he was worried that his minions have been altering the input into the xivic analysis of pole structures so he could claim to have less red tag poles in the system. Or was it really just his utter failure to carry out what was needed when he did the LineTech Report in 2010 which required 1200 poles replaced per year for ten years and the worry that he may [be] and was found out ? Maybe it’s been difficult for poor Grady in the 2 months since he announced the accelerated pole replacement program that he supposedly planned in April [being that] he hasn’t replaced one extra pole. That puts him 140 behind schedule already. Nothing new there. No perhaps it was the fact that he has destroyed morale and goodwill among staff at Delta and is now considered no more than a laughing stock?
Surely the council can see why Richard Healey said it was ‘mind boggling’ that Thompson backed Cameron and his deputy Ballard. Quite frankly it doesn’t say much for the new chairman of the board when he is supporting somebody clearly not fit to run the company. How can any sane person possibly support this man and his so called executive leadership team. I know very few staff at Delta do. It is completely wrong to suggest, as some councillors have, that it doesn’t matter whether Cameron stays or goes, as he has been responsible for the day to day running of the company and his reports to the board and vice versa have clearly been misguided and deficient. Not only that, no-one at Delta can move on or start the huge task ahead, safely or efficiently with the dark clouds of Cameron and co hovering over their heads. After all, Crombie and Mr Benson-Pope said heads should role if the allegations proved correct. They have. Remember safety was the primary motive for Richard exposing what was happening at Delta and Cameron has been shown to be part of this disgrace (eg LineTech Report).

What is truly sad, is that all this was preventable, as many people have told the councils and the boards over the years this was going to happen. As I have said before this was raised to the then mayor (Sukhi Turner), the board and an MP as early as 1998 but the old boys network closed around her and us, just as they may appear to be doing now. It is time we learnt that you need engineers, some more engineers and then more engineers to run these systems and drop the accountants, and lawyers, who are neither qualified or competent to run an organisation of this type and size, when it is facing the biggest infrastructural project in Otago for next year and beyond. PS, The views of many of the councillors who represent the interest of the ratepayers and owners of the asset have been frighteningly absent through this. Dear Councillors, I was extremely disturbed to see from the mayor, that the report from Deloitte into public and worker safety and the management of the network may not be made public. Remember this report was to look into management and not on their behalf. The safety of workers and staff is paramount and commercial sensitivity being used as an excuse to censor from public view is inexcusable. Pole replacements, switchgear, transformers, potheads, lines down etc are not let out for contract so commercial sensitivity has no bearing – I fail to see any valid reason why the entire report can’t be made public considering the level of public and worker interest. Remember, you are answerable to the public and ratepayers first and then the board and management are answerable to you, not the other way round which keeping this secret would suggest. We who work on and the owners of the network surely should have the report before us first and the board and management after that. The tail is clearly wagging the dog here. Delta has had at least 5 serious injuries and one death since Cameron took over and Delta has been complicit in at least 2 of the injuries and the death. Roger Steel left behind a widow. How many more women must weep and families like mine worry while the council worries about “commercial sensitivity”, and puts the public’s interests behind the interests of the Delta board and management.
Cameron commissioned a report by LineTech in 2010 that showed he needed to replace 12,773 poles in Dunedin alone (32,406 in total with Central) in the next 10 years to keep the network safe. He and the board have replaced way less than 3,000 in Dunedin in that time. A blind eye or incompetent. Both I’d say. Also the report said inspections, increases in cables maintenance, replacement and equipment had not been adequate, yet I can assure you these have not been stepped up at all, in fact some of these things have stopped all together. For the record, at the recent meeting of Delta staff less than 15 people out of a hundred voted to have a committee and release a joint statement to the media. There was not a No vote taken. A vote of no confidence was proposed but again no vote was taken. I hope there was no confusion that this was a unanimous or popular decision by the workers to support the joint statement. Around 85 of the hundred there didn’t endorse it. Personally I would be disgusted and lose all faith in due process and democracy if this report isn’t released in full and the true owners, the ratepayers, aren’t informed [of] what’s been happening. It may appear to Delta staff and ratepayers alike that the old boys network is closing in on the council and mayor. Remember, you the councillors are answerable first and foremost to the asset owners, the ratepayers, and not the Delta board and management.

That subdivision is set to lose Dunedin ratepayers further millions while bank rolling, once again, certain male protagonists.

We’re not sorry that Mr McLauchlan must take what is coming.

The following was reported in the ODT (28/11/16):

“On the issue of the corporate suite, Mr Cameron said like any large business, “from time to time we host our customers to strengthen the working relationships”.

In the past financial year, Delta spent about $9000 on food and beverage hosting customers at the suite…….” 

In light of Mr Cameron’s comments in the ODT, there are a number of invoices on which I request further information as follows:

1. Carisbrook Stadium Trust Invoice PSF-26, dated 5 December 2009, 10 Lounge Club Memberships $40,000+gst. Please state the names of those who have access to the 10 Lounge Memberships paid for by Delta. I note on the Forsyth Barr Stadium website the following: “As a Member of Forsyth Barr Stadium you can attend any of our scheduled events and take in the view from your own designated premium seat in the Speight’s Stand (South).”

This is obviously 10 premium seats in the Speight’s Stand on top of the seating in the Delta corporate suite.

2. Invoice 1343, dated 29/06/2012, Highlanders vs Chiefs includes Beverage $711.30+gst and 20 3 course meals @ $67.00 = $1340+gst.

How many of these guests were:

(a) Delta management staff

(b) Other Delta staff

(c) Delta directors

(d) DCHL directors

(e) Mayor and/or councillors

(f) DCC executive management team

(g) DCC staff

(h) Carisbrook Stadium Trustees (CST trustees/rich listers have reputation for receiving ‘gifts’ of tickets/catered meals at the expense of the ratepayers)

Mosgiel pool site options —muddy water from mainstreet businesses

At the public forum before Monday’s Council meeting, the Taieri Community Facilities Trust (aka TCFT or ‘pooling together’) turned up in the guise of Irene Mosley, its chairwoman. Her only visible means of support was Bill Feather, ex Mosgiel-Taieri community board chairman.

Ms Mosley put up images of two site options (see graphics below), however nobody in the public gallery could read them. A previous round of public consultation had determined that 127 people favoured Site A, the site of the existing pool beside the Silver Stream. And 17 favoured Site B, at the township’s Memorial Gardens.

Ms Mosley is lobbying for the build being at the Gardens, a site (B) more likely to flood. Site A, the existing pool site, is higher; and the flood banks to the Silver Stream are doing their job.

We were trotted the line that the (rearguard) push for Site B was entirely down to the Otago Regional Council (ORC) because they have issues with Site A, that construction could potentially destabilise the flood bank. Phooey. Pure folly, Ms Mosley! Besides, ORC has no particular jurisdiction over the siting.

Ms Mosley carefully emphasised that a second round of public concultation on site options was for “transparency”. Hmm. Although she told Councillors there’s lots of positive support for the new pool, we’re not too sure who Ms Mosley has asked lately. We doubt the “positive support” is people with spare millions to give away on her trust’s “Logic” (loaded commercial term) dream.

All we know is business owners in central Mosgiel want the pool located closer to them, thus why Site B is being PUSHED by the trust. What a lot of fines there are, swirling about in the local water supply.

Mosgiel resident Peter Sim said he would oppose Site B. Green space was “at a premium” in Mosgiel and the DCC was “nibbling away” at it. “It’s time it bloody well stopped.”

The two possible locations for a new aquatic facility in Mosgiel were revealed yesterday, along with a concession that “neither site is perfect”. At a Dunedin City Council meeting, Taieri Communities Facility Trust chairwoman Irene Mosley revealed the possible footprint of both sites … “We have decided we need to go back to the community and explain there is no perfect site … we just want to get it right.”

What Shocks.

If the Otago Community has a BILLION OR SO DOLLARS WORTH of network replacements owed to it, but for the pleasure the Community must pay these sums Again —as well as having to meet the not insubstantial cost of new build facilities across the growth-focused districts of Central Otago— with the self-congratulatory psychology of the Companies and INDIVIDUALS running the Dangerous and Degraded Aurora/Delta power network, stringing along the bumbling Dunedin City Council as OVERLORD (meanwhile running its ‘static’ city)…….. exactly how does that affect DUNEDIN RATEPAYERS, do you think. [DCC steered by “SpongeBob” running the holding company; the mayor inane factotum to the GOBs.]

So yeah, if there’s no word yet (?) on how the INDIVIDUALS RESPONSIBLE for constant rates increases (exceeding New Zealand’s rate of inflation) will be cleaned out financially themselves (along with their private trusts), with jail sentences to serve…….. Then you stand to be OUTRAGED by anything these knaves are saying.

We can’t call them liars.

But think about what these immoral money stealing mongrel-individuals are costing us. You are being robbed, mercilessly, repeatedly, over and over. Public funds through your rates have gone out both front and back doors in almost limitless fashion. The male mafia have been in your pockets doing what they like —across nefarious deals and rorts for “the past 25 to 30 years”.

You have been fully violated, the power network you rely on is completely stuffed. ‘They mongrels’ are not simply incompetent.

Personally, you bear the price; your extended family and descendants pay the price. ‘They mongrels’ each buy an expensive house or three in Queenstown Lakes, they live off the spoils, in style —while you and yours, your businesses and community run desperately out of hope for better times. Clearly, the Bad are being replaced by more of the Bad with unedifying track records.

Mayor Dave Cull said the whistleblower, Richard Healey, had been largely vindicated. The poles network was not as safe as it should be.

Newly-appointed chairman Steve Thompson [ex Deloitte head] said chief executive Grady Cameron would not be sacked as a result of the failings identified in the report, as he had confidence in his leadership. “I think he’s done a good job in difficult circumstances.”

Shake-up agreed for Delta, Aurora

Dunedin City Council-owned companies Delta and Aurora are in for a major shake-up. The planned changes come as a result of recommendations included in a review by consultant Deloitte into Delta/Aurora network safety concerns, and in particular accusations Aurora dangerously mismanaged its electricity network and left thousands of poles to rot. The shake-up would involve having separate boards and chief executives for the two companies and introduce a more proactive approach to maintaining the network. After the review, commissioned by Dunedin City Holdings Ltd, was released yesterday, Mayor Dave Cull said the changes could have a significant financial impact on the council, resulting in rates increases.

“I don’t believe it’s unsafe, but we just need to do more work on getting the infrastructure to a better level than it currently is.” –Steve Thompson

Mr Healey said he was satisfied for the most part with the report, but not with the response from Mr Cull, DCHL chairman Graham Crombie and Mr Thompson, who he said were all still trying to minimise the extent of the problem …. Mr Thompson’s claim the network was safe and his continued confidence in Mr Cameron were “mind-boggling”, Mr Healey said.
