Gabriella Michelle “Ella” Henderson (born 12 January 1996) is a British singer and songwriter. She was a contestant in the ninth series of The X Factor in 2012 and got into the final 12 finishing in sixth place, despite being a strong favourite to win. She was subsequently signed to Syco Music. Henderson’s first single, “Ghost”, co-written with Ryan Tedder, was released on 8 June 2014 and gave Henderson her first UK Singles Chart Number 1 while remaining in the top five of the chart for eight consecutive weeks. It has subsequently been certified platinum for sales in the United States, United Kingdom, Australia and New Zealand. With others, I received an email from an esteemed and powerful colleague in the United States. It focused my mind. The afternoon email was one of a series of calls and messages proceeding across the holiday break (as committed Canterbury people fortify, lobby and fundraise – lawyers and QCs amongst them) within the all-out campaign to fully restore Christchurch Cathedral.

The man-writer was responding to letters to The Press published today (28 December), each decrying any moves to restore the Cathedral but meanwhile expressing strong desire to resuscitate the heart of the City.

It’s understood the Press editor has been hard to win over on restoration for some years although chinks in that armour did appear after cathedral campaigners BOUGHT space to balance and convey the other side of the Anglican hierarchy’s argument to demolish Serious cultural heritage.

Right now, Christchurch is my favourite POLITICAL City in New Zealand. There is a force for intelligence, compassion, honest endeavour without fear, free speech (multiple voices joined in hardship), and far more than simple zeal for Justice there is public and private leadership in a Place recovering from the political aftermath of a damnable naturally occurring tragedy. Throughout, Christchurch people have got ‘more like themselves’ to cope, to battle —to try for the Egalitarian in the face of disgusting bureaucracies and god-awful top down disparages.

Dunedin faces something else – THAT (nameless but real) is the reason for the What if? Dunedin website. Letting it out, spilling, building confidence to challenge what is handed down as fact.

For the strong and interested, there is no acceptance of stray conduct at PUBLIC MEETINGS caught by privately-owned television for the PUBLIC RECORD. There will be no silencing of what is in PUBLIC DOMAIN. Information existing in PUBLIC DOMAIN, put there by local bodies as their official reports and media releases should not be stopped. Information requested by the public and released by local bodies under the Local Government Official Information and Meetings Act (LGOIMA) should be freely disseminated. No picnic.

All;

It is with profound regret that I note the United States does not have a monopoly on short-sighted, narrow minded, culturally blind idiots. We have so many of them it’s easy to assume we have them all. I guess there are Rednecks and Bogans everywhere.

Fear not…neither does the US have a monopoly on brave, stalwart, far-sighted stewards of our common Heritage who are willing and able to stand strong and see this important work through to completion. You are an inspiration to me and people around the world.

Have faith…stand strong and fear not.

MAD’s sinuous Harbin Opera House completes in north-east China
Beijing studio MAD has completed an opera house in the Chinese city of Harbin, featuring an undulating form that wraps two concert halls and a huge public plaza. The opera house is the first and largest building that MAD has designed as part of Harbin Cultural Island, a major new arts complex among the wetlands of the Songhua River. The 79,000-square-metre building features a three-petalled plan. One houses a grand theatre with space for up to 1,600 visitors, while the other is a more intimate performance space for an audience of 400. The building is designed to mirror the sinuous curves of the marsh landscape, with an exterior of smooth white aluminium panels and glass. These contrast with the rooftops, where a textured surface of ice-inspired glass pyramids allows light in from above. According to MAD, the building is designed “in response to the force and spirit of the northern city’s untamed wilderness and frigid climate”. “We envision Harbin Opera House as a cultural centre of the future – a tremendous performance venue, as well as a dramatic public space that embodies the integration of human, art and the city identity, while synergistically blending with the surrounding nature,” said studio founder Ma Yansong.

MAD has designed several cultural buildings, including an artificial island of art caves, an icicle-shaped wood sculpture museum also in Harbin and Chicago’s proposed George Lucas Museum. Curved surfaces are a recurring theme through them all, picking up Ma’s ambition for a new style of architecture, referencing the landscapes of traditional Chinese paintings.

“We treat architecture as a landscape,” he told Dezeen in an interview last year.

The Lexus hallmarks of expert design, sublime style, and supreme craftsmanship have driven their ethos of Creating Amazing for years, both in their production vehicles and their concepts. For Lexus’s latest project, they put a team master craftsmen to the test as they tackled their coolest concept yet: the ice-tyre Lexus NX. Driving on four perfectly-finished, hand-sculpted tyres made from optically perfect, crystal-clear ice, the Lexus NX emerged from its own test of craftsmanship and quality – a five-day deep freeze at -30 degrees Centigrade that left it clad in a thick layer of ice.

Taking three months from start to finish, the ice-tyre Lexus NX is the product of a collaboration between Lexus UK and the ice-sculpting experts at Hamilton Ice Sculptors. The challenge was two-fold: how to recreate the Lexus five-twin-spoke alloy wheel and its Yokohama winter tyre with incredible precision, while also making a wheel and tyre that would support the NX’s 2.2-tonne mass. Like the highly-trained Lexus ‘takumi’, Hamilton Ice Sculptors combine generations of experience using traditional ice-sculpting methods with the latest technology to design and produce their works of art. Employing advanced techniques like laser-scanning, three-dimensional computer-aided design (CAD), and multi-axis machining equipment, they could produce consistent wheel and tyre combinations ready for hand-finishing with traditional tools and techniques.

With the ice tyres ready and the NX suitably chilled in its icy chamber, the moment of truth saw the wheels and ice tyres mounted onto the frozen Lexus hybrid (which started first time, of course) ready for its first attempt at driving on ice. Part engineering, part art, this unique project came together to prove that anything is possible with the right combination of desire, skill and dedication.

While tires made entirely from ice may not get the best traction, they certainly look cool. To start, the car’s actual wheels were laser-scanned to ensure the rolling ice sculptures were a perfect match for the vehicle. After the wheels were set in place, the NX sat in -22°F conditions for five days before it was finally unveiled. The ultimate test drive is far from the high speed, closed-course stunts you usually see in car commercials, but given that the NX has a curb weight of about 4000 pounds, the journey is plenty impressive on its own. How to fold an origami cat with your non-dominant hand
The people that work at Lexus’ factories aren’t just employees. They’re craftsmen and women that take considerable pride in the standard of their work. But not all Lexus craftsmen are equal. At the top of the tree are artisans known as ‘takumi’. Their goal is simple – the pursuit of perfection in their chosen field, whether it be paintwork or welding, vehicle dynamics or interior crafting. They are responsible for keeping up the high standards Lexus demands of its vehicles. Becoming a takumi is no easy task. All takumi have at least a quarter of a century of experience, time spent honing their skills to a fine point. Several takumi have had their skills digitised and programmed into robots that recreate actions repeated thousands of times, so it’s vital that they’re up to scratch. Before becoming a takumi, candidates are assessed in a number of ways, but one is via a decidedly non-digital method – the Japanese art of paper folding, origami. Before they graduate to takumi status, candidates are challenged to fold a relatively simple origami cat. But here’s the catch – they have to fold the cat with just one hand, and in under 90 seconds. Oh, and it has to be their non-dominant hand. Challenging? To find out, we went to see Mark Bolitho. A respected name in the world of origami, Mark works full time creating paper masterworks for corporate clients, advertising and events, and is also the author of several books on the art. In short, he knows what he’s doing when it comes to folding paper.

Design guru Kevin McCloud launched the 10th anniversary of Grand Designs Live today by driving a unique, origami-inspired Lexus into the show at the National Exhibition Centre, Birmingham. The car is a life-size replica of the new Lexus IS saloon, created from 1,700 fully recyclable laser-cut cardboard sheets, capturing every design detail, inside and out. It has been commissioned by Lexus as a celebration of the human craftsmanship skills of the takumi, the men and women who work on the company’s production lines in Japan.

Dreadnoughts and Crosses – How battleships brought the ANZACS to Gallipoli

Part 1 – The South American Arena

Picture 1 HMS DreadnoughtHMS Dreadnought: The revolutionary fighting machine, launched in 1906, whose namesakes eventually brought the ANZACS to Gallipoli.

4.00 am on Sunday, 20 December 2015 marked the centenary of the last man leaving ANZAC cove at the end of the Gallipoli campaign. By the time the Allies evacuated the peninsula after just over eight months of fighting, each side had lost just under 60,000 dead. By the military standards of other battles in World War I these losses were small. Despite this, for three combatant countries, the young dominions of Australia and New Zealand and the yet to be born Turkish Republic, the battle was a seminal national event.

For this reason the details of the battle itself are well known and have been repeatedly re-enacted in print, video and film. What has received slightly less attention is how the Allies and the Turkish (Ottoman) Empire came to be enemies in the first place. The Ottoman Empire was not part of the deadly twin daisy chains of alliances and obligations that dragged all the other great imperial powers of Europe into an involuntary state of war in the days after the Austro Hungarian Empire chose to attack Serbia. The Ottomans had the luxury of choice. They could join the Allies, or they could join the Central Powers. Or, they could not join in at all – the eminently sensible option favoured by the then Sultan, Mehmed V.

The convoluted and sometimes ridiculous story of how the Ottoman Empire eventually did get involved on the side of the Central Powers, and thus became one of New Zealand’s ‘enemies’, makes for interesting reading. It involves pride, greed, incompetence, insubordination, brilliant opportunism and desperate decisions made in haste with little information. Above all it involves battleships, the great floating fortresses that so disastrously possessed the minds of men both great and small in the first decades of the twentieth century. Battleship mania was a truly global phenomenon. Thus this story begins not in Europe or Asia, but in South America some eight years before the First World War broke out.

At the beginning of the twentieth century the four-cornered battleship building race between Germany, Britain, the USA and Japan was well established. With their greater shipyard capacity, this was a race that the USA and Britain should have won comfortably. However, they were hampered by their political systems. The governments of Germany and Japan, where democracy was tightly delimited, were able to pursue their naval build up steadily and in a carefully planned manner. In the USA and Britain public opinion and short-term political expediency made this impossible. Periods of complacency when shipyards were starved of orders for battleships alternated with periods of panic, when they were literally drowning in them.

This created an intolerable situation in British and American shipyards. Dreadnought battleships were at the limits of the technology of their day. Their construction required massive fixed installations served by enormous and highly skilled workforces that simply could not be assembled and dispersed at will. If a race-winning dreadnought building capacity was to be maintained, somehow the demand for them within these two democracies had to be smoothed out. Then, as now, it was realised that exporting these cutting-edge weapons of war to third countries was one way in which this could be done. As a result, both Britain and the USA became vicious rivals in the international export market for dreadnought battleships. The most skilled and unscrupulous salesman of their day fanned out from the British and American yards, backed by enormous budgets and the full diplomatic capacities of their respective governments.

The happiest hunting ground for these dreadnought salesmen was South America. Nowhere in the world had changed politically as much as this continent had in the nineteenth century. In 1800 the continent was sleepily divided between the declining empires of Spain and Portugal. By 1900 all this had been swept away and replaced by a series of young, prickly and increasingly wealthy republics. The largest of these: Brazil, Chile and Argentina had a particularly volatile relationship with one another, in which diplomatic tension, military posturing and sporadic minor actions created an ideal environment for battleship selling.

In Part 2, the activities of the international dreadnought salesmen across three continents create a ludicrous but potentially explosive situation.

Part 2 – The battleship barterers

Once they had identified South America as the prime market for British and American battleships, the Edwardian dreadnought builders got straight to work. By various adroit manoeuvrings, the British and American sales representatives succeeded in selling no less than seven dreadnoughts to these three countries in less than three years. The process started with Brazil agreeing to buy three dreadnoughts from Britain in 1906; with two to be constructed immediately, and a third to be laid down once the first two had been completed. Argentina and Chile promptly responded by each ordering two larger ships: Chile’s from Britain, and Argentina’s from the United States.

However, the fever rapidly abated, and by 1908 the South American ardour for battleship building was cooling in the face of the staggering costs and risks of escalation. In the case of Brazil, an additional chill was provided by a major naval mutiny and the collapse of the rubber and coffee export commodity markets that had been expected to pay for the ships. As a result Brazil attempted to extricate itself from its commitment to build the third ship that it had ordered. The British fought hard to avoid this, and eventually their efforts were successful. However, the witches’ brew of conflicting commercial and political agendas that eventually preserved the deal also produced what was the most ridiculous design ever executed in the dreadnought era.

The Rio de Janeiro was built for show. The Brazilian government were determined that if they were going to have to pay for this unwanted battleship, then it should be the most impressive yet seen in South America. The choice lay between bigger guns or more turrets. Turrets won the day, and the Rio de Janeiro shipped seven, in a period when every other nation was standardising on four. This meant a big ship, but Brazil’s maintenance facilities were limited, which meant that the big ship had to be narrow and tremendously long. Finally the capacity for the officers to entertain in style and live in comfort had a far higher priority than other navies. The Rio de Janeiro had far larger internal spaces and far fewer watertight bulkheads than her equivalents. All of these requirements, plus a respectable top speed, meant that something had to give, and that something was armour. Rio de Janeiro had armour that was barely more than half the thickness of her contemporaries.

Perhaps as the Rio de Janeiro took shape on the slipway it became increasingly obvious that she looked more ridiculous than imposing. Whatever the reason, the Brazilian government decided to get rid of her. In late 1913 she was put up for sale while still incomplete, and sold to the Ottoman Empire for just under six million dollars – a respectable sum for that time. The Rio de Janeiro became the Sultan Osman I. The Brazilians, no doubt highly relieved, departed from the scene. The deal may have been facilitated by the fact that the ever-active British dreadnought salesmen had already sold another larger and far more capable dreadnought, the Reşadiye, to the Ottomans two years previously.

Although Sultan Osman I was the weaker unit of the two new Turkish ships, the situation within the Ottoman Empire at the time of its acquisition endowed it with a much greater political importance to the Turks. The Ottoman Empire, the ‘sick man of Europe’ had been in retreat for half a century. Provinces in the Balkans and North Africa that had been Turkish for centuries had fallen away. The retreat had been accompanied by a sequence of mass murder and ethnic cleansings that had left millions of Turks dead and millions more displaced and destitute within the areas that are now modern Turkey.

The Turks were aware that this process was not complete, and that the Ottoman Empire’s neighbours harboured further expansionist ambitions that would potentially leave the Turkish nation partitioned and bereft of any territory or secure identity. This was a national rather than simply a government realisation. As the government was both chaotic and destitute, the Turkish nation raised the money to buy the Sultan Osman I, largely by public subscription and a myriad of small collections in coffee shops and the like. Special ‘navy donation medals’ of various grades were struck and given to larger donors. It was an act that both presaged and represented the popular will that would lead the Turks to victory at Gallipoli in 1915 and to a secure independence in 1923. The significance of the gesture was reinforced by the name that was given to her – that of the Ottoman Empire’s founder.

DVML claims an economic benefit to Dunedin of $19.7 million for the concerts held this year. Economic benefit figures are notoriously exaggerated, especially when they are provided by someone whose reputation is at stake.

Anyway, it is misleading to claim a $20 million boost to the Dunedin economy without mentioning the annual $25 million (aprox.) cost to renters and ratepayers to fund the stadium. This is a net drain on the local economy and something Mr Davies and Mayor Cull should be ashamed of.

Also, almost none of the citizens forced to pay for this financial disaster receive any financial benefit from this so-called economic benefit – this is a wealth transfer, with a few businesses benefiting greatly at the expense of all the citizens of the city – the many suffer, to benefit the few. On the whole the stadium continues to be a millstone around the neck of Dunedin’s economy.

‘It’s just heartbreaking’
Two seriously injured young children crawled to safety as their father lay dead next to their car after a crash on Ashburton Gorge Rd last night. The children had been out with their dad at his Christmas work function and were on their way home when the 35-year-old man lost control of the Toyota Hilux he was driving at a moderate left-hand bend, went onto the gravel and rolled several times about 10.45pm, police said. The man, who was not wearing a seatbelt, was thrown from the car but his children, who were wearing seatbelts, stayed strapped in their seats in the back.

Report confirms ChristChurch Cathedral can be reinstated

Minister for Canterbury Earthquake Recovery Gerry Brownlee says the decision by the Anglican Church to progress investigations into reinstating the ChristChurch Cathedral will be greatly appreciated by the wider community.
The Church Property Trust, which owns the Anglican Cathedral in Cathedral Square, has received an independent report from a Government-appointed consultant, who has reviewed the engineering options for the iconic city building.
“All of the parties’ engineers agree that the reinstatement of the Cathedral would require a combination of repair, restoration and reconstruction,” Mr Brownlee says. “The issue then comes back to cost and that is something the Church Property Trust will need absolute certainty of before it can commit to any work going ahead.”
Mr Brownlee says CPT is keen to enter further discussions with the Government in regard to progressing towards a reinstatement plan for the ChristChurch Cathedral, and that will happen in the New Year.
“And that is why we need to gain certainty about the affordability of this project and be able to work through the options. The positive outcome here is that there are now options to work through and that CPT is willing to do so.”

Review of the population based funding formula completed

A five yearly review of the population based funding formula (PBFF) for district health boards (DHBs) has been completed and will be incorporated into DHB’s 2016/17 Funding Advice.
The funding formula is a technical tool used to help equitably distribute the bulk of district health board funding according to the needs of each DHB’s population. The formula takes into account the number of people who live in each DHB catchment, their age, socio-economic status, ethnicity, and sex. It also has mechanisms to compensate DHBs who service rural communities and areas of high deprivation.
The funding covers a range of health services including primary care, hospital and community care, health of older people, and mental health.
The review recommended no structural changes to the overall model but proposed several changes, including to the rural adjuster to better reflect DHB population and geography.
In 2015/16 the PBFF distributed a total of $11.4 billion to DHBs. DHBs will not receive less funding as a result of the review.

Hello Elizabeth,

Sue has asked me to email you with regard to the eplan format concerns you raise below. Apologies for the delay – we thought a response had already been sent to you have realised now this is not the case.

The eplan is effectively no different from a plan produced in word processing software (like Microsoft Word which was used for the current District Plan). It has the same ability to be printed and annotated by users.. While we do not offer print out of the whole plan, we are providing hard copies of sections on request.

The strength of the eplan format is making it easier to allow cross linking between plan provisions to locational information (e.g. search plan from property address), which will be added after the plan is finalised. It does not diminish its usability in print form.

The software used to produce our 2GP in the same system that has been used for the Auckland and Christchurch plans and is being used other councils who are currently working on their 2GPs. It is the new ‘norm’ for plan writing in New Zealand.

We have reviewed other District Plans and have found the 2GP is not longer than average. For example, Queenstown’s Residential Section has 68 pages, Christchurch’s has 180 and Dunedin’s has 87.

Much of the increased length from the current district plan is due to better cross-referencing between sections. The plan easier to use because it reduces the need to search through the whole plan to see what is relevant to a particular proposal in a particular location (which has involved more repetition of content rather than new content). This means that most people will need to look at fewer parts of the plan.

We have received positive feedback from planning professionals who work across several Council’s plans. The feedback is that the 2GP is well structured and easy to use. However, we accept it does take some time to get used to.

In additional to providing detailed help information on the website (see guide to the structure of the plan and how to videos) we provide one –on-one assistance to people to help them understand the new plan and most people seem very pleased with the level of help we are offering. We have helped over 1100 people in this way (often with multiple contacts). We invite you to come and see us for more help if you still require it.

Thanks for reply in advance of the public notice at the DCC website today, also appearing Saturday in the local newspaper.

For your information I’m not representing anyone other than myself in addressing letters to the Chief Executive on matters to do with the Proposed 2GP. In my letter (below) I reference need for extension as would apply to “the community” (meaning interested public) as a whole.

The RMA does not mention an ePlan.

The DCC ePLan (1600 pages) launched at us, as we’re well aware, is a horror to deal with for many.

In this regard the RMA requirement of 40 working days scarcely seems fair or practical. Months ahead of ‘back and forth’ through appeals with some parties will, I suggest, place ‘workability’ in sharper relief for the city council. I look forward to what unfolds.

I appreciate your clarification provided for submitters around extensions. This is proactive.

Due to the length (1600 pages) and comprehensive nature of the planning document (by ePlan), in that it no longer resembles the current Dunedin City District Plan at all, I request that the closing date for public submissions is extended into the 2016 new year.

This will allow the community to consult itself, the city council, and experts where need, more fairly and comprehensively than has been possible in the time since notification on Saturday, 26 September 2015.

It’s of collective mutual interest to enhance and facilitate the public’s understanding of the document and its likely effect(s) on physical, cultural and political determinants for sustainable management of our environment and resources. This means allowing more time for initial submissions.

A police choir has joined forces with Kiwi singing star Tina Cross to take a powerful and heartfelt stand against family violence.

Tina Cross, the Counties Manukau District Commander’s Police Choir and teenagers from Otahuhu Blue Light Choir joined forces to re-record Tina’s song Walk Away, with its message of support for women in abusive relationships.

The video – including messages from Jude Simpson and Vic Tamati, champions for the national anti-violence campaign It’s Not OK – was launched at Counties Manukau Police District Headquarters. 

The launch included a live performance of the song, a screening of the video and speakers including Jude, Vic and Police Commissioner Mike Bush.

Choir leader Inspector Wati Chaplow and manager Martin Bailey approached Tina – who had twice previously performed with the choir – about collaborating on Walk Away, from her 2014 album Lay Down Your Heart. 

“She’s a true professional and an amazing performer,” says Wati. “We knew she had this song that dealt with family violence. Its lessons – ‘walk away’ and ‘give her a voice’ – are very apt to our work.”

He says the inclusion of Jude and Vic’s stories adds to the impact. “It’s hard for a victim to walk away but Jude is proof that it can be done. And Vic’s story shows that as an offender you can also walk away from that violence and anger.”

Tina, an ambassador for Women’s Refuge, says working with the police and Blue Light singers had been “absolutely brilliant”.

“We’re all in the same waka,” she says. “The kaupapa is the same for us all, sworn officer or non-sworn. The most important thing is what the song can deliver.”

DCC aftermath of full council meeting 14.12.15 (emails released)

Extraordinary times at Dunedin City Council in which no-one looks good. With what political mileage generated at mayoral level; and what questions of the chief executive, and ODT’s role and or complicity, in this sudden council release of information to the public realm.

Read the email threads attached to Sandy Graham’s email to Cr Vandervis.

More than ever, these exchanges show strong need for an independent Procurement manager position at Dunedin City Council with oversight of all managers of departments and divisions, as Cr Vandervis has been recommending for some time.

Unsurprisingly, belatedly, an investigation into alleged fraud at City Property should commence, along the lines of what happened for Citifleet —this time, with full accountability to the ratepayers and residents of Dunedin.

At Monday’s council meeting, Cr Vandervis claimed he had paid a backhander to council staff to secure a contract prior to his time as a councillor. I’m told by the Mayor that this is believed to relate to a former staff member who no longer works for council.

Q Are staff investigating or considering the legal or other implications of Vandervis’ backhander claim?

Yes – all aspects of the transaction will be investigated.

Q If so, can you say what the implications of his statement are, and the possible options or actions that might follow? Does it, for example, trigger an investigation under the council’s anti-fraud policies, and would that look at the actions of the former staff member, Cr Vandervis, or both?

The internal auditors have been advised and they are following the process as per the Fraud Prevention Policy and Procedures.

Q What action might be taken as a result?
It’s too early to say what if any action will be taken.

See attached emails which provides documented details of recent fraud allegations. As discussed, these emails are the what we have been able to quickly identify over the past couple of years. We have not gone back further at this stage.

3. I’m told the DCC received a separate piece of information from Deloitte assessing the claims made by Lee Vandervis in relation to the Citifleet fraud. If possible, can I have a copy of that today?

Dear Ms Yeldon,
I refer to your email to me on 17 December 2015 making a Code of Conduct complaint about Mayor Cull. I provide the following response.

The Code requires that any alleged breach involving the Mayor is reported to me in the first instance. In receiving the complaint as Deputy Mayor I then have to be satisfied that there are “reasonable grounds for believing that a provision of the Code has been breached”.

I have reviewed the Code and Standing Orders and have concluded that there are not reasonable grounds for thinking a provision has been breached and as such I will not be progressing the matter. I now outline my reasons for reaching this conclusion.

The Code of Conduct (section J2.2) requires that the Mayor is responsible for ensuring the orderly conduct of business as determined in standing orders. There is also a requirement that the community have their concerns listened to and deliberated on in accordance with the requirements of the Act (section J 3.3). Therefore, the principles of the code of conduct may apply to the conduct of speakers at a public forum.

Standing Orders (section F7) provides that the Chairperson has the discretion to decline to hear speakers at the Public Forum where the number of speakers exceeds the time allocation for the Public Forum.

On Friday afternoon, Ms Jordan was advised by the Mayor that given the size of the Council agenda to be considered at the meeting, the public forum was fully subscribed. He instructed that no further speakers were to be taken. At the time of that advice, you had not indicated you wished to speak.

You advised an interest in speaking by email on Sunday, 13 December 2016. You were telephoned and advised on Monday morning that the public forum was fully subscribed. You withdrew your request to speak at the public forum during this conversation. You subsequently arrived at the public forum requesting to speak. There was no additional speaking time for the public forum period (as all speakers had used their maximum time) and at the meeting the Mayor declined your request to speak.

It is not a breach of standing orders to decline the opportunity for a speaker to speak at a Public Forum, even though the request was made within time and standing orders provides for the opportunity to extend the Public Forum (section F2). It is not mandatory for the Chairperson to have a resolution of the meeting to extend public forum as the discretion sits with the Chairperson before the meeting commences to accept or decline speakers. As regards the prioritisation of public forum speakers for those talking to agenda items, the priority of speaking is set at the time the public forum content is confirmed.

For the reasons above, I have concluded that there has been no breach of the Council’s standing orders and that therefore no breach of the code of conduct has occurred in this case.

Agenda papers are available on the Council website on the Wednesday evening prior to the Council meeting (in this case on 9 December 2015) and I would encourage you to give earlier notice of your wish to speak to ensure that you do have an opportunity to speak to agenda items at future meetings.

Grace Ockwell responded by telling me that the proposed policy would be public when it went to a council meeting. So the morning of 14th Dec was my first chance to see this proposed policy (although I could have seen it a few days earlier when the agenda became public if I had known to look but Grace never told me WHICH meeting it would be going to).

So [I] asked Pam Jordan if I could speak at Public Forum to that agenda item because it was the only chance I could possibly get. What I wanted to ask the council was for the policy to be open to public submissions because the whole process had been totally non-transparent. There had been considerable public comment on Mr Epere with his criminal background getting a council contract after asking at a public forum (surely not in the first place an appropriate use of a council public forum to ask for personal advantage!). There had also been considerable public interest in the [Citifleet] fraud with the main question being, “Where is the independent oversight of in-house council activities to prevent fraud?”

There had been further public interest in the issue of the contracted out mudtank cleaning with the public revelation that the contracted service had no sucker truck in Dunedin so clearly could not have been doing the work all the time. Then there was further public comment from an arborist who [publicly] said that the tree felling at Logan Park cost the Council far too much. Then a local painter, Dean Kelly, publicly said he was unfairly deprived of council contracts because they always went to the ‘big guys’.

This last comment raises the issue of whether the council should prefer local contractors over outsider to the city to stimulate the local economy and, further break up contracts into smaller chunks so that smaller local businesses can get a look in (when times are hard, the odd council job may stop them from going under). Further to this, there was the Public Forum submission of Ms Annaliese de Groote who asked that the DCC have a policy of giving work opportunities to people with disabilities.

All of the above matters are in the public interest and warrant discussion by the community they affect.

Standing Orders require councillors to value participation and engagement in council matters from members of the public. Standing Orders also provide for setting aside 60 minutes of a council meeting for public forum speakers. If the 60 minutes is used up, then Standing Orders allow the meeting chair to put it to the meeting that public forum be extended. I was the only further speaker at that meeting (14th Dec). Mayor Cull knew I wanted to speak to the agenda item (17) of the Proposed Procurement Policy. He also knew it was the only possible opportunity I or any member of the public would be able to comment on it because it was not going to be open for public submissions and was going to be decided at that very meeting.

Other Public Forum speakers who were not speaking to an agenda item preceded me. I am sure if the question of whether public forum might be extended (only by five minutes) to allow me to speak to an agenda item had been put to the meeting that the meeting would have agreed.

So the conclusion I come to is that Mayor Cull does not value input and engagement from members of the public. He does not do what he can to promote it. And so by his actions towards me at the last council meeting he has not upheld the Council’s Code of Conduct.

I have read the procedure for Code of Conduct complaints in the Appendix to the Dunedin City Council’s Standing Orders and I await your further instructions on carrying out this process.

Man arrested after police raid on Dunedin gang pad

Armed police took part in an early morning raid of a Dunedin gang house. Police raided a Pine Hill Rd property on Wednesday morning and arrested a 49-year-old man. The property was understood to be connected with Black Power.

Further to my emails on the Proposed Restriction of Vehicles from parts of Jetty Street, please note the following update.

Council met on Monday 14 December 2015 and gave consideration to the recommendations from the Jetty Street Hearings Committee. Council approved the proposed recommendation and has declared parts of Jetty Street to be a pedestrian mall as per the attached declaration.

The declaration was been made under section 336 of the Local Government Act 1974. Under that section 336, any person may appeal to the Environment Court by 14 January 2016 or such later date as the Environment Court may allow. The Council would not oppose any request to the Environment Court by an applicant for the appeal period to be extended until up to 1 February 2016, but that would be a decision for the Environment Court rather than the Council.

A copy of the declaration will be published in the Council’s ODT noticeboard.

The man at the centre of the Dunedin City Council’s $1.5 million Citifleet fraud took his own life after being approached about the fraud, a Coroner has ruled.
Brent Bachop, the council’s Citifleet manager, died on May 21 last year, nearly a week after first being approached about irregularities within his department on May 15.

An old station hand named Billy was overseeing his herd in a remote pasture in the outback when suddenly a brand-new BMW advanced toward him out of a cloud of dust.

The driver, a young man in a Brioni® suit, Gucci® shoes, RayBan® sunglasses and YSL® tie, leaned out the window and asked the old man, “If I tell you exactly how many cows and calves you have in your herd, will you give me a calf?”

Billy looks at the young man, who obviously is a yuppie, then looks at his peacefully grazing herd and calmly answers, “Sure, why not?”

The yuppie parks his car, whips out his Dell® notebook computer, connects it to his Cingular RAZR V3® cell phone, and surfs to a NASA page on the Internet, where he calls up a GPS satellite to get an exact fix on his location which he then feeds to another NASA satellite that scans the area in an ultra-high-resolution photo.

The yuppie then opens the digital photo in Adobe Photoshop® and exports it to an image processing facility in Hamburg, Germany …..

Within seconds, he receives an email on his Palm Pilot® that the image has been processed and the data stored. He then accesses an MS-SQL® database through an ODBC connected Excel® spreadsheet with email on his Blackberry® and, after a few minutes, receives a response.

Finally, he prints out a full-color, 150-page report on his hi-tech, miniaturized HP LaserJet® printer, turns to Billy and says, “You have exactly 1,586 cows and calves.”

“That’s right. Well, you’ll be helpin’ yourself to one of me calves, then, since you won it fair an’ square,” says Billy.

He watches the smartly dressed yuppie select one of the animals and looks on with amusement as the man gingerly picks it up and stuffs it into the boot of his car.

As the yuppie is carefully brushing the dust and fibres off his suit, Billy says, “Hey, if I can tell you exactly what work you do and where you come from, will you give me back my calf?”

The yuppie thinks about it for a second, wondering what this wrinkled-up dirt encrusted uneducated old man could possibly know? He grins and then says, “Okay, old fella, why not? I’m a believer in fair play.”

“You’re a politician and you work in Canberra,” says the old timer.

“Wow! That’s correct,” says the yuppie, “but, tell me how on earth did you guess that?”

“No guessing required,” answered Billy. “You showed up here even though nobody called you; you want to get paid for an answer I already knew, to a question I never asked. You used millions of dollars worth of equipment trying to show me how much smarter than me you are; and you don’t know a thing about how working people make a living – or about cows, for that matter. This is a herd of sheep.

Now give me back my dog.”

AND THAT FOLKS IS WHAT THE PROBLEM IS ALL ABOUT.
