West Harbour Recreation Trail —Devastation caused to Rotary project

The three-year $200,000 West Harbour Recreation Trail project by the Rotary Club of Dunedin aims to beautify the edges of a 3km section of the cycleway-walkway, from the Otago Boat Harbour to Maia.

On May 26, a Friday afternoon, two Rotarians turned up at the boat harbour end of the Trail to set out the location of new exercise equipment for public use (in preparation for a June 10 working bee) – the next phase of the harbourside project. The men were astounded to find a council contractor, ostensibly there to repair the harbour wall, running heavy machinery across the mown green strip, seriously damaging the designated public amenity area.

While Rotary’s West Harbour Recreation Trail is a council approved project, and the extended site receives maintenance from Taskforce Green, the DCC had completely failed to advise and coordinate with Rotary before earthworks commenced for repair of the seawall. How does this happen ??!

Not such a bad job until you look westward, other side of the orange safety nets:

Apparently, DCC has assured Rotary that the damage will be put right by the contractor. However, because of no drying for some time Rotary’s scheduled work at this site is on hold (at least a five month delay).

Rotarians had raised funds from the public to carry out the project.

One of the Rotarians said he was ‘incandescent with rage’ over it – and did not often get incandescent!!

On Tuesday (May 30) I visited the area to take photographs.

This is yet another example of council ineptitude where the left hand doesn’t know what the right hand’s doing. The council’s lack of oversight and the resulting damage may necessitate deeper foundations for the exercise equipment than Rotary had anticipated and budgeted. Their working bee planned for June 10 will be reduced in scale, with only installation of exercise equipment at Ravensbourne Footbridge taking place. The working bees for July and August have been cancelled as the site won’t be in a fit state to work on. Timing of the provision of barbeque facilities as part of the landscaping project is also affected.

There is the Huge Irony that Rotary have only just been awarded 1st Place by Keep Dunedin Beautiful, for their work on the recreation trail. The award came with a $100 cash prize.

Thankfully, say Rotarians, the damage wasn’t done until after the Trees for Babies planting was done on Mother’s Day (14 May).

The Keep Dunedin Beautiful Awards “celebrate and honour the people of Dunedin who are committed to beautifying their city and caring for their environment through volunteer action”.

“Each Autumn, in partnership with Rotary Dunedin, Keep Dunedin Beautiful organises tree plantings for babies and other family members in city reserves. Trees for Babies is a long-term native tree-planting project where family members can celebrate the birth of a child or any significant family milestone. It also contributes to a native re-vegetation project in a city reserve.”

There was funding for three years, she said, and the fourth year’s funding would be part of next year’s long-term plan, and the one after that. Botched cycleway estimate short by $13m

A bungled Dunedin City Council cost estimate to complete safety improvements and a cycle/walkway on Otago Peninsula has left the project more than $13 million short. The council announced yesterday an estimate for the project on Portobello Rd and Harington Point Rd that includes a cycle/walkway from Taiaroa Head to the city had risen from $20 million to $49 million. The earlier estimate, drawn up  in 2011, did not include parts of the cycleway to be built, land that had to be bought and a contingency fund to cover unforeseen expenses. […] Despite the cost rise, the council will start construction this year, with a shared cycle/walkway design.

Meanwhile WE will be paying for our Otago power network TWICE, at a crippling cost to business and residential power consumers well into the future —thanks to Dunedin City Council’s unsatisfactory governance of the companies Aurora Energy / Delta Utility Services and Dunedin City Holdings and, above all, the Council’s unfettered use of public funds to realise the dream of the Tartan Mafia and Professional Rugby to build the now frequently empty and under-utilised Forsyth Barr Stadium. (three concerts by Ed Sheeran in highly doubtful acoustic conditions inside ‘the roof’ does not a Christmas make).

All this because the Council conveniently fails to ensure it covers the infrastructural basics (in this instance: the safe, secure and continuous supply of electricity) – affordably – for the static if bearly stable City of Dunedin, and the sparcely populated Otago region in the mode of fast pumping growth. (There are simply too few permanent ratepayers to uphold ‘big bloated dreams’ and money siphoning on the rates take).

The Council did not ensure that Aurora Energy / Delta Utility Services were sufficiently well structured to Avoid profligate spending, making subvention payments to the stadium companies, or borrowing to pay dividends to the Council. (Probably the least of it).

There have been YEARS of dangerous neglect, embellishing the lack of repair and upgrade to the Community of Otago’s electricity network.

The Council is not well enough controlled (corporate and financial oversight) in order to Avoid its own profligate spending —so to protect, support and upgrade Otago’s power network as the solid basis for regional economic development and SAFE living —with CERTAINTY and SECURITY OF SUPPLY.

Instead, The People will now be plunged into further debt by the circus wheel of local body politicians and the morally thin and rather malevolent boards of directors (masters of spin) controlling the companies.

It’s time the People of Dunedin and Otago took control of their power infrastructure. Resolving, if they will, to adopt a different ownership and delivery model – one option is to form a democratically elected Community Power Trust to own and oversee the network; this is a sound regional model that is proven to work in other jurisdictions, with all due care.

WE have to Safeguard our future.
Not leave decision-making to unvetted members of the Tartan Mafia.
Especially not those in thrall to the likes of Gordon Stewart and his ilk (a vague reference to Delta’s speculative dealings at Yaldhurst, Christchurch – Delta is presently in a discovery process via an action brought to the Christchurch High Court by Caveators claiming Constructive Fraud).

DO NOT sell the ‘fragments remaining’ of the Otago Power Network (as bleated by some in power who can’t/won’t maintain a local body balance sheet – like you trust them, already?!) – to overseas corporates who will hike power prices disastrously to satisfy their shareholders.

Proceed carefully, OTAGO.

ASK QUESTIONS. RESEARCH. DO YOUR SUMS.
DON’T BE TOLD WHAT TO DO. ACT RESPONSIBLY FOR THE FUTURE PROSPERITY OF YOUR KITH AND KIN.
DO NOT PLACE FAITH IN OLD SPIN MAESTERS AND THEIR DEPUTIES.

We’ve seen them all before and have the new $1+ BILLION ‘invoice’ from Aurora Energy to prove it. Yes, we thought we had already paid over that amount in electricity and lines dues.

The suited ones bringing the clamour are looking after themselves – not US, not OUR COMMUNITY.

This is now a ransom.

The UGLY sister companies remain joined at the hip : Delta is Aurora Energy’s “preferred contractor”. And Steve is new, so don’t blame him! ….Really?

Aurora chairman Steve Thompson said it had been under the “spotlight and the heat lamp” since accusations broke last October that it was endangering the public and workers by leaving its network, and in particular power poles, to deteriorate. That pressure turned ugly at times and workers had been verbally abused, including while out doing their supermarket shopping. Mr Thompson blamed the abuse on what he described as unfair criticism and media coverage. But Mr Thompson said in the face of adversity, Aurora and its sister company Delta had achieved a “hell of a lot” in a short space of time. The two companies were well on their way to splitting up in a divorce which Mr Thompson said would cost money in the short-term but reap huge benefits in the long-term. Aurora was also mid-way through an ambitious accelerated pole replacement programme and this week announced a $720million plan to upgrade its ageing network.
….Mr Thompson said its actions should help renew the public’s faith in both companies, but emphasised he believed that faith had been unfairly shaken by what he described as over-the-top criticism in the past seven months. He said safety concerns about the 2910 red-tagged poles across Dunedin, Central Otago and Queenstown Lakes had been overblown. At the same time, Delta and Aurora’s efforts to confront the problem, both before and after the story broke in October, had been under-reported, he said.
….Despite his anger at the way Aurora had been treated by critics and in the Otago Daily Times, he was under no illusion the network was in top shape, saying it was the second oldest network in New Zealand and acknowledged major work was needed to improve it in the next 10 years. But he would not be drawn on whether the situation had come about as a result of decades of underinvestment, which has been one of the main criticisms levelled at Aurora since October. He said he was not in a position to comment given he only started midway through last year.

[DUD ‘money hype’ typically depends on false multipliers, anechoic silences, and arrogant self-belief —this (yes) bleak statement applies across a broad range of proposed deals and associated marketing detritus in the city, especially to events, conferences, sport, hospitality and accommodation, and even the re-use (Not conservation) of truly rare and precious instances of historic heritage] Here’s to all the fricking horses out there, including hypocritical colleagues and friends with blinkers like demo balls prepared to squeeze the last dollar and pass us to Hell. Anyway, back to “the business”…. cargo cult tourism. The wider effects of tourism are like those of dairying. Too many eggs in one basket and everybody (I mean, everybody) ends up doing it badly —killing Our Place for generations. Greed, like endorphins, like a running addiction, binds them up. They think they’re bright, they think they’re enablers (read risk takers/investors centred on their own gains only), they think they’re entrepreneurs, better than others (but because I for one will tell you things you don’t want to hear, you’ll say “I’ll ring you tomorrow”, that silence again) but they’re just funneled, tunneled sheepybaas – doing it wrong. Like cows, deer, Chinese gooseberries (Kiwifruit!), wines, stadiums….. or ‘getting a room’ behind the poorly remembered, heavily made-up, Disney’d facade of our city and nationhood. The worst kind didn’t, or didn’t bother to, ‘grow up’ here. They get desperate, create mess, import other yes men. Ring you like nothing happened, their exploits —not to ask deeply madly who and how you really are.

Trenz prompts high aspirations

Next year’s Trenz conference in Dunedin is set to cost ratepayers $200,000, but the long-term pay-off should run well into the millions.
The Dunedin City Council will next week be given an idea of the costs to the city of hosting the conference from May 7 to 10, and also the estimated benefits. The city learned last week it would host the tourism industry event next year, bringing up to 1200 international travel and tourism buyers, media and New Zealand tourism operators to Dunedin. It will be the first time the event, run by Tourism Industry Aotearoa (TIA), has come to Dunedin and the first time it has been hosted outside Auckland, Rotorua, Christchurch or Queenstown since it began in the 1960s. Trenz is an opportunity for New Zealand tourism operators to sell their product to buyers, effectively overseas travel agents who put together itineraries for overseas tourists. Attracting more than 350 buyers to experience the tourism products on offer here is considered a huge coup. On average, each buyer sends 4000 visitors a year to New Zealand, totalling 1.5 million. It comes as figures show New Zealand’s tourism market is expected to continue to grow strongly, topping $15 billion by 2023. Tourism contributes more than $690 million to Dunedin’s economy every year.

OE to Britain set to get tougher
Prime Minister Bill English says the Conservative Party’s new plans to clamp down on immigration will sting New Zealanders wanting to live in the United Kingdom, including on the traditional OE, but there is little he can do until Brexit is completed. The British party’s election manifesto includes plans to drastically cut net migration from 273,000 to less than 100,000 by targeting students and those on working visas. It proposes cutting the number of skilled migrants to get visas, higher levies on employers who take on migrant workers and tripling the National Health Service immigration health surcharge from £200 to £600 ($NZ380 to $NZ1130) a year for those in the UK on visas of more than six months and 450 for international students. That surcharge increase will also affect those on the traditional OE, although there is no mention of scrapping the two-year youth mobility visa which allows young New Zealanders to get a two-year visa to work and travel in the United Kingdom. Mr English said the changes would affect those on their OE but they would have to grin and bear it until Brexit was completed. NZME.

OPINION What do Phil Goff and the Mongrel Mob have in common? As hundreds of travel industry figures from all around the world gathered in Auckland for last week’s Trenz conference, one of the many topics up for discussion was the Auckland mayor’s enthusiasm for a hotel bed tax on visitors to the city. Meanwhile, up north at Ahipara on Ninety Mile Beach, three German tourists were approached by two local Mongrel Mob members who told them that they were on Maori land, and had to pay koha. They also told the tourists they’d be taking a few of their cigarettes. A tobacco tax, if you will. Perhaps their plan for putting heavy taxes on visitors was inspired by the Super City mayor. Goff’s bed tax is about as blunt an instrument as the Mob’s shakedown. “Look there’s a foreigner! Let’s get a couple of bucks off them.” The airport tax introduced by John Key a year ago is equally clumsy. It’s a travesty that these tariffs are the best we can come up with for making money out of tourism. Yes, other countries put dull levies on visitor arrivals, but that’s no reason to follow suit. We New Zealanders pride ourselves on being innovators, so let’s find innovative ways to get more money out of the tourism sector. Both Goff and Key were ministers in governments that did everything they could to remove tariffs from the dairy trade. Today, the best and brightest marketing wallahs of Goff’s inner circle are putting forward a plan no more sophisticated than one devised by two Mongrel Mob members standing on a Northland beach. I’m not against making money out of tourists — quite the opposite, in fact. I think it’s terrific that our country can be boosted by an industry that encourages us to care for our environment, celebrate the things that make our culture unique and spreads revenue quickly and efficiently to the regions. But how about instead of putting a dumb tax on the visitors, we upsell them? Take their money at the gate for sure, but give them something special in return.

Govt threatens to pull funding for Chch downtown plan
The government is threatening to cancel its funding for a plan to make central Christchurch more pedestrian and cycle friendly if changes are not made. The Minister supporting Greater Christchurch Regeneration, Gerry Brownlee, said the government was paying 60 percent of the funding for the Accessible City plan, but last week he was granted authorisation by Cabinet to suspend its funding. Mr Brownlee said the plan, which has been partially implemented, risked creating a dysfunctional central city. “Its absurd. I’m hearing all the time from people who are going to have lunch or coffee in the central city and simply can’t park their car. Or end up parking such a long way away from it that they decide they may as well just drive to one of the suburban malls.”

Former Hamilton teacher killed in collision with truck at Hamilton roundabout

Mike Leach taught Fairfield College students for 34 years. Some of the things he was involved in at Fairfield were outdoor education and building drama sets. He was a geography and social sciences teacher, and also a Dean. On Wednesday, as he cycled through the rain down Te Rapa Straight, the father of two’s life was cut short in a collision. The 67-year-old was killed when his bike and a B-train truck and trailer collided at the Te Rapa Road and Sunshine Avenue intersection at lunchtime on Wednesday. […] Quite a few people witnessed the crash on Wednesday, Waikato road police Senior Sergeant Gill Meadows said. “There are a number of people who were quite traumatised by the incident and we have referred them to Victim Support. There is quite a bit of work to be done on that particular incident.” Initial inquiries showed that the Halls refrigeration B-train truck was heading north along Te Rapa Straight when it went to turn left at the roundabout into Sunshine Avenue. “He was in the lane to turn left, and the cyclist was going straight ahead, and was on the left side of the truck. But we are still doing inquiries in regards to that.” There is a cyclist lane that runs along the straight, feeding into the roundabout. The crash occurred metres from shops and cafes at 11.30am.

If you’ve stacked all your furniture up and carefully placed your mattress on top where it’s dry, here’s a DCC Sudoku to while away the hours before the FLOOD WATERS (what flood waters) recede from your property. Yarp, study the numbers and statements, the patterns, in the (draft) Annual Plan 2017/18, and go Bonkers.

The rain has become fractionally heavier for a moment due to AUTUMN WEATHER, that’s no reason not to try the DCC Sudoku. Do critique where YOUR MONEY is disappearing to, and slap Daaave’s wrist if you Disagree with the prescribed budget lines. Treat this as a warm-up for the Long Term (Community) Plan. Is your money ACTUALLY being spent on core infrastructure services, or more of the soft-goo and popcorn programmed by Cr Hawkins on behalf of the Labour/Greens vote in September.

The DCC summary of the current (draft) Annual Plan says:
“We’re on track. We listened carefully to you when we developed the Council’s Long Term Plan (LTP) in 2015 and the Annual Plan for 2016/17. We’ve responded to calls to reduce our debt and rates increases and to provide services to high standards.”

Ah well. Rates increases at Dunedin are still far ahead of the national rate of inflation and…. are about to escalate strongly.*

Q: Why is there a need for separated cycleways on the one-way system?

NZTA: Cyclists and pedestrians are over represented in fatal and serious injury crashes. There have been 2 fatalities since 2011. Short-term safety measure were put into place in 2013. Separated cycle lanes are the long-term solution.

Reality: There have been no deaths since the cycle lanes were widened in 2013. The two deaths since 2011 were likely contributed to by the very act of creating cycle lanes in the blind spot of vehicles. Had these cyclists been on the road they would have been safer.

Q: Where else in the country are they using these?

NZTA: These lanes are becoming familiar in major cities including Christchurch. Busy urban routes such as the one-way streets in Dunedin need higher standards of cycle lanes.

Reality: No one in their right mind would direct cyclists to State Highway 1, where all the trucks go. If these two parallel roads were returned to two-way streets, you might put trucks on one and bikes on the other. But this is mad.

Q: Why put the cycleways on the right rather than the left?

NZTA: Because it increases cycle safety and separates them from bus stops.

Reality: Bingo! NZTA has finally realised delivering cyclists to the blind side of trucks is very dangerous. But it was NZTA who chose to do that last time. A simple sorry would be a start.

Q: why not on the right-hand side from Duke St to Otago Museum then?

NZTA: This has been done in response to feedback received and supported by further cycle surveys. And there is a large number of cyclists who use this route who would have to cross the road.

Reality: Really? So feedback overcomes safety? Surely this brings into question whether they really understand the safety issues with the left-hand side. WE all know that cyclists are no different from the rest of us, they will take their bikes on the shortest route they can find. Which will mean that they are spending most of their time not on the new cycle lane. Actually, most of their time will be spent walking around campus because the University won’t let cyclists inside – safety issues, apparently.

Q: What impact will this have on parking?

NZTA: Keeping the cycle lanes on the unsafe side of the road will mean we lose 20 fewer parks. Parking will be provided in high demand areas. (see revised plans).

Reality: We will lose hundreds of parks, particularly in the highest parking areas around the hospital (made worse by the DCC proposal to build on the car parking area at Frederick St). Parking is already squeezed in high demand areas. These guys are in la la land, and I don’t mean the award winning movie.

Q: Will these cycle lanes disrupt traffic flows?

NZTA: The lanes are likely to smooth traffic flows and provide more reliable travel times because there will be fewer parking movements.

Reality: Yes more reliably longer times, which are likely to double for anyone using the one-way streets. More phases for cyclists and pedestrians, more traffic trying to find parks, more time needed to get to hospital appointments. It wasn’t that broke. Why are those from out of town so determined to get in the way of traffic in Dunedin?

Q: How many cyclists are likely to use the cycle lanes?

NZTA: Current usage peaks at 500 per day, but this could easily double. We will measure the change.

Reality: Weasel words. Try looking north from Lower Stuart St along the one-way street. There will be several vehicles on the cycle lanes and likely not even 1 cyclist. The reality is that we are likely to have fewer than 1 cyclist per kilometre of cycleway in Dunedin at any one time. The maximum of 500 is not relevant to the usage in general. (And indeed 500 per day is 500 over 1440 minutes, about one every 3 minutes. At the absolute peak. For a moment in time. So it may double to 1 cyclist at the absolute maximum every 1.5 minutes.) And having measured it later, we are still stuck with the cycle lanes even if they don’t create double the usage. Meanwhile there is no proposed monitoring of the time wasted on getting to hospital appointments, or the time spent by students walking further from free car parking to lectures, or any other flow-on effects of decreased parking where it is currently available.

Q: When is work likely to start?

NZTA: May 2017, taking around 15 months and in such a way as to ensure the one-way system is able to operate effectively and any disruption is kept to a minimum.

Reality: These streets are groaning at the seams already. Our entire one-way system will become impossible to operate usefully, and it will take double the time. By this time those who came to Dunedin because the traffic wasn’t so bad will have the start of every working day diminished and their Dunedin experience effectively destroyed around the central city. We have an elderly population, and this will be the last three years of the lives of some of us.

Q: Who pays and what will it cost?

NZTA: NZTA will pay for the work directly related to the cycle lanes. $8million.

Reality: More weasel words. There are large costs not included in the direct costs. Agencies are keen on doing guestimates of the multiplier effect of benefits to the city for, say, acts at the stadium. What about a study of the likely costs to the city of loss of parking revenue, loss of time spent driving around, loss of time spent walking from vehicles, anxiety around hospital appointments, loss of business for those relying on easy car access for their custom etc. There are also costs for the work connecting roads and footpaths etc between the cycleways and the rest of our DCC infrastructure, and the inevitable landscaping in the vicinity. And then the costs of fixing what we had to redo because none of the agencies are working together. An expensive nightmare.

Q: What is being done to provide more integrated transport in Dunedin?

NZTA: NZTA, DCC and ORC are implementing transport related projects: this is one. These cycle lanes will connect with cycling lanes being considered in North Dunedin linking University, Hospital, Otago Polytechnic and the CBD.

Reality: These institutions are already handy to each other. As regards the University the biggest obstacle to cycling is the size of the campus which cannot be crossed by cyclists.

Pity NZTA doesn’t have a booth in the heart of Dunedin where they could come and sit and listen to the issues. Perhaps on the corner of Stuart St and the one-way streets?

SH1 Cycleway : Carnage for Dunedin road users and city parking

The cycleway construction MANGLE is a MASSIVE over reaction to the loss of just two lives – TWO academics(!), who individually decided to risk their lives on the State Highway rather than take available quiet streets.

NZTA corralled by the DCC upstarts such as Mayor Cull, Cr Wilson and the dreadful DCC transportation planners…. is about to cripple the State Highway one-way system that caters for motorists, our trucking companies and large freight movers – as well as savage the public resource of city car parks.
258 parks to be lost.

Expect more cycle deaths and maiming as a result of the new segregated cycleways.

New Zealand road deaths are rising. An indictment but not due to the use of pedal cycles in urban centres so much as motor vehicles and motorbikes on the open road —no one, it appears, likes to wear seat belts, keep their speed down, stay free of distraction, or drive on the correct side of the road, any more. The Road Rules represent real inconvenience for petrolhead homies and overseas nationals.

The Liability Cull council likes to believe cyclists are important in a hilly aging town – or that the absolutely Vast minority of toasted ones were important (just the 2). But cycling, like skiing and boarding, has the excitement of the odd bruise, graze, break or concussion. Mincemeat too, is an option. Not sure it isn’t ‘natural’ to dice.

So we all must pay. And pay again on the one-ways.

This is yet another disreputable DCC detour from putting public funds (ours!) to core infrastructure. We know what core is.

OF COURSE
Latest cost estimates for the SH1 segregated cycleways, noted as $8M in the DCC propaganda published by Pravda, are set to spiral wildly out of control – a certainty!

All that DCC touches in its project work FAILS, immeasurably so, since council staff time and labour costs are kept fully hidden to keep the populace from casting pitchforks at the suited ones (men and women with desks at the City) who pillow out on stipends and salaries.

Give us a break. People die every day.
Why should that disfigure our heavy transports of delight….
The evil DCC staccato of red lights through town is bad enough.

SH1 cycleway work to start

Mayor ignores serious plight of DCC’s FAILED Otago power network in favour of urban cycleways and CBD

Dunedin Mayor Dave Cull said one factor behind recent delays was the council “definitely screwed up” with the South Dunedin cycleway.

Mr Cull said he understood the NZ Transport Agency was about to start work at the north end of the one-way system. He was looking forward to the NZTA building its planned separated cycle network on the city’s one-way streets. “I’ll be very pleased when they actually get something going, because it has taken too long.”

….The Dunedin City Council will spend $2.6million of government money on links between the Portsmouth Dr shared cycleway and the city, and State Highway 88 and the Dunedin Railway Station. Those improvements will help link cycleways on West Harbour and the Otago Peninsula. Council spending has been delayed on the peninsula, with $3million spent this financial year instead of an expected $10.3million. […] There were no plans for more cycleways in South Dunedin, other than remedial work on five intersections there, following botched work in 2015.
….The cycleway budget will be discussed at a meeting on Monday to consider the annual plan for the next financial year. […] The strategic cycle network budget would return to the long-term plan next year for community consultation.

A quick rebuttal to Boldor : Cycleways are infrastructure and far from useless. It is not untold millions: they mention costs in the article. And it is a small fraction of the total spend on roads. The NZTA won’t be funding Delta to replace power poles either, that money is only for the cycleways. I was unaware Delta’s power grid maintenance was funded by Dunedin ratepayers, when did that happen?

[Abridged.] Michael Lewis is one of the most famous non-fiction writers in America. He has written 14 books, edited one and is a regular contributor to Vanity Fair. His books include the global best-selling Flash Boys – an expose of high speed scamming in the stock market; The Big Short: Inside the Doomsday Machine – an account of shady financial transactions and accounting that led to the 2008 global financial meltdown and on which the film The Big Short was based and Moneyball, the story of a maverick outsider who beat the system.

Lewis’s new book is called The Undoing Project in which he profiles the professional and personal relationship between the behavioural psychologists Daniel Kahneman and Amos Tversky. Kahneman and Tversky’s work shed new light on how humans make decisions when faced with risk and uncertainty. They established that we generally trust our gut instinct, over the evidence, to guide our decision-making.

Lewis says he came across Kahneman and Tversky after writing Moneyball. He says the two were very different personalities and that made for the perfect team.

“They sensed in the other something they wished they had. Kahneman is an unbelievable creative mind he really has a mind more like a poet or a novelist filled with these flashing insights about human nature. Tversky wanted to be a poet but he has a scientific, logical mind. He’s a brilliant logician.”

The two decide to come together and study how the human mind works. That work became an examination of human fallibility – the weakness of the human mind. They designed experiments to show how our mind plays tricks on us.

One they stumbled on was a phenomenon they called anchoring that skews human decisions. They also established that we are terrible at assessing risk – we rate risk based on what’s most memorable which tends to be what happened most recently.

“People long for the world to be a far more certain place than it is, instead of dealing with uncertainties they tell stories that make it seem much more certain and respond to stories that make it seem much more certain than it is. A politician speaking in certain terms as if he’s infallible has weirdly an advantage – even though we shouldn’t believe him. We’re very vulnerable to people who simulate certainty.”

Lewis is unsure whether this inbuilt fallibility can be fixed.

“I hate to sound fatalistic but one of the big takeaways from [Kahneman and Tversky’s] work is just how hard it is to correct for human fallibility – they equate cognitive illusion with optical illusion.”

Second candidate meeting at South Dunedin #review

A slightly larger crowd of Dunedinites arrived at the Mayfair Theatre tonight, and one or two were even angry.

The group of candidates was much smaller than last night but as a group the candidates were more impressive specimens than last night.

Standout new candidates were Jim O’Malley, Paul Pope, Conrad Stedman, David Murray, Neil Johnstone and Nanette Linklater.

Richard O’Mahony was also OK, if unspecific, but Tony Johnston was uncomfortable with the inevitable self promotion and sound bites that one must engage in as a local body politician. There is the sense that Mr Johnston could have value as a councillor with his background but he needs to study Mike Lord or Mr Stedman as examples of how to relate to a crowd.

Mr Lord tended to be short on specifics but even when on the verboten topic of the Mosgiel Pool came across as credible and with integrity, even when he did not quite answer the question.

Once again Lee Vandervis stole the show, helped in no small measure by the fact that many of the questions were directed to himself and Mr Lord as sitting councillors.

The questions were almost scripted for Mr Vandervis – how to wring results from the DCC bureaucracy, the Citifleet fraud, the awful financial abscess that is Delta and Aurora, the madness of the 2GP planners, the vacuousness of the Cull regime “if you can’t see it they are not going to spend on it” and “every year has been election year”.

With Mr Vandervis’ usual combination of wit, recall of facts and obvious determination, almost every response was greeted with enthusiastic applause.

The best line of the evening came from Mr Murray when he said to the audience – “it’s about priorities” – who do you trust to put South Dunedin as the top priority, and it certainly is not the current council as they have proven this by spending $6M on cycleways for us and underspending on drains.

Mr Murray, Mr Stedman & Ms Linklater made the powerful point that they actually lived in South Dunedin, and are fully committed to it.

Mr O’Malley raised the elephant in the room when he said that there was a north south divide in the city and the two sides retreated to their side of the railway line. He said that South Dunedin had good reason to mistrust the council as they had failed South Dunedin. This was echoed by most new candidates. Mr O’Malley has shown that he is willing to confront the problems that are beyond most of the current crop of councillors and his background in the American corporate world is impressive.

Paul Pope was also impressive and noted that he had spent three weeks visiting local businesses to get their views, something that candidate Linklater had also spent a lot of time in, which went down well.

Mr Stedman was sincere and obviously committed to South Dunedin, and he dealt with some aggressive and illogical heckling very well. His account of his efforts to remove the Hargest Crescent cycleway were well received.

There were only 2 sitting councillors that showed up, being Mike Lord and Lee Vandervis, with chief cycleway apologist Cr Kate Wilson absent, along with new candidates Fraser, Hope and Shepherd.

Interestingly, the ODT chose to feature the question of feral cats in South Dunedin, which may be a sign that election weariness is setting in at ODT.

Drop-in sessions start of community conversation on South Dunedin’s future

A series of drop-in information sessions hosted by the Dunedin City Council and Otago Regional Council early next month are the start of a community conversation around South Dunedin’s future. The sessions will be at the Dunedin Gasworks Museum on Thursday, 1 September and Friday, 2 September.

DCC chief executive Sue Bidrose will be presenting information about what happened in the 2015 flood, how the current stormwater system works, and how the DCC plans to invest and work with the community in the future.

Ms Bidrose said that it was important to plan carefully for South Dunedin’s changing environment. It was also important to take the time to involve the community in the decision making along the way, rather than to just do things on their behalf.

“Addressing the challenges of the future requires the DCC and ORC starting to have conversations with the community about the challenges, and the expectations and options for what can be achieved. The rest of Dunedin’s population needs to be involved as well. There is a great opportunity to turn some of the challenges into opportunities and give confidence for long-term investment in the area. These drop-in sessions are the beginning of the process. The DCC will be actively seeking local people’s thoughts on these issues and working with the ORC on what the long-term responses might be. I’m looking forward to seeing as many people as possible from the South Dunedin area at the sessions.” –Bidrose [employed by ????]

ORC director of stakeholder engagement Caroline Rowe said the drop-in sessions were part of a wider South Dunedin community engagement plan, aimed at developing a conversation with locals and groups about managing the risks associated with the changing environment. Ms Rowe said they follow the recent release of the ORC’s Natural Hazards of South Dunedin report. The [BULLSHIT ORC] technical report pulls together information and analysis gathered over the past seven years on natural hazards facing the area, particularly the increased likelihood of surface flooding associated with rising sea level. [FALSE AND MISLEADING BULLSHIT]

Presentations, with accompanying video, will be at each session and people will have an opportunity to talk individually to staff from both councils. The hour-long sessions will be repeated several times, with Thursday sessions starting at 10am, 11.30am, 1pm, 4.30pm and 7pm. The Friday sessions will start at 10am, 11.30am, and 1pm.

Ongoing engagement planned for the next few weeks also includes briefings for support service agencies and other specific interest groups such as the South Dunedin Business Association, the Otago Chamber of Commerce, and school and early childhood centres.

ODT: South D hub proposal unveiled
The Dunedin City Council is calling for feedback from residents on its preferred option for a library and community hub in South Dunedin before a report is presented to councillors next month. Council services and development general manager Simon Pickford and architect Jon Rennie, of Athfield Architects, presented the council’s preferred option to about 50 people at the Dunedin Gasworks Museum on Saturday morning. Under the $5.25 million proposal, a library would be built in the former BNZ building in King Edward St and the facility linked to the Gasworks Museum through Lorne St. Some facilities, such as a café, would be based at the museum. Mr Pickford said residents had until August 29 to provide feedback to the council on the proposal.

ODT: Too few standing to fill council roles
Just three and a-half days from the deadline for nominations in October’s local body elections, there are not enough prospective candidates to fill Otago’s councils and community boards. While candidates regularly leave nominations until the last minute, electoral officers across the southern region say for this election the response is particularly slow. Dunedin’s community boards have just 10 nominations for 30 positions, while in the Clutha district there have been only five nominations so far for the 27 positions available. Electoral officers have called on candidates to get cracking and submit their nominations before they close at noon on Friday, 12 August.

Subject: Up to date report on cycleway usage in Australia

After an extensive second trip to examine the use of cycleways in Australia, I can report that there are now more cyclists than I saw at this time last year.

Queensland:
I saw three cyclists in three weeks in Queensland in areas including the Sunshine Coast and Brisbane.
Not one of them was using a cycleway.

New South Wales:
Up until today in two weeks I saw only two cyclists.
Today I took my son and grandson fishing at Kuringai Chase National Park.
There were no cyclists on Pennant Hills road or Highway One.
However, on the road into the national park all of a sudden there was a surfeit of cyclists. 24 in total!

All of them happily riding up and down the hill to the estuary. But surprise, surprise, none of them were using a cycleway. The pesky varmints just keep riding their bikes where they want to go, not where the bureaucrats want to herd them.

What does this tell us.
Cyclists have different intentions when they get on their bikes. They all do not want to go to the same place.

Therefore there are only two choices. No cycleways (a complete saving) or cycleways on every road (a complete waste of money).

One must question just why council employees believe that cyclists will be governed by bureaucrats.

This forensic cycle seeking trip was funded by the Otakou division of the harbour cycleways investigation bureau. A thinktank investigating illogical decisions by councils. This body has so far spent too much time on cycleways, but the inane decisions by various New Zealand and Australian councils need more evaluation. To that end our representative will be travelling over 2000 km seeking cyclists from Sydney to Melbourne to Hobart. We shall report on these investigations later.

There is little or no RISING GROUNDWATER at South Dunedin – this is an attack on the local community by Anthropogenic Global Warming (manmade climate change) believers like Curran, Clark, and Cull.

So-called ‘authorities’ are running their Politics over the top of the local Community, Failing to canvass the views of the local residents, property owners, service providers and businesses through agreed consultation methods Before pronouncing upon the area. This is disrespectful, dangerous behaviour. Unwarranted.

A lot of us will remember Labour MP David Clark’s importune speech on climate change at the public meeting held at South Dunedin on 20 June. He completely didn’t register the mood and understandings of the local audience.

Greenie Cull and the Labour Party are deliberately or inadvertently using South Dunedin as a Political Football. There are few votes to be earned from bullying and interference, thank god.

Listening —what is that.

Speaking after the tour, Mr Little said the area was a “prime candidate” for urban renewal under the party’s proposed Affordable Housing Authority.

Mr Little toured South Dunedin with Dunedin Mayor Dave Cull, Dunedin South MP Clare Curran, Dunedin North MP Dr David Clark and list MP David Parker after the area was earmarked by the Opposition as one urgently needing urban renewal. The group walked from Bathgate Park School, in Macandrew Rd, down Loyalty St into Nicholson St and on to Nelson St before returning to the school. They were accompanied by members of various social groups from South Dunedin.

Cycleway truce called as review set up

Wellington’s beleaguered cycleway programme will not be getting the shot in the arm some were hoping for – instead it will be reviewed, refreshed and recommissioned. The outcome of that process – a ‘refreshed cycleways programme’ – would go to the Wellington City Council’s transport committee in August, the council announced today. Meanwhile, Island Bay Residents’ Association had reached a truce with cycling advocates and councillors, and was planning to start on its own consultation. A New Zealand Transport Agency report this month on the council’s ability to implement its programme stated the fallout from the Island Bay project had jeopardised the council’s other cycleway initiatives, and had eroded the public’s faith in the council. It said the council had lost the confidence of officials and ministers. Today’s announcement was intended to provide a pathway to regaining that trust.

The way Wellington City Council conducted the rollout of a controversial cycleway in Island Bay has hurt its city-wide ambitions for the bike routes, an independent review has found. The report into the city’s cycleways, which was commissioned by New Zealand Transport Agency (NZTA), concluded people felt the path in the southern suburb was a poor solution that was delivered without proper community engagement and consultation. It recommended it be reviewed and modified after further community consultation.

ODT Editorial: Learning from cycleway errors
OPINION After a long year of construction, mistakes, remedial work, wasted money and public dissatisfaction the South Dunedin Cycle Network has finally been shunted down the council’s cycleway queue. In an Otago Daily Times report this month council infrastructure networks general manager Ruth Stokes said she could not say when the South Dunedin network would be completed. The new focus, she said, was to employ the limited available resources on fixing the Portobello Rd cycleway and the central city network.

Summary
A change of scope is needed for Dunedin’s cycling network, but it is unclear what the DCC’s change in scope actually means, and higher standard cycleways are only part of the story. Spokes Dunedin has a vision for successfully realising the cycle network. We want everyone to be able to cycle from North Dunedin to South Dunedin, out both sides of the Harbour, and through the tunnels to Green Island and Mosgiel on a connected framework of city-spanning arterial routes that are safe, direct, and convenient to use. This will focus work where there is a clear need for improved safety rather than on streets that are already relatively safe, and will create a solid initial network that can grow and develop in response to future demand. The great thing is that there already exists some cycling infrastructure on many of the routes for this initial network. Several things can be achieved by the end of this year that will help Dunedin catch back up to where it should be.

To do in 2016
1. Support NZTA to begin construction of the SH1 separated lanes by the end of this year.
2. Fix Portobello Road – it’s already been two years. We don’t need fancy landscaping, we just need the median barrier realignment so the road looks like a road and the cycleway looks like a cycleway.
3. Complete the Wharf/Roberts intersection as agreed – it’s already been two years. This intersection presents an identified safety risk on a high demand route.
4. Continue the SH88 path through the rail corridor to the railway station, thereby providing an alternative to the cycle lanes on Anzac Ave (heavy freight route and high risk).
5. Create a separated cycle lane from the intersection of Andersons Bay/Strathallan, along The Oval, to Crawford Street in place of the existing cycle lane between two lanes of fast-moving traffic.
6. Develop plans for a separated cycle lane on North Road and safety improvements for the Opoho intersection to tie in with NZTA’s forthcoming separated cycle lanes on SH1. This route is of very high strategic priority.

Introduction
Dunedin is a pro-cycling city, where a significant proportion of the population regularly cycles for recreation, transportation, or both. Year after year, cycling is one of the most strongly supported and heavily submitted-on topics in the annual plan. One of the biggest public consultation events in Dunedin history was held in 2013 regarding the proposed SH1 separated cycle lanes. In addition to widespread media coverage, NZTA and DCC staff solicited input from the public at information booths in busy locations including the Golden Center, Toitu, and the University. With over 2000 written submissions and roughly 800 survey responses, the SH1 separated cycle lanes received one of the highest response rates of any topic ever consulted on. The result was overwhelming support for the proposed separated cycle lanes. Independently, the AA undertook a survey of their local membership, with over 70% of the nearly 1500 respondents supporting the proposed separated lanes. The overwhelming public demand and support for better cycling in Dunedin cannot be denied.
In response to this demand, the City rightly undertook to develop a Strategic Cycle Network. But the South Dunedin portion of the cycle network has not delivered on the ambitions of the cycle network plan adopted in 2011. Nothing has progressed in the last year, leaving half-finished elements scattered around, with other things ripped out without consultation.
Some might argue that we should throw up our hands in despair, abandoning the possibility of future success under the fear of past failures. But others know that setbacks are par for the course when charting new waters and trying new things. Where would we be if the likes of Cook, Columbus, or Magellan had turned around after the first storm and torn sail? Those leaders stayed the course, their sailors gained experience, and they ultimately changed the world.

Truth and decency are owed to the flood affected people of South Dunedin.

Interpretations post flood and in the months since —appear without technical evidence, making false claim to Climate Change (the ‘end is nigh’ if only to avoid local government liability), in contradiction to data and analysis provided by local engineers, ORC, MetService and former council staff, amongst others.

‘Our leader’ is in a self-flagellating hole —prepared to say anything to attract votes in the October local body elections. Serious ? Genuine ?

We owe it to ourselves.
The Mayor of Dunedin should not get a third term.

‘Leadership’ has involved neglect of core council business – specifically, maintenance of key infrastructure network and services.

This has done too much damage: tens of millions of dollars of damage at South Dunedin. A massive hit sustained by constituents and insurers. Yet today ‘the administration’ rattles and unsettles the community it has comprehensively failed, with latest wanton burble at the opinion pages of the Otago Daily Times.

The Mayor should immediately resign his office at Dunedin City Council.

Bullshit from the Mayor and underlings is UNACCEPTABLE.
South Dunedin has a stormwater system that when properly maintained is well able to take rainstorms equivalent to that experienced a year ago.

Systems can always be improved but the current stormwater system is not all that old and has been designed with sufficient control mechanisms and stopgaps.

The Administration failed (for years) to deliver on budget, contracts, drain and mudtank maintenance; failed to check pump performance and screens at pumping stations during the June 2015 storm event; as staffing changed, failed to set in place procedures for weather events; failed to understand Civil Defence requirements for the most densely settled suburb of Dunedin; failed to adequately consider storm run-off from surrounding hill areas and the increase of impermeable surfaces as The Flat developed; failed to release stormwater to the ocean, etc etc……. but ultimately FAILED to put proper thought and planning to AVOIDANCE of Endangerment to the lives, health and livelihoods of thousands of South Dunedin residents.

Seriously. That’s the sort of ‘care and concern’ the gold-chained opinion-writer represents at ODT today. Further, there are Absolutely No Grounds to grease up the loophole backside of the technically inexpert Parliamentary Commissioner for the Environment.

The Listener article raises the issue of “mismanagement” during the rains of early June 2015. The liability rests at council doors.
That is a hammering public fact.

Flood’s ‘true’ cost $138 million

The “true” cost of last June’s Dunedin flood has been revealed as more than $138 million. Dunedin Mayor Dave Cull said the “sobering” figure, calculated by New Zealand’s largest insurance company, IAG, would sharpen the council’s resolve on investing in better infrastructure. WHY ALL CENTRAL PLANNING IS DOOMED TO FAIL

We’re still thinking about how so many smart people came to believe things that aren’t true.

They believe they can manipulate the future and make it better. Not just for themselves… but also for everyone else.

Where did such a silly idea come from?

After the Renaissance, Aristotelian logic came to dominate Western thought. It was essentially a forerunner of positivism – which is supposedly based on objective conditions and scientific reasoning.

“Give me the facts,” says the positivist, confidently.

“Let me apply my rational brain to them. I will come up with a solution!”

BEYOND THE HERALD’S CRY

This is fine, if you are building the Eiffel Tower or organising the next church supper.

But positivism falls apart when it is applied to schemes that go beyond the reach of the “herald’s cry”.

That’s what Aristotle said: Only a small community would work. Because only in a small community would all the people share more or less the same information and interests.

In a large community, you can’t know things in the same direct, personal way. You have no idea who made your sausage or what they put in it. You have to rely on “facts” that are no longer verifiable by direct observation or personal acquaintance.

So it’s hard for people to work together in the same way.

In a large community, central planners’ “facts” are nothing more than statistical mush, wishful thinking, and theoretical claptrap – like WMD, GDP, the unemployment rate, and the Übermensch.

Large-scale planning fails because the facts upon which it is built are always unreliable and often completely bogus.

It fails also because people don’t really want it.

HIDDEN AGENDA

In a small community, the planners and the people they are planning for are close enough to share the same goals.

But in a large community, the planners are a small minority.

And in a large community, the planners usually have their own agenda… often a hidden one.

They call for stricter law enforcement… while getting campaign contributions from the prison industry. They seek a cure for cancer… and depend on the pharmaceutical industry for job offers. They promote a united Europe… and hope to be its head man.

Large-scale planning provides almost countless opportunities for corruption. But it’s not the dirty dealing that dooms it. It is that the planners don’t know (or care) what people really want… and don’t have the means or the information necessary to achieve it anyway.

OPINION It is amazing how the future of South Dunedin has become such a political issue since the flood of June 3, 2015. […] It is a great community, with a vital shopping area, wonderful schools and proud citizens. It is a valuable area that just needs attention with the appropriate investment in services and maintenance. In my opinion, the flood of June 3 was exacerbated by the poor maintenance of the mud tanks and the issues around the Portobello Rd pumping station. The mud tank report has yet to come to the council but any resident in the area will tell you there was an issue with maintenance.

After the DCC chief executive’s non-technical response to Neil Johnstone’s independent peer review of the DCC Water and Waste Services report 30 Nov 2015 [see too Neil Johnstone’s response to the chief executive’s letter]…. if I was Cr Andrew Whiley I wouldn’t put too much faith in DCC Transport’s forthcoming mudtank / stormwater drainage report —due for public release in April.

Remember that in advance of the two VERY LATE infrastructure performance reports was the DCC’s media statement that its lawyers and insurers had determined that the city council had no liability in connection with the [majorly devastating] flood event at South Dunedin on and about 3 June 2015.

“The Dunedin City Council says it is not liable for private property damage caused by the South Dunedin flood, despite admitting problems with its pumping network prolonged the pain for residents. New contractor for mud tanks
The companies responsible for keeping South Dunedin’s mud tanks clean, and stamping new markings on the city’s cycleways, are set to lose $15 million worth of contracts with the Dunedin City Council. The decisions were confirmed yesterday, as it was also announced City Care – a Christchurch City Council-owned company already working in Dunedin – would clean all 1500 mud tanks in South Dunedin over the next month.

Dear Editor,

Last year in my letter to the Editor I complained that DCC staff had wasted $500,000 on two incompetent unsafe attempts to turn the 4 lanes of Portobello Road [from the Andy Bay BP to the foreshore] into a massive cycle-lane plus an unworkable 2 lane road. I argued that a $200 spend on signage making the eastern footpath into the desired cycleway would have catered for the few cyclists that use this short stretch. In our Annual Plan opportunity to discuss big budgets last week when I asked our new head of Transportation how much the third attempt to create a Portobello Road cycle lane was costing, budget debate was effectively shut down with the answer that staff had no idea. This was confirmed in an email to me on 2/2/16 which said “Staff do not yet have a formal cost estimate for the works associated with the redesign.” yet the following day the ODT reported “a fresh redesign is expected to cost more than $500,000”, new design costs “about $70,000” with Mayor Cull saying “the community should be confident in its ability to roll out cycleways in the city”!!! I say we should stop throwing good money after bad, stop the $8 million proposed one-way separated cycleway experiment, and stop the obsession with further cycleway spending [which was justified assuming the crock of ever-increasing and unaffordable fossil-fuel prices] until we have clear evidence of the cost/benefit of such expensive projects.
