Delay in approving pool site irks trust

The Taieri Community Facilities Trust has made a decision on the preferred site for the new Mosgiel pool, but will have to wait another two weeks before it is considered by the Dunedin City Council …. [Trust chairwoman Irene Mosley] said the trust voted about 10 days ago to ask the DCC to go with an amended Site A, which was near the existing pool. “The trust had 447 responses; 52% were for Site B (Memorial Gardens), and 40% were for Site A …. However, once the comments were taken into consideration, along with the actual votes, the trust discovered that many of those in favour of Site B were in favour because of concerns about the existing pool being closed during the new pool build, potential parking issues and road safety concerns at the proposed entrance off Gordon Rd. The trust believes by locating the new pool further into the existing caravan park, and moving the park towards the Reid Ave side of the fields, these concerns can be mitigated.”

Mosgiel pool site options —muddy water from mainstreet businesses

At the public forum before Monday’s Council meeting, the Taieri Community Facilities Trust (aka TCFT or ‘pooling together’) turned up in the guise of Irene Mosley, its chairwoman. Her only visible means of support was Bill Feather, ex Mosgiel-Taieri community board chairman.

Ms Mosley put up images of two site options (see graphics below), however nobody in the public gallery could read them. A previous round of public consultation had determined that 127 people favoured Site A, the site of the existing pool beside the Silver Stream. And 17 favoured Site B, at the township’s Memorial Gardens.

Ms Mosley is lobbying for the build being at the Gardens, a site (B) more likely to flood. Site A, the existing pool site, is higher; and the flood banks to the Silver Stream are doing their job.

We were trotted the line that the (rearguard) push for Site B was entirely down to the Otago Regional Council (ORC) because they have issues with Site A, that construction could potentially destabilise the flood bank. Phooey. Pure folly, Ms Mosley! Besides, ORC has no particular jurisdiction over the siting.

Ms Mosley carefully emphasised that a second round of public concultation on site options was for “transparency”. Hmm. Although she told Councillors there’s lots of positive support for the new pool, we’re not too sure who Ms Mosley has asked lately. We doubt the “positive support” is people with spare millions to give away on her trust’s “Logic” (loaded commercial term) dream.

All we know is business owners in central Mosgiel want the pool located closer to them, thus why Site B is being PUSHED by the trust. What a lot of fines there are, swirling about in the local water supply.

Mosgiel resident Peter Sim said he would oppose Site B. Green space was “at a premium” in Mosgiel and the DCC was “nibbling away” at it. “It’s time it bloody well stopped.”

Pool locations not ‘perfect’

The two possible locations for a new aquatic facility in Mosgiel were revealed yesterday, along with a concession that “neither site is perfect”. At a Dunedin City Council meeting, Taieri Communities Facility Trust chairwoman Irene Mosley revealed the possible footprint of both sites … “We have decided we need to go back to the community and explain there is no perfect site … we just want to get it right.”

Oh Yeah! Let’s consult on the site for a new ‘4-pool’ complex [DO NOT mention the $$$$$$$$] while EVERYONE IS AWAY ON HOLIDAY. That way we the pool trust (using submissions from our pet Unmonied stakeholders) can easily shove it through Council, led and supported by Cull, Staynes and the new Lord of Finance…. who together, will never see large AURORA/DELTA DEBTS looming for Dunedin City Council ie for the Ratepayers and Residents of Dunedin and Central Otago.

WE the ratepayers, on behalf of DCC, DO NOT accept unsecured pledges from the Pool Trust– that’s a Stadium mugs’ game we CAN’T AFFORD to play anymore.

Did anybody bother to read the ODT front page propaganda from Irene Mosley ‘Get your togs on, Mosgiel’ ? Research had revealed the community was prepared to throw $7.5million, and might even want to make it $10million. Yeah Right. Then reported in the Taieri Times the same day, the Mosgiel food bank declared that earlier this year demand was at a 10-year high, and was to have a collection to ensure that nobody goes hungry over Christmas. Sounds to me like an awful lot of people out Mosgiel way can’t even afford to buy togs, let alone donate twice for a pool – once through their rates, and again through a donation.

It’s an interesting ODT story, but let’s read between the lines. No transparency (not wanting to be up front with the sites – maybe a landowner with close connections to the trust, will get an inflated price). The timing of the new pool will suit Mike Lord as he’s made his intentions clear that he’ll run for Mayor next time.

Whiley, buying the mayoralty with Dunedin Ratepayers’ money ?

Much hoo-haa over a very expensive community pool.
Who pays for it.

Andrew Whiley probably loves former Greater Dunedin candidate Irene Mosley (Taieri Community Facilities Trust aka Pooling Together) who appears to support taking major projects off DCC to project manage privately….
[Carisbrook Stadium Trust tricks].

Or, does the mayoral and council hopeful love – So Much – For Votes – the residential developers carving up Taieri paddocks with bunker-style housing on cul-de-sacs, who might or might not say no to a ‘greater Dunedin’ rates-funded pool complex over their back fence. Dunno.

Would Professional Rugby rather its own pool complex at the Logan Park sport and recreation hub ?? Since Mosgiel is far flung, and all that’s really needed is an upgrade to the township’s existing pool !!

Now, about targeted rates for the Taieri Area population to afford their Expensive Four-Pool Complex.

What Should happen.
Consider very carefully who you rate when voting.

MOSGIEL POOL FUTURE AQUATIC PROVISION
Department: Parks, Recreation and Aquatics

EXECUTIVE SUMMARY
1. This report presents high level concept design options and associated capital and operating costs for a new aquatic facility in Mosgiel. A decision is required on which, if any option should be progressed to developed design stage to enable more detailed operating costs, capital costs and whole of life cost options to be developed.

2. Staff have conducted a robust process, assisted by aquatic facility development and operation experts, using architects and quantity surveyors with substantial aquatic experience (including Selwyn) and with the input of Sport New Zealand. Despite this, and whilst reaching agreement on a preferred site, there is a fundamental difference between the staff position and that of the Taieri Community Facilities Trust (the Trust).

3. Council staff consider they can deliver a high quality aquatic facility containing two bodies of water that provide for casual recreation (leisure), casual fitness (lap swimming) and learn to swim that will be valued by the Mosgiel community. The Trust does not agree.

4. The estimated total capital cost for this option is approximately $14.4m, based on benchmarking, which can be refined and reduced through developed design, value management and procurement processes.

5. The Trust position is that for the same amount of money, ie approximately $14.4m, a four-pool proposal, as presented in 2014, can be delivered. The staff assessment of this position is that the capital cost is more likely to be approximately $18-20m, based on feedback from Sport New Zealand and the quantity surveyor.

RECOMMENDATIONS
That the Council:
a) Decides that Site A, located adjacent to the existing Mosgiel Pool is the preferred site for the development of a new aquatic facility.

b) Directs officers to progress the option of two bodies of water, delivering leisure, lap and learn to swim activities through to developed design including further refinement of capital costs, operating costs, and the development of whole of life facility costs, and report back to Council in May 2016.

c) Notes the estimated capital cost of the current concept for two bodies of water is $10,458,000 (buildings, siteworks and infrastructure) plus $2,379,500 (fees, consents, furniture and equipment) plus $1,567,000 (project contingency and ground improvement provision); a total of $14,404,500.

d) Notes that the estimated capital cost excludes an escalation provision, currently estimated at 2.8% per annum for the three years until the Council funding is available.

e) Acknowledges the continued commitment of the Taieri Community Facilities Trust to the project, through their participation in the steering group and input into the concept design process.

Feedback on Taieri Community Facilities Trust Feasibility Study (November 2014), Warren & Mahoney Architects (WAM) and Barnes Beagley Doherr (BBD) Master Plan and Cost Estimate (September 2015).

1. General observations – There is universal acceptance that the existing Mosgiel Community Pool is an asset at the end of its usefulness and fit with existing and future community needs. The Taieri Community Facilities Trusts (the Trust) Feasibility correctly establishes that historical reports, information and recommendations along with DCC support this view. What is unclear or fully evidenced in the study is:
– What needs assessment and demand are evident and directly related to the size, scale and component mix for the facility required? E.g. need for a FINA certified 10 lane competition pool.
– Confirmation of the likely and sustainable catchment that the centre will serve?
– The impact of the proposed facility on the existing aquatic network?
– What is the projects full capital cost and whole of life affordability for the community?

3. Site and location – It is agreed that Memorial Park is the preferred site for the development of a new aquatic centre. The Feasibility Study promotes the use of a site that impacts significantly the existing Memorial Park Gardens. This option seems unnecessary given the other options available at the park to DCC. Of the subsequent locations within the park proposed by Warren and Mahoney Architects (20.09.15) those sites favoured are those that enable the existing pool to operate during any development period, impact adjacent residents the least, provides multiple points of entry, maximises existing car parking and allows for future expansion should be considered. In this context Site A and Site B are favoured. Site A may offer the opportunity to upgrade and integrate the Caravan Park operation into the new facility, management model and provide a positive revenue stream for the centre.

6. Funding Strategy – the expectation placed on the Trust to raise 50% ($7.5m) of the capital cost of the project is considered unrealistic and unfair. Despite the optimism of the Trust would be unachievable by the second half of 2016 as identified in the Trusts timeline for achieving the pledged funding target. Undoubtedly, this would place extreme pressure of exiting funding agencies and fundraising organisations delivering alternative community outcomes and services for some time. One needs to ask the question – is the same expectation places on communities of interest to raise 50% of funding for developments of public libraries, community halls, sport parks and other public amenities?

Conclusion, the size scale and complexity of the proposed aquatic centre seems to address the wants rather than the needs of the community. Justification of the overall component mix, the need for 10 v’s 8 lanes, competitive aquatic sport needs v’s wider community recreation, wellness and entertainment (youth and older adults) would benefit from closer consideration given the significant level of investment under consideration. The size and extent of the projected catchment population may be inflated and with minimal consideration given to the impact of the new centre on the existing aquatic network of facilities and in its current form designed to compete rather than compliment Moana Pool. The assessment of capital cost seems consistent based on similar south island projects and assessment of construction rates without due consideration to those costs currently excluded. The projected operating budget is not inclusive of all relevant costs (debt repayments and depreciation) nor does it consider the whole of life costs for the assets which will require the need for an ongoing level of operational subsidy.

19.9.15 ODT: Information requests irk councillors

The latest salvo came after Cr Lee Vandervis made public an email exchange with Crs Benson-Pope and Richard Thomson, copied to other councillors and staff, earlier this week.

Cr Vandervis did not respond to ODT requests for comment yesterday.

In his emails, published online, he blamed a lack of information coming from council staff for the “tedious” need to resort to Information Act requests.

It’s with some fascination if not repulsion that Whatiffers can observe bullying by standing committee chairmen continuing unabated on the mayor’s watch.

Cr Thomson’s historical on camera stunts of addressing or referring to Cr Vandervis as “my good friend” are, how shall I say, unchaste and deceptive in the context of what follows below.

Actually Richard, the Lamborghini has become symbolic of many other very visible excesses, but let us stick to Council issues.

For many years I used to make all the information I had available in very candid discussions with staff, who often then failed to investigate appropriately. Citifleet is a prime example, and this and other examples has taught me that a publicly funded organisation is poorly motivated to investigate itself.
Without my LGOIMA requests the incredibly belated Citifleet ‘investigation’ might never have happened, as it did not happen for over a decade before. Have you counted the cost of that multimillion dollar fraud as a percentage of the cost of processing my LGOIMA requests?
Do you not realise that most of my LGOIMA request arise from questions and allegations from members of the public that I represent?

Even when an internal investigation does prove that for instance over quarter of a million of public funds was paid to a contractor to clear mudtanks and none were cleared, nothing appropriate seems to happen at the DCC without publicity. Hence my now having to get the public involved when things are not sorted internally.
When you claim that needing information “of how the information relates to possible wrong doing” is necessary to get information, this is absurd. It is much easier to simply search ‘Stihl chainsaws’ and forward what DCC files information appears. Similarly a vehicle registration number. Just search the registration number and forward the files – easy, quick, no thinking required, little time wasted considering whether ‘particular staff have been involved in possible wrong doing’ etc.

Why is it that our staff can have all this information, but not want to share it with us the supposed decision makers when we request it?
Answer – information is power – and bureaucracies generally do not want to share it, especially with supposed decision makers.

Don’t you dare suggest that I do not give a toss, as you have no way of knowing the state of my mind or the work that I do, and don’t you dare suggest that my approach has failed to identify fraudulent behaviour, as you similarly do not know what has gone into, for instance, Citifleet, Jacks Point/Luggate, mudtanks, Noble, Town Hall redevelopment, or the almost complete turnover of senior managers at the DCC in the last few years.

I will continue to carry on in the manner I believe to be appropriate, and I do not seek any advice on my manner from of you.

So in the end the only way the OIA can be responded to is to make general inquiries all over the place thereby pretty much ensuring that if there has been dishonesty the person involved will have plenty of time to bury any evidence.

When you seek “all documentation” about a motor vehicle without giving a toss whether the inquiries around that might harm any investigation if there has been wrong doing because the people responding to the request will have no idea if they are going to tip off unknowingly a suspect.

It ought to be of some concern to you by now that your methods and approach have failed to catch any fraudulent behaviour but that the methods of Mr McKenzie that you so disparage have caught a number. Perhaps the fact that people do come to you with info might actually result in people being caught if you worked with people instead of carrying on in the manner you do.

I note Richard, that you and some others are quite happy to get on with running a city without knowing who is stealing what or how much things cost to run the city.
My regular voting against Council spending motions often arises because there is simply not enough information made available to justify voting for.
If staff reports provided adequate relevant information, and if rate-paid reports like the $300,000 Deloitte investigation information were made available to us who need to make related decisions, none of this tedious LGOIMA process would be necessary. It is a shame that I have to go to so much effort just get basic information, and that so few others can be bothered.

You might well have stopped for a moment David, to consider the cost of not making LGOIMA requests, or of the enormous savings to ratepayers had LGOIMA requests been honestly and promptly complied with as required by the LGOIMA Act.
It has been recently proven that ex CEO Harland misled Councillors making LGOIMA requests to find out what Farry and Co were up to with Stadium planning/funding, by falsely claiming that the Carisbrook Stadium Trust were not subject to LGOIMA information disclosure requirements. Ex-CEO Harland did this despite having two legal opinions, one local and one ex Wellington, saying that the CST were absolutely subject to LGOIMA information requests. Harland’s deceptions have only come to light as a result of many subsequent LGOIMA requests.
Had Harland processed LGOIMA requests as legally required during his tenure it would highly likely have saved ratepayers many millions in a variety of areas, if not hundreds of millions wasted on our Stadium liability.
If all my 2011 LGOIMA requests for Citifleet information, including all credit card information had been made available as requested under LGOIMA, think how many subsequently stolen vehicles would have been saved and perhaps even the life of a bent manager. Put a price on that David and make sure to request the full cost thereof.
The horrendous cost of not having required relevant information on which to make decisions is the reason we have LGOIMA.
In my opinion, not using the LGOIMA process suggests that you are not doing your job as an elected representative.

MOU DCC and TCFT New Aquatic Facility #MosgielPool

In previous weeks, with receipt of the DCC Long Term Plan 2015/16 – 2024/25, contributors to What if? Dunedin seized upon the fact (page 166) that the Council has somehow (if by political vote-catching, deception and or undemocratic business method?) — facilitated by the Mayor of Dunedin — taken on the whole cost of the proposed ‘Taieri Aquatic Centre’ for Mosgiel, to be loaded onto UNSUSPECTING Dunedin ratepayers.

This is contrary to what was discussed, and understood, at the time of the draft LTP hearings.

In reference to page 166, Bev Butler (23 July) emailed all Councillors about the figures for Aquatic Services new Capital Expenditure: Mosgiel Pool $410,000 in 2016/17 and $14.478 million in 2018/19.

In email reply, Cr Richard Thomson, chair of the Finance Committee, noted an asterisk:
‘you will see that the figure is asterixed and that this references back to notes that these are projects which have “full or partial external funding”. In this case the pool is subject to the community fundraising their share but that is included in the capital spend. you will see a similar situation with the cricket lights at Logan park where $2.2m is being spent but Council has approved up to $1m of its money only…’

This is what ODT reported on 22 May:

ODT: Mosgiel pool wins support
Dunedin City councillors have thrown their support behind a Mosgiel aquatic facility, despite a staff warning about council missing its debt targets. Councillors at yesterday’s long-term plan hearings voted in favour of building a facility “in principle”, subject to a number of conditions.
● Taieri Community Facilities Trust to raise $7.5 million towards project.
● Council has allocated a placeholder budget of $6 million for the facility in the 2018-19 financial year.
● Budget of up to $300,000 approved for council staff to investigate project costs, design options and site location
● Staff to report back to council by April next year, at which point councillors would decide whether to proceed with the project and how.
● Councillors voted that council staff and the trust develop a new memorandum of understanding.

Without building a Mosgiel pool, debt was forecast to be at $223 million in 2021, $7 million below the council’s self-imposed $230 million target. (ODT)

Dear Mayor Cull,

Thank you for your helpful suggestion which I intend to take up especially when DCC file evidence is available which can confirm many allegations made to me by members of the public.

I do wonder that you seem to think so little of an MOU statement of intent that apparently commits Council to “the development of a new Aquatic Facility Complex“ when Council has not yet made any final Pool Complex decision and in any case has not got the financial resources or even a sufficiently large place holder budget to achieve building the proposed Pool Complex. At the risk of boring our public as you suggest, I will do what I can to let them know.

The claim by Cr. McTavish below “that the phrase “new aquatic facility complex” covers everything from a refurbishment of the existing (which is the base level of service required for the aging, arguably beyond useful life, asset)…” is not credible in commonly understood usage of the words used, but I hope that wide publication of this particular interpretation will reduce the misrepresentation that I believe the Mosgiel Aquatic MOU currently represents.

I strongly object to any such MOU INTENT being signed off by you or anybody else, and I am deeply concerned by process irregularities and the unprecedented fast-tracking of this project past many others that have been long awaited, the South Dunedin Library/Community Complex in particular.

The best option is to upgrade and maintain the existing Mosgiel Pool, rather than give Taieri (sprawl) housing speculator-developers and main street businessmen a pool to help their privateering (and professional rugby/training connections). Larger numbers of rate-paying Dunedin residents will benefit from a long-term (funded) aquatic centre sited at Green Island. However, the Stadium is still costing ratepayers +$20 million per annum…..

It looks like Greater Dunedin, through the Mayor and MacTavish, are keen to foster the Mosgiel proposal as a vote catcher in next year’s local body elections.

Feedback Sought on Mosgiel Pool Options

Consultation opens today on four shortlisted sites for a new aquatic centre in Mosgiel….

Over the next fortnight, the Dunedin City Council, in partnership with the Taieri Community Facilities Trust, is seeking community feedback on the four sites. One of the options is to use the existing pool site on Gordon Road and the other three options are different locations within Memorial Park and the Mosgiel Memorial Gardens.
Since the Council decided to allocate a placeholder of $6 million for the project in the Long Term Plan 2015/16 to 2024/25, work has begun to progress investigations around the proposed facility. The first step of these investigations involves identifying a preferred site.
The work is being led by a steering group, comprised of three Councillors, three Trust members and a member of the Mosgiel community. The group has been given the mandate to work to develop the proposal to the point where there is a preferred site, plans and costings for a new aquatic centre in Mosgiel. These stages are to be reported back to the Council by 30 October.
Mosgiel Aquatic Facility Steering Group Chair Cr Jinty MacTavish says the four sites out for consultation have been shortlisted by the steering group from identified options, including those in the original feasibility study.

“Site selection is an important part of the design process. We’re looking forward to hearing the community’s thoughts on the site they think would be best.”

The DCC is working with the Trust to ensure the reports needed for Council decisions are completed on time. Trust Chair Irene Mosley says, “The community gave a very clear indication during the Long Term Plan process that they wanted a new pool facility in Mosgiel. Now that the DCC has allocated some funding for this project we need to go back to the community and make sure they have the opportunity to comment on the shortlisted sites.”

Dear Mayor Cull and Councillors

I recently received a copy of the LTAP and noticed on page 166 of the new LTAP, Aquatic Services new Capital Expenditure: Mosgiel Pool $410,000 in 2016/17 and $14.478 million in 2018/19.

However, when referencing the ODT report on 22 May 2015:

It is reported:
“Council allocated a placeholder budget of $6 million in the 2018-19 financial year for the facility.”

So at what point did the $6 million reported in May change to $14.478 million? I couldn’t find any reference to the change in ODT. Maybe I missed it.
I have also looked up the Council meeting minutes but can find no reference there either.

Would someone please tell me the date when this $14.478 million was approved by Council and preferably send me a copy of the minutes or point me in the direction to find them.

you will see that the figure is asterixed and that this references back to notes that these are projects which have “full or partial external funding”. In this case the pool is subject to the community fundraising their share but that is included in the capital spend. you will see a similar situation with the cricket lights at Logan park where $2.2m is being spent but Council has approved up to $1m of its money only..

Thank you for raising the Mosgiel Pool design and Shaun Pont conflict of interest issues which have been highlighted on the ‘What If?’ site.
I was disappointed that the ODT did not report my direct challenge to Mr Pont’s claimed need for $750,000 of rates funding to pay for initial Mosgiel pool design work, when the pool they want has already been designed, and built [by local contractors Calder Stewart] in Selwyn.
We were told repeatedly at the Mosgiel meeting that the desired pool complex was a “carbon copy of the Selwyn pool”, making the requested $750,000 for initial design potentially the most expensive bits of carbon copy paper in local government history.
As I saw it, Mr Pont not only failed to declare his glaring conflict of interest at the Mosgiel meeting, but he failed to account for the claimed $750,000 cost of an initial pool design needed, saying that there were different ground conditions [both level alluvial plains], different parking requirements [there is an existing car park next door], and different more efficient heat-pump system planned [this detail not needed for initial design].
My question as to ‘why 90% of the speakers listed as wanting to present in person to the Mosgiel meeting did not show up?’ was not answered satisfactorily. It was suggested that there was a problem with advising people of the date of the Mosgiel meeting, yet more Councillors managed to show up than local people wanting to speak in support of the Pool project.

I was at the LTP Plan submission hearing in Mosgiel and heard Shaun Pont of the pool trust asking for $750,000 from Council for further investigation work on pool design etc. I believe there is a vested interest here as Shaun Pont is a director of Logic Group and stands to gain financially from this money if Council is stupid enough to grant it. He also appears to be affiliated with Arrow International, and we know how they benefited from the stadium.

You are the only one on Council I can trust to speak up if I am correct, and can see through the spin doctoring of the pool trust. Best of luck and keep up the good work.

OPINION The council’s pre-draft long-term plan – which is yet to be refined or considered by the public – forecasts a rates rise of 3.7% for 2015-16, followed by 5.5% and then 4.2% in subsequent years. This is at a time when the inflation rate could well be about 1% and wage increases and benefit hikes about the same level. Mayor Dave Cull says, Dunedin “is on a bit of a roll”. So was the Titanic! This comment shows how genuinely out of touch he is with Dunedin businesses and ratepayers alike, who are struggling to fund one lunatic project after another, let alone make a living. He confuses misappropriation of ratepayers’ funds with “investing in the city”. To highjack rates for more silly things is neither fair nor moral. The DCC is now so far from core council services it is ludicrous. Now more than ever, Dunedin desperately needs a leader with business experience and skills.

As a resident of Mosgiel, I have just sent this e-mail to the Trust. Let’s see if they are prepared to engage with me as a member of the community!

COMPTON REPORT

I note the claim made in the ODT today that: “Compton Fundraising Group consultants interviewed 30 groups across the Taieri and calculated the communities were willing to contribute $7.5 million for a new facility.”

Now as a professional market researcher and market feasibility research educator I am fascinated by this remarkable calculation. By the simple expedient of dividing the $7.5 million by the number of rateable residences in the catchment I discover that my expected contribution would be between one and two thousand dollars. I am assuming residents will be the primary source of money as the area is not exactly flush with the large businesses that might otherwise stump up this money.

As you are asking the community to make a major decision here, I would expect this Compton report to be available in its entirety with its calculations explicit. This is all the more relevant as the Carisbrook Stadium Trust made a less ambitious donation claim within this same community, but on a less ambitious per capita basis for the Stadium. They eventually ended up delivering pretty much nothing, with the donation shortfall eventually being made up fully by the ratepayer.

If a similar shortfall occurs this time round, it is not beyond the realm of possibility that the ratepayers may be asked to stump up again to cover it, and it’s not unfair to predict that this might be funded by a specific targeted rate on the pool’s catchment. In which case the projected $1-2,000 voluntary donation becomes a non-discretionary tax. Were the shortfall to be c. 100% (as in the CST exercise) it would cause considerable hardship within some parts of the Mosgiel community, especially if it was augmented by a large shortfall in your predictions of operational revenue. I would reiterate that both these outcomes have now occurred with regard to the FB Stadium. As many of the poorer residents of Mosgiel are also very elderly, often live alone and are unlikely to be regular users of the pool, this would be a particularly unfair outcome.

As a Taieri resident who may (will) end up carrying the fiscal can for this, I would therefore be grateful if you would furnish me with a full copy of the Compton Fundraising Group report, with summaries of all meetings and descriptions of all thirty of the ‘groups’ who formed the basis of it, plus its calculations that predicts a willing donation of $7.5 million from within the catchment, and a willing $1-2000 donation from me personally.

As this is not a commercial facility proposal, and the research was presumably paid for by your ratepayer (me) funded DCC grant I do not consider ‘commercial sensitivity’ to be a valid reason for withholding it. I would also expect to see it tabled in full at your Coronation Hall meeting in December.

The Dunedin City Council says feedback on its draft budget has been “pretty good” despite some disappointing turnouts at public meetings in recent weeks. The council concluded a series of eight public meetings and drop-in sessions with a discussion of cycleway and road-widening work on Otago Peninsula at the Edgar Centre on Tuesday night.
Public submissions on the council’s 2014-15 draft annual plan were “flooding in now” and had reached 427 by late yesterday, council corporate planner Jane Nevill said. That was well above the 262 submissions received by the council on its 2013-14 draft budget.

The draft annual plan sets out the Council’s proposed annual budgets and performance measures for 2014/15 and updates the information for the 2014/15 year that in contained in the Council’s ten year plan or Long Term Plan (LTP) which was put in place last year.
Please tell DCC whether you agree or disagree with spending priorities for 2014/15 outlined in the draft plan by making a submission.
The consultation period is your opportunity to “Have Your Say” about what you want to see included in the Council’s plans.

Why do Property Developers hate development contributions?

A property developer writes:
“Lately Developers and Councils have been busy preparing submissions on the proposed changes to the Local Government Act relating to development contributions. There are many issues. Firstly, the issue with charging developers for improvements that have nothing to do with growth.
(1) Hiding the real cost apportionment and charging developers for improvements that [have] nothing to do with new development growth:
When developing up capital works and budgeting the Annual Plan councils develop formula and apportion some of the costs to ‘growth’ – which is then charged to developers. Councils argue that as cities grow and intensify – the costs of that growth include replacing or improving infrastructure. Hence they want new developments to pay for it.
Developers take issue however with the amount of money required from them to pay for the infrastructure improvements not that they have to pay for their share of growth. As such the argument is about whether the right pro-rata apportionment is applied.
Obfuscating the debate is that all Councils must replace infrastructure as it ages and is due for replacement. Additionally, most Councils are in recent times adopting new development standards that increase the capacity of assets and they improve assets as technology advances.
Replacing assets is supposed to occur from a built sinking fund that is generated over the life span of an infrastructure asset. Council receive money over the lifespan in cash as depreciation as part of rates. Over time, and subject to annual revaluation each asset builds up a depreciation sinking fund that should be sufficient to replace it. Developers are concerned that Councils spend that money through internal loans to OPEX and other creative accounting and then hope to use ‘growth’ as a mechanism for replacing the assets. A psuedo ponzi scheme with ratepayers the duped investors.”

DCC: Development Contributions Policy
Development contributions are charges paid by property developers to meet the increased demand for infrastructure resulting from growth.
The Council is proposing some significant changes to its Development Contributions Policy.
In April 2011, the Council released a Statement of Proposal to adopt a Draft Revised Development Contributions Policy (the Draft Policy). The proposal included a schedule of charges which could apply if the Draft Policy was adopted. Submissions on the Draft Policy closed in July 2011 and were followed by hearings in November 2011. After beginning its deliberations the Hearings Committee decided that more information was required from Council staff before the Draft Policy could be considered further. Deliberations started again in December 2012 with Council staff reporting back to the Committee on the information it requested. The Committee has yet to conclude its deliberations.
As a final decision on the Draft Policy is yet to be made, the Council’s existing Development Contributions Policy applies until further notice. Read more

DCC: Spatial Plan for Dunedin
‘Dunedin Towards 2050′ (The Spatial Plan), sets the strategic direction for Dunedin’s growth and development for the next 30+ years. It outlines a broad set of principles, strategic directions, policies, and actions and visually illustrates how the city may develop in the future. It will be used to guide land-use planning in the city as well as influencing how future infrastructure and services may be provided or limited. The Spatial Plan is primarily, but not solely, concerned with Dunedin’s urban form and design. Urban form and design refer to the spatial arrangement of a city, in other words, the shape of a city as seen from the air including the overall pattern of development, activities, and infrastructure as well as the design or ‘look and feel’ of the city and how it functions. Urban form and design have a significant impact on the sustainability, liveability and economic performance of cities.

DCC: Second Generation Plan for Dunedin
The Dunedin City District Plan controls what people can do on their land and how it can be developed. While there have been some changes and new zones added (eg the Stadium, Airport and Harbourside zones), most of the current Plan has not been reviewed since 2006 and a lot of it dates back to the 1990s. The council is reviewing the Plan as a whole to fix the parts that are not clear or working properly, to recognise the changes to land use and development within Dunedin, to discourage poor development and to align with changes in national policy guidance. The review will produce a second generation plan (2GP), which is the second plan prepared under the Resource Management Act 1991. This is a long process with a lot of research and analysis, and input from stakeholders and the community.

DCC: Strategic Directions
The Strategic Directions of the second generation plan will establish the overall management approach for the 2GP, stating the important outcomes for the city:
● Dunedin is Environmentally Sustainable and Resilient
● Dunedin is Economically Prosperous
● Dunedin is a Memorable and Distinctive City with a Strong Built and Natural Character
● Dunedin has Strong Social and Cultural Capital
● Dunedin has an Attractive and Enjoyable Built Environment
● Dunedin has Affordable and Efficient Public Infrastructure
● Dunedin has Quality and Affordable Housing
● Dunedin is a Compact City with Resilient Townships

Meanwhile, developers across the Taieri are champing at the bit to re-create ‘Wanaka sprawl’ on the flood plain with little regard for the protection of high class soils —despite the objectives of the spatial plan that places wise emphasis on the rural area becoming the city’s food basket (resilience).

Benefits seen for Taieri area

Mosgiel, Middlemarch and the wider Taieri area will benefit from a new marketing approach by the Dunedin City Council, chief executive Sue Bidrose says. The establishment of an in-house marketing agency at the council, replacing Tourism Dunedin, would offer ”more bang for buck”, she said. The agency would use existing council staff, such as those in human resources and finance, and run alongside the council’s economic development unit.

News this morning (see Jacob’s comments, here and here) that parties pushing the New Mosgiel Pool have selected an ex ORFU Board chairman as the person to head the project. We hear the clandestine selection happened prior to yesterday’s meeting of the Mosgiel-Taieri Community Board. You’re too late, naming rights were sewn up for the poolside spa and bikini bar long long ago.

DCC, Slid, if you’re listening —get everything out in the open, don’t dare stymie transparency and accountability through ye olde workshop method where friends of friends clip expensive tickets for each other… while Dunedin ratepayers get ROBBED of natural justice and CLOBBERED for their loot.

And Slid, never assume the bastion of an ex ORFU man has respectibility and honesty written all over it. This does not compute. How much money has ORFU deliberately set about thieving from DCC ratepayers over the years? Yes, that’s right —HUNDREDS AND HUNDREDS OF MILLIONS OF DOLLARS. The Dunedin City Council has sent a signal to the Mosgiel community. The council has no money for big new projects and while it will help out where it can, the community must drive the project to build a new pool or it will likely not happen, councillors cautioned.

Since the above article was published the air has been thick with names of local business people who have been meeting behind closed doors, for months now, to push the Mosgiel Pool project —in some cases, for own private gain.

Problems with the Mosgiel-Taieri Community Board continue. Decisions are being driven in non public meetings. The board’s discretionary funds endowed by the city council (through annual rates collection) are being diverted to the local business association to run community board business at armslength from public scrutiny. This is deliberate misuse of city council rates money sanctioned by board chairman Bill Feather and his cronies. When will transparency and accountability be imposed on these elected and non-elected cowboys? We demand that the city council investigates.

Community board member Maurice Prendergast in his letter to the editor today adds fuel to the fire. He is to be commended for speaking out.

Note 1: In the 2013 local body elections the Mosgiel-Taieri Community Board had six vacancies, the six candidates were elected unopposed. The same applied for Strath Taieri Community Board (6 vacancies) and Waikouaiti Coast Community Board (6 vacancies). There is no point singling out Maurice Prendergast as if he is the only board member who did not have to contest his seat.

Note 2: It is difficult to reconcile the statement: “Public meetings about a new pool that I have attended, have been “standing room only”.” What meetings were these, when and where did they happen, and where are the minutes from these?

Note 3: “Yes, the board’s chairman has chjampioned the pool for the past six years, as did the board…” Where are the board minutes to confirm the board discussed this agenda item or if it was rasied in General Business?

The wench protesteth too much.

PPPs short-term gain but long-term pain

OPINION Mayor [Len] Brown has had another vision and is claiming public-private partnerships (PPPs) can relieve the burden on ratepayers. I wonder if he has done his homework. It’s not a vision, it’s a mirage. PPPs are joint ventures between government, or local government, and companies to build major projects such as bridges, tunnels and underground rail – and, in Britain, also hospitals. Too often PPPs overseas end in the failure of the commercial organisation, with the public picking up greatly increased costs to clear up the mess.

PPPs typically involve long-term agreements (25-50 years). They are secret – neither the public nor elected members know the terms. They are weak on accountability with virtually no transparency. They don’t appear on the public body’s “balance sheet” so its financial position looks rosier than it is.

Fixed returns to the commercial business are based on “notional” values and estimates. Real costs are almost always greatly underestimated. PPPs are much more costly than normal public sector construction. Private companies build in higher costs, making the project more expensive and bringing high risk to the venture. But considerable risk is also assigned to the government or local body. Companies can default or go into receivership, creating a debt that has to be paid for by the public and future generations, exactly as if the local body had undertaken the debt directly.

There is former chair of DCC Finance, Strategy and Development, Mr Sydney Brown of the Taieri subdivisions and deals to cousins, and his property speculator/investor friends, thinking to drive the new pool project for Mosgiel. Maybe not quite a PPP but damned near it if DCC gives the nod on squishy terms. Your pockets should feel lighter already.

How much can you trust The Slid —as much as the cost of Fubar Stadium.

Mosgiel Pool. The suggestion from council is for the community board to set up a trust with $30k of ratepayers’ money, to do the consultation and get the public to buy in and dig deep and pay for this $12-$18 million project. It doesn’t take long to work out. This is the same setup that led us up the garden path with the stadium. At last count there were four pools in the area to serve the local population. What happens to them. Will they become another liability like Carisbrook? What and who actually is driving the need for a new pool? I recently asked someone who is close to this out in Mosgiel if there has been an analysis done on the need for a new pool, and was told no. But a certain developer in Mosgiel’s main street has plans for himself and his mates to get the public to front up with the money for the building, then they will be able to base some of their business on site at no cost to themselves. Mosgiel is becoming the dog of the city. Big new industrial area was trumpeted a few years ago, to be the answer to the lack of industrial land needed to attract industry to come to Dunedin, sits empty and of no use to anyone. Then we had all the new residential areas opened up in Mosgiel. Most are half empty with spec houses; good rural productive land doing nothing and going nowhere, while the stormwater drains in Mosgiel only work during a drought, and the roads are a mess, no more seal extension. Mosgiel is becoming known as the land of the retirement village and the mobile scooter. Why spend so much on a pool when so many other basic requirements are not being met. Leave it to the community board? Yeah Right.

Hype. Not being a res of Mosgiel I am not able to answer your question, but I have good contacts out that way who tell me that most of the pools are available, and maybe there are more than the 4 that I mentioned. By the way what is so special about Mosgiel having a new pool, areas like Green Island, Normanby and out on the Peninsula appear not to have one and are just as far from Moana pool as Mosgiel. It appears that the homework for a new pool hasn’t been done out at Mosgiel, but it appears that it was just being used as an attention grabber for the election and that didn’t appear to work either. Like I mentioned before, this has all the hallmarks of another stadium, all bullshit and no substance, just wait to see who gets appointed by the board to do the consultation. The whisper is that it is all cut and dried.
