Owner Russell Lund’s previous plans to redevelop the three-storey 143-year-old heritage warehouse building in Thomas Burns St involved building 24 long-term apartments on the top floor, but he told the Otago Daily Times yesterday he had changed tack. He has brought over United States architect and friend Paul Ries, who has drawn up ambitious plans to convert the two top floors into more than 50 short-stay apartments, with the ground floor used as a commercial space.

Esco —‘just the global hardball player we always were’, sorry staff….

Esco Dunedin was among a group of neighbouring businesses objecting to Russell Lund’s plans to redevelop the 142 year old Loan and Mercantile building, citing reverse sensitivity concerns, including over noise. The outcome of Environment Court mediation talks was yet to be revealed, but Mr Kershaw said the issue played no part in the company’s decision. (ODT)

Foundry closure ‘a blow’

Australia’s mining downturn is set to deliver a “real blow” to Dunedin’s economy with the closure of the Esco foundry and the loss of dozens of jobs. Staff at Esco Dunedin were told yesterday the foundry would close by the end of the year, with the loss of 34 jobs. Esco products division president Jeff Kershaw, of Portland, in the United States, said in a statement the decision reflected a downturn in Australia’s mining industry that showed no sign of letting up.

[para] 102. The biggest hurdle would seem to be the decline of the Australian coal mining industry. I refer to a Guardian article May 5, 2014 Australian Coalmining entering structural decline.

116. Esco have a large foundry operation in China. They employ 675 people in China.

117. I am very sure the production costs of Esco’s Chinese foundries are markedly less than in Dunedin, Portland or anywhere else. That is the ticking clock for the Dunedin foundry, and other Esco foundries.

118. The bottom line is that Esco will operate this small Dunedin foundry only as long as it serves their shareholders’ interests. If the market conditions dictate that consolidation is required and it is surplus to requirements, then they will act swiftly, as they did in Brisbane.

Yurts for Tunnel Beach *names [commercial activity proposed]

A Dunedin couple are planning to install three yurts – traditionally used by Mongolian and other nomads across Central Asia – on 2.8ha of gorse-covered land they own above Tunnel Beach. The yurts would be built sometime next year, the first to be used as a family space, but the couple hoped to turn their idea into a tourist attraction.

NZ Loan and Mercantile Building —Resource Consent granted

LM edit 2bw IMG_5825Dunedin City Council has granted resource consent with conditions (LUC-2014-259) to Russell Lund, owner of the former NZ Loan and Mercantile Agency Co Ltd Building, for the development of residential apartments on the upper (top) floor.
The building is located in the Port 2 zone and the Queens Gardens Heritage Precinct (TH12).
The entire external building envelope is listed for protection in the Dunedin City District Plan.
Heritage New Zealand has registered the former industrial warehouse as a Category 2 historic place and recognises its heritage values and significance within the registered Dunedin Harbourside Historic Area.
The building is pivotal to contextual readings and narratives for the Port of Dunedin, Steamer Basin, and reclaimed foreshore as much as future development in the Port 2 and Harbourside zones incorporating public access to the water’s edge.

Decision
The final consideration of the application, which took into account all information presented at the hearing, was undertaken during the public-excluded portion of the Hearing.
The Committee reached the following decision after considering the application under the statutory framework of the Resource Management Act 1991:

Land Use LUC-2014-259
Pursuant to section 34A(1) and 104B and after having regard to Part 2 matters and sections 104 and 104D of the Resource Management Act 1991, the Dunedin City Council grants consent to a non-complying activity being the establishment of residential activity within the NZ Loans (sic) and Mercantile Building and associated building alterations at 31 & 33 Thomas Burns Street, Dunedin, being the land legally described as Section 21-22 Block XLVII held in CRF 0T288161 (Limited as to Parcels) subject to conditions imposed under section 108 of the Act, as shown on the attached Certificate.

Right of Appeal — In accordance with Section 120 of the Resource Management Act 1991, the applicant and/or any submitter may appeal to the Environment Court against the whole or any part of the decision within 15 working days of the notice of the decision being received.

Recently, architectural historian Peter Entwisle assessed the building’s significance in the national context and recommended review of the registration status to Category 1. Earlier assessment work in the 2000s commissioned by the Otago Branch Committee of New Zealand Historic Places Trust and led by Elizabeth Kerr, included the achievement of two academic studies by University of Otago history student Stephen Deed with supervision from Dr Alexander Trapeznik towards Committee review of the building’s registration and establishment of a historic area on the Dunedin harbourside. Assessment work for registration of the historic area was successfully completed by the NZHPT Otago Southland Area Office. Unfortunately, ongoing restructuring within the Trust has meant review of the building’s registration has not been prioritised or resourced. It is hoped that Mr Entwisle’s strong research will lead Heritage New Zealand to mandate the work with some urgency.

What if? Dunedin had been informed early this evening via a local heritage advocate via a local heritage group that resource consent had been granted for LUC-2014-259, NZ Loan and Mercantile Building, 31-33 Thomas Burns Street, Dunedin.

THIS WAS NOT CORRECT. NO DECISION HAS BEEN ISSUED.

The site owner regrets the misrepresentation and sincerely apologises to applicant Russell Lund.

Mr Lund has generously responded and indicated the post which I took down this evening may have been a touch previous, in other words the Decision is due fairly soon. WHATEVER that decision may be.

She said, dying a thousand deaths (interim).

The hearing for the application closed on 22 September 2014.

[see related posts below] The consent hearing reconvened on Monday 22 September at 9:30 AM to hear closings of the city planners and right of reply for applicant Russell Lund. The hearing is now closed; commissioners Andrew Noone (chair), David Benson-Pope and Lee Vandervis are considering their decision.

Following the initial hearing held on Tuesday 19 August, it is What if? Dunedin’s contention that Debbie Porteous, for the Otago Daily Times, provided news stories which failed to give appropriate weight and balance to submissions and evidence from supporting and opposing submitters, the applicant, and experts for the parties.

█ These snivellings from Ms Porteous ran counter to a supportive comment by editor Murray Kirkness on Saturday 6 September:

“It is certainly encouraging that another local developer is prepared to foot the bill to preserve a distinctive piece of the city’s heritage. It is to be hoped his plans go more smoothly than those for Russell Lund’s restoration and apartment conversion of the Loan and Mercantile building. That proposal is complicated by the fact it is in the wharf area and has been opposed by neighbouring industrial businesses. The council hearing into Mr Lund’s consent application resumes this month.” (ODT)

█ On Tuesday 9 September, reporter Chris Morris also cleared the biased air of Ms Porteous, with last sentences:

“Last month, building owner Russell Lund criticised a council planner’s decision to recommend declining consent for his planned redevelopment of the New Zealand Loan and Mercantile Building. That proposal, which has attracted more support than opposition, is still being considered, with an adjourned hearing set to resume later this month.” (ODT)

Heritage advocates are awaiting something/anything in print from Ms Porteous about the applicant’s technically fulsome right of reply given on 22 September. Why the delay, we ask?

It’s pleasing to learn Murray Kirkness kindly phoned Russell Lund this evening to say a story appears in tomorrow’s newspaper.

DCC to foot apartments consent bill

The Dunedin City Council is footing the bill to process the consent required for the development of the former Loan and Mercantile Building in the harbourside area. But the chairman of the panel deciding whether to grant consent to convert the building to apartments says the historic agreement has no bearing on the decision. The no fee arrangement is the result of a council resolution dated September 2011, in which the council agreed any resource consent required for the development and use of the building at 33 Thomas Burns St should be processed at no cost to the applicant. The resolution was part of a suite of agreements resulting from the mediation process that resolved appeals to Plan Change 7: Dunedin Harbourside.

Heritage New Zealand lists the construction professionals as Walter Bell, Robert Arthur Lawson, and Mason & Wales Architects Ltd. According to Trapeznik, William Mason was the architect responsible for the plainer part of the complex in the early 1870s. RA Lawson designed the right-hand corner extension in 1880, with additions in 1883 and 1885.

Peter McIntyre and John Christie from the Otago Chamber of Commerce had lots to say about the rejuvenation of Dunedin’s heritage fabric and the city’s “vibrancy” after their trip to Portland, Oregon in 2011. What they said then is directly contradicted by the Chamber’s submission on the application for resource consent to redevelop the New Zealand Loan and Mercantile Building (31-33 Thomas Burns Street) for residential use.

A costly consent hearing is being blamed for Veggie Boys’ Mosgiel store withering economically and it will close at the end of the month. Veggie Boys’ co-owner Marty Hay said the Bush Rd store was not economically viable and management had decided to ‘‘pull the pin”. The outlet had been open nearly two years but three months after opening, business became difficult when the owners were required to obtain a consent for it to operate, he said.

Dunedin (apartments) Hotel: Better ways to lipstick a pig

Let’s “Articulate” the Dunedin waterfront, let’s sculpt and distort ideas of cheap tower design, or hey, we could use explosives. We’re not the first to think of it —the “prettying the tombstone” part.

This is late reply to the evidence to hearing from Auckland’s Jeremy Whelan of Ignite Architects, entitled Dunedin Hotel Design Direction Analysis, dated 18 March 2013, for Betterways Advisory Ltd (applicant).

Whelan presented 16 “exemplars” of “design directions” for the proposed tower at 41 Wharf Street. These outlined possible(?) cladding and modelling options —none of which were part of the actual application for resource consent. Previously, we had listened to Dunedin architect Francis Whitaker wax lyrical on the considerable merits of the slab design for an interminable three hours in submission —it would be an insult to call the pronouncements ‘evidence’. Unsurprisingly, by the time Whelan came to trot his stuff ALL had become uncomfortably strained in the Edinburgh Room despite a toothy semblance of tolerance shown by the hearing panel.

The following images are selected and scanned from photocopy evidence of Whelan’s 25-page PowerPoint presentation, thus drop-off in picture quality and sharpness. Nonetheless, you can see where he’s headed, to win the panel… (it simply wasn’t enough that Animation Research Ltd had removed the rail corridor to ‘contextualise’ the tower by rendering fake gulags up to its base).

The exemplars were presented in the serious hope that resource consent would be granted for a near 100-metre tall building that (at the time) had not been “designed” or detailed sufficiently clearly by the applicant.

Betterways Advisory Ltd is a company directed by Steve Rodgers, a Dunedin solicitor. For a very short time Jing Song was appointed as a director of Betterways —her directorship started and ended (or so it appears) the same day that Wharf Street Property Ltd was incorporated.

Photographer Victor Enrich turns a Munich hotel upside down and inside out
A hotel in Munich is stretched, twisted, distorted and exploded in a series of 88 manipulated photographs by Spanish photographer Victor Enrich.
Enrich, who also works as a 3D architectural visualiser, based the series on one view of the Deutscher Kaiser hotel, a building he passed regularly during a two-month stay in the city. Some images show parts of the building turned on their sides, while others show sections of it duplicated or sliced away. Some shots show it curving into different shapes and some show it pulled it apart.
Describing the manipulation process, Enrich says: “What I basically do is create a 3D virtual environment out of a 2D photograph. The process involves capturing the perspective, then the geometry, then the materials and finally the lighting. The techniques I use are often described as ‘camera matching’ or ‘perspective matching’ and several 3D software packages provide functionalities that allow you to perform this.” He does a lot of the work by hand to “reach the level of detail needed to achieve high photorealism”.

Dunedin Hotel (apartments): Who ARE the developers?

“I’m pretty sure that Ping and Jing and the developers want some conclusions too … they don’t want to be still working through this in six months’ or a year’s time.” –Mayor Cull (ODT)

An interesting statement – any names? Who are the developers? All we heard in evidence, name-wise (not fully explained), was the source of the building plans at China (“tweaked” by some unimaginative pasty sell-out hailing from Auckland).

Despite fronting at hearing she certainly had no idea about the standard of information required for the application process, seemingly duped by legal advisers to play dumb, who maybe weren’t that clear either. The youthful husband never turned up.
Still, “they” might surprise us with something that is well designed and sensitively scaled —but that would cost. To be erected in Queenstown or Christchurch. Given the state of our airport and its relative disconnection with the country’s major international gateways, would it be any wonder.

Talks on hotel bid ongoing

The fate of Dunedin’s proposed $100 million waterfront hotel hangs in the balance, but a decision on whether to proceed – or abandon the project – could be just weeks away, it has been confirmed. Dunedin Mayor Dave Cull told the Otago Daily Times all parties were working to address “complex” issues but he could offer no guarantees a way forward could be found.

Steel firm wants to use Burnside site

A Dunedin steel fabricator seeking to expand its business and employ more people has applied for resource consent to build on a part of the old Burnside freezing works site in Kaikorai Valley. Pinnacle Steel wants to build a 1500sq m building, accommodating 30 employees, on the corner of Kaikorai Valley and Townleys Rds.
Company shareholder Paul Hickey said it operated from an industrial site in Sturdee St in the city, but that was cramped and the company sought a more suitable site to expand and take on new staff, in response to increased demand for fabricated steel. About 26 staff were employed by the company, but it wanted to start a production line in the new building, and would ”definitely” require more staff.

The demand for steel was coming from Christchurch, and it was expected to continue for years.

A report on the consent application from Dunedin City Council planner Darryl Sycamore to the council’s hearings committee said, according to the company, the site was used by the Burnside freezing works to hold stock and as a reservoir for the meat works’ cooling system.
[The planner] recommends the committee grant consent with conditions, including requirements to plant around the building.

Delta investigation ‘major’

The Office of the Auditor-general considers its investigation into land purchases by Dunedin City Council-owned company Delta to be one of its major inquiries for the coming year. Results of the investigation might not be made public for some months, at the earliest. The OAG’s draft annual plan for the 2013-14 year, published last week, detailed work planned for the 12 months from July 1. The plan listed the Delta investigation as one of the “major inquiries” to be reported on during the year. The investigation into Delta’s $14.12 million land purchases in 2008 and 2009 at Luggate, near Wanaka, and Jacks Point, near Queenstown, was confirmed last November.

A planned multimillion-dollar supermarket development in Green Island could bring jobs and investment and trigger wider improvements in the area, a Dunedin city councillor [Colin Weatherall] says. Progressive Enterprises is in talks with the Dunedin City Council aimed at developing a Fresh Choice supermarket on land between Main South Rd and Shand St. The site includes the now-closed Royal Tavern, as well as land next to Green Island Memorial Park and a block of council-owned flats.

A Progressive Enterprises spokeswoman would only say there were no confirmed plans for Green Island, although the company was ”always looking for great sites and Dunedin is no exception”.

The development is yet to be confirmed, but council staff have confirmed ”reasonably serious discussions” began six months ago and are progressing.

The proposed site was zoned ”Local Activity 1”, which allowed for a supermarket as long as conditions – including site coverage and signage – were met. That meant a non-notified consent process – without submissions or a hearing – was most likely, unless special circumstances warranted otherwise.

Gelber LuftBallon (Dunedin Research Project) is a series of new work created by Melbourne-based artist Shane McGrath.
McGrath’s practice has used rockets, planes and zeppelins as metaphors for escapism, exploration, memory and tragedy. For this series McGrath has been investigating the public debates around Dunedin’s proposed wharf hotel development. McGrath sees the issue as one that concerns the city as a whole, which has the potential to impact dramatically on the city’s future.

During the public submissions process there were calls for an on-site, tethered balloon to be used as an indication as to how tall the hotel would be. Using this suggestion as an entry point for his investigation, McGrath launched a balloon near the proposed site on Monday 15 April. In this context the balloon is not only a practical object for measuring height, but also references times of conflict (barrage balloons) which were designed to allay fears of attack and also to indicate that the city was under attack.

Gelber LuftBallon is not a didactic work or a protest, but simply a catalyst to encourage debate and add to the ongoing dialogue. The results and ephemera of the research project and balloon launch will form the core of the exhibition at the Blue Oyster which opens on Tuesday 23 April.

The Blue Oyster Arts Trust (BOAT) was founded in Dunedin in 1999 as the governing body of the Blue Oyster Art Project Space that provides a high quality, dynamic program of experimental and innovative contemporary art practice. BOAT is a non-profit and non-commercial organisation that is made up of practicing artists, curators and other creative professionals. The art project space allows a diverse range of artists to work experimentally, free from commercial restraints and irrespective of the stage of their career. Dunedin: Developers stoop to resource consents instead of private plan change applications

Local resource management consultant/planners such as Allan Cubitt (also an independent commissioner that the Dunedin City Council calls on from time to time) and Don Anderson (Anderson & Co) are ‘chipping away’ at the Dunedin City District Plan zoning provisions with greater insistence out on the Taieri, in (surprise!) Cr Syd Brown’s patch, the Mosgiel Taieri ward.

We have the Veggie Boys application for retrospective resource consent coming to hearing on 10 April (see earlier post, Fresh veggies, a holiday mystery), hosted by Don Anderson. Meanwhile, DCC has allowed Veggie Boys to trade without resource consent since last year. There is some heat on the Council to clarify the planning issues (after a run of five non-notified consents involving Wallis Nurseries ‘destination’ developments, thus the notified application. DCC has sought a legal opinion but refuses to release it.

There are only three submitters opposing the application. Wider than this application is the matter of “how much leeway” Wallis Nurseries have received from Council to extend their commercial retail activities – of which Veggie Boys is a part – in the rural zone, on high class soils. In particular, the development of ‘Wal’s Plant and Fun Land’ by fragmentary consenting processes, with the potential for cumulative adverse effects arising.

In its repeating, whole-page Easter advertising in the Otago Daily Times, Wal’s boasts there is now a commercial florist on site, and a “Great New Professional Driving Range for Golfers” has opened (a rather average flat farm paddock with cheap distance marking signs – something you’d normally want to crop, in a rural zone)…

It’s clear the land use is changing in a way that undermines the district plan Rural Zone provisions, and all without a private plan change application.

Will granting consent to Veggie Boys set a precedent that (widely) undermines zoning in the District Plan?

If consent is granted to Veggie Boys, is this the (surreptitious) track a supermarket chain would go down to open up for business outside Mosgiel’s Local Activity Area (LA1)? In a word…

Saddle Hill house sites bid debated

The Dunedin City Council has been warned that if it grants consent for more residential development on the lower and middle slopes of Saddle Hill, the rest of the hill will soon follow.
But the consulting planner for developers planning two new subdivisions on the hill has told the council’s hearings committee he is not sure people care that much about it.

Interesting to read Allan Cubitt’s ‘planning’ assault on the Rural Zone, on behalf of developers wanting to subdivide the lower rise of Saddle Hill. To be taken with a pinch of salt, his badass statements include this on the lack of submissions from people living on the Taieri:

”I would suggest that they expect this type of development in this location and are not overly concerned about it, if they ever were … the lower/mid slopes of Saddle Hill do not appear to have a great deal of significance to residents in the area. I suspect the general public realise Dunedin is a hilly place so to restrict elevated building options within the city just because someone may see it, isn’t valid or appropriate.”

There’s a great deal of public sensitivity surrounding the future of Saddle Hill with regards to subdivision and quarrying – it is substantially a district plan zoning and landscape matter.

People leading busy lives – without time, knowledge and resources – should not be buried by DCC’s perpetual paperchase calling for an endless stream of submission-making on resource consents, spatial plan, district plan review, plan changes, whole city and area strategies, or other. On balance, we wouldn’t automatically or superficially conclude similarly to Mr Cubitt.

With Saddle Hill and the Taieri in general, it seems, a plan change process is far preferable to ‘chipping away’ by an ad hoc lingering resource consenting process, to assess the merits of land use (zoning) and to quantify the rural and landscape values for protection(s) against entirely foreseeable, wanton attempts to damage, modify or destroy the existing rural environment (cumulative adverse effects).

City Planning has its work cut out.

Perhaps note the commercial forces lined up in the background to pillage the Taieri Plain, Saddle Hill and Outram areas for Wanaka-like subdivisions (‘dippieville’ strikes again). Probably why you need a Veggie Boys now, to open the gate to was it (open-slather) ‘retail amenity’…

Cr Syd Brown has for years declared his hand in residential subdivision activity, squandering land for housing and own wealth. His developer friends and cousins seem to enjoy (oh so quietly) his ongoing patronage at council – as happens if ‘the movers’ can keep clipping tickets and to hell with high class soils, zoning rules, lack of stormwater drainage from the Mosgiel main street, and lack of appropriate swimming pool amenity, etc.

Cr Brown knows how to back-slap the Mosgiel-Taieri Community Board. We think it’s called control. We suggest Cr Brown has to go in the October elections, especially if through rugby and racing he is a fair-weather friend of Murray Acklin, Queenstown; a gentleman and his files currently under the stare of SFO.

Fresh veggies, a holiday mystery

As many will know, I take a keen interest in who deals in fresh market produce around the city.

Years ago, a tiny group of us set up Otago Farmers Market at Dunedin Railway Station (opened March 2003) to ensure local market gardeners and food producers had at least a fighting chance to survive against the duopoly supermarkets trucking in old (no longer fresh) fruit and vegetables from the North Island; and to provide a market alternative to export given the high compliance costs besetting small orchards.

Otago Farmers Market logo download(1)We aimed to get the city’s ‘urbanistas’ to talk to Otago’s rural folk by adopting a Saturday market ritual – prior to opening we researched our business model to death (given the exact nature of Dunedin food retailing and the customer base, and the availability of suitable vendors) in the attempt to keep overheads down so small local producers could make the real profits. And that is what happened.

The farmers market has spawned new businesses and new employment. We always envisioned the market as a business incubator. We also hoped our hard work – in just a couple of years it became a multimillion dollar enterprise (for the vendors) – would eventually spur other small independent farmers markets to set up in the region to give vendors more chances of selling – and so they have, with varying degrees of success and failure.

While we know Otago Farmers Market has the numbers, the solid customer base at Dunedin – there is absolutely no room for organiser complacency. Some of that, I believe, and a lack of strategic business thinking, timing and network connections on the part of the organisers was responsible for the failure of the trial market venue in South Dunedin. They may have misread the location as much as the trading climate, more diligence was required.

At the Railway Station we saw every trick in the book committed by vendors (not the majority of vendors, I note) to earn cash by means not covered in the vendor contract they sign. That is the nature of a cash economy, the cowboys and cowgirls try it on. Behind scenes, we met mid-week with our accountant to look over business and enforce contracts, measuring these against what happened on site on Saturdays – we attended all Saturday markets checking the ‘pump’ as well as greeting customers at the gate, year in year out, rain hail or shine. Were we over-possessive? – No. We were learning the whole dynamic, firming systems for the avoidance of kinks. A farmers market will never be perfect, but it has to try!

Those who now run Otago Farmers Market continue to be vigilant – the need to focus on quality control was never more relevant – this is what we the initiators and founding trustees set great store by (to use a phrase), we rigorously policed things as the market evolved. When we each handed over to new management on pursuit of other projects about town we expected our long-view objectives to be followed and maintained as best business practice.

I called into Veggie Boys in Albany Street before Christmas, it’s near where I live, fresh flowers posed at the door for sale is a bonanza for the apartment dweller. The ‘boys’ Barry Gazeley and Marty Hay opened a store in Cumberland St in late 2011; their Albany St store opened in July 2012. They claim they’re meeting a gap in the market for locally grown produce (Otago Southland). Good on them I thought, after reading this profile: Dream comes true for Veggie Boys (ODT 26.4.12).

Google tells me Anderson & Co Resource Management has worked on planning matters for Veggie Boys.

After much delay I finally got out to Wal’s Plant Land at Mosgiel, run by Clive Wallis, to check into the new Topiary Cafe there. We’ve been great fans of Richard and Michelle Denhardt’s last venture, ‘No. 8 Cafe w Herbs’ at Outram (now closed); the two of us were keen to sample their food and coffee, again.

We spent a pleasant couple of hours at Wal’s, and had a good look around the site – it’s a really nice place to visit. There were couples and families about. We were surprised to see a new Veggie Boys outlet. Their third outlet? They must be doing well. We made some plant purchases, and left feeling very pleased with ourselves.

When we got back to town I was a bit curious. Towards the end of last year I was in and out of DCC’s online consents records following progress on Outram subdivisions and what not, I hadn’t noticed an application for Veggie Boys (109 Bush Road). Anything commercial in the rural zone sparks my interest, being a country girl averse to life-stylers carving up the countryside. Bane of the earth!

Anyway, I checked non-notified decisions, public notices and notified decisions. I might’ve missed something, I couldn’t find a resource consent for Veggie Boys to trade from Wal’s site.

I’m mystified – when I think about it, given all the activities going on at Wal’s, and what I can’t see on the council record, online at least, there appears to be more to look into consents-wise. I don’t know if anyone else has noticed. Maybe council staff have overlooked loading up the website. I’ll have to check the paperwork at City Planning when I get time.

Hearing for proposed hotel – competencies, conflicts of interest?

The consent process in New Zealand is fatally flawed by having unqualified elected officials on the hearings panels. In Europe consent hearings are presided over by qualified independent persons. The applicant has little chance of covering up a project’s shortcoming with glitter and sparkles, as is the case with this current application. The risk for bias or for conflicts of interest is also dramatically reduced to the point where it is no longer a factor in decisions. We all know, from the Mayor’s repeated media broadcasts of glee, that approval of this hotel is a foregone conclusion.

At the very least they should be stopping Colin Weatherall from attending the City Planning consents meetings every week, to “advise” the trained planners on the best approach they should be taking on certain pending applications. No conflict of interest there, right ? Only on this Council could we have the least qualified person telling the most qualified people how to do their jobs and what conclusion to reach.

Jacks Point depot proposal draws nine opposing submissions

A [macrocarpa] hedge drew attention at a resource consent hearing last week for Henley Downs Farm Ltd’s application to establish a Delta services depot at Jacks Point. Henley Downs, owned by Jacks Point developer John Darby, proposed the subdivision and land-use consent to operate the depot within the resort zone, as the infrastructure specialists look to expand their depot from their Ladies Mile-Frankton site. It would include eight buildings, two of which would exceed the 4m height limit, and three storage containers, all covering 1sq km. The proposal attracted 11 submissions, nine in opposition.

Fuming over charges (page 3)

Dunedin City Council may have another zoning battle on its hands, with building co-owner Lawrie Forbes fuming over consent charges for a redevelopment in moribund Crawford St. DCC zoned blocks from Queens Garden to the Oval large-scale retail in 1995, but Forbes believes the zone is not viable and has called for the council to review it.

Forbes said he and partner Craig McNaughton were restoring two of the four buildings on the site at present. Heritage values that had been lost over the century were being restored.

Bus tourists ‘not welcome’ (page 6)

City hotelier Peter Laing is questioning the city’s attitude towards bus tourists, after he recently paid a parking ticket slapped on a tour bus dropping tourists outside his hotel. Laing said the bus had no option but to park on one of two P5 zones the Dunedin City Council had erected outside the hotel…[he] claimed the new P5s were a remnant of the council’s u-turn on unpopular parking changes it introduced last year.
