Owner Russell Lund’s previous plans to redevelop the three-storey 143-year-old heritage warehouse building in Thomas Burns St involved building 24 long-term apartments on the top floor, but he told the Otago Daily Times yesterday he had changed tack. He has brought over United States architect and friend Paul Ries, who has drawn up ambitious plans to convert the two top floors into more than 50 short-stay apartments, with the ground floor used as a commercial space.

Esco —‘just the global hardball player we always were’, sorry staff….

Esco Dunedin was among a group of neighbouring businesses objecting to Russell Lund’s plans to redevelop the 142 year old Loan and Mercantile building, citing reverse sensitivity concerns, including over noise. The outcome of Environment Court mediation talks was yet to be revealed, but Mr Kershaw said the issue played no part in the company’s decision. (ODT)

Foundry closure ‘a blow’

Australia’s mining downturn is set to deliver a “real blow” to Dunedin’s economy with the closure of the Esco foundry and the loss of dozens of jobs. Staff at Esco Dunedin were told yesterday the foundry would close by the end of the year, with the loss of 34 jobs. Esco products division president Jeff Kershaw, of Portland, in the United States, said in a statement the decision reflected a downturn in Australia’s mining industry that showed no sign of letting up.

[para] 102. The biggest hurdle would seem to be the decline of the Australian coal mining industry. I refer to a Guardian article May 5, 2014 Australian Coalmining entering structural decline.

116. Esco have a large foundry operation in China. They employ 675 people in China.

117. I am very sure the production costs of Esco’s Chinese foundries are markedly less than in Dunedin, Portland or anywhere else. That is the ticking clock for the Dunedin foundry, and other Esco foundries.

118. The bottom line is that Esco will operate this small Dunedin foundry only as long as it serves their shareholders’ interests. If the market conditions dictate that consolidation is required and it is surplus to requirements, then they will act swiftly, as they did in Brisbane.

Design alternatives to (pre-selected) bridge not canvassed by DCC

GOODBYE to Rattray St VIEW Shaft from Queens Gardens to the waterside.

HELLO to other serious impediments to unique and very significant harbourside cultural heritage and landscape values at the planned city.

Here is another DCC-inspired critically dead PLONK OBJECT.

It looks innocuous, nothing to scare the horses. A simple sling over the tracks at an estimated a cost of “about $3 million”.

What’s the fuss? Ahhh well.
The history of political deception through use of loose architectural sketches is tied (here as anywhere) to DCC departmental reports and estimates that hardly ever approximate REAL cost. Multiply by two.

Then the idea that the “hotel” is back on the drawing boards, if not a screw-us invitation to Asian investment for the south side.

By all means let’s escalate this (an idea) – the tame little cheapie bridge (pictured above, significantly downplayed structurally as a pencil mark) is another potential rort in the grand family of Council rorts that includes the Stadium*, Centre for High Performance Sport*, Carisbrook*, Dunedin Town Hall Redevelopment*, Citifleet*, City Forests*, Delta investments (severally)*, Cycle Network et al, and very probably the proposed Mosgiel pool if it gains traction for Taieri property speculators. For each, an independent forensic audit isn’t out of the question – for ratepayer ‘information’ that could depose the Council in favour of a Commissioner, presupposing later redress at Court. Visit resort to the *Crimes Act. Now, there’s a ‘visitor strategy’ for Dunedin !!

Meekly, more circumspectly (after all, it was just an idea, a stretch), those of us trained in architectural rendering and graphics as well as contemporary design philosophy of the marketplace know the tricks intimately; we’re not above exploiting them for a quick buck and a further string of new jobs by secret handshake.

Lucky for some, each deal at Dunedin (with links to Queenstown and Auckland if via Christchurch lawyers and accountants) can be sown up by a very small number of predatory boys. The same list we’ve had on our backburner books tracing the Stadium debacle —beginning to rise apparent at the ODT front page of Friday, 22 May 2015. An intriguing warning shot.

But is this right ? Has Dunedin City Council been wowed by just one bridge proposal ? Has DCC in the first place only ever been looking for a bridge —not seeking opportunities for alternatives, such as a designer underpass or an immediately legible automatically controlled crossing at grade, for light vehicle transit as well (shared roads) ?

It’s pretty poor and conflicting if Dunedin City councillors and senior council management have indeed sold out (under a red-carpeted table) to a lone solicited vision of an overhead bridge UNTESTED BY PROFESSIONAL COMPETITION – another signature WHITE model, to augment those other visions in WHITE for ORC sites at the Steamer Basin —nicely, satisfyingly calculated by that little list of club players.

It’s not hard to imagine that this mere slip of a concrete and steel flyover, is an “enlightenment” carrying the City re-brand. A cause célèbre for ego-fired DCC infidels and speculator man-pals. The very people who can’t bear to endure sage, conservative, long-term economic modelling for Dunedin, taking the city and region through 10 to 50 years of solid management to ensure business diversity and job creation. No, they prefer ad hoc spurts and short-term squander plans (how manly, even when couched as the soft-illustrated 2011 Central City Plan FFS).

Where, for this crossing, is the city council’s reasonably time-lined, broadly advertised, professional design competition with clearly expressed intent to utilise open tendering methods for architectural design, engineering and construction ??

Buoyant through the changing tides

Undeterred by the 2007-09 global financial crisis, Port Otago has successfully navigated its way through tough times to deliver 100% owner the Otago Regional Council more than $50 million in dividends during the past five years alone. Simon Hartley talks to Port Otago chief executive Geoff Plunket about its performance and contribution during the past decade.
Port Otago goes into 2015 in fine financial shape, with tens of millions of dollars in development under way, staff numbers increasing and the company optimistic about new developments.
Its subsidiary Chalmers Properties, which oversees a portfolio valued at $260 million, has $20 million to invest, and a separate “inland port” at Mosgiel could be up and running by 2017, as could more Sawyers Bay warehousing – all in all, an average annual capital expenditure of $10 million for each year over the next decade.

NZ Loan and Mercantile Building —Resource Consent granted

LM edit 2bw IMG_5825Dunedin City Council has granted resource consent with conditions (LUC-2014-259) to Russell Lund, owner of the former NZ Loan and Mercantile Agency Co Ltd Building, for the development of residential apartments on the upper (top) floor.
The building is located in the Port 2 zone and the Queens Gardens Heritage Precinct (TH12).
The entire external building envelope is listed for protection in the Dunedin City District Plan.
Heritage New Zealand has registered the former industrial warehouse as a Category 2 historic place and recognises its heritage values and significance within the registered Dunedin Harbourside Historic Area.
The building is pivotal to contextual readings and narratives for the Port of Dunedin, Steamer Basin, and reclaimed foreshore as much as future development in the Port 2 and Harbourside zones incorporating public access to the water’s edge.

Decision
The final consideration of the application, which took into account all information presented at the hearing, was undertaken during the public-excluded portion of the Hearing.
The Committee reached the following decision after considering the application under the statutory framework of the Resource Management Act 1991:

Land Use LUC-2014-259
Pursuant to section 34A(1) and 104B and after having regard to Part 2 matters and sections 104 and 104D of the Resource Management Act 1991, the Dunedin City Council grants consent to a non-complying activity being the establishment of residential activity within the NZ Loans (sic) and Mercantile Building and associated building alterations at 31 & 33 Thomas Burns Street, Dunedin, being the land legally described as Section 21-22 Block XLVII held in CRF 0T288161 (Limited as to Parcels) subject to conditions imposed under section 108 of the Act, as shown on the attached Certificate.

Right of Appeal — In accordance with Section 120 of the Resource Management Act 1991, the applicant and/or any submitter may appeal to the Environment Court against the whole or any part of the decision within 15 working days of the notice of the decision being received.

Recently, architectural historian Peter Entwisle assessed the building’s significance in the national context and recommended review of the registration status to Category 1. Earlier assessment work in the 2000s commissioned by the Otago Branch Committee of New Zealand Historic Places Trust and led by Elizabeth Kerr, included the achievement of two academic studies by University of Otago history student Stephen Deed with supervision from Dr Alexander Trapeznik towards Committee review of the building’s registration and establishment of a historic area on the Dunedin harbourside. Assessment work for registration of the historic area was successfully completed by the NZHPT Otago Southland Area Office. Unfortunately, ongoing restructuring within the Trust has meant review of the building’s registration has not been prioritised or resourced. It is hoped that Mr Entwisle’s strong research will lead Heritage New Zealand to mandate the work with some urgency.

The hearing is now closed; commissioners Andrew Noone (chair), David Benson-Pope and Lee Vandervis are considering their decision.

Following the initial hearing held on Tuesday 19 August, it is What if? Dunedin’s contention that Debbie Porteous, for the Otago Daily Times, provided news stories which failed to give appropriate weight and balance to submissions and evidence from supporting and opposing submitters, the applicant, and experts for the parties.

█ These snivellings from Ms Porteous ran counter to a supportive comment by editor Murray Kirkness on Saturday 6 September:

“It is certainly encouraging that another local developer is prepared to foot the bill to preserve a distinctive piece of the city’s heritage. It is to be hoped his plans go more smoothly than those for Russell Lund’s restoration and apartment conversion of the Loan and Mercantile building. That proposal is complicated by the fact it is in the wharf area and has been opposed by neighbouring industrial businesses. The council hearing into Mr Lund’s consent application resumes this month.” (ODT)

█ On Tuesday 9 September, reporter Chris Morris also cleared the biased air of Ms Porteous, with last sentences:

“Last month, building owner Russell Lund criticised a council planner’s decision to recommend declining consent for his planned redevelopment of the New Zealand Loan and Mercantile Building. That proposal, which has attracted more support than opposition, is still being considered, with an adjourned hearing set to resume later this month.” (ODT)

Heritage advocates are awaiting something/anything in print from Ms Porteous about the applicant’s technically fulsome right of reply given on 22 September. Why the delay, we ask?

DCC to foot apartments consent bill

The Dunedin City Council is footing the bill to process the consent required for the development of the former Loan and Mercantile Building in the harbourside area. But the chairman of the panel deciding whether to grant consent to convert the building to apartments says the historic agreement has no bearing on the decision. The no fee arrangement is the result of a council resolution dated September 2011, in which the council agreed any resource consent required for the development and use of the building at 33 Thomas Burns St should be processed at no cost to the applicant. The resolution was part of a suite of agreements resulting from the mediation process that resolved appeals to Plan Change 7: Dunedin Harbourside.

Heritage New Zealand lists the construction professionals as Walter Bell, Robert Arthur Lawson, and Mason & Wales Architects Ltd. According to Trapeznik, William Mason was the architect responsible for the plainer part of the complex in the early 1870s. RA Lawson designed the right-hand corner extension in 1880, with additions in 1883 and 1885.

Chamber’s Own Goals —Heritage

Peter McIntyre and John Christie from the Otago Chamber of Commerce had lots to say about the rejuvenation of Dunedin’s heritage fabric and the city’s “vibrancy” after their trip to Portland, Oregon in 2011. What they said then is directly contradicted by the Chamber’s submission on the application for resource consent to redevelop the New Zealand Loan and Mercantile Building (31-33 Thomas Burns Street) for residential use.

Chamber resists apartment units

The Otago Chamber of Commerce opposes residential development of a historic Dunedin building – arguing the proposal has shades of the costly and largely aborted harbourside rezoning. But building owner Russell Lund has struck back, accusing the chamber of ”knee-jerk nimbyism”.
Thirteen submissions supported the proposed redevelopment of the New Zealand Loan and Mercantile Agency Co Ltd building, while four were opposed and one was neutral.

Notification of Application for a Resource Consent – Under Section 93(2) of the Resource Management Act 1991.
The proposal is to convert and utilise the second (top) floor of the former NZ Loan and Mercantile Agency Co Ltd Building for residential activity. There will be eleven three-bedroom apartments and twelve one-bedroom apartments established within the existing building. The exterior of the existing building will have new glazing, windows, balconies, doors, entry and south light modifications. There will be ten on-site parking spaces at the corner of Willis Street and Thomas Burns Street for residents’ use. […] The proposed residential activity within the Port 2 zone is considered to be a non-complying activity pursuant to Rule 11.6.4. Dunedin Harbourside: English Heritage on portside development

By properly and logically establishing the significance of a historic port, plans can be laid that enhance and build on that significance and that incorporate difficult heritage buildings and structures.

Dunedin Harbourside Historic Area
The New Zealand Historic Places Trust registered the Dunedin Harbourside Historic Area on 4 April 2008 (List No. 7767). The historic area takes in properties at 25, 31-33 Thomas Burns Street, Birch Street, Fryatt Street, Fish Street, Willis Street, Cresswell Street, Tewsley Street, Wharf Street, Roberts Street and Mason Street.

The Dunedin Harbourside Historic Area is made up of the core of the port operations and associated businesses surrounding the steamer basin at the Upper Harbour in Dunedin which had developed by the first decades of the twentieth century. It includes a major portion of the land in Rattray, Willis and Cresswell Streets which was reclaimed by the end of the nineteenth century. It also includes the Fryatt Street and Cross Wharves, including the wharf sheds on Fryatt Street Wharf, as well as the former Otago Harbour Board Administration Building at the Junction of Birch Street and Cross Wharves, the former British Sailors’ Society Seafarers’ Centre, and the former Briscoe’s Wharf Store and Works on the corner of Birch, Wharf and Roberts Streets [since lost to fire], and the walls and bridge abutment on Roberts Street which are the remnants of the bridge which linked that Street to the city.

‘Potential new harbourside developments ‘exciting’

Excitement is growing about the potential for fresh development of Dunedin’s harbourside, including a new marine science institute featuring a public aquarium being considered by the University of Otago. The Otago Daily Times understands university staff have already held preliminary talks with Dunedin City Council staff about a possible new marine science institute in the harbourside zone, on the south side of steamer basin. The Otago Regional Council has also met Betterways Advisory Ltd, which wants to build a waterfront hotel in the city, to discuss the ORC’s vacant waterfront site, it has been confirmed.

On the waterfront: culture, heritage and regeneration of port cities

HERITAGE IN REGENERATION: INSPIRATION OR IRRELEVANCE?

I had better come clean at the start. I live in a port. As it happens, it is a port which was, in its time, and on a different scale, as successful as Liverpool was in its heyday. But that time is rather a long time ago now, in fact over four hundred years. In 1600 my home town of King’s Lynn was amongst Britain’s leading ports, bigger than Bristol in numbers of ships and with trading tentacles reaching into the Baltic and far into the Mediterranean. Lynn’s position as a port was destroyed by the railways and although it still has working docks today the tonnage that passes through is very small. Yet anyone visiting it can instantly see that this was once a port; the customs house, the old quays, the merchants houses, the big market places and the fishermen’s houses all add immeasurably to Lynn’s sense of place.

We not only ask developers to build new structures that respect the old, but we also require them to incorporate old ones that have value.

It is this sense of place, this character, that we at English Heritage will always say that needs to be understood. For us the first and most important thing is that any developer and the relevant local authority should have a full understanding of the place in which major change is are planned. Various tools have been invented over the years to try and help that process. These include characterisation, historical studies, view studies, urban analysis and more. But does this actually make any difference? What happens to the richly illustrated historical reports produced by consultants? Are they handed to architects who then use them as their bible? Are they taken up by the planners and turned into supplementary planning guidance? Or do they just get put on a shelf?

There can be a broad consensus about what constitutes successful development that preserves aesthetic values. The trick for planning authorities is finding a way to capture it.

The answer is that normally it just gets forgotten because for most developers and many local authorities heritage is just a hindrance. If a report on heritage is commissioned they will have ticked off a process that they need to say they have done, but once completed it can be set aside and everyone can get on with the business of making money. Ipswich is an example of this. Like many ports, it has refocused its commercial hub away from the historic centre leaving a lot of land in the historic trading heart for regeneration. The city decided to prepare what it called an Area Action Plan for the redevelopment of the historic port. This included some work on the history, archaeology and development of the area: all very useful. The process was then to take this forward to create a series of planning briefs and master plans to inform individual developments. This would reinforce general points in the action plan about storey heights, vistas and through routes as well as issues about historic character. Regrettably, this latter part was not done and what Ipswich got was lots of poorly designed high-rise flats built on a budget. And they got it with the heritage studies still sitting on a shelf.

Liverpool World Heritage Site
Liverpool was inscribed as a World Heritage Site as the supreme example of a maritime city and its docks are testimony to that claim. Jesse Hartley’s Albert Dock, opened in 1845, is the finest example of a nineteenth century wet dock in the world while the nearby Canning Graving Docks and Waterloo and Wapping Warehouses are also of note. North of Pier Head with its magnificent ‘Three Graces’, Stanley Dock, Victoria Clock Tower and Salisbury Dock lie derelict, awaiting re-use. Link

‘Hotel’ Hucksters wanna spend $60M at Dunedin

That’s the news or THE MONEY on tonight’s Channel 39 as ODT sprayed saliva over what’s in the newspaper tomorrow. You got it. The Jing-Song-Pings, post-teenagers from hell. HONEY, THEY’RE BACK.

THAT was the fear. Please, not the tasteless cardboard box crew again! Their idea of architecture is merely ‘building’ and gross affrontery to Dunedin’s cultural heritage landscape, not SYMPATHETIC CONTEXTUAL DESIGN.

So, yeah maybe it’s another anonymous bunch who are too conniving or stupid to front to the good people of this small town. Obviously, they’re known to DCC and the Chamber and those who share their pillows, as it turns out. Lovely! Dunedin’s public treated with ignore by our civic leaders and their honkies yet again. Look how that turned with the stadium project. And why the media release ahead of faces, why do that? Why be so crass, desperate and manipulative? —it feeds directly into the deep distrust held for Dunedin City Council by this community. This is no democracy. Where is the openness and transparency we’ve been promised for SO LONG, and not had delivered ??!!

The (blind) Channel 39 announcement came on the heels of a good number of searches at this site lately, in both Jing Song’s, Cao Ping’s and her father’s name — a man known to Michael Hill of Eiontown — no wonder we’re completely off the scent, or was it MISINFORMED.

Dunedin Hotel (apartments): Who ARE the developers?

“I’m pretty sure that Ping and Jing and the developers want some conclusions too … they don’t want to be still working through this in six months’ or a year’s time.” –Mayor Cull (ODT)

An interesting statement – any names? Who are the developers? All we heard in evidence, name-wise (not fully explained), was the source of the building plans at China (“tweaked” by some unimaginative pasty sell-out hailing from Auckland).

Despite fronting at hearing she certainly had no idea about the standard of information required for the application process, seemingly duped by legal advisers to play dumb, who maybe weren’t that clear either. The youthful husband never turned up.
Still, “they” might surprise us with something that is well designed and sensitively scaled —but that would cost. To be erected in Queenstown or Christchurch. Given the state of our airport and its relative disconnection with the country’s major international gateways, would it be any wonder.

The fate of Dunedin’s proposed $100 million waterfront hotel hangs in the balance, but a decision on whether to proceed – or abandon the project – could be just weeks away, it has been confirmed. Dunedin Mayor Dave Cull told the Otago Daily Times all parties were working to address “complex” issues but he could offer no guarantees a way forward could be found.

Harbourside: Access to a revamped Steamer Basin has public backing

Liability Cull is not 100% correct. So what’s new.

The ‘harbourside’ public consultation, including pre-plan change workshops, picked up good support for IMPROVED public access to the waterline (note, via a reinstated Rattray Street rail crossing at grade) and a REVAMPED Steamer Basin.

Cull says the harbourside plan change was a mistake. It most surely was not a mistake! The proposed plans for how the plan change would be articulated in the area were the problem. Nearly everyone wanted historic industrial sheds and wharf sheds to remain and be redeveloped sympathetically with respect to heritage values, enhancing the land-water connection. Unfortunately, and fortunately, the Otago Chamber of Commerce with five partners appealed the plan change decision, significantly dashing the intents and purposes of the “vision”. Nonetheless, this shouldn’t stop future redevelopment of the ‘edge’ at the Steamer Basin, for greater community recreational use, with some commercial opportunities built in. We still haven’t got walk-on/walk-off access for the cruising yachts heading to subantarctic waters —embarrassing.

OK DCC’s broke at the moment, but ORC…

Cull – Crash one (PC-7), get bent on inviting the real mistake… the $100m tombstone apartment and hotel complex at 41 Wharf Street, with all inherent costs to Dunedin ratepayers and residents. That’s where Cull stands, nowhere good. Not even close.

Pursuing a vision of harbourside redevelopment in Dunedin has so far cost the city’s ratepayers more than $2.6 million, it has been confirmed. The revelation, prompted by Otago Daily Times inquiries, has led the Otago Chamber of Commerce to label the Dunedin City Council’s ”grandiose” plan a mistake. It has also prompted Dunedin Mayor Dave Cull, who was an early critic of the proposal, to suggest it should never have got off the ground.

Gelber LuftBallon (Dunedin Research Project) is a series of new work created by Melbourne-based artist Shane McGrath.
McGrath’s practice has used rockets, planes and zeppelins as metaphors for escapism, exploration, memory and tragedy. For this series McGrath has been investigating the public debates around Dunedin’s proposed wharf hotel development. McGrath sees the issue as one that concerns the city as a whole, which has the potential to impact dramatically on the city’s future.

During the public submissions process there were calls for an on-site, tethered balloon to be used as an indication as to how tall the hotel would be. Using this suggestion as an entry point for his investigation, McGrath launched a balloon near the proposed site on Monday 15 April. In this context the balloon is not only a practical object for measuring height, but also references times of conflict (barrage balloons) which were designed to allay fears of attack and also to indicate that the city was under attack.

Gelber LuftBallon is not a didactic work or a protest, but simply a catalyst to encourage debate and add to the ongoing dialogue. The results and ephemera of the research project and balloon launch will form the core of the exhibition at the Blue Oyster which opens on Tuesday 23 April.

Shane McGrath has a BFA and an MFA from Massey University. In 2011 he was commissioned by City Gallery Wellington to create a permanent sculpture in Wellington’s Glover Park as a part of the The Obstinate Object exhibition. He is represented by Bartley and Company, Wellington.

Shane McGrath 15-4-13 IMG_2892bArtist sculptor Shane McGrath successfully built and flew, with the help of friends, a helium-filled yellow blimp today at Customhouse Quay in Dunedin.
Relatively still air conditions twice allowed the ‘friendly’ LuftBallon to gain maximum height – simulating, indirectly, the proposed height (96.3 metres) of the hotel and apartment tower planned for the vacant site across the road at 41 Wharf Street.
McGrath had earlier made sure the planned flight received CAA clearance.
The blimp contained smaller balloons filled with the gas to guard against a sudden downing. A small team of men, including McGrath, coordinated the length and position of the guide-lines, keeping the blimp off surrounding buildings and roads, and out of harbour waters.
The bright photogenic structure – alternately Lemon, Zeppelin, Chrysalis – hovered impressively overhead for half a day, long enough for professional photographers and camera people to take stills and recordings from the site and prominent vantage points around the city.

Originally from Melbourne, McGrath completed his Master’s in Fine Arts at Massey University in 2009 and is establishing a trans-Tasman practice. In March 2012 he completed a major new public art work for a park in central Wellington, was an artist in residence at the Yarra Sculpture Gallery in Melbourne and had work included in the Sculpture by the Sea in Sydney.

Resource Consent Application No: LUC-2012-212
Name of Applicant: Betterways Advisory Limited
Location of Site: 41 Wharf Street, Dunedin, being the land legally described as
Lot 3 Deposited Plan 25158, held in Computer Freehold
Register OT17A/1107.

I submit in the strongest terms, that resource consent for the building of the proposed hotel structure on the above site, NOT BE GRANTED because of the structure’s significant, detrimental effects on the city landscape.

If the applicant had had the courtesy to supply comprehensive spatial design drawings of this structure in the context of the whole city, it would be obvious to all how inappropriate in SCALE this structure is. At 96m in elevation, the structure overbears the entire city and harbour basin, obstructing the entire city centre’s experience of the harbour, the peninsula and Dunedin’s nestling hills, offering an absurd conflict with the human scale and nature of both the historic and current character of city structures and city activities.

Of greatest concern are the western and eastern elevations of the structure. I submit Photo 1 taken from the lookout in Mornington Park, a view celebrated by Dunedin artists numerous times over the years, by visitors to the city and of course, by the hundreds of Dunedin households. The approximate silhouette of the proposed structure is drawn in to show the obstructive nature and ‘selfish’ size and position of the hotel. The scale of the building is completely inappropriate. Photo 2 is from the same position, zoomed in and marked with the Wharf St railway lighting tower measured at 35m used to indicate the dominance of the proposed 96.3m hotel structure. The eastern elevation from the peninsula suburbs too, will experience the overscale of the building against the city and hill suburbs.

Photo 3 taken, on zoom from Bellevue Street, Belleknowes, again includes the structure’s silhouette scaled off the marked rail light tower. If the cladding of the proposed tower is mainly glass, with it being so high above the city, the western sun will create issues of sun strike on roads leading down from the suburbs, and obviously, serious effects and obstruction to the views enjoyed by thousands of households.

Photo 4 is from lower down the Belleknowes spur, from Adam Street, with an estimated, but conservative profile (photo lacks a known structure to measure off) drawn. Again the aesthetic values and scale of the harbour basin are entirely offended by an ill considered structure.

What concerns me most about this application for resource consent to build an inappropriate structure (by position and scale), is the inadequacy of the supplied application documents to present the structure in the context of the city. Widely published images are fantasy, such as an elevated, high angle view from well above the harbour, attempting to diminish the perceived size of the structure. The only humans to view the structure from this angle, position and elevation may be those wealthy enough to, by helicopter. These images are notable for their lack of contextual structures that make, in fact, the character of Dunedin. Buildings of 2, 3 or more storeys set the scale appropriate for development and are absent from the application documents precisely to obscure the real affect this structure will have on the city’s landscape and its aesthetic values. Design consultancy information only focuses on the very immediate surroundings and contains no spatial plan for this giant structure in the context of the city. I have attempted to show how 120 degrees of the city centre and its hill suburbs will have their harbour and peninsula views and joy of place seriously obstructed. The peninsula suburbs will view a structure absurdly contradicting the city structures and rounded hill suburbs. All incoming transport links, as a special feature of this city, enjoy delightful revelation of the ‘great little city’, its harbour and the waters of the Pacific. These heartening views enjoyed by all, citizen and visitor, will be irretrievable spoiled and dominated by a tower designed (and possibly built) for a city the scale of Hong Kong, Kuala Lumpur or Singapore.

Lastly, the attempt at this sort of inappropriate development is an affront to the careful planning [of] the city’s forefathers to create an egalitarian community enjoying the delightful natural environment Dunedin offers. The proposed structure stands at 96m. This is only a matter of metres below the elevation of much of the Green Belt. Jubilee Park is at a 100m elevation. The Green Belt designed and implemented so long ago and maintained for the benefit of all, is carefully placed so that wherever a person stands in the city centre they can look up the hills to the skyline and see only green, the suburbs beyond obscured by the angle of view. This creates a very special intimate city, a human scaled city, for the benefit and edification of those living or visiting here. This, in conjunction with historical character (now lost in Christchurch), a rich, intelligent, creative and industrious community is what makes Dunedin a destination, a special, memorable place that with sympathetic development will continue to attract visitors and citizens who will not find the likes, elsewhere in the world. Structures like the proposed hotel are notable for being the same the world over. In being built it will change the very character of the place visitors will be seeking to experience.

I submit in the strongest terms that the Dunedin City Council turn down this application for resource consent and I suggest that the non compliance of this application to the requirements of the Resource Management Act to protect the amenity, aesthetic and cultural values and wellbeing of the people of Dunedin will bring this matter to the Environment Court.

Anonymous provided this edifying read. It ‘trumps’ what happened with the first tower built at Orewa, and the Spencer on Byron at Takapuna (referred to elsewhere at What if?, or google) – as far as 41 Wharf Street, Dunedin is concerned the tower-scam model is the same. So here we are, naive and wide open to the wiles of our own ‘good old boys’ and their unsavoury quest for a share of dirty-quick money from fickle overseas ‘connections’, and your life savings too.

DCC report opposes city hotel

Plans for a 28-storey waterfront hotel towering over Dunedin have been dealt a blow by a Dunedin City Council report that criticises the design and recommends resource consent be declined. The report by council planner Lianne Darby, made public yesterday, identified the hotel’s height and dominant appearance as among areas of concern. A host of technical worries also raised doubts, ranging from traffic problems and shading to a lack of information about wind gusts magnified by the tower’s height. Ms Darby’s report left the door ajar by including a list of detailed conditions to impose if consent were granted, despite her recommendation.

The man promoting Dunedin’s proposed 28-storey hotel has unveiled plans for a “world class” pedestrian and cyclist bridge that could provide a missing link to the city’s waterfront. However, the idea is only the “starting point for a discussion”, with key details – including how much the sweeping structure would cost and who would pay for it – yet to be confirmed, Betterways Advisory Ltd director Steve Rodgers said.

Dunedin Hotel, 41 Wharf Street (LUC 2012-212)

All submitters received a letter dated 2 November 2012 from Dunedin City Council informing them of the dates on which the Hearings Committee will consider the Betterways Advisory Ltd’s resource consent application for 41 Wharf Street, Dunedin.

The council hearings committee is Cr Colin Weatherall (chairman), Cr Andrew Noone and Cr Kate Wilson. Submissions will be heard in the Edinburgh Room, Municipal Chambers.

Hearing dates:
Monday 3 December 2012 – 9am to 5pm
Tuesday 4 December 2012 – 9am to 5pm
Wednesday 5 December 2012 – 10am to 7.30pm
Thursday 6 December 2012 – 9am to 5pm

And if required:
Monday 17 December 2012 – 9am to 5pm
Tuesday 18 December 2012 – 9am to 5pm

It is anticipated the applicant will present for the first day and part of the second day. Submitters are likely to commence their presentations from 2pm on Tuesday 4 December.

Altogether, there were 508 public submissions. Not all submitters wish to be heard. That’s right, the applicant has about a day and a half to present substantively; submitters get 10 minutes each. Such is the democratic process.

The intention must be that if the Council grants consent – red carpet – then we take it to the Environment Court on appeal.

There has been no cost benefit analysis for the proposed hotel. Given the shortcomings of the site, neither the Applicant or the Dunedin City Council have declared the potential costs, including infrastructure services costs, of this project to ratepayers. There’s quite a lot the Council isn’t saying publicly; and quite a lot it’s saying, politically, behind closed doors to the applicant, we hear.

However, Dunedin lawyer Steve Rodgers – the director of Betterways Advisory Ltd, the company fronting the development – would not rule out changes to the hotel’s design, but hoped a fight through the Environment Court could be avoided.

Resource consent sought for major hotel

Betterways Advisory Limited has confirmed its interest in building a waterfront hotel and residential apartments on Dunedin’s Wharf Street. Further information sought by the Council has now been provided and formal notification of the company’s plans for the site will proceed.

The proposed hotel will have 27 floors plus a basement and will contain 215 bedrooms, two restaurants, two bars, a swimming pool for in-house use, as well as 182 on-site parking spaces, and a drop off/pick up area for two coaches. The building will also accommodate 164 self-contained apartments.

The application, which will be notified in Saturday’s Otago Daily Times, is accompanied by an assessment of environmental effects, revised plans and elevations, an architectural design statement, montages of the proposed hotel from viewpoints around Dunedin, shade diagrams, an integrated transport assessment, a reverse sensitivity study report, an infrastructure feasibility report, and a wind assessment report.

The Wharf Street site is zoned Industrial 1. The general area is shown on the Hazards Register as being reclaimed land, at risk to seismic activity. Commercial residential activity and residential activity are considered to be non-complying activities under the District Plan and so the resource consent for the hotel needs to be notified.

Anyone wanting to make submissions on the application has until 5 October 2012 to do so. The application can be viewed at www.dunedin.govt.nz/rma or by visiting the City Planning desk at the Dunedin City Council Service Centre. Information on making a submission and copies of the submission form can also be accessed online or obtained from the DCC Service Centre.
