Big spending did not necessarily pay off in Dunedin’s October local government elections. While the two biggest spenders, Mayor Dave Cull and deputy mayor Cr Chris Staynes, made it back to the council table with spending of more than $50,321 and $42,677 respectively, Ronald Fung spent $25,234 on an unsuccessful bid, as did Barry Timmings with spending of $20,923. Election donations also made an appearance this year from beyond Dunedin. […] Green candidates Crs Aaron Hawkins and Marie Laufiso, both of who gained council seats, received $4468 each from the Green Party. At the other end of the spending scale successful candidate Cr Jim O’Malley spent nothing.

Sorry Daaave, looks like a D for your council’s governance. —Actually, for the avoidance of euphemism, make that D- and lower for DIRE Performance, accompanying Drivel, and Diabolical treatment of Residents and Ratepayers in the aftermath of emergency situations.

Listening to Yes People and your dwindling voter base isn’t your best hope to resolve ongoing multimillion-dollar losses being sustained by a couple of the council-owned companies, to the point where the holding company led by chairman Crombie, fronts with a “qualified audit” only on presentation of its annual report(?) to Council.

[In July 2015 Graham Crombie was appointed to the Commerce Commission as an Associate Commissioner for a five year term.]

Damages to employment, liveability and opportunity in a No-growth city keep stacking.

Survey ‘shows Dunedin on right track’

A survey showing Dunedin residents feel increasingly positive about their city shows the city is on the “right track”, Mayor Dave Cull says. […] the annual survey was not all good news. Last year’s June flood was picked as a reason for increasing dissatisfaction with the city’s stormwater system [down 13 points to 43%]. Dunedin mayoral candidates got to experience life in a wheelchair yesterday, and immediately discovered difficult cambers, bus limitations and the problem of negotiating crowds. Jim O’Malley, Cr Andrew Whiley, Barry Timmings and Abe Gray joined council candidate Joshua Perry on a challenge to take a wheelchair two blocks down George St and back, a mission that proved harder than it sounded. Two instances in two days [Voting closes on Saturday 8 October] of partial information. Really, this means NO INFORMATION at all. Or at best something Tall, the Recipe for FURTHER IRRITATION. Said Ratepayers who’ve seen quite enough of Cull Council fluff.

Be quite sure of that. The future is cracked quacked.

No. 1
Yesterday, Dunedin City Holdings Ltd (DCHL) failed to present its Audit Report to the last sitting of the Cull Council. NO AUDIT REPORT. Is there an Audit Report or not, they asked, or is this a process blip with everything under ‘good’ control. Well, some forms of control are the hedge to unwelcome news —before it comes! Again, WHY is the DCHL Audit Report (because it most certainly exists in some form or other) late ENOUGH, TO MISS tabling at Council BEFORE the elections.

THE ELECTIONS. Leaving the new Council to deal to BAD SCRATCHY items from Crombie’s Cookie Jar, about the Gremlins and Duck Itch within, and indeed, the pending wrath of Audit New Zealand (A Gain again!) and Dunedin Ratepayers (A Gain again!).

Was it that the stadium company, one in particular, could upset Ratepayers before they vote. Just one amongst the growing frequency and severity of storms over South Dunedin. DCHL, the ONE STORM too many.

A sort of desperate hotel proposal for the Council-owned Filleul St car park. An election freebie in message, carpet fibre thrown over an unravelling pongy DEAD DUCK (political massage). The accommodation market is trending nationally and internationally to Boutique hotels not a CLUNKER. Five star in the New Zealand visitor markets no longer looks or smells this way. [see ODT horreur graphic —So yesterday’s two star, they said]

Let’s hope Chris Morris is asking the owners of Kingsgate Hotel Dunedin, Distinction Dunedin Hotel and the Scenic Circle hotels what they’re thinking about DCC’s plans, and the offer of friable ‘red carpet’ to a private hotel operator who plans a bulwark. Which it’s thought will FALL OVER. The MOU between the Council and the developer has been about a while – we wondered when this glorious axe axiom of accommodation might sling into sight for the central city.

THE ELECTIONS. So Mr Cull’s publicity machine for re-election has left the room at South Dunedin and DUCK SHOVED bang up close to the Dunedin Town Hall, Public Library and Civic Centre – like Real Business is going on. Let’s hasten to suppose Enterprise Dunedin is to thank for all this in some small way.

EXTRACT FROM THE NON-PUBLIC MINUTES OF THE COUNCIL MEETING HELD ON 19 SEPTEMBER 2016

C5 PROPOSED DEVELOPMENT OF DCC OWNED CENTRAL CITY SITE

A report from Management and Enterprise Dunedin sought approval for an exclusive six month due diligence period to NZ Horizon Hospitality Group Limited (NZH) for the sale of the Council owned property on the corner of Moray Place and Filleul Street. As part of the due diligence, Council would undertake geotechnical investigations, estimated at $100,000, and provide this to NZH.

NZH was proposing to develop part of the site as a five star hotel, with purchase of the land conditional on development contribution relief of up to $1 million. The purchase would be at market value and require development within a specified timeframe.

There would be no obligation on Council to enter into a sale and purchase agreement for the site either during or after the exclusive period.

The Chief Executive Officer and staff responded to questions from Councillors.

Moved (Cr Chris Staynes/Cr Andrew Noone):

That the Council:

a) Approves a Memorandum of Understanding with NZ Horizon Hospitality Group Limited for a three month exclusive due diligence period for the purposes of determining the viability of a five star hotel development on the property on the corner of Moray Place and Filleul Street.

b) Notes under the Memorandum of Understanding:
a. Council agrees to:
i. Not enter into any discussions or negotiations with any other party other than NZ Horizon Hospitality Group relating to the sale and purchase of the property.
ii. Undertake geotechnical investigations required that will be provided to the NZ Hospitality Group.
b. NZ Hospitality Group agrees to:
i. Undertake due diligence relating to the purchase of the property at Moray Place and Filleul for the development of a five star hotel.

c) Notes that should the due diligence confirm the viability of the proposed five star hotel development, Council and NZ Horizon Hospitality Group Limited may negotiate a sale and purchase agreement conditional on:
a. The sale of the land at market value; and
b. Up to $1 million in development contributions relief; and
c. Development timeframes; and
d. Full Council approval.

d) Delegates the Chief Executive Officer as the Council’s spokesperson for the purposes of any media about the due diligence process.

e) Notes that the approval of the Memorandum of Understanding is not to be taken as any predetermined Council position on any future sale and purchase, or conditions in a sale and purchase agreement, and specifically that Council has yet to consider any development contributions remission and would do against the Development Contributions Policy should a sale and purchase agreement be pursued.

f) Directs that staff use the three month exclusive period to examine other uses and options for the site, in the context of the city’s Strategic Framework and Central City Plan, and that they be put to the Council at the same time as they consider any sale and purchase agreement from the developer.

Second candidate meeting at South Dunedin #review

A slightly larger crowd of Dunedinites arrived at the Mayfair Theatre tonight, and one or two were even angry.

The group of candidates was much smaller than last night but as a group the candidates were more impressive specimens than last night.

Standout new candidates were Jim O’Malley, Paul Pope, Conrad Stedman, David Murray, Neil Johnstone and Nanette Linklater.

Richard O’Mahony was also OK, if unspecific, but Tony Johnston was uncomfortable with the inevitable self promotion and sound bites that one must engage in as a local body politician. There is the sense that Mr Johnston could have value as a councillor with his background but he needs to study Mike Lord or Mr Stedman as examples of how to relate to a crowd.

Mr Lord tended to be short on specifics but even when on the verboten topic of the Mosgiel Pool came across as credible and with integrity, even when he did not quite answer the question.

Once again Lee Vandervis stole the show, helped in no small measure by the fact that many of the questions were directed to himself and Mr Lord as sitting councillors.

The questions were almost scripted for Mr Vandervis – how to wring results from the DCC bureaucracy, the Citifleet fraud, the awful financial abscess that is Delta and Aurora, the madness of the 2GP planners, the vacuousness of the Cull regime “if you can’t see it they are not going to spend on it” and “every year has been election year”.

With Mr Vandervis’ usual combination of wit, recall of facts and obvious determination, almost every response was greeted with enthusiastic applause.

The best line of the evening came from Mr Murray when he said to the audience – “it’s about priorities” – who do you trust to put South Dunedin as the top priority, and it certainly is not the current council as they have proven this by spending $6M on cycleways for us and underspending on drains.

Mr Murray, Mr Stedman & Ms Linklater made the powerful point that they actually lived in South Dunedin, and are fully committed to it.

Mr O’Malley raised the elephant in the room when he said that there was a north south divide in the city and the two sides retreated to their side of the railway line. He said that South Dunedin had good reason to mistrust the council as they had failed South Dunedin. This was echoed by most new candidates. Mr O’Malley has shown that he is willing to confront the problems that are beyond most of the current crop of councillors and his background in the American corporate world is impressive.

Paul Pope was also impressive and noted that he had spent three weeks visiting local businesses to get their views, something that candidate Linklater had also spent a lot of time in, which went down well.

Mr Stedman was sincere and obviously committed to South Dunedin, and he dealt with some aggressive and illogical heckling very well. His account of his efforts to remove the Hargest Crescent cycleway were well received.

There were only 2 sitting councillors that showed up, being Mike Lord and Lee Vandervis, with chief cycleway apologist Cr Kate Wilson absent, along with new candidates Fraser, Hope and Shepherd.

Interestingly, the ODT chose to feature the question of feral cats in South Dunedin, which may be a sign that election weariness is setting in at ODT.

The First of two South Dunedin candidate meetings #review

The South Dunedin candidates meeting was a quiet affair tonight. The expected angry hordes of South Dunedinites did not materialise.

The hypocrisy rating was through the roof for many candidates who sought to present their Dunedin South Credentials in their 2 minute introduction. Many claimed to have grown up there but strangely, no one felt quite enough of the love that they earnestly proclaimed for SD to actually live there.

Standouts for the evening were Wayne Idour, Abe Gray, Barry Timmings, and Lee Vandervis. Mr Vandervis gatecrashed the party, he was there as a spectator but several members of the audience could not wait until tomorrow and called him to the stage several times. Each time he was cogent, mayor-like and with an impressive grasp of detail. Mr Idour told the audience that a lot of the current council needed to go and that they had wasted huge amounts on pet vanity projects. Say what you mean, Wayne! He also was acid in his criticism of the “devils triangle” of the Council, University and the Police who he said all had an interest in pretending the student drinking culture did not exist. Mr Timmings who some allege is only there as a mayoral candidate to split the vote to ensure the return of Mr Cull actually eclipsed Mr Cull tonight. Mr Timmings was confident and relaxed and related well to an audience that would not be his natural constituents. On his present form Mr Timmings may end up taking more votes from Mr Cull than splitting the vote among the challengers. In contrast Mr Cull while confident, refused to make an unreserved apology for the flooding, was aggressive to a questioner regarding the council debt levels, and when asked to propose what he felt would be an acceptable debt level made the surprising statement that he would like it to be zero. Mr Gray who established his Cannabis Museum in South Dunedin was the best of the candidates when explaining how he saw the future growth of Dunedin, “Converting stories into legends” and focusing on the unique aspects about the city. He was entertaining and informative when explaining why startups should not rely on the DCC. Mr Gray has the weight of someone who had actually established a new venture in South Dunedin, rather than just produce platitudes.

The weakest performers of the evening were Mr Hall and Mr Acklin. Mr Hall told the meeting what a wonderful job council was doing to reduce council debt, which Mr Vandervis then calmly demolished in about 30 seconds with the facts. Mr Acklin said nothing of substance whatsoever in his introduction and after that was invisible.

Best howler of the evening was Mr Staynes claiming that the Council had not indulged in any vanity or pet projects. Cycleways, anybody?

Much hoo-haa over a very expensive community pool.
Who pays for it.

Andrew Whiley probably loves former Greater Dunedin candidate Irene Mosley (Taieri Community Facilities Trust aka Pooling Together) who appears to support taking major projects off DCC to project manage privately….
[Carisbrook Stadium Trust tricks].

Or, does the mayoral and council hopeful love – So Much – For Votes – the residential developers carving up Taieri paddocks with bunker-style housing on cul-de-sacs, who might or might not say no to a ‘greater Dunedin’ rates-funded pool complex over their back fence. Dunno.

Would Professional Rugby rather its own pool complex at the Logan Park sport and recreation hub ?? Since Mosgiel is far flung, and all that’s really needed is an upgrade to the township’s existing pool !!

Now, about targeted rates for the Taieri Area population to afford their Expensive Four-Pool Complex.

What Should happen.
Consider very carefully who you rate when voting.

With two weeks until the local government voting papers are mailed out it is time to kick off our dodgiest local government politician competition again.
Who are the rooters, boozers, money wasters, drink drivers and assorted criminals who think they should stick their nose in the public trough?
Who are the incumbent candidates who are so useless that they couldn’t get a job in the real world and only stay standing because they need the money?
Who are the people with appalling records in business or with public money who want to get their hands on more public money?

At their heart, the [National government-led local government] reforms sought to promote greater efficiency through the use of council-controlled organisations (CCOs). […] But, worryingly for some councils, the Local Government Commission would have the power to create and impose “multi-council” regional CCOs that operated across traditional council boundaries. That could include “pre-approved” regional water and transport CCOs, responsible for everything from local roads and public transport to water delivery, such as Auckland’s Watercare. The commission would also have the power to transfer existing council assets — in some cases built up over generations — to the ownership and control of the new entities.

Cr Andrew Noone is concerned about how “liberal” the Dunedin City Council has been when it comes to spending ratepayer money. He made the comments during pre-draft annual plan considerations yesterday […] Cr Noone said he was worried the council had been too willing to increase spending during the annual plan process. “It does make me nervous we have approached the last day and a-half … in a fairly liberal way in terms of adding things in. I’m nervous … the headroom that we have is disappearing rapidly without having considered the majority of core services.”

█ Delta Utility Services Ltd (“Delta”) has been joined in a constructive fraud action brought by original Landowners/Caveators of the Noble Subdivision application at Yaldhurst, Christchurch.

Very substantial multimillion-dollar losses caused to Dunedin Ratepayers (on Mayor Cull’s shift) stem from Delta’s decision in 2009 to involve themselves in the illegal and unconsented subdivision. This all follows multimillion-dollar losses (about $14M) suffered by Ratepayers as a consequence of Delta’s involvement in the Luggate and Jacks Point subdivisions.

On Monday 1 August, we had absolute Confirmation that the city council is Not transparent —the Council blindly followed (without proper or worthy documentation; no diligence done by Councillors; no thoroughly independent legal advice to Council) the manipulations of Mr Crombie, DCHL chairman, assisted by the head of DCC Finance Committee, Cr Thomson, threading a ‘long’ story to seal a bad ‘Delta’ deal.

ODT reported (3.8.16): ‘Deal designed to help Delta’s bad debt woes’. This deal, “to help Delta recover a $13.4million bad debt from a stalled Christchurch subdivision”, unfortunately, fails to give DCC control over the whole Noble subdivision, which DCC could have secured for relatively little financial outlay (as Advised by What if? Dunedin in emails to all Councillors; and of course by the Caveators), resulting in generous profits in a longer time frame.

So the Old Boys have conspired once more to use Rates funds to line the pockets of those they would work with and protect, this time at Yaldhurst —Not named by DCHL/Delta : The Buyer of the subdivision. [which may include Delta types]

The ODT editorial (6.8.16) rightly states: “Delta has a history of secrecy and limited transparency, stretching back many years to the time it was a council department.”

As our correspondent Christchurch Driver says in a recent post (8.8.16): “Delta, for the third time, [has] created a stinking financial mess … Ratepayers now know that [Dave Cull] is unfit to be Mayor and has not a shred of any concern for the interests of Ratepayers but is simply part of the Dunedin establishment who protect each other.”

ODT: Too few standing to fill council roles
Just three and a-half days from the deadline for nominations in October’s local body elections, there are not enough prospective candidates to fill Otago’s councils and community boards. While candidates regularly leave nominations until the last minute, electoral officers across the southern region say for this election the response is particularly slow. Dunedin’s community boards have just 10 nominations for 30 positions, while in the Clutha district there have been only five nominations so far for the 27 positions available. Electoral officers have called on candidates to get cracking and submit their nominations before they close at noon on Friday, 12 August.

Candidates wishing to stand for this year’s local authority elections have a week left to put in their nominations.

Nominations close at 12 noon on Friday, 12 August.

The Electoral Officer for the Dunedin City Council and the Otago Regional Council, Pam Jordan, says the following numbers of nominations had been received by 10am today [Fri, 5 Aug].

Dunedin City Council (DCC):
● Mayor of Dunedin – 1
● Council – 8
● Community Boards (six vacancies for each of six boards) – 5 in total

Otago Regional Council (ORC):
● Dunedin Constituency (six vacancies) – 0
● Dunstan Constituency (three vacancies) – 4
● Moeraki Constituency (one vacancy) – 1
● Molyneux Constituency (two vacancies) – 1

Anyone wishing to stand as a candidate for the DCC (including their local community board) or the ORC can obtain nomination forms and candidate information at www.dunedin.govt.nz/elections or phone 03 4774000.

Candidates can also get further information from Local Government New Zealand at www.lgnz.co.nz/vote2016/candidates.

The names of candidates are put on the DCC website as nominations are received and processed. Candidate profiles will be published once nominations close. The elections are held by postal vote and voting papers will be sent out from 16 September. These must be mailed back in time to be received by 12 noon on Election Day, Saturday, 8 October.
