Big spending did not necessarily pay off in Dunedin’s October local government elections. While the two biggest spenders, Mayor Dave Cull and deputy mayor Cr Chris Staynes, made it back to the council table with spending of more than $50,321 and $42,677 respectively, Ronald Fung spent $25,234 on an unsuccessful bid, as did Barry Timmings with spending of $20,923. Election donations also made an appearance this year from beyond Dunedin. […] Green candidates Crs Aaron Hawkins and Marie Laufiso, both of who gained council seats, received $4468 each from the Green Party. At the other end of the spending scale successful candidate Cr Jim O’Malley spent nothing.

Winston said it best, without the poles we could not have won World War One.

He was right of course.

Poles allowed the allies to have rallying points around which the Anzacs could rally before running at the German machine guns with impunity.

Poles were helpful during World War II when they proffered their land to soak up the blitzkrieg, thus saving Russia and England who were then stuffed up by lend-lease so that all of their assets were owned by good old USA.

Poles have been helpful in Dunners as they kept the sand on the beach at St Clair until the DCC came up with an alternative to get Rid of the beach. After all, why should St Clair residents enjoy themselves at the beach whilst we are working diligently on Trade Me, stealing cars, conversion, contract fraud and obfuscation?

Our Poles are a critical element in our ambition to increase wages by 10%, increase staff numbers at the DCC by 10% and increase rates by over 10%. I mean you have all voted at the website supporting our plans to stuff Dunedin, you have all voted in the absolutely useless six existing councillors. And me! You’re going to get it-

More shops empty except in buildings owned by us.
No extra Hotel rooms unless they are based on less carparks for Dunedin ratepayers.
We will support Compass- After all how can we differentiate Compass Hospital food for the needy from perks for councillors?

Look we are here to help you.

To Help you to contribute more to rates, parking fees, and any other robbing scheme to boost our personal and collective DCC incomes at your (The ratepayers) expense.

Le Interviewer- Today Cull de Mare, some properties in South Dunedin particularly Victoria street had reduced QV values. Whilst that will reduce their rates by 1%, their valuations can cause mortgagee sales by banks, increased weekly payments apart from divorces and suicides.

Battle of the hotels : DCC meat in the sandwich (unedifying)

Cr Hilary Calvert emailed the following questions to senior council officers on Sunday, 16 September 2016 at 1:20 p.m., with regards to the DCC-owned parking area in Filleul St, proposed as the site for a new privately developed hotel.

Enterprise Dunedin provides part reply on Friday, 7 October 2016, at 5:03 p.m.

Q: How many car parks will be lost if this project goes ahead, and what would be the loss of revenue to the DCC?

A: The number of car parks that may be lost cannot be accurately determined at this point in time. The next stage in the project following the due diligence period will provide that level of detailed information.

Q: What development contribution and/or rates relief was provided on the Chief Post Office site, in total, for that site?

A: Enterprise Dunedin does not have this information. I will forward the request to Finance for them to respond.

Q: How many first class beds are we short of in Dunedin according to your information? Does the industry agree with your assessment of what we are short of?

A: In the 2012 evidence for the Resource Consent Application for Betterways Ltd, Stephen Hamilton’s (Horwath Asia Pacific Ltd) ‘Market Gap Report’ indicated “the need for an internationally branded 5 star hotel and another 4 star plus hotel for Dunedin to remain competitive with Tier 1 and Top Tier 2 destinations is 150-250 rooms”.

No reply has been received, we understand, for this fourth question which was directed to another senior council officer:

Q: What is the number of parks we will be losing as a result of … likely central city changes such as bus hub and cycleways, in the vicinity of the central city within the range of those who would park and walk to their work close to the Filleul St site (maybe Moray Place south, Princes St and George St to the outer end of the Golden Block, seaward to the far side of Cumberland)?

Furthermore, after noting public concerns about the loss of car parks, an OIA request by Hilary Calvert was submitted to Sandy Graham, Group Manager Corporate Services, on Friday, 14 October 2016 at 10:28 a.m.

The Scenic Circle Group is planning a five-star hotel in Dunedin but the company will not reveal where it will build the $34 million 120-room hotel, or its height. The hotel would have restaurants, bars, conference rooms and a luxury day spa. The hotel group, owned by Earl and Lani Hagaman, has owned and operated the 178-room, 4.5-star Dunedin Scenic Hotel Southern Cross since 1984 and, in 2003, built the 121-room four-star Scenic Hotel Dunedin City. […] Mrs Hagaman yesterday  launched stinging criticism of the council and its involvement with Mr Tosswill. She said she advised the council about Scenic’s plans for a five-star property more than three months ago and was surprised the council entered into an exclusive deal with another developer.

Jim O’Malley, Cr Andrew Whiley, Barry Timmings and Abe Gray joined council candidate Joshua Perry on a challenge to take a wheelchair two blocks down George St and back, a mission that proved harder than it sounded. At their heart, the [National government-led local government] reforms sought to promote greater efficiency through the use of council-controlled organisations (CCOs). […] But, worryingly for some councils, the Local Government Commission would have the power to create and impose “multi-council” regional CCOs that operated across traditional council boundaries. That could include “pre-approved” regional water and transport CCOs, responsible for everything from local roads and public transport to water delivery, such as Auckland’s Watercare. The commission would also have the power to transfer existing council assets — in some cases built up over generations — to the ownership and control of the new entities.

He made the comments during pre-draft annual plan considerations yesterday […] Cr Noone said he was worried the council had been too willing to increase spending during the annual plan process. “It does make me nervous we have approached the last day and a-half … in a fairly liberal way in terms of adding things in. I’m nervous … the headroom that we have is disappearing rapidly without having considered the majority of core services.”

█ Delta Utility Services Ltd (“Delta”) has been joined in a constructive fraud action brought by original Landowners/Caveators of the Noble Subdivision application at Yaldhurst, Christchurch.

Very substantial multimillion-dollar losses caused to Dunedin Ratepayers (on Mayor Cull’s shift) stem from Delta’s decision in 2009 to involve themselves in the illegal and unconsented subdivision. This all follows multimillion-dollar losses (about $14M) suffered by Ratepayers as a consequence of Delta’s involvement in the Luggate and Jacks Point subdivisions.

On Monday 1 August, we had absolute Confirmation that the city council is Not transparent —the Council blindly followed (without proper or worthy documentation; no diligence done by Councillors; no thoroughly independent legal advice to Council) the manipulations of Mr Crombie, DCHL chairman, assisted by the head of DCC Finance Committee, Cr Thomson, threading a ‘long’ story to seal a bad ‘Delta’ deal.

ODT reported (3.8.16): ‘Deal designed to help Delta’s bad debt woes’. This deal, “to help Delta recover a $13.4million bad debt from a stalled Christchurch subdivision”, unfortunately, fails to give DCC control over the whole Noble subdivision, which DCC could have secured for relatively little financial outlay (as Advised by What if? Dunedin in emails to all Councillors; and of course by the Caveators), resulting in generous profits in a longer time frame.

So the Old Boys have conspired once more to use Rates funds to line the pockets of those they would work with and protect, this time at Yaldhurst —Not named by DCHL/Delta : The Buyer of the subdivision. [which may include Delta types]

The ODT editorial (6.8.16) rightly states: “Delta has a history of secrecy and limited transparency, stretching back many years to the time it was a council department.”

As our correspondent Christchurch Driver says in a recent post (8.8.16): “Delta, for the third time, [has] created a stinking financial mess … Ratepayers now know that [Dave Cull] is unfit to be Mayor and has not a shred of any concern for the interests of Ratepayers but is simply part of the Dunedin establishment who protect each other.”

ODT: Too few standing to fill council roles
Just three and a-half days from the deadline for nominations in October’s local body elections, there are not enough prospective candidates to fill Otago’s councils and community boards. While candidates regularly leave nominations until the last minute, electoral officers across the southern region say for this election the response is particularly slow. Dunedin’s community boards have just 10 nominations for 30 positions, while in the Clutha district there have been only five nominations so far for the 27 positions available. Electoral officers have called on candidates to get cracking and submit their nominations before they close at noon on Friday, 12 August.

Candidates wishing to stand for this year’s local authority elections have a week left to put in their nominations.

Nominations close at 12 noon on Friday, 12 August.

The Electoral Officer for the Dunedin City Council and the Otago Regional Council, Pam Jordan, says the following numbers of nominations had been received by 10am today [Fri, 5 Aug].

Dunedin City Council (DCC):
● Mayor of Dunedin – 1
● Council – 8
● Community Boards (six vacancies for each of six boards) – 5 in total

Otago Regional Council (ORC):
● Dunedin Constituency (six vacancies) – 0
● Dunstan Constituency (three vacancies) – 4
● Moeraki Constituency (one vacancy) – 1
● Molyneux Constituency (two vacancies) – 1

Anyone wishing to stand as a candidate for the DCC (including their local community board) or the ORC can obtain nomination forms and candidate information at www.dunedin.govt.nz/elections or phone 03 4774000.

Candidates can also get further information from Local Government New Zealand at www.lgnz.co.nz/vote2016/candidates.

The names of candidates are put on the DCC website as nominations are received and processed. Candidate profiles will be published once nominations close. The elections are held by postal vote and voting papers will be sent out from 16 September. These must be mailed back in time to be received by 12 noon on Election Day, Saturday, 8 October.

THE UNMITIGATED UNPRINCIPLED FLOW OF RATEPAYER MONEY AT +$20MILLION PA to subsidise the Stadium, DVML/DVL, Professional Rugby and Grey Hair Events —meanwhile draining council owned company Aurora Energy of development capital sufficient to satisfy the regulator of lines companies, the Commerce Commission.

Your word on local body elections
The Dunedin City Council is set to have some fresh blood in its midst with five current councillors confirming they won’t seek re-election. Many of those not standing have cited the large workload and increasing bureaucracy as a job deterrent.
