“There may be issues with cats but they also serve a useful purpose in controlling pests. The cat population doubled to two at my place last year, and we have more tui and bellbirds around than ever, as well as visits by kereru and eastern rosellas and fantails and waxeyes. The cats occasionally catch a bird but most often it is a sparrow or a thrush. But it looks like the Dunedin council and some others are keen on requiring the herding of cats. They kept as quiet as they could on cats during the local body elections, and now mid term they try to foist it on the public. Devious.” –Pete George at YourNZ

Councils seek greater powers to control cats

The country’s councils are calling on the government to give them extra powers to protect wildlife from cats including microchipping, de-sexing and registration. Local bodies have the power to control dogs and their behaviour, but they only have jurisdiction over cats when they become a health risk. While the remit presented by Dunedin City Council at the meeting acknowledged the companion role of animals, it noted cats are a danger to wildlife. […] The controversial remit scraped through with just 51 percent of the vote at the Local Government New Zealand annual general meeting.
….Auckland mayor Phil Goff said his council abstained from the vote because it was not sure what it would mean for the 500,000 cats in the country’s largest city. “We are in favour of practical measures to protect native birdlife …. We’re not in favour of bureaucratic measures that might involve millions of dollars of council time and energy but doesn’t achieve the objectives that we set out to achieve,” Mr Goff said.

Local government to debate four remits and elect new President at AGM

The local government sector will voted on four issues when it gathers for its annual AGM in Auckland on Tuesday 25 July. There is a focus on litter legislation, local government funding, cat management and health in this year’s remits. The AGM follows this year’s LGNZ Conference, when over 600 delegates from local government and its stakeholders, industry and community will gather in Auckland for the two day event [23-25 July]. The theme of this year’s conference is Creating pathways to 2050: Liveable spaces and loveable places. Remits are voted on in a secret ballot and if passed will become official policy and be actioned by Local Government New Zealand. Local government will also be voting for a new LGNZ President to replace Lawrence Yule, who steps down after nine years in the role.
….National legislation to manage cats
The third remit was proposed by Dunedin City Council and asks that LGNZ lobby the Government to take legislative action as a matter of urgency to develop national legislation includes provision for cost recovery for cat management.
Throughout New Zealand councils are tasked with trying to promote responsible cat ownership and reduce their environmental impact on wildlife, including native birds and geckos.  Yet, territorial authority’s powers for cats are for minimising the impact on people’s health and wellbeing, and regional councils’ powers are restricted to destruction of feral cats as pests.  The remit seeks the protection of our wildlife and native species by seeking regulatory powers for cat control, including cat identification, cat de-sexing and responsible cat ownership.
….The LGNZ AGM is open to members only. Following the meeting, LGNZ will advise of the outcomes of all votes.

Dunedin City Council has suggested its colleagues help it push the Government for national rules that could include cat rangers and shutting cats in overnight. Seven other councils around the country have given the idea, and its environmental focus, their backing ahead of a July vote at the Local Government New Zealand annual meeting.

Dunedin council proposes registration of cats in New Zealand
A Dunedin proposal that could result in the registration of cats in New Zealand will be discussed nationally. The proposal from the Dunedin City Council, in consultation with seven other councils, will next month go to a Local Government New Zealand (LGNZ) vote. If it is successful, LGNZ would make it a policy, and begin lobbying the Government to have it made law. The proposal could see the Government called upon to develop legislation for cats similar to the Dog Control Act. It already has the support of the Otago Regional Council, one of 78 councils which will vote on the idea.

DCC seeks support for cat control
The Dunedin City Council will seek support from other New Zealand councils to gain greater control of cat management. If additional support from councils was gained, a remit would ask Local Government New Zealand to call upon the Government to give councils statutory power to control cats. The DCC was researching a Wellington City Council bylaw on microchipping cats. However, the current bylaw could not be enforced by non-compliance fees. Cat management would focus on the control of wild cats.

Local Government New Zealand chief executive Malcolm Alexander said there was no job description for the role of president. “It’s a governance role, chief representative and chief media spokesperson for the organisation.”

What has Mr Mayor achieved for South Dunedin following DCC’s mudtank/pump station fiasco – see 3 June 2015 FLOOD and his holus-bolus media pronouncements upon the Community of South Dunedin, their property assets and livelihoods. A brand new ratepayer-owned 2016 Hyundai Santa Fe was written off in a mysteriously “unreported” serious injury crash in the 2016/17 holiday period. His council is costing Dunedin ratepayers $20M+ pa to make the underutilised loss-making rugby stadium “work” (capital debt repayments and operational subsidies, see Intergenerational Debt). Continues major DCC spending spree on ‘nice to haves’ before addressing serious underspend on basic infrastructure (water and waste, roading). Without public explanation or consultation, presides over $100M being added to council group debt, as signaled in DCC’s LTP/Annual Plan 2017/18 projections. No prosecutions taken for the loss of 152+ DCC owned vehicles: Citifleet! Refuses to address council owned Aurora Energy’s programmed neglect of Otago’s power network, under the concerned regulatory eye of NZ Commerce Commission. Cr Vandervis was called a liar in public on three media-recorded occasions. Claims (media outburst) he is responsible for Jim O’Malley’s campaign to save the Dunedin Cadbury Factory. Cull seeks LGNZ president role

Dunedin Mayor Dave Cull is in the running to become the next president of Local Government New Zealand (LGNZ). Mr Cull’s only competitor for the role is Nelson Mayor Rachel Reese. The news of his bid came in a letter to the Otago Regional Council in which he asked for support. A letter from Ms Reese also appears in the council’s agenda, laying out her ambitions for the role. ORC chairman Stephen Woodhead said this week  he expected the council would give its vote to Mr Cull. LGNZ represents the national interests of councils in New Zealand. The organisation provides its members with advocacy and policy services, business support, advice and training. An LGNZ spokesman said an election would be held at the LGNZ general meeting on July 25, after an annual conference in Auckland, where the two mayors could present their cases.

A pre-trial hearing for the defamation case brought by Cr Lee Vandervis against Mayor Dave Cull was held in June. This involved setting of indemnity costs (a not insignificant sum) before the case may proceed to a judge-alone trial. Not a jury trial.

What does this mean?
In a trial by judge-alone, the judge takes on the role of “fact-finder” (determining admissibility of evidence pre-trial). All the evidence is presented to the sitting judge and he or she is responsible for determining the facts and delivering the verdict. In a judge-alone trial the court is required to give reasons for its decision.

In a jury trial, the jury is the fact-finder – that is, the jury is responsible for determining the relevant facts of the case and applying the law to reach a verdict of guilty or not guilty. The jury may be discharged from giving a verdict if it cannot agree. The role of the judge is to oversee and control the conduct of the trial in a general way. A jury is not required to and does not give reasons for its verdict.

Indemnity costs, at the discretion of the Court, are a complete reimbursement of all legal costs incurred. In general civil proceedings, indemnity costs are reserved for cases where a party has acted frivolously or improperly in the conduct of the proceedings….a very high threshold only satisfied in truly exceptional cases. [Sometimes the contract between the litigating parties over which they are arguing, will itself provide for indemnity costs.]

In hushed local terms, the ‘costs’ has meant some unrest between backers and their ‘party’.

Grant lost as physio pool work stalls

A $120,000 grant has been pulled from the Dunedin physiotherapy pool upgrade because no-one yet knows when — or even if — it will happen. And the Otago Therapeutic Pool Trust has confirmed a second grant, of $100,000, is subject to an extension review and a decision is awaited.
Pool trust secretary-treasurer Neville Martin […] hopes to know more by June, when the Ministry of Health is expected to release a shortlist of site options for the $300 million Dunedin Hospital rebuild.

Patients turned away

Nearly a third of orthopaedic patients referred for a first specialist assessment are being turned away from Dunedin Hospital, and the situation is becoming “untenable”, orthopaedic surgeon Prof Jean-Claude Theis says. The Dunedin School of Medicine professor of orthopaedic surgery  said the relationship with Southern DHB management had become “very bad”. Orthopaedic surgeons were not consulted about a recent decision to outsource 129 surgeries. Prof Theis had not known about the outsourcing until an Otago Daily Times story a little over a week ago. […] “With management, we’re not getting anywhere. There’s no engagement. There’s no clinical governance any more, across the hospital.”

The need for “free and frank” debate among Southern District Health Board bosses meant they kept quiet about the growing ophthalmology waiting list and cases of patient harm. The issue was not discussed in hospital directorate reports presented at public committee meetings since May, when those meetings resumed. […] The board notified patients less than two weeks before the release of the annual national adverse events report, later this week, in which patient-harm cases have to be disclosed. It will show 30 cases of harm from ophthalmology delays in 2015-16. There is likely to be more recent cases not included in the report …. [Interim chief executive Chris Fleming] admitted patients should have been told sooner. In an interview last week, Mr Fleming argued the situation was in part “good news”.

Frustration with what she sees as lack of progress on the rebuilding of Dunedin Hospital’s clinical services block has prompted a Dunedin woman to circulate a petition she wants people to send direct to the Prime Minister or National MPs. Dunedin mental health campaigners delivered a petition to Parliament this week calling for a nationwide inquiry. The Life Matters Suicide Prevention Trust collected 1740 signatures. Not telling patients sooner that they risked permanent sight loss from delayed hospital appointments was “grossly unethical”, says an eye doctor who last year warned the board about the problem. In response, the Southern District Health Board admitted yesterday it should have told patients earlier. More than 4600 patients have been notified they are overdue for their ophthalmology appointment. Commissioner Kathy Grant declined to be interviewed yesterday about the patient harm cluster in ophthalmology, but says she has confidence in Southern District Health Board medical oversight and governance. In a statement, Mrs Grant said she was told about Dunedin Hospital’s ophthalmology waiting list problem in the middle of this year. This week the board revealed 30 patients suffered partial sight loss in 2015-16 because of overdue appointments, on top of a group of four patients the year before. The Southern District Health Board is trying to find an external provider for an extra 129 orthopaedic surgery cases in a bid to meet a national health target. A request for proposal issued last week on a government website says SDHB would fund up to 129 extra orthopaedic procedures in 2016-17 in order to achieve a national health target. […] Orthopaedic surgery waiting times have been a source of tension between DHB management and orthopaedic surgeons. The Southern District Health Board has released new figures showing the impact of the junior doctors’ strike. Fifty-two patients had a procedure postponed and 725 outpatients had a hospital appointment postponed. There was a DCC media release New Directors Announced (23.12.14) in which DCHL’s Mr Crombie stated the new directors would “bring a wealth of experience and ideas to the boards” ….with Mr Cull saying “these appointments will inject new blood and proven skills into our Council company boards and I am confident they will contribute towards meeting Council’s increasing demands on company performance”.
Ah well. Our dear Mr Larsen !!

Engineers in receivership

Twelve jobs are under threat at specialist Dunedin engineering company D.C. Ross, after its shareholders placed the company, more than 50 years old, into receivership. The McConnon family of Dunedin, who had a sizeable fortune from dairy interests in the days before and after Fonterra’s formation, are the majority 72.5% shareholders. Their Aorangi Laboratories Ltd holds 1.77million shares, split into five wider, equal, family allocations. D.C. Ross chief executive Peter Deans, a 12% shareholder along with co-director Robert Houliston, also with 12%, confirmed yesterday the Kaikorai Valley Rd company was placed in voluntary receivership, by its shareholders, not creditors. Mr Deans, who has been with the company for almost 18 years, said there had been “poor governance” since the aftermath of the 2007-08 global financial crisis and the company was “left to meander”.

Scope for more democracy with checks and balances

OPINION In the past three years Dunedin City Council has functioned just as central government does, with a government and an opposition. But the problem is that in Dunedin it means central government-style politics without the checks and balances. Because the mayor of the day is allowed to choose the chairs of the council committees, if the mayor anoints those who are similar in their views to him or her, effectively a “government” is formed. Those on the “government” side support each other, forming a version of the “cabinet”, with meetings between themselves alongside senior council staff to discuss the issues of the day. Those who are not part of this grouping are obliged to form a loose “opposition”, because this is the only place where any public challenges and questions are likely to come from.
In Dunedin […] the chairs of committees forming the “cabinet” meet secretly and without any minutes which can be accessed. They may be part of working parties with other groups, which never report back to the council, for example groups meeting with NZTA about cycleways. They may have information either before the rest of the council or outside the rest of council papers, never to be seen by council. […] In Dunedin, the ODT describes what happens in council meetings, talks to the chairs of the meetings, and prints press releases, having clarified the situation with a relevant staff member. There is little chance for any challenge of prevailing views unless a major debate happens during meetings, or unless the issues raised are ones which the ODT chooses to follow up in an in-depth way.

Work on South D issues

Dunedin Mayor Dave Cull says it is too early to make a formal approach to the Government for help with the problems facing South Dunedin. Mr Cull made the comments while outlining the council’s response to its vote last month to “immediately engage” the Government over the threat groundwater and sea-level changes pose to the low-lying area. Mr Cull said that in recent weeks he and chief executive Sue Bidrose briefed local MPs on the situation in South Dunedin and in the past he had spoken to ministers Bill English and Paula Bennett about the possibility of “collaboration” between local and central government in addressing South Dunedin’s issues.

ODT: Petition calls on SDHB to ditch Compass
A petition calling on the Southern District Health Board to ditch its contract with the company supplying hospital meals in the area has been presented to the board’s commissioner. Real Meals coalition spokesperson Anna Huffstutler said they had gathered 3000 signatures for their petition to get rid of Compass. “We want the Compass contract gone, and the job of preparing hospital meals and Meals on Wheels back where it belongs – in hospital kitchens where local ingredients are used and local people are doing the work.”

Deputy commissioner Richard Thomson said a survey of SDHB patients showed satisfaction with meals in July was over 90%.

A petition calling for the Southern District Health Board (SDHB) to end the contentious Compass food contract was presented to SDHB commissioner Kathy Grant yesterday. The SDHB has faced criticism over the quality of the frozen meals since previously in-house hospital kitchen meals were outsourced in January. [Dunedin South MP Clare Curran] said the Compass contract was a “flawed project” which had caused a lot of grief for people in Otago and Southland.

A food-oriented organisation has called on the Southern District Health Board to end its contract with Compass. The Real Meals Coalition has gathered thousands of signatures supporting the dumping of the contract. The quality of Compass meals in the region’s hospitals has been called ‘rubbish’. The petition, with 3000 signatures on it, is going to be presented to Commissioner Kathy Grant tomorrow. Compass has a 15 year contract with the DHB to provide ready-made meals, which some have criticised as disgusting and inedible.

The commissioner team running Southern District Health Board has been publicly challenged about decisions it is taking at the embattled board. A meeting at Wakari Hospital yesterday was the public’s first opportunity to speak directly to commissioner Kathy Grant in a public forum. […] Dunedin resident Natalie Wilson said she was concerned by an “excessive” reliance on outside consultants. The “cloak” of commercial sensitivity was used to hide information. Ms Wilson criticised the emphasis on staff “culture change”, saying there was no research evidence that it worked. The board seemed to be playing “buzz-word bingo”, and its most recent attempt at culture change came after similar failed initiatives of the sacked board, she said.

A health union is questioning a bill of more than $978,000 the Southern District Health Board has run up with an Auckland consulting firm. The Public Service Association will raise the issue at a monthly meeting between unions and the health board next week. […] In a formal response to an Official Information Act request, acting chief executive Lexie O’Shea said the consultants had been working on “service alignment” in recent months. Asked what that meant, she provided another written statement: “This has involved a systematic analysis of areas across the DHB to gain robust and more detailed understanding of our expenditure and performance.”

The commissioner regime is costing the Southern District Health Board more than $7000 in fees and expenses every week, an Official Information Act request shows. Between November 17 and May 17, the commissioner team incurred $159,600 daily fees and $25,405 for travel, accommodation and food. As commissioner, Kathy Grant receives the biggest daily fee, $1400, and over six months she charged for 55.5 days, a total of $77,700. Mrs Grant’s annual pay is capped at $180,000. Mrs Grant also incurred $8615 for expenses. Her biggest single expense was flights ($4487).

South Dunedin Action Group (SDAG) and mayor + senior management

Mayor Cull
– acknowledged that there was collective concern, that they were pleased to meet with the group and that the meeting provided the best place to provide clarifications
– Acknowledged that the process had been lengthy and frustrating, and “sloppy”
– Council was now very sceptical about evidence relating to the flood and had been let down. He added that they would not make any changes to anything without evidence.
– If the event occurred again even with the proper maintenance there would have been severe flooding
– Determined to make the system we have work the best that it can
– Agreed need another mechanism other than the ODT to communicate with the community
– Will consider the discussion and come back with a proposal for the next meeting with a smaller group

– All mudtanks had been cleaned in South Dunedin (marked with green spray)
– Screen has been redesigned at pumping station, work about to go to tender, installation expected July/August
– Screen currently cleaned weekly by contract with photograph for proof
– Proposed screen modifications would see a 4 part screen to allow for safer and easier cleaning – could not confirm bar spacing
– Approx. 100 manholes had been lifted (Oct/Nov 2015) to identify any siltation – none identified as a problem – map can be provided of manholes checked – this exercise will be repeated in Oct/Nov 2016
– Confirmed that with the work carried out or in progress expected reduction in level of water would be about 200mm – however difficult to predict because too many variable to undertake modelling
– On issue of foul sewage infiltration confirmed that work being undertaken in Kaikorai Valley was to reduce the pressure on the system before it came through to Caversham
– On the issue of diverting foul sewage to Green Island treatment works stated that it was only able to handle a certain amount as it had been set up for a different type of sewage
– With regard to pumping out to sea, confirmed that they now know who to contact at the ORC and will maintain valves to enable this to happen if necessary
– Advised Musselburgh pumping capacity cannot run at maximum [this is disputed by Darrel]
– Forecast received on 2 June was for 1/3 less rain – only after midday on 3 June did they receive prediction on the size of the event
– Definitely had contractors and staff monitoring and out in South Dunedin, but did not have enough people to cover the scale of event
– Door-knocking by DCC did not record the number of flooded houses [DCC has not been back to check]
– 1968 flood had two peaks so had time to recover [disputed by Darrel]
– Too many variables to accurately measure topographical data
– Understand need to reassure and quantify but have to be careful not to give false impression
– Advised that 4/5 engineers employed in planning and 6/7 at the delivery end – acknowledged the identified lack of a storm water specialist – currently under recruitment

May we know when you requested that the mudtanks were cleaned thoroughly?

I had thought that it was an initiative from Ruth Stokes, as part of the looking into and reporting back on the flood.

I am also interested in your “fact” that the stormwater system is not capable even at optimal condition and performance……. Do you mean that it was not then, or that it would not be even if we made adjustments and sorted out the mudtanks and fixed the screen/pump and made changes which we have signalled to the general stormwater system which flows through South Dunedin?

If council modelling showed the extent of the flooding would be precisely as it was in the event of that magnitude, what relevance had the problems with the screen/pump and the mudtanks? I guess all the problems in South Dunedin during the flood were localised problems and many of them as a result of water lying about, so did our modelling show that as well?

I understood that there was still more work to be done to understand what we could best do particularly about the interconnection between the water from various sources and what we could afford of the options available.

Do you see the governance part of the Council completely blameless in this process?
Since you have apparently arranged for the mudtanks to be cleared, surely you/we could have done something sooner.

Do we have a role at all in your view, apart from advising people they are wrong when it turns out we may have incomplete information?

As seems true for all of the information surrounding this horrible flood, the more information we receive the more questions we have.

Thank you for your email. I am puzzled by the apparent assertion that I have blamed the 2015 June flooding on Climate Change. While that may be the root cause I don’t recall saying that. The cause of the flooding, as has finally been comprehensively reported (for a meeting today) was the fact that the stormwater system in South Dunedin is not capable, even at optimum condition and performance, of coping with the amount of rain that fell over that period. That is a simple calculation given the capacity of the system in both volume and pumping terms, and the severity of the event. The mudbank maintenance failure was reprehensible from both a contractor and staff oversight perspective, especially as exactly the same issue had been raised some four years ago and assurances given that it would not happen again. The fact that some mudbanks were not up to scratch may have caused some localised problems and perhaps prolonged the water lying, but they did not cause the extent of the flooding. That was exactly as Council’s modelling showed it would be in an event of that magnitude.
Six years ago Council received reports stating (among other conclusions) two things. First that more frequent and severe rain events were likely. Second that the stormwater system in South Dunedin was not capable of handling those. So flooding was very likely. Last year the Parliamentary Commissioner for the Environment issued a report showing that rising ground water, pushed up by sea level rise will increasingly afflict South Dunedin.
It’s most important to recognise that while stormwater and groundwater can each affect the other, they are different and have different causes.
The failure was operational and managerial as Council was repeatedly assured that maintenance was up to scratch.
Council’s challenge now is to address both stormwater and groundwater issues. We have already, at my request, ensured that the stormwater system is in the best shape possible as winter approaches, by having all the mudbanks cleaned properly. Additionally the screen at the Portobello Rd pumping station, which was blocked by debris carried by the overwhelming amount of water, will be replaced by July.
Council will consider that report which has taken such a frustratingly long time to get to us, and determine the next necessary steps.

It is with disappointment reading the failure of governance by the council I was a chairman in those days that was the title of a high school board If the school had a problem which effected the community you had to stand up and take the blame
I do not expect the council elected members to clean mud tanks but when there is failure of this size then the expectation of the community that something is seriously wrong with the governance of the council The glib excuses as regards rise in sea level is the catch cry of the council which you as a member are part of
In my view the council members should of put on gumboots and gone out with the CEO and inspected the mud tanks instead of waiting a year for a report It saddens me to find that people in South Dunedin were not accorded this Instead we had articles written that showed how out of touch the council members were These articles were part of the green PR spin which now blights any decision that this particular council makes All that was needed was clean mud tanks and clear governance by the members of the council not excuses I hope that this is a lesson that you as a council member takes on board when making decisions in the future

A series of emails released by Dunedin city councillor Lee Vandervis show he was raising concerns about the state of Dunedin’s mud-tanks as long ago as 2011. Cr Vandervis said he released the emails because only publicity forced the council to change its ways. “This publicity is going to make sure it really is sorted once and for all this time.” The release of the emails follows a report released by the Dunedin City Council last week into last June’s flood, which found 75% of mud-tanks in South Dunedin were not properly maintained.

Council staff were responsible for not properly overseeing mud-tank maintenance in South Dunedin, not councillors or the mayor, a senior staff member says. Council infrastructure and networks general manager Ruth Stokes started today’s council infrastructure services committee meeting by apologising on behalf of council staff for the failings identified in a report on last June’s flood. Dunedin Mayor Dave Cull and Crs David Benson-Pope and Lee Vandervis were among those who had raised mud-tank performance prior to the South Dunedin floods, and been given incorrect information by staff. “For that I would like to, on behalf of the executive, apologise,” Ms Stokes. The failure was a management failure and not governance one, she said.

Mayor Cull says he is outraged at the failure of Fulton Hogan and council staff to adequately ensure that the mudtanks were in working condition. He should also be outraged at his own poor leadership and failure to respond to developing problems. Under his leadership the city continued to build up a backlog of worn-out stormwater pipes and equipment waiting for funding to be allocated. With this lack of funding we have seen the inevitable result of a deteriorating stormwater system. The poor state of the stormwater system was the primary cause of the severity of the flooding at Kaikorai, Mosgiel and South Dunedin last year.

This under-funding of the stormwater renewals is not an accident. Every year the DCC Mayor and councillors decide and vote on this spending – and every year they vote to under-fund the stormwater renewals because they think that a new stadium and a new swimming pool and more bicycle lanes are more important than a functioning stormwater system. The Annual Plan shows that the under-funding will continue next year. Expect the deterioration to continue.

Report on South Dunedin infrastructure performance during June 2015 flood released

The report on the South Dunedin infrastructure performance during the June 2015 flood event was released today as part of the agenda for the Infrastructure and Services Committee meeting next week.

The report concludes that while a number of factors contributed, the main factor was the highest 24-hour rainfall total in Musselburgh since 1923.

General Manager Infrastructure and Networks Ruth Stokes says the report outlines the known challenges with managing the South Dunedin catchment and highlights concerns about the performance of mudtanks and the Portobello Road pumping station during the event.

“Changes in the South Dunedin catchment since the stormwater network was designed, combined with operational challenges and high ground water levels, all contributed to the effects of the extreme rainfall event that occurred in June 2015.”

Mrs Stokes says the report shows that mudtanks weren’t maintained as required. As a result, a number of steps, including a full review and retendering of road maintenance contracts have been adopted. Other measures include accurately capturing data on the status of the mudtanks, a redesign of the Portobello Pumping station screen and the development of a communications plan to inform the community of the local infrastructure challenges and how to best plan for future events.

“However, given the volume of rainfall and the system at capacity during the June event, the water would have been unable to enter the network even if all mudtanks were clear.”

She says the DCC must now look at what measures can be taken to mitigate such events in future.

The DCC will soon be engaging with the community about these issues and what the long term responses might be.

ABSTRACT
In recent years, a dramatic increase in the study of infrastructure has occurred in the social sciences and humanities, following upon foundational work in the physical sciences, architecture, planning, information science, and engineering. This article, authored by a multidisciplinary group of scholars, probes the generative potential of infrastructure at this historical juncture. Accounting for the conceptual and material capacities of infrastructure, the article argues for the importance of paradox in understanding infrastructure. Thematically the article is organized around three key points that speak to the study of infrastructure: ruin, retrofit, and risk. The first paradox of infrastructure, ruin, suggests that even as infrastructure is generative, it degenerates. A second paradox is found in retrofit, an apparent ontological oxymoron that attempts to bridge temporality from the present to the future and yet ultimately reveals that infrastructural solidity, in material and symbolic terms, is more apparent than actual. Finally, a third paradox of infrastructure, risk, demonstrates that while a key purpose of infrastructure is to mitigate risk, it also involves new risks as it comes to fruition. The article concludes with a series of suggestions and provocations to view the study of infrastructure in more contingent and paradoxical forms.

Introduction
Breakdowns and blackouts, pipeline politics, and new demands upon energy and resources have surfaced infrastructure in surprising ways, igniting conversation about social and material arrangements that are often left submerged, invisible, and assumed. In recent years, we have witnessed a dramatic increase in the study of infrastructure in the social sciences and humanities, following upon foundational work in the physical sciences, architecture, planning, information science, and engineering. While the popular imagination might recognize infrastructure as the mundane mechanisms within, beneath, and supporting the maintenance of quotidian life, many scholars have foregrounded the agency, performativity, and dynamism of infrastructure.

Infrastructure is not inert but rather infused with social meanings and reflective of larger priorities and attentions. To further engage these novel lines of inquiry, a group of scholars gathered at Rice University’s Center for Energy and Environmental Research in the Human Sciences for an extended roundtable discussion. We came from a variety of academic institutions and positions in the academy (ranging from senior scholars to PhD candidates), and our group reflected a diverse range of disciplinary backgrounds (American studies, anthropology, architecture, history, science and technology studies, and sociology). Our objective was to break down some of the scaffolding that upholds disciplinary boundaries. To embrace a starkly infrastructural metaphor, we were interested in “bridgework”, not just to move from point A to point B, but to hold us in suspension for a time so that we might inspect the mechanisms that drive our intellectual work and scholarship.

Infrastructure, which epitomizes the conjunction of material forms, expertise, social priorities, cultural expectations, aesthetics, and economic investments, seemed to us to be the ideal rubric through which to enrich our thinking, as well as a social object that necessitates a multidisciplinary approach. A collaborative conversation would help us to disentangle theories, concepts, and methods from their usual paradigms, permitting them to “recombine” in novel ways (Hackett and Parker 2014, 12). Our conversation was animated, in part, by other “turns” in the humanities and social sciences, including new materialisms, posthumanisms, and ontological approaches. Walking through the dynamic scholarship on infrastructure that is being published in the human sciences, we were struck with the definitional capacity of the term itself. Infrastructure is material (roads, pipes, sewers, and grids); it is social (institutions, economic systems, and media forms); and it is philosophical (intellectual trajectories: dreamt up by human ingenuity and nailed down in concrete forms).

Infrastructure has a capaciousness and scope that makes it both an infinitely useful concept and a concept that is open to facile misinterpretation or to being encumbered by overuse.

Our purpose was not to produce yet another definition of infrastructure (although at the end of this essay we do offer a few potential classifications). Instead we gave our attention to questions such as “What is generative about thinking with and through infrastructures at this historical juncture?” And “How can the multiple and diverse understandings of infrastructure across the human sciences mutually inform and enhance one another?” Simply put, we wanted to unravel “why now?” and “where do we go from here?” Our hope was to work toward “explication” (Latour 1993; Sloterdijk 2009), knowing that infrastructure has moved from the background to the foreground, while remaining intent on questioning why that is so. This collective essay gathers the themes and insights that echoed throughour conversation. These issues were resonant points of return because they revealed the relational and ambiguous elements of infrastructure to produce contradictions and unevenly felt consequences in the lives and places they contact. We have codified these apparent paradoxes, broadly, into topical domains of ruins, retrofit, and risk.

And the lack of response from Dunedin Civil Defence has simply posed more questions than answers. South Dunedin has long been a community of labourers – workers who epitomise the stoic and egalitarian attitude New Zealand prides itself on. It is communities like these which embrace a firm “can-do” attitude, staunch, resilient, and humble. It is for these people, this hard-hit community, along with those in Mosgiel, Brighton and other parts of Dunedin that answers are needed.

Review of the population based funding formula completed

A five yearly review of the population based funding formula (PBFF) for district health boards (DHBs) has been completed and will be incorporated into DHB’s 2016/17 Funding Advice.
The funding formula is a technical tool used to help equitably distribute the bulk of district health board funding according to the needs of each DHB’s population. The formula takes into account the number of people who live in each DHB catchment, their age, socio-economic status, ethnicity, and sex. It also has mechanisms to compensate DHBs who service rural communities and areas of high deprivation.
The funding covers a range of health services including primary care, hospital and community care, health of older people, and mental health.
The review recommended no structural changes to the overall model but proposed several changes, including to the rural adjuster to better reflect DHB population and geography.
In 2015/16 the PBFF distributed a total of $11.4 billion to DHBs. DHBs will not receive less funding as a result of the review.

Hello Sandy,
I have been reading the annual reports of Dunedin Venues Management Ltd (DVML) and am somewhat uncertain as to the true position regarding the matter of charges/fees for the use of the Stadium. We were given a detailed report in the 2014/15 Annual Plan wherein it [was] disclosed that the DCC/ratepayers would be making a one off lump sum of $2.271m to DVML by way of calling up unpaid capital. Then there is to be $715k per annum paid also by way of calling up unpaid capital. An event attraction fund of $400k per annum, source ratepayers? These two annual sums are I believe revenue to DVML. We won’t talk about the later decision to fund $2m per annum as a rent subsidy to DVL, due to DVML’s inability to meet the $4m rent required towards DVL’s debt reduction.
There is no mention of the Stadium in the 2015/16 Annual Plan with any reference to funding shortfalls even though both DVML and DVL continue to run deficits.

Zeroing in on sports events held in the Stadium (because that is its primary purpose) I see that in 2013 there was (sic) 44 events attracting 205,511 attendees.
In 2014 there were 39 with 206,123 there and in 2015 for 33 events 174,575 turned out in support.

DVML showed revenue of $6.085m in 2012 and $8.205m in 2013. These were of the Stadium only, thereafter it includes the Edgar Centre, the DCC Convention Centre plus the Ice Stadium management. This brought about an increase in revenue to $9.127m for 2014 and $9.960m in 2015. Similar pattern for the operating expenses over those same years.

In order to enable one to get an assessment of where these obviously inadequate revenues come from I would request under the [LGOIMA] the following points;

1. The main events being rugby, which of the ORFU, the Highlander Franchise or the NZRFU staged what events over those years? What was the rental received by DVML from those respective bodies per event and do they figure in the revenue statements?

2. What was the amount of revenue received from the other lesser codes which used the same facilities?

With respect to the Operating Expenses outlined in the reports, 2012 as $3.862m, 2013 $3.589m, 2014 $4.361m and 2015 $5.407m.

1. Of those expenses I would request under the [LGOIMA] the amounts of those expenses which could be described as paid inducements or subsidies to perform in the Stadium, albeit sports and concerts?

You will have been aware of my queries expressed recently via the [LGOIMA], re the DVML revenue [breakdown].
Well I would have to say that the reply as received is totally underwhelming. This would have to be the most condescending, snivelling, performance by a highly positioned manager one could expect. Hiding behind a clause in a flawed piece of legislation to deny a citizen stakeholder information which ought to be available, on the grounds that it would compromise the company in carrying out its business without prejudice or disadvantage is nothing but
a complete ‘cop-out’ by a less than forthright person. Unless there is detail showing activities detrimental to achieving maximum returns to the company, then I find it a disingenuous and rude dismissal of an honest request.

Sue, I am dissatisfied with his response but if you think it is the way it should lie, then I would be deeply disappointed. I would appreciate your comments as I treat this as a serious affront.

Dunedin Hospital’s cooks will focus on food “regeneration” – rather than cooking fresh meals for patients – after their job numbers are cut, according to a proposal Compass Group tried to keep under wraps. The multinational took over Southern District Health Board kitchens last month, and has started the process of cutting jobs to prepare for introducing its own food system. This will include trucking meals from Auckland to the South.

A new board being recruited to oversee Forsyth Barr Stadium’s physical requirements could also advise the Dunedin City Council on its $89 million investment property portfolio, it has been suggested. Council staff have been referring significant property matters to the full council in recent years, after an earlier property subcommittee lapsed after the last local body elections in 2013. But a council staff report, to be considered at today’s full council meeting, suggested that could be about to change.

Editorial: Proposals aim to make Christchurch council streamlined, efficient
OPINION The proposals announced by Christchurch City Council chief executive Karleen Edwards last week for far-reaching changes to the council’s administrative structure come as no surprise.
The Canterbury Earthquake Recovery Authority (Cera) is beginning the process of winding down its functions. The council and many outside the council want it to be in best shape possible to stake a plausible claim for taking back all, or almost all, of the powers that have been wielded over the last four years by Cera. A fundamental reorganisation shows a seriousness of purpose that should improve that claim.

The proposals are far-reaching. They begin at the top, with seven executive leadership roles reduced to five. Overall, 175 administrative roles will be disestablished and 115 new ones created. The aim, according to Edwards, is to streamline the organisation to make it more dynamic and agile, as befits a city in the process of recreating itself.

Surveys, both of Christchurch citizens who the council is designed to serve, and of council staff themselves also show that, despite considerable efforts that have been made in the last couple of years, the council is still not functioning as smoothly and efficiently as it should be. One survey in particular in May, done after a reorganisation designed to focus the council’s operations on the rebuild, showed that many residents felt the council was operating below expectations. As Edwards said last week, the council had to respond to those concerns with significant changes in order to get it to where people expected it to be.

Southern health board sacked
Dunedin legal consultant Kathy Grant has been appointed the Commissioner of the troubled Southern District Health Board which has been sacked today.
Her deputies will be board member Richard Thomson, who was sacked as Otago District Health Board chairman in 2009, and Dunedin City Holdings chairman Graham Crombie.
Health Minister Jonathan Coleman announced this morning he had written to the SDHB sacking all members of the board and replacing it with a commissioner. Read more

● Perhaps unfortunate that Mr Thomson is in the equation – but some form of lowlife continuous knowledge possible. As for Mr Crombie – additional doubts there.

Southern District Health Board

A major development in the wings for the SDHB. Not before time! And while individual board members may feel aggrieved at their potential dumping, after what they may think has been all solid work and duty, the evidence is the health board has been operating with a screaming history of multimillion-dollar losses; obvious limitations for effect of timely interventions for many commonly experienced medical conditions; and within an array of building and facility conditions that, frankly, are a severe indictment on central government spending priorities and funding methods for Health.

Replacing the health board with a commissioner is both necessary and welcome, if not callously overdue. The make-do and rationed aspects of the health board regime, including recent losses of funding or subsidy to local health support services, are telling not only for urban areas and hospitals, but significantly debilitating for rural health, mental health, rest homes and dementia units, and other providers of crucial health services across the large territory that is Southern Health.

Board may be sacked
The Southern District Health Board may be given its marching orders and a commissioner installed to sort out its problems. The board has until Thursday to respond to Health Minister Dr Jonathan Coleman’s proposal to consider appointing a commissioner under the New Zealand Public Health and Disability Act, it was revealed yesterday.

Mr Gudinski is the man behind Frontier Touring, the company bringing Rod Stewart to Dunedin for tonight’s stadium concert.

Film highlighting pollution woes vanishes from China’s Internet

A 104-minute film lecture that outlines the serious pollution in China has been removed from the nation’s internet, after receiving millions of views and raising hopes that the country’s leadership might tackle China’s widespread smog problem. The film – by Chai Jing, one of the best-known journalists in China and a well-known former state television reporter – was released right before China’s two most important political events, the National People’s Congress and the Chinese People’s Political Consultative Conference. Before the movie was censored, a story from Xinhua News Agency, China’s official press agency, praising the film was deleted online the same night the article was posted, offering a hint of the government’s real attitude.

Released last Saturday, Under the Dome had received 42.9 million views on Youku, a video-sharing website like YouTube, by 5 pm Thursday (local time). It prompted 530,460 posts on Weibo.

In the film, Chai gives a speech and shows data and interviews with government officials and environmental experts from China and abroad. The film shows striking images of the extent of air pollution in a number of Chinese cities, as well as rivers fouled by chemicals and littered with flotsam and dead fish. Chai also travelled to Los Angeles and London to gauge their experiences dealing with smog.

DVML: Two directors gone before release of stadium review

Last week at DCC I was asked if I knew Rolfe and Brown had left DVML, I did not although I was aware of the advertising for new directors (see previous posts).
In the ODT story we’re privileged to see the misguided views of Ms Rolfe in lights (what an asset… not meaning the lights!) —hard being the token woman, brain cells would help. And Mr Brown why he can easily think of better boards to decorate, it’s very wise that he moves on.
Public release of the council’s stadium review is now past due. Of course, Dunedin City Holdings Ltd chairman Graham Crombie has diligently attempted to water down the report. A pale shadow by the time it hits the council table then goes public. The unpalatables. And Mr Hansen?

Confirmation DVML losing two directors

An outgoing director responsible for Dunedin’s Forsyth Barr Stadium says she is leaving with high hopes for the future of the venue.
Jen Rolfe, a Dunedin Venues Management Ltd board member, is one of two directors confirmed to have resigned, along with Peter Brown. The pair’s exit, to be signed off at a DVML board meeting next week, were confirmed yesterday in response to questions from the Otago Daily Times.

Is it our collective good fortune that “Don’t you know who I am?!?!” Sir John Hansen is ending his tenure as chairman for the sympatico boards of DVML and DVL?

Although, here is evidence that the Fubar Stadium GOES ON………..

We know public release of the Stadium Review initiated by DCC chief executive Sue Bidrose is pushed out until November. It’s all VERY messy, that nothing will DIE —regrouping the DVML board for the $20 million pa loss-making stadium won’t turn the structure into crushed aggregate and salvaged steel (for sale) at pumpkin hour.

A few bunnies will apply. We’ve had bunnies all along at DCHL —look what that’s cost Dunedin ratepayers and residents. Same applies for DVL and DVML. No change will happen while the stadium continues to drain the finances of Dunedin City Council under Liability Cull’s mayoralty of disasters and increased spending.

More than 50 applications were received for the DCHL Board. […] DCHL Chair Graham Crombie says the new directors bring strengths that will add valuable skill sets to the boards they have been appointed to. “We needed people that could make informed business decisions, but at the same time complement the skill set of the directors already around the Board table. Following on from last year’s result we needed people comfortable working in a highly visible public arena to help us build on the excellent work done by the previous directors and maintain the forward momentum.”
