The Long Term Plan 2015/16 – 2024/25 (LTP) was adopted by the Council on 29 June 2015.

PDF’s of the LTP as adopted by the Council, along with the independent auditors opinion are available below.

A final published copy of the LTP will be posted shortly and print copies of this will be available on request from the Customer Service Agency later in July 2015. A summary of decision-making on submissions will also be made available shortly.

What is an LTP?

A long term plan is a public accountability document and provides a basis for the community to assess their Council’s performance.

The 2015/16 – 2024/25 Long Term Plan sets out the Council’s financial strategy for the next 10 years and contains information on the changes the Council plans to make to achieve this strategy, how the council will measure its performance, the projects that the Council plans to carry out over the next 10 years and financial information including draft budgets, funding sources and changes to rates. The 2015/16 – 2024/25 Long Term Plan also contains the Annual Plan for the 2015/16 year with information on fees and charges for the 2015/16 year.

Another Busy Year Ahead With Cycleways

Dunedin residents will be able to make the most of safer cycle routes in coming months as the city’s cycleway network continues to expand. Dunedin City Council Infrastructure Services Committee Chair Cr Kate Wilson says cycleways make the streets safer for all road users and hopefully encourage more people to get on bikes.

“For years people have been asking the Council for enhanced cycleways in Dunedin. We have a responsibility to provide networks that give people travel choices, whether that be cycling, walking or taking a bus or car. The more of the network that is completed, the more we can provide for people who want to use cycleways, whether it’s a child cycling to school, an adult cycling recreationally, or anything in between.”

It is also a central government priority to rapidly expand and enhance networks of cycleways around the country, recognising the benefits to health, the economy and the environment. The DCC has received $570,000 from the Government’s Urban Cycleway Fund and the Council has decided the funding will be used to enhance and expand the South Dunedin Cycle Network. The DCC also receives funding from the NZ Transport Agency to build the network.

“Taking advantage of Government funding now is important as we have a limited window of opportunity to capitalise on our position as one of only a few cities with the requisite Strategic Cycle Network Plan. We are a financially constrained Council and the more funding we get from outside sources the less we need from ratepayers.”

In August 2011, the Council adopted the Strategic Cycle Network for Dunedin, which gave the South Dunedin network of routes the highest priority for design and construction. Cr Wilson says 40% of people living in South Dunedin do not have access to a car, which is a key reason for South Dunedin cycle routes being prioritised.

“We understand introducing cycleways to our streets has been a big change for some people, but we’ve got a great opportunity here to improve our city in a very positive way for current and future generations.”

Here’s an outline of what’s happening with South Dunedin cycleways over the next month.
● Portobello Road (between Timaru Street and Portsmouth Drive) – wider consultation on a revised concept plan for this stretch of road.
● Hillside Road/McBride Street – staff are reviewing the proposed cycleway design after meeting with local businesses.
● Neville/Wilkie Streets – a final decision on the type of cycleway for these streets will be made in April. Construction is scheduled to begin in May.
● Harbourside/Roberts Street – the Harbourside Working Group will meet again in mid April.
● Richardson/Coughtrey, Fingall/Tedder, Bellona/New Streets – Construction of these ‘quiet streets’ and dedicated cycleway should be finished in the next couple of weeks.

Residents, businesses and property owners in areas where cycleways are planned will be contacted directly.

I recognise that numbers are one thing and interpretation is another. Hilary and I are keen to make it as simple as possible for interested members of the public to get access to Council financial information. People may of course look at the same figures and draw different conclusions as to their importance, implications, or whatever. The point of the session is not to agree conclusions (although we can certainly discuss interpretation if people want) but to ensure that people have the information and understand it in order to draw their own conclusions. Whilst we anticipate that many questions will be answerable off the cuff, we will be able to provide better information for people if complex questions are communicated in advance. To that end you are perfectly free to include my email address for anyone who wishes to take advantage of this. Senior finance staff will also be in attendance. Whilst the initial meeting is an experiment by a new Chair and Deputy of the Finance Committee, if there is interest then we would hope to repeat it on a regular basis.

Staff numbers down, wage bill unchanged

The Dunedin City Council now has 41 staff earning more than $100,000, but spending on key management personnel is less than it was two years ago, chief executive Paul Orders says.
The council’s annual report for the year to June 30 showed that while the total number of council employees had declined, the council’s total annual wage and salary bill remained about the same. The report was published yesterday and will be considered at a full council meeting on Monday.
Mr Orders said overall the report revealed a series of positive trends. While staff numbers were reducing, service levels were being maintained.

● The DCC annual report shows a small operating surplus of about $8 million.
● It confirms the council’s consolidated debt – spread across the Forsyth Barr Stadium, the council and its companies – rose to $623 million, up from $616 million at the end of the 2011-12 financial year.
● The report notes 2012-13 was the last year of capital expenditure on a number of large debt-funded capital projects and upgrades.
● Core council debt is expected to continue to rise from $225 million at June 30 to peak at $272 million in 2015-16, before beginning a gradual decline.

Media Release

Busy Times Ahead for Revamped Dunedin Centre

The doors don’t open to the public until Thursday, but the redeveloped Dunedin Centre has already got bookings through until May 2015.

Some large events are already booked, including national and international conferences such as the Ingenium Conference and the 5th Global Botanic Gardens Congress. There are also concert bookings by the New Zealand Symphony Orchestra, Chamber Music New Zealand and the Southern Sinfonia, as well as bookings for school formals, graduations, weddings and private functions.

Invited guests will join Mayor of Dunedin Dave Cull in a low-key civic ceremony on Wednesday morning to celebrate the Dunedin Centre’s new lease of life. The first performance will be the Dunedin RSA Choir performance in the Town Hall on Anzac Day.

Mr Cull says, “The Dunedin Centre complex is very much an events centrepiece for our city and it’s great to see there are a number of bookings already.”

About $45 million has been spent over several years upgrading and renovating the existing Dunedin Centre/Town Hall and Municipal Chambers (work on the latter was completed in August 2011). The entire complex is now known as the Dunedin Centre.

Key elements of the overall upgrade include linkages between all buildings to enable people to move easily within what is now an integrated convention centre. There will be lift access to all Dunedin Centre and Town Hall floors, including the Town Hall ceiling, as well as major technology upgrades, new kitchen facilities, new conference/function spaces and new toilets. Another key feature of the redevelopment is a raft of sophisticated behind-the-scenes improvements, which mean the buildings now meet regulations in areas such as fire protection, health and safety, ventilation and access.

RSA choir to ‘open’ town hall on Anzac Day

After nearly three years and more than $45 million spent on restorations and improvements, Dunedin’s town hall and neighbouring Dunedin Centre are scheduled to reopen next month. And on April 25, a group with long links to the venue, the Dunedin RSA Choir, will be the first to perform there. Choir member David More said they were looking forward to returning to the town hall with their Anzac Day Revue. ”Norma”, the town hall organ, was protected and had fans removed and replaced, but was not otherwise touched during the project, which included work on the town hall, Glenroy auditorium and municipal chambers.

● Contractors would be busy getting the centre ready for handing over to council-owned venue management company Dunedin Venues Ltd by April 5.
● The centre will be officially reopened at a civic reception on April 24.
