Traffic light madness in central Christchurch

Eighteen traffic light poles have been set up in one of Christchurch’s quietest intersections, and at least one local says it causes noise to his eyes. The intersection of High and Tuam Streets was traffic-light free before the earthquakes. But for the past 18 months, council contractors have been slowly and steadily erecting traffic light poles in the tightly condensed area.
C1 Espresso cafe owner Sam Crofskey’s business has been on the corner for the past 20 years and is yet to see one crash. The council shouldn’t be surprised that it would get hassled for creating such an eyesore, he said.
“They’ve been doing this one block for 18 months. And we all take the piss about how long this takes, but 18 months? The money that is getting poured into this kind of stuff, oh, I would do a better job [on council].” … “I guess they’re trying to build it for the future. Eighteen sets of traffic lights, and they all do different things: there’s one for people crossing, bicycles, vehicles and trams, so there’s no doubt that someone has thought it out but it might have been a bit early to jump the gun.”
Christchurch City Council could not provide the cost of the traffic poles, nor explain why 18 traffic signals were needed to control the intersection when contacted by Fairfax yesterday.

‘Overkill’ central Christchurch intersection has 18 lights [+ Video]

A central Christchurch intersection will soon be controlled by 18 traffic light poles, with one local business owner reminded of the busy streets of Tokyo. The lights, at the corner of High and Tuam streets, will guide pedestrian, cycle, vehicle and tram traffic. They were yet to be installed, but locals and urban design experts have criticised the traffic management plans.
Other central city intersections visited on Wednesday have about nine lights.

Must have been designed by the same traffic engineers who built traffic islands and installed calming measures in a quiet residential street in South Dunedin so that fire trucks could not acccess the street and a perfectly good street was turned into a one way street and had a compulsory stop at one end. People with brains but absolutely no common sense.

Paradigm is a program that is the brainchild of a guy called Vinny Eastwood, and it is not an exaggeration to say that Vinny has picked up the ball that John Campbell (or rather Channel 3) dropped. Mangawhai Ratepayers at Court of Appeal

Joel Cayford [‘Reflections on Auckland Planning’] updates the Court of Appeal hearing (25-26 August) – Mangawhai Ratepayers and Residents Association v Kaipara District Council – in front of Justice Rhys Harrison, Justice Mark Cooper, and Justice Forrest Miller.

Mangawhai Ratepayers and Residents Association (MRRA) is represented by Matthew Palmer QC and barrister Kitt Littlejohn. David Goddard QC represents the council.

Cayford summarises the “causes of action for this hearing – which followed the judicial review heard by Justice Heath (posts here and here)”:

“that the Kaipara District Council (KDC) does not have the power to rate for unlawful purposes. That KDC acted unlawfully in deciding to enter into and expand the Ecocare Wastewater Scheme, and that it could not then enforce rates on ratepayers.

“that the Validation Act did not retrospectively validate ALL matters stemming from those unlawful decisions. It only validated various historic rating defects. Significant matters – including the additional $30,000,000 loan were not dealt with or validated by the Validation Act.

“that the KDC acted inconsistently with the Bill of Rights Act by initiating Validation Legislation which had an effect of undermining MRRA judicial review proceedings – to which they had a right.”

Of critical interest, Cayford says Matthew Palmer, in his closing, “told the Justices, to the effect: “a consequence of adopting the arguments of my learned friend would mean that any Council in New Zealand can breech Local Government Act provisions with impunity, leave ratepayers with the bill, and mean that Long Term Plans all become window-dressing, ratepayer submissions become meaningless. That cannot have been what Parliament intended.””

Dunedin to Host 2016 LGNZ Conference

Dunedin is all set to host the Local Government New Zealand (LGNZ) Conference for 2016 as this year’s conference wraps up in Rotorua today. LGNZ announced Dunedin as the host city for next year’s conference this week. The conference will bring up to 600 delegates to the city from 24-26 July 2016. Delegates will include mayors, chairs, chief executives, councillors and senior management from New Zealand’s councils as well as senior government ministers and stakeholders from the private sector, businesses, central government and non-government agencies.

[PROFLIGATE SPENDER ALERT] Mayor of Dunedin, Dave Cull says, “This is great opportunity for us to showcase Dunedin as a conference destination to the rest of the local government family. We don’t often get the chance to welcome people to Dunedin from every part of New Zealand at once. Delegates will get to experience New Zealand’s only UNESCO City of Literature, Gigatown winner and the country’s wildlife capital firsthand. It will also be an opportunity for all kind of councils to look at the challenges they have in common and discuss solutions.”

[DEBT-SPENDING PROPONENT ALERT] LGNZ President, Lawrence Yule says he is delighted the conference is returning to the deep south. “We have had a number of conferences in Dunedin over the past 20 years and the southern hospitality is always great,” he says. “The city has completed a significant upgrade of the hosting facilities at the Dunedin Centre and Town Hall and you put forward a very strong bid.”

The conference bid was made by Dunedin Venues and Enterprise Dunedin at the start of the year. They presented the Dunedin Centre and Town Hall facilities for the event and used Dunedin’s reputation for innovation, creativity and wildlife as a drawcard.

DCC rates increase, despicable 3.8%

DCC to raise rates for the coming financial year
A rates rise is being implemented by the city council for the coming financial year. The council’s just adopted its long term plan, which sets out rates. That’s resulting in a 3.8% increase for the 2015/16 financial year, starting on Wednesday. The council previously set itself a 3% limit on annual rates increases, but big ticket items like the proposed Mosgiel swimming pool have put pressure on councillors.

Long term plan to be decided

The Dunedin City Council will sit today to decide on a long term plan that should result in a 3.8% rates rise when rates are set for the next financial year. What Mayor Dave Cull called “a bloody big agenda” will include debate on the Government’s Remuneration Authority review of councillors’ pay, under which Mr Cull’s pay will rise in the new financial year by 2.9% to $150,150, and councillors’ up 7.3% to $54,500.

Please Mayor Daaave, to pasture NOW

Better that than the knackers yard —we have some notion of human rights! But let’s get rid to back paddock. Some natural justice.

Sadly, his gratuitous fiction is simply No Match for the lavish, colourfully illustrated ODT love fest with Councillor Lee Vandervis, shown up in the Mix magazine spread on Saturday.

The small town of Dunedin was last murderously accosted by Malcolm Farry and Thugby. Here is yet another short man taking the Citizenry OUT: Mr Death Cull.

No-one seriously believes Daaave’s askew bleats given the state of DCC finances. The debt graph following the council’s recent Long Term Plan decisions should be quickly redrawn by independent honest people, and widely publicised.

Oh dear. Oh dear. Soon there will be no-one left capable of paying the rates, or shrinking council debt. Autumn has passed, along with the last fig leaf.

Another Busy Year Ahead With Cycleways

Dunedin residents will be able to make the most of safer cycle routes in coming months as the city’s cycleway network continues to expand. Dunedin City Council Infrastructure Services Committee Chair Cr Kate Wilson says cycleways make the streets safer for all road users and hopefully encourage more people to get on bikes.

“For years people have been asking the Council for enhanced cycleways in Dunedin. We have a responsibility to provide networks that give people travel choices, whether that be cycling, walking or taking a bus or car. The more of the network that is completed, the more we can provide for people who want to use cycleways, whether it’s a child cycling to school, an adult cycling recreationally, or anything in between.”

It is also a central government priority to rapidly expand and enhance networks of cycleways around the country, recognising the benefits to health, the economy and the environment. The DCC has received $570,000 from the Government’s Urban Cycleway Fund and the Council has decided the funding will be used to enhance and expand the South Dunedin Cycle Network. The DCC also receives funding from the NZ Transport Agency to build the network.

“Taking advantage of Government funding now is important as we have a limited window of opportunity to capitalise on our position as one of only a few cities with the requisite Strategic Cycle Network Plan. We are a financially constrained Council and the more funding we get from outside sources the less we need from ratepayers.”

In August 2011, the Council adopted the Strategic Cycle Network for Dunedin, which gave the South Dunedin network of routes the highest priority for design and construction. Cr Wilson says 40% of people living in South Dunedin do not have access to a car, which is a key reason for South Dunedin cycle routes being prioritised.

“We understand introducing cycleways to our streets has been a big change for some people, but we’ve got a great opportunity here to improve our city in a very positive way for current and future generations.”

Here’s an outline of what’s happening with South Dunedin cycleways over the next month.
● Portobello Road (between Timaru Street and Portsmouth Drive) – wider consultation on a revised concept plan for this stretch of road.
● Hillside Road/McBride Street – staff are reviewing the proposed cycleway design after meeting with local businesses.
● Neville/Wilkie Streets – a final decision on the type of cycleway for these streets will be made in April. Construction is scheduled to begin in May.
● Harbourside/Roberts Street – the Harbourside Working Group will meet again in mid April.
● Richardson/Coughtrey, Fingall/Tedder, Bellona/New Streets – Construction of these ‘quiet streets’ and dedicated cycleway should be finished in the next couple of weeks.

Residents, businesses and property owners in areas where cycleways are planned will be contacted directly.

Our reading preference:

The Ratepayers’ Report is based on data collated by the Taxpayers’ Union, a lobby group, from councils’ annual reports. It also includes information collected independently from the Department of Internal Affairs and Statistics New Zealand. All of this has been checked and sent to the 67 councils involved for them to review. See local government league tables published by analyst Larry Mitchell since 2010.

Fairfax Media [not ODT] initiative on Local Bodies

The Taxpayers’ Union in collaboration with Fairfax Media has launched the “Ratepayers’ Report”. (Link)

The Fairfax initiative on Local Bodies is an excellent one.

It seems that this whole thing has stemmed from the excellent work of Larry Mitchell, in trying to educate Local Bodies as to some financial nous, and also to alert ratepayers to what circumstances their local body has put them in.

I know from experience over many years of trying, that my recommendations to local Councillors to contact Larry Mitchell and learn from his experience as an independent consultant on Local Government fell on totally deaf ears. They seemed to know better. Yeah, right.

Now it is out there in a form that is very readable and comparisons can be easily seen.

What is totally amazing is the views of the DCC in this. Yes, the second highest debt per ratepayer, but the DCC says that it has the second highest value of assets. Crap. This is just rubbish and it can’t sell those assets. Every Council has water, roading etc which it must provide and can’t sell, but in the case of the DCC it has the stadium. Not an asset as we all know but a fearful liability, but it appears in the books as an asset. Well, sell the bloody thing. It isn’t needed.

I know that this story won’t be picked up by the ODT as it is a Fairfax story, but the other point in here of course is that the ability of Aucklanders (who have the highest debt levels) to pay. Dunedin doesn’t. Its population is well below that of Auckland when it comes to average income per household.

The other thing that the ODT won’t cover is the local comparisons. While the DCC has a debt level of $15,093 per ratepayer, the Central Otago District Council has only $327 per ratepayer, with virtually the same equity value per ratepayer. What’s the difference? As the CODC says of the area “A World of Difference”. I know which Council I admire the most.
