The Long Term Plan 2015/16 – 2024/25 (LTP) was adopted by the Council on 29 June 2015.

A final published copy of the LTP will be posted shortly and print copies of this will be available on request from the Customer Service Agency later in July 2015. A summary of decision-making on submissions will also be made available shortly.

What is an LTP?

A long term plan is a public accountability document and provides a basis for the community to assess their Council’s performance.

The 2015/16 – 2024/25 Long Term Plan sets out the Council’s financial strategy for the next 10 years and contains information on the changes the Council plans to make to achieve this strategy, how the council will measure its performance, the projects that the Council plans to carry out over the next 10 years and financial information including draft budgets, funding sources and changes to rates. The 2015/16 – 2024/25 Long Term Plan also contains the Annual Plan for the 2015/16 year with information on fees and charges for the 2015/16 year.

Te Ao Tūroa – The Natural World, a draft environment strategy for Dunedin, was launched at Otakou Marae today […] over 11 thousand submissions were reviewed and analysed before the document was drafted.

[The council is] now seeking feedback on the draft strategy – whether [the council has] correctly identified the right themes, objectives and priorities – and [the council is] calling for ideas about the key goals and actions that should be adopted to drive its implementation. […] General Manager Services and Development Simon Pickford says the strategy is designed to focus not just locally, but also to fit into a wider context that takes account of a range of regional and national legislation, strategies and policies. “This is about sharpening our commitment to protecting our beautiful natural environment. Dunedin has no need to feel it is not progressive. Why, just yesterday the council announced two new ‘strategic plans’. This comes hard on the heels of a continuous screed of ‘strategies’. In recent times there has been the ‘Spatial Plan’ (whatever that is), the ‘Ten, Ten, Ten Plan’, which is aimed at increasing the population by ten percent, increase the job market by ten thousand and the average income by $10,000 pa. Then of course there are the Annual Long Term Plans.

Now we are to have this new draft environment strategy plan to secure the city’s environmental future. Plus the interrelated draft energy plan. These twin initiatives were interrelated because Cr Hawkins says so. Exactly how is yet to be seen in the detail. Cr MacTavish said the “most exciting” part of the plan was a new energy leader’s accord, under which the council would work with major energy users to share energy ideas and other initiatives. “That’s where the magic is going to happen,” she said. Cr Neville Peat said addressing energy issues was “the future of the world”, but “minimal progress” had been made until now. “This will lead us toward a low carbon footprint,” he said. Mayor Dave Cull told the committee meeting the energy plan aimed to tackle issues that were “fundamental” to the city’s economic and social future. “We need to be under no apprehensions — this is hugely important.” Now there’s some ‘learnings’ for Cr Benson-Pope to grapple with. It’s become the norm nowadays to expect this type of ‘silliness’ emanating from council. At what cost one can only wonder. More ‘green ideologies’ running rampant within our Town Hall.

Why, just on the same page of the ODT above these strategic announcements we see “NZ slated for inaction on emissions”, an article in which it cites the comment that “if NZ doesn’t pull up its socks on the global warming issue it would likely exceed 3degC or 4degC — making a world in which oceans would acidify, coral reefs dissolve, sea levels rise rapidly, and more than 40% of species become extinct.”

It is this “silliness” that will be the undoing of Dunedin as it increasingly becomes more and more irrelevant in this world. Energy is the ‘staff of life’ as far as modern society goes, whilst this city’s penchant for divorcing itself from the reality of this fact can only force that irrelevancy. Why history is totally ignored by this current ‘fad’ of ‘carbon’ hatred which is so prevalent is difficult to understand. ‘Horror to Betsy’, the atmosphere is reaching the point where CO2 content is 380-400 ppm. It’s been there before and much much higher and we have still survived. That means that 999,600 ppm is other stuff, mainly water vapour. It is water vapour plus solar cycles that have the greatest influence on Earth’s climate and consequent temperatures, CO2 is in the margin of error. Still, we are beset by this mania and I guess it will have to run its course until the IPCC and these ‘green’ acolytes finally accept the fact that they can no longer ignore history, the empirical facts, accept that they are wrong and there is no warming, sea level rise, and admit that the whole issue is a manmade concoction of ‘computer models’ not meeting the outcomes predicted. Until then Dunedin, like much of the rest of the gullible will tax itself to death and continue to bring forth the type of policies it does. Pity they couldn’t tax the ‘hot air’ within instead of CO2, then the problem would disappear from the political landscape overnight.

An angry Woodhaugh resident says he is “sick of being fobbed off” over an eroding stream bank he fears will lead to a major accident. Gaping sinkholes have emerged on sections of the street above the bank as a result of erosion caused by the Water of Leith, which runs parallel.

DCC rates rise | ODT editor nonplussed

City councillors establish rates rise at 3.8%

THE FLAVOUR (via ODT)

Cr Hilary Calvert says the city council’s long term plan (LTP) deliberations involved “finding different piles of money under strange places”. The process had turned into a “financial shambles”. She was concerned that the 3% cap on rates increases would be breached in an additional six years of the 10-year plan.

Cr Lee Vandervis opposed the 3% increases, based as they are on a local government cost increase index that’s much higher than the consumer price index. During deliberations he spoke strongly against approving the council’s 2021 debt limit, saying the city’s situation was “terminal” and was stifling Dunedin’s development.

An accusation of an “ambush” over finances tested tempers as the Dunedin City Council’s long-term plan hearing process concluded yesterday with provisional confirmation of a 3.8% rates rise. An independent panel is reviewing the Dunedin City Council’s representation arrangements and wants to know what residents think.

The Representation Review Team is keen to know people’s views on the structure we have for electing representatives, whether we have the right number of councillors and how our wards and community boards meet the needs of our communities. It also asks whether we need guaranteed Māori representation and how we can encourage more people to vote in local elections.

Review Team Chair Associate Professor Janine Hayward says, “The review is an exciting opportunity to think about how the current representation arrangements are working for Dunedin residents. We look forward to hearing from as many people as possible.”

The DCC is made up of 14 councillors and a mayor. The mayor is voted for by all Dunedin residents while 11 councillors are elected by Central Ward residents, two are elected by Mosgiel Taieri residents and one is elected by residents in the Waikouaiti Coast-Chalmers Ward. Under this structure one councillor represents 8,869 residents.

The DCC also has six community boards, elected by their communities. In total, these boards represent a third of Dunedin’s population.

Councils are required by law to look at their representation arrangements on a regular basis. The Review Team has been meeting with community boards and other groups and also wants to hear from the public.

█ Residents are encouraged to fill in a short feedback form, which is available at http://www.dunedin.govt.nz/represent, or pick up a printed form from the DCC Customer Services Agency in the Civic Centre or from Dunedin Public Libraries and service centres. Feedback is due by 30 April.

█ There will also be a public meeting in the Dunningham Suite, City Library, at 7pm on Monday, 20 April where people are welcome to ask questions and pass on their views.

Public feedback will help the Review Team make recommendations to the Council in June/July. Formal public consultation will be held later in the year on a proposed structure to apply for the 2016 local elections.

DCC prepares to launch into draft long term plan
The Dunedin City Council is preparing to launch into its draft 2015/2016 long term plan. Councillors will begin formal discussion of the document next week.

The long term plan outlines the council’s financial strategy for the next ten years. It takes into consideration major changes and development, in respect of infrastructure, assets, services and economic development.

The plan also highlights how the council intends to fund work, with information about budgets, financial sources and changes to rates. A final version will be prepared after public consultation, which will begin in mid-March.

Fresh thinking needed in local government

Perhaps it is time to look at a far-reaching reform of the way local government functions at both local and regional level. There are substantial efficiencies to be gained from integrating many council functions across the councils within the region. More than 10 years ago I did away with all IT functions at the Clutha District Council and merged these with Invercargill City. This model would work for all of the councils across all of Otago and Southland for little more than it currently costs Dunedin City Council to run its IT services.
Some fresh thinking needs also to be applied to the stadium and the first of these should be the monopoly that rugby has over it and the grass surface.

In the eight games the Highlanders hosted at Forsyth Barr Stadium this year, 98,326 people came through the gate, an average crowd of 12,291 per game. DCC: 2014 Residents’ Opinion Survey (ROS)

Letters will be sent out this week to 4,500 Dunedin residents, inviting them to take part in the DCC’s annual Residents’ Opinion Survey (ROS). DCC Acting General Manager Services and Development Nicola Pinfold says, “The ROS provides a host of useful information and helps us gauge the views of residents who may be less likely to tell us what they think in other ways, such as the Annual Plan process.”

Last year, the residents randomly selected from the electoral roll were invited to complete the ROS online using a unique code, rather than receiving a hard copy of the questionnaire. A hard copy was made available on request. This was successful in raising the response rate and cutting costs so the same approach is being taken this year.

The survey is also open to all residents online at www.dunedin.govt.nz/ros and will be sent to all members of the Dunedin Peoples’ Panel. To ensure the statistical validity of the ROS results, the responses from the people who were selected are used as the official results.

“We have been using this Survey for 20 years and it has become a key tool for us to assess how well we are doing, and ultimately guiding our planning and decision-making. ROS focuses on how well we deliver our services, and asks questions about residents’ perceptions of our performance. Some of the results are used as official measures of the Council’s performance for audit purposes. But equally importantly, the feedback is used by staff and the Council to guide our thinking about how we might best deliver services to better meet the needs of Dunedin’s residents.” –Nicola Pinfold

The Survey is open until 18 June. A reminder letter and hard copy of the questionnaire will be sent to those who haven’t responded about two weeks after the initial letter, a practice that has proved successful in increasing the response rate. The results are expected to be publicly available in late July.

█ Responses from residents who independently chose to complete the Survey online are analysed separately but still provide the DCC with valuable feedback about how it can improve its services.

For the second year, all respondents will have the opportunity to enter a draw to win a prize. Each prize is worth about $150 and three winners will be drawn who will be able to choose from a range of prizes, including vouchers, swim passes or a donation to a charity of their choice. The Survey, which costs about $40,000, will be undertaken by independent research company Key Research. The results of last year’s ROS can also be viewed at www.dunedin.govt.nz/ros

The DRAFT Annual Plan process is not the best chance to judge the city council – that would take sittings at the High Court.

STADIUM
“Staff are also expected to report next week that they have found another $1 million savings or income, to keep the rates rise at 3% despite expecting Forsyth Barr Stadium to be about $1 million under budget again, also for the third consecutive year. That would bring the total [ratepayers’ contribution] to the venue’s cost annually to more than $10 million.” (ODT)
Everyone knows the cost to ratepayers for the stadium’s capital funding and operationals is +$20 MILLION per year.

The Dunedin City Council had some turnover at the top late this year, after chief executive Paul Orders announced he was moving back to Wales after a two year stint. Orders’ time at the top was widely acknowledged as a period in which the council’s finances were put in order. The search to replace him resulted in a promotion from within.
Sue Bidrose took on the role in charge of more than 600 staff who run everything from rubbish collection to civil defence to economic development.
She came into the studio for a chat with chief reporter David Loughrey on subjects from motorbikes to stadiums to public service.

After 3 days of attempts to lodge a complaint with the Police I was finally able to lodge my complaint under the Electoral Act 2001 today against the ODT for their Councillors Ratings publication on the day that most voters received their voting papers.

In addition to the complaint which I have already forwarded, I today added the following Appendix detailing several of the alleged cases to answer.

CIB Detective Brett {Roberts} took detailed notes as well as my prepared material and copies of evidence and said he would write the case up for me to confirm in the next few days. From then it would be up to Police lawyers in Wellington to decide whether or not to proceed with a prosecution.

There is a case to answer for the ODT because of the Councillor Ratings publication breach of several different provisions of section 122:

122 Interfering with or influencing voters

● (1) Every person commits an offence, and is liable on conviction to a fine not exceeding $5,000, who—

(a) interferes in any way with any person who is about to vote with the intention of influencing or advising that person as to how he or she should vote:

(b) prints, publishes, distributes, or delivers to any person (using any medium or means of communication) a document, paper, notice, or message, being or purporting to be in imitation of any voting document to be used at the election or poll that,—

—(i) in the case of an election, includes the name of a candidate or candidates, together with any direction or indication as to the candidate or candidates for whom any person should vote:

—(iii) in any way contains or suggests any such direction or indication or other matter likely to influence how any person votes:

(a) Was the timing of the ODT Councillor rating publication perfectly timed to influence voters?
YES it arrived in the mail on the Saturday 21st September when most voters would have just received their voting papers in the mail, either Thursday 19th or Friday 20th. It was delivered as near as could be timed to influence voting.
[18 Council candidates featured in ads and articles in this prime election newspaper (apart from the offending Councillor Rating pages) with the Mayor in 3 ads and Cr Wilson in 2.] The timing precluded any Councillor opportunity to effectively rebut what was claimed in the Councillor Ratings.
[see Cr Stevenson email 8/12/13 below…’to allow those reported on and members of the public some time to respond publically {sic}.’]

Was the publication intending to influence or advise voters?
YES­ it was advertised on the ODT’s biggest circulation day of the week along the top of the front page as ‘CHRIS MORRIS RATES DUNEDIN COUNCILLORS The best and the worst performers. p30-31’.
The two page spread also claimed authority, with the introduction lauding ‘reporter Chris Morris [who] has occupied a unique vantage point on the press bench, watching more of the debate unfold than any other member of the public’. [It fails to note that most Councillor work is in non-public meetings and in individual contacts for which an ODT reporter has no vantage point. This issues {sic} was highlighted verbally to me by Cr Hudson.]
The claimed authority in this context IS intention to influence. Add biased text and you have perverting influence.
The addition of a rating/10 IS intention to advise.
The ODT spread gave a white-washed glowing account of Mayor Cull over six columns [whose previous election campaign was partly financed by ODT owner Julian Smith and campaign managed by Julian Smith’s regular advertising consultant Tony Crick, who has continued to design and manage Mayor Cull’s subsequent GREATER DUNEDIN electoral campaigns], and gave me one column of
the most slanderous print I have ever read of any Councillor anywhere. All GREATER DUNEDIN candidates got scores of 6/10 or better. No Councillor with a score of less than 6/10 was re-elected.

(b) Did the ODT print, publish, distribute, or deliver to any person…a paper being or purporting to be in imitation of any voting document to be used at the election or poll that,

—(i) in the case of an election, includes the name of a candidate or candidates, together with any direction or indication as to the candidate or candidates for whom any person should vote?
YES The format of the ODT Rating publication closely followed the format of the official INSTRUCTIONS & CANDIDATE INFORMATION booklet that accompanied all voting papers. Like the booklet, each Councillor’s column led with the Councillor’s name, followed with a passport-sized photograph, and then followed with about 150 words of text [except for the Mayor’s extensive praise].
In the booklet however, the Candidate Information Handbook specifies that 150 word candidate profiles ‘must be true and accurate’. The ODT ratings were anything but true and accurate. They not only rated, but white-washed GREATER DUNEDIN candidates and pilloried others.

—(iii) in any way contains or suggests any such direction or indication or other matter likely to influence how any person votes?
YES. The rating/10 strongly suggested that those above 5/10 should be voted with a high STV ranking and those below 5/10 should not.
The dumping of two longstanding Councillors given 4/10 and 3/10 respectively proved the effectiveness of this influence, not just in the ratings but in the accompanying damning text. The ODT Ratings publication was intended to be an influencing version modelled on the official voter INSTRUCTIONS & CANDIDATE INFORMATION booklet, and one which gave voters a quick easy way of ‘knowing how to vote’. [eg see ODT letter to the Editor 7/9/13 ex Ann Coup – attached]

Dumped long-standing ex-Cr Hudson has been supportive of my making a criminal complaint under the Local Electoral Act. He has told me that the reason he could not effectively make a complaint himself was because it would be perceived and presented as ‘sour grapes’. He added that he wished that he too had cancelled his ODT advertising after the Chris Morris Councillor Ratings was published. There was no alternative print or TV media in Dunedin for either of us to advertise in as they are all owned by Allied Press Ltd.

Dumped long-standing Cr Stevenson was devastated by the Councillor Ratings publication. She initially verbally supported my draft complaint to the Electoral Commission:

My primary reason for making the complaint is to prevent the recurrence of what I believe to be a gross manipulation of our electoral process by our monopoly media.

I now wish to move on in my life, and do not want to re-raise this reporting which I personally felt was unbalanced, however I do not want the whole thing to be publically {sic} raised again.

I sincerely hope the Press Council and the NZ newspaper editors give some guidelines to how report card style reporting can be done better in the future, with any positive or negative grading being scored evenly on set factors, with more than one person doing the grading to avoid perceptions of bias, this should be easily achieved with the video recording of council meetings; report cards should also be published prior to the sending out of voting papers to allow those reported on and members of the public some time to respond publically {sic}. I have expressed my views with our ODT editor whom may consider these matters in future reporting.

I have experienced some positive press coverage from the ODT in the past, for example when I was first elected in 2004. So much so that there were private Councillor jokes about me sleeping with the ODT reporter.
However, after loudly voicing opposition to the unaffordable public funding of the proposed Stadium [ODT manager/owner was a founding member of ‘Our Stadium’ stadium promotion group] my ODT coverage became very negative in 2007 with a new DCC reporter, and I subsequently lost the 2007 election.
Subsequent ODT coverage since 2007 has been variable.
Mark Twain made a telling point when he said ‘Never pick a fight with a man who buys ink by the barrel.’

This complaint is not intended to pick a fight, but is a necessary attempt to delineate how far our monopoly media may go in influencing voters under the provisions of the Local Electoral Act 2001.
In publishing the Councillor Ratings on the day most voters received their papers, I submit that the ODT has [breached] the Act repeatedly and in many parts.

The Police prosecution that I am seeking is necessary to prevent a recurrence and foreshadowed extension of the Councillor Ratings to future Local Body Elections.
The pillars of Democracy on which our society stands have been eroded by the ODT Councillor Ratings publication, the 2013 Dunedin election has been skewed, and the make-up of the elected Councillors significantly and surprisingly changed.

I look forward to the Police acting appropriately with a decision to prosecute.

I wish to make a formal complaint regarding a breach of section 197 of the NZ Electoral Act 1993 [Reprint as at 5 August 2013];

197 Interfering with or influencing voters

On the Saturday 21st of September 2013, the day on which the majority of Dunedin voters would have received their voting papers in the mail, the weekend edition of the Otago Daily Times printed an unprecedented 2 page “LOCAL BODY ELECTIONS HOW THEY RATED Opinion: Council reporter Chris Morris’ ratings of the council’s best and worst performers” which I allege was clearly designed to influence or advise voters as to how they should vote.
This ODT ratings of Councillors was authoritatively described in the introduction as being from “reporter Chris Morris [who] has occupied a unique vantage point on the press bench, watching more of the debate unfold than any other member of the public”. [It fails to note that much Councillor work is in non-public meetings and in individual contacts which an ODT reporter has no knowledge of.]
In this 2 page publication, the Mayor and each Councillor was named and photo shown followed by a column of text, in a format similar to the electoral information booklet accompanying voting papers, – additionally scored/10, and ‘Standing again’ noted. The text ‘opinion’ that accompanied each Councillor’s numerical/10 rating was heavily emotive, biased, and largely devoid of fact in many instances.
Further, I believe that the effect of this publication had a significant effect on voting to the extent that no Councillor that received a Chris Morris rating of less than 6/10 was re-elected. This despite two sitting Councillors of long experience, Cr Paul Hudson and Cr. Teresa Stevenson, looking likely to be re-elected but severely disadvantaged in this publication with damning comment and scores of 4/10 and 3/10 respectively. Cr. Hudson’s lost seat in particular was a surprise as he had a strong advertising campaign as well as a long uninterrupted Councillor history. Cr. Stevenson’s campaign was minimal, but always had been in the past and had still been enough to ensure uninterrupted re-election for many prior terms.
Although re-elected myself with a comfortable first interation selection, I believe that the ODT ratings publication severely impacted both my Mayoral and my Councillor vote, as a result of a slew of slanderous personal attacks in my single ratings column, contrasting strongly with Mayor Cull’s six columns of mostly misleading praise.

Mayor Cull’s praise included claiming he had delivered on promises of spending cuts, efficiencies, and greater transparency, when Mayor Cull’s Council had in fact increased debt by a record $176 million, failed to reduce bloated staff costs, and organised a secret caucus Liaison Committee which illegally prevented Councillors outside the Committee from attending. Mayor Cull also falsely claimed in his electoral pamphlet that his Council had saved ratepayers $100 million in interest costs by reducing the Stadium debt term from 40 years, when in fact it was Mayor Cull’s Council that had increased the term to 40 years in the first place.
The slanderous adjectives used by Chris Morris in my column included; “hogging…headlines [ironically this same reporter was responsible for most headlines], accused of getting facts wrong, grandstanding or a bullying tone, irate outburst, when angry as he often appears, his boiling shade of red is a sight to behold. Can sit like a storm cloud in council meetings, seemingly ready to erupt, walk out, or both.”…

The clear intention to influence and advise voters in this unprecedented 2 page slander of some candidates, and whitewash of others, could not be more plain.
The devastating result on the election outcome was also marked, as the ODT is the only local Dunedin daily newspaper, and the other local weekly and local TV channel are all owned by the same Allied Press Ltd.
With this ‘Council reporter ratings publication’, the ODT did not just ‘interfere in any way with any person who is about to vote’, the publication interfered in many ways with thousands of people who were about to vote, significantly altering the voting outcomes of the election. This on top of more subtle ODT bias in headlines, omissions, and comment regarding Council issues in the year leading up to the election.

I highlighted two such recent examples in my letter to the Editor of 22nd/9/2013 as follows;

Where was Saturday’s headline ‘Cull falsely claims saving ratepayers $100+ million’ when the ODT knows he tried costing us that $100+ million in 2012 to disguise a double digit rates-rise?*
Where is the headline ‘Imaginative and informative election posters from Vandervis’? [photo here – see attached].

You have helped buy a Stadium that we can not pay for, neither capital nor operational, and failed the only candidate that told you so and still might have been able to pay for both.
You are sending our new CEO saviour in search of a saner situation.
You have, in this most important ODT issue of the triennium, taken the Dunedin disease of savaging style over substance to new debilitating depths.
You have permanently compromised any perceived impartiality of your primary DCC reporter, and warned off any decent future DCC candidates.

I ask that you investigate this complaint, and if you discover that section 122 of the Local Electoral Act or other section has in fact been breached, that you move to appropriately censure the ODT in such a way as to publicly highlight the breach, and especially to prevent this or any other newspaper doing this to Candidates in future elections. The ODT has responded to comment on its Ratings of Candidates publication by saying that it will consider including Regional Council and Hospital Board Candidates in a similar Ratings publication for future elections.
The already too powerful influence of Allied Press’ monopoly print and TV media in Dunedin has become so extreme with this ODT Councillor Ratings paper coinciding with delivery of voting papers, that the outcome of the electoral process effectively rides on the shirt-tails of ODT published opinion.

The Christchurch City Council’s first full meeting on Thursday will be streamed live over the internet and be available to watch at anytime through the Council website.

The Council’s twice monthly meetings have always been open to the public but in a new spirit of openness and transparency, anyone can now watch Christchurch’s local government in action online when and where they want.

Chair of the Council’s Community Committee, Councillor Yani Johanson says: “The public now has the chance to the watch the issues debated by the Council, and get a better understanding of the reasons behind the Council’s decisions. This Council wants to make it possible for more residents to see their Council at work, and make it easier for people to get information on Council matters that affect them and their communities. The need for this was reinforced by the Communications Audit Review and it is great to see that it happened.”

Residents will be able to view any full Council meetings both live and on-demand the day after each meeting on their internet enabled computers, tablets or smart phones. They can also search for specific agenda subjects that they are interested in, replay the debates and see how Councillors voted.

Christchurch based Tandem Studios has been selected as a provider for the live streaming and storage of all Council meetings archived in the future.

The Christchurch City Council is among the first councils in New Zealand to offer this service, along with Taupo and New Plymouth District Councils, and Hamilton City Council.

Pressuring Cull and his GD Party . . .

The local newspaper styles Cull’s return as mayor as a “crushing victory”.
This is the mayor who in the immediate past term continued to spend ratepayer dollars —sinking the council deeper in debt, failing to turn the city’s fortunes around. Cull led a council without ability to look rationally, prudently and conservatively at city finances. Lots of you brought him back. Cull fails to be transparent, lacks accountability, and often appears weak in adversity. If he can muster his Greater Dunedin ‘Party’ votes, expect more of same —however, with the return of Cr Lee Vandervis and timely arrival of new councillors Hilary Calvert and Doug Hall, Liability Cull better keep his helmet on.

Dunedin mayor Dave Cull thrashed his nearest challenger by 12,000 votes, voting figures reveal. Because of the STV system, Dunedin’s voting figures are released later than other other authorities so the margin of Mr Cull’s victory was not immediately apparent. The figures now released show he polled 18,446 votes while his nearest challenger Hilary Calvert could manage only 6429. High-profile councillor Lee Vandervis was third with 5841 votes. ODT: Voters endorse Southern mayors
Southern mayors have been told to keep up the good work by voters who have returned incumbents to office across much of the lower South Island.
In Dunedin, Mayor Dave Cull fended off a challenge from eight rivals, led by former Act New Zealand MP Hilary Calvert and followed by incumbent Dunedin city councillor Lee Vandervis. Dunedin City Holdings Ltd chief executive Bevan Dodds is to lose his job as the Dunedin City Council tightens its grip on the financial affairs of its companies. The change – and the recruitment of a new group chief financial officer to oversee both organisations’ finances – was part of management restructuring unveiled yesterday by council chief executive Paul Orders. The new recruit would be part of the council’s executive management team, but would work closely with the council and DCHL to ensure a ”unified” understanding of the finances of both, Mr Orders said.
The change would help avoid surprises like the multimillion-dollar shortfall in dividend payments from DCHL to the council, which sent shockwaves through the council in 2011. It would also mean Mr Dodds’ role would be disestablished later this year, DCHL chairman Denham Shale confirmed. Mr Dodds would continue in his role in the meantime, but would not comment yesterday or say whether he planned to apply for the new role.
Mr Orders said the changes also represented a move away from an older ”silo-based approach to financial management” that split the council from its companies.

New Management Structure Announced

The Dunedin City Council has put in place a new senior management structure to help strengthen the organisation so it is better equipped to face future challenges.

DCC Chief Executive Paul Orders says, “Following consultation with affected staff, the General Managers and I have set out a new structure we believe will address some of the ongoing challenges facing the organisation in the years ahead.”

A key change is the introduction of a new position of Group Chief Financial Officer (GCFO). This will replace the Council’s Chief Financial Officer (currently a vacant post), with the role expanded to include the provision of financial advice and support to the Board of DCHL. As part of that process, the position of Chief Executive of DCHL will be disestablished and the GCFO post will be publicly advertised.

Mr Orders says the management restructuring will mean little change for staff roles, but will change some reporting lines.

“My primary objective with this structure is to ensure a set of management arrangements which are fit for purpose. But they will also deliver a net saving of about $100,000 for the DCC. This is over and above the managerial savings previously delivered.”

The new structure includes a streamlining of functional areas and Group Managers reporting through to General Managers. To achieve this, a team of eight Group Managers has been established and will mostly be filled from existing activity managers from within Council.

The new structure also includes a new Organisational Development and Performance Manager. This will give more focus to the work being done on staff performance and development, and to enhance the reputation of the DCC as an employer of choice.

The new structure is designed to strengthen the co-ordination of financial management between the DCC and Dunedin City Holdings Limited (DCHL) and improve the DCC’s ability to respond in the areas of change management, performance management and organisational development.

A public recruitment process for new posts will begin shortly.

Calvin, I note the DCHL ‘shake-up’ restructuring plan is very slow to surface. Why? Perhaps Mr Denham Shale and Mr Bill Baylis are not aware of the need for public accountability and transparency. We have been waiting MONTHS and MONTHS for their information.

In August 2011 the Dunedin City Council voted to accept radical recommendations in the previously confidential Warren Larsen Report (released 11.8.11) that slams governance of Dunedin City Holdings Ltd (DCHL), the council’s holdings company.

Carisbrook sold, down by Christmas
Calder Stewart has been confirmed as the new owner of Carisbrook, with a condition of the sale being its demolition by Christmas. Council Chief Executive Paul Orders today confirmed the purchase had been finalised, saying: “It is pleasing the due diligence process has been completed and that the sale has been confirmed.”
In a variation to the original agreement, the historic brick turnstiles, plus 400m2, have been given back to the DCC at no cost, apart from minimal shared surveying costs. This recognises the New Zealand Historic Places Trust classification of the turnstiles and creates the potential for a ‘pocket park’ to be formed.
Calder Stewart will pay $3.5 million for Carisbrook, with $200,000 to be refunded by the DCC as long as all the buildings, apart from the hospitality complex, are demolished within six months.

Rates rise of 4% adopted; staff efforts praised

There were words of praise, but also of caution, as the Dunedin City Council yesterday locked in a 4% rates rise for the coming financial year. Councillors at yesterday’s full council meeting voted to adopt the 2013-14 annual plan, and the 4% rates rise, after months of discussion, debate and public consultation. The changes would come into force on July 1, but prompted little further debate yesterday, as councillors instead praised chief executive Paul Orders and his staff for their efforts.

Confirmation of the budget meant a $400,000-a-year events attraction fund for Dunedin Venues Management Ltd, the company running Forsyth Barr Stadium, and other budget proposals were confirmed.

Finance, strategy and development committee chairman Cr Syd Brown said the increase included headroom within the budget. That had allowed debt repayments to be accelerated, saving the council millions in interest payments, while keeping the rates increase within the goal of no more than 4%. Without the debt repayments, the increase would have been closer to 2%, Cr Brown said. ”I think that’s a sterling effort by the chief executive and his staff and I think the city’s been well served,” he said.

What is Cr Syd Brown really saying?

Is he saying the stadium debt, the council’s consolidated debt, the council’s lack of insurance for infrastructure, the seedy DCHL’s lack of traction, and DVL/DVML running significant losses requiring ‘unheard of’ ratepayer funds, is Okay and everything’s well in hand?

Or is he snide, skipping out of council before the engulfing mudslide hits, the one he’s made with help from the Good Old Boys.

Nothing like an old fox, or an old fool.
Syd Brown’s personal fortunes have been tidily aided by his position on council for the implementation of Taieri plan changes, council spending on ‘localised’ drainage, roading systems, and more. Then there are the persistent rumours about connections to pokie trusts and big brothers in racing and rugby. It’s not a clean slate.

Can you believe anything Syd Brown has to say about your council’s financial position? DCHL will soon report to councillors on the results of a review of its subsidiary companies. This will be interesting. Cr Richard Thomson opines that from the figures it appears the only way DCHL can meet its dividend payment forecasts will be by borrowing or selling assets, either of which would cause ”considerable concern”.

The Dunedin City Council’s possible multimillion-dollar loss from the sale of Carisbrook does not warrant an investigation, the Office of the Auditor-general says.

”We do not regard the purchase and disposal as raising issues that relate to our Delta inquiry, which is focused on the property investment actions of a council subsidiary.”

OAG staff have confirmed that there will be no investigation of the council’s purchase, and pending sale, of Carisbrook properties, which could end up costing the council more than $4 million. That followed two separate requests received by the office in February, asking for the Carisbrook deal to be added to a wider OAG investigation of land purchases by council-owned company Delta. An OAG statement yesterday said the decision not to proceed came after reviewing council documents, which showed the issue ”does not warrant further inquiry”.

DCC: Outsourcing water and wastewater network maintenance

Updated Post 3:45pm – The Dunedin City Council is consulting with staff over a proposal to outsource its water and wastewater network maintenance. Read media release here.

City operations general manager Tony Avery confirmed a proposal was delivered to staff on Thursday. He declined to elaborate until a public release today, although he was swift to clarify it was ”definitely not” privatisation.

THEN WHAT IS IT, IF NOT PRIVATISATION, MR AVERY ?

The council decided last year not to proceed with creating a council-controlled organisation (CCO) to run the city’s entire water and waste service, following a recommendation from a councillor working party that deliberated for more than 18 months. An external financial consultant had recommended creating a CCO.

WHICH COUNCILLORS ARE PUSHING THIS ? NOONE ? BROWN ?

The working party chairman, Cr Andrew Noone, said on Friday he understood the review focused largely on operations and maintenance, as recommended.

DCC may outsource water and waste

Proposals to outsource Dunedin City Council water and waste maintenance and operations are expected to be announced today, potentially affecting dozens of jobs. In 2011, 71 staff worked in maintenance and operations, which is part of the council’s water and waste services business unit. The service costs $19.5 million a year.

A member of the public contacted the Otago Daily Times on Friday after council staff repairing a leaking pipe near his property told him their work was being privatised from November.

Free WiFi for tourists ‘ideal’

Free internet access throughout central Dunedin is an ideal next step in the city’s bid to attract more visitors and let them promote it as a destination worldwide, industry professionals say. At present, free WiFi in the Octagon and other isolated pockets of the city contribute to its ”good performance” in the digital arena, but much more could be done, Tourism Dunedin chief executive Hamish Saxton said.

”International travellers expect to be connected to the rest of the world and to their contacts at no cost. Dunedin offers a great introduction to the city with free WiFi in the Octagon, where the default website is dunedinnz.com, and I think it would be ideal for free WiFi to be more widely available throughout the city.”

Parts of dunedinnz.com were translated into ”simplified Chinese” and Tourism Dunedin planned to continue its digital investment, Mr Saxton said.

Mr Saxton said the recent roll-out of high-speed broadband and fibre in Dunedin meant residents and visitors were far more connected, and it was important the area’s tourism operators further invested digitally to capitalise on that.

Insiders Dunedin was a good example of sharing positive aspects of the city to an international audience, using authentic content from residents, Mr Saxton said.
