Are the higher bills because of the crisp weather ? Low levels of the hydro lakes ?
Or something more ‘sinister’ ?

What is the industry regulator, the Commerce Commission, saying.

Personal Aside:
I don’t heat my apartment – chosen because it’s constructed in brick, elevated, insulated, sunny and warm. Before you ask, I pay high market rent to live centrally. I’m a registered low user of power, receive 20% earlybird discounts, and enjoy guaranteed fixed rates on power charges for 12 months by agreement with my electricity supplier. Typically, my power use is constant across the seasons and the years (long-term renter at this address, 2003 to present). I can keep my power use low only because I have good health, lots of warm clothing and furnishings, and I stay active. I’m expecting huge price increases as Dunedin City Council owned Aurora Energy’s programmed neglect of the Otago power network really kicks in.

Delta #EpicPowerFail 10 : Grady Cameron : The Counterfeit Comet

Dear Readers

Local cyberspace has run hot tonight with the news that Grady Cameron has finally taken Richard Healey’s advice and fallen on one of his many splintered power poles, tendering his resignation. But just like a funhouse hall of mirrors, nothing at Aurora/Delta is as it seems. Mr Cameron is leaving later not sooner. It should be sooner, much sooner, like now.

As pointed out several times by Jarrod Stewart and Richard Healey, Grady is entirely the wrong individual to “oversee the transition process, along with the accelerated pole programme now under way”, which was the vague treacle proffered by Gary Gyroscope Johnson and Mr Thompson as an excuse for Mr Cameron to cling on for another year.

What the somewhat dim Mr Thompson does not know is that most of Delta already know what provision for early termination is in Grady’s package, and it is….12 months’ salary. (Hard to keep anything secret at Delta these days, Mr Thompson!) Go on, refute that “unfounded speculation”, Mr Gyroscope!

Therefore Mr Thompson had the two terminally unattractive options of 1) Paying Grady $600,000 to do nothing or 2) Paying Grady $600,000 to hang around and pretend that his help is “appreciated”. Chairman Thompson knew he would be sacked if he agreed to pay Grady $600,000 to do nothing, because What if? Dunedin and many others would find out in short order, and it would be curtains for Mr Thompson – sooner rather than later. However, Mr Thompson has made an elementary error. When you sack someone, get them gone. This is not Personnel Management 101, it’s 001. Despite $600,000 being a lot of cash, it was still the right thing to do because Grady’s other great failure as CEO was to preside over the accelerated decline of the staff at Delta.

It is past the tipping point and on its way to collapse, and if Grady stays another year collapse it will. At this stage in your correspondent’s post, the Greek chorus begins, accompanied by the rattling cups of Choysa : Evidence, evidence, give us the factual evidence!

Very well readers, have the Gaviscon ready, here are some stomach turning informational nuggets to show the appalling state of the Delta engineering department, the essential core of the organisation. Desk executive types like Grady and Matt Ballard can come and go, but the engineers make the place run.

While Mr Gyroscope and Mr Thompson trumpeted the two new external appointments today, they failed to mention that there are 45 vacancies – yes 45, that is 4 lots of 10 plus 5, Steve, at Delta.

Your correspondent understands these are in the main technical positions that any reputable company will have trouble filling, let alone a basket case like Delta.

Very recently, a capable senior design engineer was asked by either Matt Ballard or Grady “What would it take to get you to stay?”, as they had been alerted that the engineer was about to vote with his feet. “Nothing could convince me to stay” was the response and the engineer who was in the prime of his career and had worked for Delta for 6-7 years, departed to the North Island.

Next fact: There are now fewer than 10 design engineers left at Delta. There will be one less tomorrow because another resigned today but hadn’t advised The Management.

Alarming fact : Your correspondent is advised that of those left, at least three already have plans in place to leave that are not negotiable.

Strange but true : A design engineer recently resigned. Mule-like, Mr Cameron and his cohorts “refused to acknowledge his resignation”. This would appear to be code for “we will pay you absolutely anything you want because we know we will get no applicants for your position”, much like the example above. We can conclude from the example with Derek Todd quoted in #EpicPowerFail 9 that the practical limit is a tripling in salary.

There’s more : After deducting out those engineers, there are others actively looking to leave also. We can know this with confidence as a Wellington power company advertised a position for a design engineer recently. The recruiter called a contact at Delta and asked “What the heck is going on down there – we have had 4 applications and 3 of them are from Delta !!”

Grady’s response to this is to hire engineers from around the world, and try and fill engineering positions with “Project Managers” (Godfrey Brosnan is just the latest example). This is not to denigrate those with overseas qualifications or from a different culture but as Richard Healey notes, this is a dangerous high risk industry and ‘culture’ is important. Experienced local engineers with institutional knowledge and memory are priceless – and absolutely essential. The legacy of Grady and successive incompetent boards is that Delta and Aurora, are very likely to be left with somewhere between very few and almost none.

Your correspondent is given to understand that there is a funereal level of staff morale. Many staff around all departments have the view that (Delta)Aurora is only a few more key resignations away from being unable to function as a lines company. Richard Healey may be able to comment further on this.

The common theme from departed staff is that they would not work any longer under the management regime.

Normally your correspondent likes to finish with what he fondly imagines to be a witty riposte, but after surveying the decayed remnants of Aurora, humour is not appropriate. 

Since 2009, Grady Cameron has blazed across our power line landscape like a counterfeit comet. Grady’s disastrous tenure has created a giant financial crater for the city that will have to be made good by ratepayers for around twenty years – most of a generation.  

While not solely responsible, he encouraged a culture of cynical disinterest in the long-term health of the company he was charged with protecting, to flourish.

There is no wit to be had here, but justifiable anger.

this is half-pie luke warm (PR managed) news mongering without ANY public accountability for the deliberate corporate degradation of Otago’s power network by Dunedin City Council, Dunedin City Holdings Ltd and the two council-owned companies Aurora Energy and Delta Utility Services.

However, we haven’t got rid of the award-winning burnt asset arsehole just yet.

Aurora Energy begins implementing recommendations of independent review

Aurora Energy has begun the implementation of the organisational changes recommended by the independent review by its shareholder, Dunedin City Holdings Limited.
The first step is to transition to two standalone companies from the middle of the year.
Delta Utility Services and Aurora Energy Chair, Steve Thompson, says there have always been two organisations – Aurora Energy that owns the electricity network, and Delta that provides contracting services to Aurora Energy and other energy and environmental customers and employs the people who maintain the network.

“We about to begin the process of recruiting a new chief executive for Delta and aim to have that person in place by the middle of the year. As the Delta leadership team takes shape, we will provide further updates. We expect to appoint a permanent Aurora Energy chief executive in the latter part of the year.”

“The current chief executive, Grady Cameron, has advised me that he will not take up either of the new roles. He will remain in his existing role until 30 June 2017, after which he will be interim Aurora Energy chief executive until the end of the year.”

“The Board and I are particularly grateful that Grady has agreed to oversee the transition process along with the accelerated pole programme which is now underway,” says Mr Thompson.

A report by consulting firm Deloitte last year prepared for Dunedin City Holdings, made a number of recommendations, including separate board and management structures for Aurora Energy and Delta.

“Grady and his team have already started work on this process, and a number of senior management appointments have been made or are currently being finalised,” says Mr Thompson. The recent appointments establish the new management team and structure for Aurora Energy (see below for executive biographies).
Mr Cameron says the new structure will significantly change the leadership of the two businesses. “My focus now is on assisting the Board and the two organisations with the transition and delivering the pole programme before taking on another role.”

● Warren Batchelor, General Manager Network Performance
(external appointment, starting 20 February)
Responsible for asset management strategy, planning and implementation; manages asset management, network engineering and design and programme delivery teams. Warren brings wide experience in the electricity distribution and manufacturing sectors with a strong focus on asset management, engineering and network operations. He was most recently managing the networks transformation programme for Vector, based in Auckland. Prior to that he has held senior management roles and carried out major change programmes with Aurora Energy (the state electricity provider in Tasmania) and Unison Networks, among others. He holds a Masters in Electrical Engineering from the University of Canterbury.

Responsible for information technology strategy and operations, network technology development for Aurora Energy, including the future implementation of its new asset management system. Mark brings deep experience in information and communications technology leadership to the organisation. He was most recently Chief Information Officer for Contact Energy based in Wellington. Prior to that he has held senior information and communications technology roles and undertaken significant projects with the Ministry of Justice, Housing New Zealand and Telecom NZ, among others.

Responsible for network operations and customer services, operation of network control centres, strategic risk management and network safety. John has been Operations Manager for the Aurora Energy network since 2015. Responsible for network pricing, connection management, commercial development, customer solutions, regulatory affairs and resource management. Aurora affected by pole, staff shortages

Aurora Energy might not replace the number of poles it promised as part of its $30million fast-tracked scheme. In a wide-ranging interview with the Otago Daily Times, the man tasked with leading the programme, Godfrey Brosnan, accepted it might not be possible to replace by December all 2910 poles included in the original target.

“I’m not going to get into the tennis match with [former programme director Jarrod Stewart] and Richard [Healey]. All I can say is what my approach is. “What you do is you just race for it. You plant poles — you plant poles at speed but with safety and that’s going to be the approach.”

….The programme was starting next week, 20 days ahead of schedule … Mr Brosnan was unapologetic about the fact Aurora would re-test poles and not replace any deemed up to scratch … “One thing that the public needs to realise and I had to realise as well, is some of these wooden poles are ugly, but it doesn’t mean to say they are falling down.”

Director for $30m pole project

Lines company Aurora Energy has appointed a director to oversee its $30.25million pole replacement programme. Two memos sent to staff at Aurora’s sister company, Delta, before Christmas have been leaked to the Otago Daily Times. One is from chief executive Grady Cameron and the other from newly appointed chairman Steve Thompson. Mr Cameron outlined progress on the company’s accelerated plan to replace nearly 3000 poles in Aurora’s electricity network which is spread across Dunedin, Central Otago and the Queenstown Lakes area. He emphasised the scale of the job, saying it would be “one of the largest construction projects in Otago during 2017”. Godfrey Brosnan had been appointed programme director and would report directly to Mr Cameron. “Godfrey is an experienced project manager with a background in complex capital works,” he said. Mr Brosnan’s appointment comes after previous director Jarrod Stewart resigned.

Delta #EpicPowerFail 9 —The Curious Case of Godfrey Brosnan and Jarrod Stewart

Dear readers, your correspondent was fascinated to learn of the appointment of Godfrey Brosnan as Aurora’s new saviour (Program Director for the Pole Replacement project), about a month ago, on 29 December 2016. One cannot escape the conclusion that the announcement was timed for maximum concealment. There was no shouting from the rooftops about the appointment of Mr Brosnan, but merely the witless Mr Cameron in full euphemism mode, stating that Mr Brosnan was “An experienced project manager with a background in complex capital works”. Grady, this is a waste of space, just like yourself. What precisely are the “complex capital works” that Mr Brosnan has experience of ? Are they power industry projects ? What does “experienced” mean ? The only experience that is relevant is power industry experience, and we can assume from your vague dissembling, that Mr Brosnan is a novice to the power industry.

Now Dunedin is a small town, and it is not hard to find someone who knows Mr Brosnan. The good news is that in a revolutionary new development, Delta and Aurora have employed someone with integrity to the executive tea room. (Hope you like madeira cake, Godfrey). The bad news is that Mr Brosnan is not experienced in the power industry. Mr Brosnan’s most recent role was involvement in a peripheral capacity on the $445M Christchurch Hospital Acute Services Building project. This building is right in the middle of construction, and will not be finished for at least 18 months, so there we have the first clue about Mr Brosnan : Why was he willing to leave a major project that was barely even half-way completed ? The answer is not that Mr Brosnan had a passion or the right experience to lead the pole replacement project, but merely wanted a job in Dunedin because his school-age family lives here. The position was sweetened no doubt, by the eye-watering amount of money on offer. Reputedly with incentives, the pole replacement director is up around Grady’s fantastical package of $600,000. Mr Brosnan’s lack of experience suits Delta and Aurora : he can be manipulated by being given a flood of fakery by the duplicitous remnants of the original executive team. Mr Godrey’s integrity compounds the profound problem of his lack of experience : People with integrity generally assume a similar level of integrity in their colleagues, which in the case of Delta/Aurora, is going to lead to a disastrous outcome, most likely for Mr Brosnan.

Richard Healey has recently outlined the enormity of the problem facing the pole replacement targets : It is madeira cake to margarine sandwiches that Mr Brosnan was not made aware of the full extent of the problems that are now his.

Readers, as you wash down the Tim Tams with a cup or two of Bell’s, I can hear you thinking – is this just the fevered imagination of CD at work again ? In the words of Walter Mondale, where’s the beef ?

Your correspondent offers as evidence the curious case of the short-lived previous pole replacement director, a Mr Jarrod Stewart. Mr Stewart, a lawyer by background, has achieved fame within Delta by appearing to achieve the impossible : three separate payouts by Delta in the space of a year. Let us count the ways :

1. Delta last year cancelled Mr Stewart’s two-year contract, which he was compensated for.

2. No sooner was the ink dry on that settlement then Delta realised that they did, after all, need Mr Stewart and offered him the position of Pole Replacement Program Director, with a contract package with incentives worth around $600,000.

3. Mr Stewart, not long after accepting the $3,000 per day position, then had misgivings that he might have been subject to a further flood of fakery from Mr Cameron and his cohorts. Mr Stewart then employed a colleague from the mining industry to do a risk analysis of the pole replacement programme and his liability as director of the programme. The risk analysis concluded that Mr Stewart should …, ahem … Get the hell out of there ! The “programme” (if such an ad hoc on-the-fly chaos can be called a programme), was destined to fail, likely with some serious safety consequences, and consequent liability to the head of the project, being of course Mr Stewart at that time. It is understood that Mr Stewart is seeking some form of compensation for misrepresentation that induced him to sign up.

4. Now readers, hold those cups tight : The following is not made up : After Mr Stewart made his dissatisfaction with the pole replacement project known, a Delta senior manager – an Indian gentleman called Mr Kewal Bagal, we understand – on instruction from the highest levels, no doubt – actually broke into Mr Stewart’s office to attempt to find incriminating evidence about Mr Stewart. Mr Stewart is now taking a personal grievance action seeking further damages for this latest act of extreme Delta stupidity.

We should be grateful to Mr Stewart that he went public with his concerns in December. Had Mr Stewart wanted to maximise his income and minimise his integrity, he could have emulated one Mr Derek Todd, a senior engineer in Asset Management, and a flawed accomplice of Mr Matt Ballard, the chief propagandist of Asset Management. Mr Todd was the one who told staff that “every extra dollar you spend is a dollar less for the Council”. Mr Todd was implicated in the revelations of deceptions and dishonesty perpetrated by Asset Management in October and November, and unsurprisingly, resigned late last year due to “ill–health”. However, Mr Todd has had an amazing Lazarus-like resurrection to full health over the Christmas break, and is now employed as a “consultant” to Delta at the simply unbelievable figures of between $4,000 – $6,000 per day. That is somewhere north of $1,000,000 per year. Your correspondent understands that the “arrangement” will only extend to March 31, and is for a maximum number of days. It has the look, the structure, and the smell of a hush money payment. Mr Todd likely has damaging information that Delta do not want to see the light of day. Delta also have no money to shut him up. Solution : employ him as a “consultant” in the pole replacement program and book the cost there.

It is hard to fathom how Delta and Aurora and their boards are permitted to stagger onwards by their owners. Aurora is the leper of the New Zealand lines industry. Your correspondent understands that it is not uncommon for no applications to be received for recent positions at Delta and Aurora. Mr Steve Thompson may spout about it being an exciting place to work but the industry has voted with its feet. Delta/Aurora is a place where careers are ended, not made.

One final nugget of information : We must hold our nose about Board chair Thompson’s shady past for a few months, as it is understood that he has been instructed to make life as difficult as possible for Grady Cameron, with the aim of having Grady resign prior to June. Mr Thompson is the enforcer, the Richard Loe of the boardroom. (A role he is familiar with and will relish). Welcome to the bottom of the ruck Grady…watch your eyes.

Power users in Marlborough can expect a payout three times that of last year as an investment deal with Yealands starts to pay off, and there could be more investments on the horizon. Marlborough Lines chairman David Dew said power customers would get $150 paid into their power bill accounts in February or March as a dividend from the company’s investments. The increase from last year’s $50 was down to profits from the Yealands Wine Group, Dew said. Marlborough Lines, owned on behalf of Marlborough’s power customers by the Marlborough Power Electric Trust, bought 80 per cent of Yealands Wine Group last year for $89 million.

The Marlborough Lines annual report, released this month, showed the company already owned 50 per cent of Nelson Electricity, which it bought in 1996. Its board of directors was planning to make another investment with $31m left in the bank, it said. The 154-page report, entitled Lines to Vines and Wines with a wine glass on the cover, assessed the performance of the Yealands Wine Group. Yealands recorded a profit of about $10m for the year to June 30 and Marlborough Lines owned 80 per cent of that. Dividends of $4.4m were withdrawn and would be paid to the trust, which would distribute dividends to customers.

Marlborough Lines takes its supply from the Transpower grid via three circuits to a single point of supply in the Blenheim suburb of Springlands. Supply to Marlborough then radiates out to a number of very isolated rural areas including the Marlborough Sounds, Molesworth Station (New Zealand’s largest farm at the top of the Awatere Valley) and the Southern Marlborough coast; an area bordered by the Pacific Ocean on one side and the seaward and inland Kaikoura mountains on the other.

Two memos sent to staff at Aurora’s sister company, Delta, before Christmas have been leaked to the Otago Daily Times. One is from chief executive Grady Cameron and the other from newly appointed chairman Steve Thompson. Of course the Dunedin Mayor, DCHL, Aurora and Delta will always say that the network is “safe” because once they admit to it NOT being safe then they are liable. Actually that raises an interesting issue. My understanding is that if an officer of the Council is aware, or made aware, of an unsafe environment or practice on or around any Council property – and that includes roadways, pathways, parks etc and does nothing about it, then that officer is personally liable for any subsequent issue. Surely Cull, as an officer, is now aware through his much delayed meeting with Richard Healey that the network is unsafe. He only needs to read the ODT to learn of the continued failures if he still can’t bring himself to accept the truth from Mr Healey. Why then is Cull not being pursued by Energy Safety or WorkSafe or the DCC internal Health and Safety personnel?

Prioritising funds for a sports stadium would not be a defence.
Ask any small business (easy target) slapped with instant fines for incorrect scaffold or any commercial truck driver who receive huge fines for safety issues.
If ever the law should be applied it is in this case. WorkSafe needs to send a clear message to troughers who love sitting on boards under the safety of Council always backed up by the ratepayer.

It will be a very very long while before the dangerous Aurora electricity network is made SAFE. In that time a really really bad news story or more could hit.

Sadly, the death of Delta lineman Roger Allan Steel (63) near Millers Flat on 9 December 2010 was the first really really bad story….

NZ Herald (30.1.13) —“Delta was prosecuted under the Health and Safety in Employment Act and was fined $75,000 in the Alexandra District Court in October 2011 after pleading guilty to a charge of failing to take all practicable steps to ensure the safety of its employees while at work. The charge was laid by the then Labour Department … The pole that fell had earlier been placed by a Delta work gang, in the footing of the pole it replaced … The hazard identification procedure adopted by Delta and its employees was unsuitable and needed to be improved, Coroner David Crerar said.”

Famous last words.
Grady Cameron: “As the coroner noted, Delta has reviewed and made enhancements to our work practices. We wanted to make sure that we never have another workmate in this position again.”

“Cameron said Delta had taken remedial action including red-tagging all poles deemed unsafe to climb, the introduction of systems to quickly locate vehicles and employees wherever they were working and had also made changes to work instruction forms.”

Fast-forward to October 2016. Whistleblower Richard Healey reveals major SAFETY CONCERNS with the Aurora/Delta electricity network. As a consequence, Grady Cameron is found severely wanting in not meeting the claims he made to Coroner Crerar about taking remedial action ….sufficient to safeguard the lives of lines staff and the public. Gross mismanagement and negligence applies.

Shake-up agreed for Delta, Aurora

Dunedin City Council-owned companies Delta and Aurora are in for a major shake-up. The planned changes come as a result of recommendations included in a review by consultant Deloitte into Delta/Aurora network safety concerns, and in particular accusations Aurora dangerously mismanaged its electricity network and left thousands of poles to rot. The shake-up would involve having separate boards and chief executives for the two companies and introduce a more proactive approach to maintaining the network. After the review, commissioned by Dunedin City Holdings Ltd, was released yesterday, Mayor Dave Cull said the changes could have a significant financial impact on the council, resulting in rates increases.

“I don’t believe it’s unsafe, but we just need to do more work on getting the infrastructure to a better level than it currently is.” –Steve Thompson

Mr Healey said he was satisfied for the most part with the report, but not with the response from Mr Cull, DCHL chairman Graham Crombie and Mr Thompson, who he said were all still trying to minimise the extent of the problem …. Mr Thompson’s claim the network was safe and his continued confidence in Mr Cameron were “mind-boggling”, Mr Healey said.

Mr Healey accused the management of not understanding the scale of the problem and of not seeing just how dangerous it was. Deloitte found serious systematic problems in the network.

Discussion of a Deloitte report on troubled council-owned companies Aurora and Delta on Tuesday will be behind closed doors, and it is uncertain when they will make it into the public arena. Mayor Dave Cull said the report was not finished yet, despite predictions of an early December completion date. It will be discussed by the Dunedin City Council on Tuesday in a non-public session. Mr Cull said the Dunedin City Holdings Ltd board got a progress report on the investigation yesterday. The board would pass on that report at the council meeting on Tuesday. Today a media statement, produced by Delta senior management, representative staff and the E tū union representative, was released. It is important to stress at this point that I’ve been told that the vote to release was supported by a minority of the Delta workers present. I’m told that 15 hands went up in favour out of the hundred people present.

The decision to release was made by the E tū union organiser present. Are your alarm bells ringing yet? Mine are.

Here’s the bit most people will miss:

You will notice that it does not say that the meeting authorised the release – yet it claims that it reflects the belief of “all concerned”. I’ve had plenty of phone calls from “all concerned” and they have stated categorically that it does not reflect their beliefs, read on…..

Joint statement following meeting of Delta management, staff and E tū union

Yesterday, meetings were held with representatives of staff, senior management of Delta, and E tū, the union. Similar discussions are planned involving Central Otago-based staff.

Discussions were held concerning the condition of the Aurora Energy electricity network and how risks are being managed for staff, contractors and the public. All parties are in agreement that it is in everyone’s interests that we work together productively as Delta carries out a significant uplift in capital and maintenance work across the Aurora Energy networks in Dunedin and Central Otago.

Delta senior management, representative staff and the E tū union representative have agreed a joint statement that reflects the belief of all concerned, they commented:

“Firstly, that the Aurora Energy network needs significant asset renewal work and that the age and condition of existing assets presents a higher level of risk than would be preferred.

RJH: That statement sounds suspiciously like an admission that there is a REAL PROBLEM – not merely a problem of perception, as Grady Cameron has consistently maintained. Let us hear that admission from Grady himself, not from a union organiser masquerading as a PR consultant doing the softened story routine. Come on Grady…we are all waiting….

None of us can now change past decisions made over decades about maintenance and investment in the network.

RJH: Man up Grady. My view is simple, it is not credible for you to say that “None of us can now change past decisions made over decades” when you are the person who, for almost all of the last decade, has been key in making those frankly appalling decisions. I’m sure that it would be great for you to be able to brush your past actions under the carpet. Wake up mate, it’s not happening.

We can change the way we manage assets and have already started doing that, however it will take time to address all the issues. Staff and management are committed to working closely together to complete the upgrades with a high level of safety caution and with public safety foremost in our minds.

RJH: Really? You’ve started doing that? Let’s review how that program is going. Your program director just quit, your General Manager asset management just quit, I see an ad today for a new manager of strategic planning, hmmm…. Poles replaced by the “accelerated” program to date? Zero, zip, nada – and counting.

“Secondly, that the health and safety of Delta staff and the public who live around the Aurora network is the primary responsibility of the company, DCHL and the DCC who ultimately own the network.”

RJH: Ah ha, the people who received a detailed report on this problem in 2010, a report that listed harm to staff and the public as potential outcomes of doing nothing, yeah, I feel [there] is a credibility problem here, how about you??

“Thirdly, we would like the public to know that Delta workers are doing their best to continue security of electricity supply and public safety. There may be more periods of planned power outages as we undertake the network upgrades and ask the public to work patiently with us.

RJH: finally, something we can agree on.

“Fourthly, that members of Delta’s technical staff who have hands-on knowledge of reported faults and risks will be engaged in how the company describes events publicly to the extent that is reasonably possible given media constraints and in the knowledge that detailed investigations often take time.”

RJH: Wow, that’s a hard hitter, we will talk to staff, but you know how it is with media deadlines. And those reports can take sooooo looooong to write. I wouldn’t be surprised if everyone has forgotten about the problem by the time we get around to reporting on it… in an email… to ourselves.

“Finally, Aurora Energy, and Delta staff, have agreed to work closely together on an enhanced public safety advertising campaign which will start in the near future. This will be about further informing the community about safety around electrical installations, particular hazards that we are working to resolve and general education about safety around the network.”

RJH: What? You’re going to tell people that high voltage lines on the ground really are a danger? Three cheers!!

Here’s my view.

The majority who did NOT vote to release this statement have not been heard. Their voices are apparently worth nothing. Their voices are, in real terms, valued by Delta as much as their lives. And I think that is not a whole lot.

I believe that the management whom the minority of their colleagues are prepared to ‘work with’ have, for years, knowingly sent these guys to work on an unsafe network with no intent to make it safe…in fact their inaction made it less safe, day by day, year by year.

They have instructed these workers to not apply do not climb tags.

They have manipulated data, the Xivic debacle, on unsafe structures with the effect that the true number of unsafe structures was hidden.

They have failed to investigate asset failures appropriately and often not at all.

They have consistently denied their own workforce access to the information it needs to make decisions which truly are the difference between life and death, for workers and the unwitting public alike.

These same managers were simultaneously accepting awards for exceptional management performance!

Roger Steel must be spinning in his grave.

Shame on you all.

After a month of silence, the operational staff at Delta have finally spoken out. Despite massive pressure to remain silent they have come clean on their concerns. More than a hundred staff, more than half non-union, gathered yesterday over their safety concerns. The union asked their members to vote – unanimous support for the motion. “the council needs to begin an inquiry, as to why the company structure it set up, and the management of those structures has led to such a prolonged period of poor maintenance and a lack of capital investment.”…..

“our greatest concern is safety for the public, followed by their security of supply we believe the continual denial of these problems is preventing progress for resolving the issues and not working in the best interest of the public and workers alike.”

Grady’s response is: “We have regular communications with our staff, but we can always do better and one of the things we will be discussing is how we can better meet their needs for better information.”

That’s why you’re the boss Grady! I would have read that letter as a damning indictment on your leadership and a stinging criticism of what appears to me to be an unconscionable attempt to cover up the failings of the network you operate at the expense of your workers’ safety and safety of the public. You on the other hand see it as a polite call for more information.

>> Like most of Dunedin, in the last fortnight your correspondent has been looking with equal parts of fascination and horror at the torrent of deferred maintenance disasters and associated dissembling from Delta that Vaughan Elder of the Otago Daily Times has wrought upon Aurora. Mr Elder is detonating “aged hand grenade” potheads on an almost daily basis. Delta is surely beginning its death dance.

If readers think that “death dance” is too strong a term and your correspondent is a pothead of a different type, bear in mind the killer statistic revealed when last week Mr Elder publicised the results of Delta’s staff survey : 34% of staff thought that management was “honest” which, put another way, meant that two thirds of the staff considered the management dishonest. Given the preponderance of managers at Delta, this means even some of the managers considered themselves dishonest ! When the managers of an organisation are confident that the management is dishonest, then it is definitely time to do something about it…. However, we can be sure that Deloitte are not going to do anything about it by reporting to DCC what is obvious to all readers of the ODT and What if? : That the Delta and Aurora directors are either corrupt or incompetent to the point of criminal liability under Health and Safety legislation. (Only the first in a long list of fundamental director defects). Mr Crombie can spout excuses all he wants about Deloitte’s alleged “forensic expertise”, the issue is not about forensic expertise but independence and integrity.
Your correspondent has found that accountants’ ethical considerations and field of interest stops precisely at the door of whoever is paying their bill.
Lawyers have a more muscular process and even many lawyers who operate at, shall we say, the barely acceptable margins of their profession have a healthy regard for the disciplinary processes for unethical behaviour. Added to that, there are a number of lawyers available who view taking other lawyers to task as a form of sport. Yes before you ask, your correspondent has seen this in action, and there are regularly reported cases of lawyers being punished by the Law Society.
What your correspondent has not seen, is one accountant taking action against another, or any recent examples of accountants being censured by their professional body. Accountants policing their own ? That won’t work – the cost/benefit is all out of whack. But what we have here is not just one accountant looking the other way. It is the quadruple accountant play for maximum obfuscation and back scratching. One accountant, Mr Crombie (The Godfather) has carefully selected another of the brotherhood, a young go-getter, Kyle Cameron, wanting to make his mark in the Dunedin network (Tartan Mafia if you will). The Godfather carefully explains the rules of the game. The young go-getter knows there may be some short term consequences to him but understands that he will become a corporate career corpse if the rules aren’t followed. The go-getter will question the ‘change manager’ at the bottom of the play, Matt Ballard (Capability and Risk), a former Deloitte brother and member of the tartan clan. The young go-getter will hear no evil, see no evil, and most importantly, find no evidence of deliberate underfunding of the network from 2007 to 2016. That now protects the ‘older’ accountant, the sulphurous Stuart McLauchlan. The go-getter, will report that all is under control, the issues are not new and have been known for a long time. It was just a dreadful and unfortunate coincidence that whistleblower Richard Healey resigned and “some unfortunate publicity” meant it was timely to reveal Grady Cameron’s secret plan to spend $30M on replacing poles. ‘Grady’ will be gently chided for keeping this plan so secret that no one else knew about it and it wasn’t actually in the Long Term Plan, but you know, can’t make an egg without breaking an omelette. To diffuse that particular wet bus ticket, ‘Grady’ will also be commended for his vision and determination to create a safe network out of an aged one. Nothing less should be expected of a Deloitte Young Energy Executive of the Year. (Shameless plug for Deloitte also included).
The villain of the piece will be that Bad Man, John Walsh. He neglected to properly fund the network from the 1990s until his departure in 2009. It is, most definitely, All His Fault.

It hardly needs to be said that what is needed here is not Kyle Cameron, but a lawyer or former judge, someone with some real forensic cross examination talent, who levers the facts from liars and dissemblers every day. Someone with no ties to the incestuous and stifling Dunedin mafia.

However, Mr Crombie is correct that Deloitte does have “forensic” experience – from a besieged client perspective – and that experience is very useful in subtle engineering of the terms of reference, not asking relevant or difficult questions and indulging in Key-style vagueness. Deloitte specialise in appearing to provide a report that involves some gentle chiding, and wet bus tickets, but protects the client from further scrutiny.

In the event Kyle Cameron is the mouse that roared, and actually produces a factual report detailing the disgusting complicity of the directors who created a major public safety hazard by deferring essential maintenance to allow unsustainable dividends to Council, it will be amended by his superiors at Deloitte who have a very simple choice. Do Deloitte want to continue to receive lucrative work from Council, or do they provide a truthful report ? Mayor Cull will do almost anything to avoid ratepayers knowing that they are facing imminent and large de facto rates increases in the form of exponential lines charge increases ….because, huge amounts of Aurora line charges have been squandered on bloated and self-interested management, failed property deals and of course, paying for the stadium, over many years, and for many years to come.
The Crombie and Cull playbook 1 is to get malleable and weak individuals to say what you tell them to, hacking and modifying the facts to suit. Ratepayer funds at risk ? – a trifle as light as air ! What is important is that Mayor Cull and his council’s dividend drug habit is not exposed.

>> All right, readers, stop thinking that someone put genetically modified aggression supplements in the Bells ! Proof of these bald statements you say? Very well, here is the proof….  Until very recently a firm of property management consultants completed Building Warrant of Fitness inspections for the City. Now the firm had a sudden change of ownership recently, which may or may not have had something to do with the “non-voluntary” (careful words needed here readers) ! departure of an individual from the City, not unrelated to someone at the firm, at around the same time.

It appears that the firm may have lacked the necessary, ahem, independence or distance to enable them to provide, shall we say, a more accurate picture of the Building Act compliance status of ratepayer-owned facilities, including the Dunedin Town Hall and Wall Street Mall. When the new owners of the business produced their Warrant of Fitness report this year on those facilities, there was a list – a very long list – of 360 fire rating defects in Wall Street alone. These fire rating defects and other faults dated back to when the buildings were constructed in 2008 and 2011.

(By way of confirmation, If ratepayers care to check the publicly displayed Building Warrant of Fitness at Wall Street they will find there is no certificate, and we understand there are recently lodged official information requests to get to the bottom of this matter).
The establishment, allegedly very unhappy with this burst of unpleasant fire rating revelations from the new and improved firm, may have said words to the effect of “We have 50 buildings that need inspections ! Do you understand what we mean?” …. “We want you to issue the WoF on the basis that we will get around to do some of the work when we feel like it, when we are good and ready and not before !” (We could call this the Aurora option….). The response from the new firm was basically, “We have standards and professional obligations, and we can’t certify something on that basis as you have a record of ignoring previous identified serious faults.” We understand the establishment was then invited by the new firm to employ a specialist Fire Engineer to review the list and the new firm’s report.

So what did the establishment do ? Did it immediately start work on fixing the problem ? Of course not, it sacked the new firm from all work for having the cheek to put in writing things that were deemed “inconvenient”.

Aurora Energy has been warned by the competition watchdog over using its market dominance to force farmers to use its sister company, Delta, as a contractor.

If Aurora was found guilty of breaching the Act, it could be fined more than $10million or three times the commercial gain resulting from the breach.

….The Commerce Commission warned the under-fire company its policy, which forces farmers in the Cromwell and Clyde area to give work to Delta when installing irrigation which had to be connected to its network, could be in breach of the Commerce Act 1986. The commission decided not to take further action, saying the  cost of proceedings could be “disproportionate to the harm”, but told Aurora to be more careful in future. “While the commission does not intend to take any further action against Aurora, you should be aware that we had real concerns about Aurora’s conduct; and our decision to issue this compliance advice letter does not prevent any other person or entity from taking a private action through the courts.”

How does the DCC stand with its Aurora company charging Central Otago orchardists prohibitive lines charges for seasonal irrigation pump connections? It’s been this way for years.
Orchardists so close to renewable hydro energy from Roxburgh and Clyde dams are burning imported fossil fuels to power their pumps because it’s cheaper.
It is absolutely absurd to see the big fuel delivery truck and trailer units filling up the orchard diesel tanks each month.
Any comments from the Council’s ethical investments committee?

Another chapter in this company’s dysfunctional management and governance story.
If it was not continually propped up by the guaranteed and lucrative income stream of Lines Charges, it would have disappeared years ago.
As an aside, Aurora decided in 2013 to exclude private electrical contractors from connecting new irrigation pumps to its Central Otago network – simply because it was not getting any of this work (unable to compete with private enterprise).
The Commerce Commission began an investigation into Aurora’s breach of the Commerce Act over this matter, but Aurora retracted from this policy in April 2016 before the ComCom had completed its determination. They remain on notice, with a warning over this matter.

Delta payments to stadium queried

The Dunedin councillor charged with overseeing Delta and Aurora says the beleaguered companies should be concentrating on their business and health and safety before pouring money into the Forsyth Barr Stadium. That came after it was revealed the companies have paid $29.9 million in subvention payments to the stadium in the past five years. It also appears a Deloitte investigation into the companies will consider the payments issue.

“In no way should people’s health and safety be compromised because we’re trying to pay for a stadium.” –Cr Mike Lord

A Local Government Official Information and Meetings Act (LGOIMA) request from stadium critic Bev Butler, passed to the Otago Daily Times, showed the extent of the payments. It also showed Delta had paid $392,499 on its corporate suite and other costs at the stadium since 2010. The details of the spending come after weeks of criticism of the companies in which it has been revealed infrastructure has not been maintained, leaving thousands of power poles compromised and potentially dangerous.

The Dunedin City Council has denied being soft on Aurora Energy over the risk to the public caused by rotting poles. The Central Otago District Council (CODC) has been applauded by whistle-blower Richard Healey for asking a series of questions over the danger presented by compromised poles, but he has called on other councils in the region to take a tougher line.

At Channel 39 News this evening editor Barry Stewart says:

“Central Otago District Council has turned up the heat on Delta over unsafe poles. So they’re calling for a report on all their endangered poles, and they want to get that sorted.”

Well. It’s not like DCC is nearly so proactive. Mayor Cull’s dwindling idea of Leadership does not accord with Social Responsibility. What. No, at Dunedin there is only THE PERCEPTION of a problem, worth $30M.

Aurora Energy chief executive Grady Cameron was told to keep his head up and “not get too stressed” as accusations mounted over rotten power poles. The email exchange between Mr Cameron and an unnamed person from another lines company was one of a number of documents provided to the Otago Daily Times after a Local Government Official Information and Meeting Act request. The short exchange on October 21 came only days after former Delta worker Richard Healey went public with his concerns, setting off a chain of events which culminated in multiple investigations and an accelerated plan to replace ageing poles.

He returns to consulting “from a role leading strategic communications at the Ministry of Health where he managed the Ministry’s public information programme during the Swine Flu pandemic and was seconded to the Canterbury earthquake response in the All of Government communications role during the two and half month state of national emergency”. Ana-sneeze joined the Ministry of Health “….after more than 10 years consulting in a range of sectors where he provided strategic advice and tactical support to CEOs and senior leaders. This included specialist projects such as industrial relations and change, many with a very high public profile.” Ana-sneeze’s strength is his experience in “….building successful working relationships and a proven track record in government relations. He has excellent media and communication skills developed during a 15 year career in broadcast journalism before he entered consultancy….a native Wellingtonian [blahblah] He enjoys reading and cooking, is a keen fisherman and an enthusiastic golfer.”

Let’s see where this goes —and if Grady and Spiro darling, are to be seen golfing together or co-occupying Delta’s corporate box at the Stadium – on which we have cameras trained. It was bad enough having to secret-squirrel GPS trackers to All (excessive numbers of) company vehicles two weeks ago.

*Understatement, meaning incompetent and grossly negligent.
