Grady says !! “one of the largest construction projects in Otago during 2017” because…. since he was first appointed, Grady has COMPLETELY FAILED as chief executive of Delta and Aurora. Increasingly weak and witless. He is criminally negligent under New Zealand’s health and safety legislation. If WorkSafe tries to diminish that truth by applying the soft touch – there will be an Otago Riot.

As for Steve Thompson, given his latest offerings (and his past with Otago Rugby Football Union et al), he appears f’g clueless, a seller of hype, awesomely unfit to be (interim!) chairman of Aurora:

“Mr Thompson also told staff it was an “exciting” time to work for Delta…. “As a new chair and board we’re clear that the network needs modernising, that enough hasn’t been done in the past, that we’ll do more and faster in future.””

Director for $30m pole project

Lines company Aurora Energy has appointed a director to oversee its $30.25million pole replacement programme. Two memos sent to staff at Aurora’s sister company, Delta, before Christmas have been leaked to the Otago Daily Times. One is from chief executive Grady Cameron and the other from newly appointed chairman Steve Thompson. Mr Cameron outlined progress on the company’s accelerated plan to replace nearly 3000 poles in Aurora’s electricity network which is spread across Dunedin, Central Otago and the Queenstown Lakes area. After the publication of the damning report by Deloitte, there have been calls in this community and this newspaper for Grady Cameron, the CEO of Delta, to be removed. Any lawyer will tell you that even with this report in hand, there will be a procedure to be followed before any such removal can occur. Of course the Dunedin Mayor, DCHL, Aurora and Delta will always say that the network is “safe” because once they admit to it NOT being safe then they are liable. Actually that raises an interesting issue. My understanding is that if an officer of the Council is aware, or made aware, of an unsafe environment or practice on or around any Council property – and that includes roadways, pathways, parks etc and does nothing about it, then that officer is personally liable for any subsequent issue. Surely Cull, as an officer, is now aware through his much delayed meeting with Richard Healey that the network is unsafe. He only needs to read the ODT to learn of the continued failures if he still can’t bring himself to accept the truth from Mr Healey. Why then is Cull not being pursued by Energy Safety or WorkSafe or the DCC internal Health and Safety personnel?

Page 2 Directors Duties – “ensure company has appropriate resources and processes to eliminate or minimise those risks and uses them”
Prioritising funds for a sports stadium would not be a defence.
Ask any small business (easy target) slapped with instant fines for incorrect scaffold or any commercial truck driver who receive huge fines for safety issues.
If ever the law should be applied it is in this case. WorkSafe needs to send a clear message to troughers who love sitting on boards under the safety of Council always backed up by the ratepayer.

Dear Councillors, I was pleased to see Richard Healey was vindicated in his claims about the crisis facing Delta and Aurora. I, however, was disturbed to see the appointment of another accountant, Steve Thompson, onto the board. Part of the problem with the pole replacement program was that for some time an accountant was running it. We need engineers on the board not accountants as the problem here is health and safety and the integrity of the network not financial systems. I was not however surprised to see Thompson on the board and read he is backing Cameron. After all, the company he works for is Deloitte and it awarded Cameron ‘Young CEO of the Year’. What is hard to understand is how Thompson could claim that Cameron has done a good job in difficult circumstances when most of those circumstances were Cameron and the Boards’ own doing. Does he mean, for example, the millions he lost on subdivisions in Luggate, [Jacks Point] and Christchurch or perhaps the fact that he was the first CEO in living memory to lose money in a financial year. Maybe he meant the 20 roading redundancies, 40 in Christchurch, 15 in Alex, a further 50 in Dunedin at Civil, and another 10 in Greenspace this year. A grand total of 150 good people that Cameron sent down the road. Or were those difficult circumstances the investigations he is or has been under by the Audit Office, WorkSafe, Energy Safety, the Commerce Commission, the [Central Otago] District Council, the Queenstown [Lakes] District Council and then Deloitte. Perhaps it was the hundreds of thousands he spent on relocating offices and his failed re-branding or the fact that he and his deputy Ballard have surrounded themselves with people not competent to do the jobs they are assigned to. Or was it maybe the death and at least 5 serious injuries that have happened on his watch? Maybe it was the destruction of asset management systems and his failure to implement inspections such as link boxes, MDI boxes, air break switches and high voltage switch gear that he has knowingly overseen.
Perhaps those difficult circumstances were driving out good people such as Jarrod Stuart who was to oversee the pole replacement program but could no longer work under interfering, incompetent leadership. Or was he worried that he has now appointed a person with no knowledge of electricity networks to run the pole replacement program after realising how his previous appointment of an accountant to do this went so wrong. Maybe he was worried that his minions have been altering the input into the xivic analysis of pole structures so he could claim to have less red tag poles in the system. Or was it really just his utter failure to carry out what was needed when he did the LineTech Report in 2010 which required 1200 poles replaced per year for ten years and the worry that he may [be] and was found out ? Maybe it’s been difficult for poor Grady in the 2 months since he announced the accelerated pole replacement program that he supposedly planned in April [being that] he hasn’t replaced one extra pole. That puts him 140 behind schedule already. Nothing new there. No perhaps it was the fact that he has destroyed morale and goodwill among staff at Delta and is now considered no more than a laughing stock?
Surely the council can see why Richard Healey said it was ‘mind boggling’ that Thompson backed Cameron and his deputy Ballard. Quite frankly it doesn’t say much for the new chairman of the board when he is supporting somebody clearly not fit to run the company. How can any sane person possibly support this man and his so called executive leadership team. I know very few staff at Delta do. It is completely wrong to suggest, as some councillors have, that it doesn’t matter whether Cameron stays or goes, as he has been responsible for the day to day running of the company and his reports to the board and vice versa have clearly been misguided and deficient. Not only that, no-one at Delta can move on or start the huge task ahead, safely or efficiently with the dark clouds of Cameron and co hovering over their heads. After all, Crombie and Mr Benson-Pope said heads should role if the allegations proved correct. They have. Remember safety was the primary motive for Richard exposing what was happening at Delta and Cameron has been shown to be part of this disgrace (eg LineTech Report).

What is truly sad, is that all this was preventable, as many people have told the councils and the boards over the years this was going to happen. As I have said before this was raised to the then mayor (Sukhi Turner), the board and an MP as early as 1998 but the old boys network closed around her and us, just as they may appear to be doing now. It is time we learnt that you need engineers, some more engineers and then more engineers to run these systems and drop the accountants, and lawyers, who are neither qualified or competent to run an organisation of this type and size, when it is facing the biggest infrastructural project in Otago for next year and beyond. PS, The views of many of the councillors who represent the interest of the ratepayers and owners of the asset have been frighteningly absent through this. Dear Councillors, I was extremely disturbed to see from the mayor, that the report from Deloitte into public and worker safety and the management of the network may not be made public. Remember this report was to look into management and not on their behalf. The safety of workers and staff is paramount and commercial sensitivity being used as an excuse to censor from public view is inexcusable. Pole replacements, switchgear, transformers, potheads, lines down etc are not let out for contract so commercial sensitivity has no bearing – I fail to see any valid reason why the entire report can’t be made public considering the level of public and worker interest. Remember, you are answerable to the public and ratepayers first and then the board and management are answerable to you, not the other way round which keeping this secret would suggest. We who work on and the owners of the network surely should have the report before us first and the board and management after that. The tail is clearly wagging the dog here. Delta has had at least 5 serious injuries and one death since Cameron took over and Delta has been complicit in at least 2 of the injuries and the death. Roger Steel left behind a widow. How many more women must weep and families like mine worry while the council worries about “commercial sensitivity”, and puts the public’s interests behind the interests of the Delta board and management.
Cameron commissioned a report by LineTech in 2010 that showed he needed to replace 12,773 poles in Dunedin alone (32,406 in total with Central) in the next 10 years to keep the network safe. He and the board have replaced way less than 3,000 in Dunedin in that time. A blind eye or incompetent. Both I’d say. Also the report said inspections, increases in cables maintenance, replacement and equipment had not been adequate, yet I can assure you these have not been stepped up at all, in fact some of these things have stopped all together. For the record, at the recent meeting of Delta staff less than 15 people out of a hundred voted to have a committee and release a joint statement to the media. There was not a No vote taken. A vote of no confidence was proposed but again no vote was taken. I hope there was no confusion that this was a unanimous or popular decision by the workers to support the joint statement. Around 85 of the hundred there didn’t endorse it. Personally I would be disgusted and lose all faith in due process and democracy if this report isn’t released in full and the true owners, the ratepayers, aren’t informed [of] what’s been happening. It may appear to Delta staff and ratepayers alike that the old boys network is closing in on the council and mayor. Remember, you the councillors are answerable first and foremost to the asset owners, the ratepayers, and not the Delta board and management.

Mr McLauchlan is renowned for having been in the thick of Delta’s ‘lightly investigated’ loss-making Luggate and Jacks Point property speculations. Contemporaneously, Mr McLauchlan and ‘friends’ were behind Delta’s buy-in to the then illegal subdivision at Noble Yaldhurst, Christchurch. That subdivision is set to lose Dunedin ratepayers further millions while bank rolling, once again, certain male protagonists.

We’re not sorry that Mr McLauchlan must take what is coming.

May we know when you requested that the mudtanks were cleaned thoroughly?

I had thought that it was an initiative from Ruth Stokes, as part of the looking into and reporting back on the flood.

I am also interested in your “fact” that the stormwater system is not capable even at optimal condition and performance……. Do you mean that it was not then, or that it would not be even if we made adjustments and sorted out the mudtanks and fixed the screen/pump and made changes which we have signalled to the general stormwater system which flows through South Dunedin?

If council modelling showed the extent of the flooding would be precisely as it was in the event of that magnitude, what relevance had the problems with the screen/pump and the mudtanks? I guess all the problems in South Dunedin during the flood were localised problems and many of them as a result of water lying about, so did our modelling show that as well?

I understood that there was still more work to be done to understand what we could best do particularly about the interconnection between the water from various sources and what we could afford of the options available.

Do you see the governance part of the Council completely blameless in this process?
Since you have apparently arranged for the mudtanks to be cleared, surely you/we could have done something sooner.

Do we have a role at all in your view, apart from advising people they are wrong when it turns out we may have incomplete information?

As seems true for all of the information surrounding this horrible flood, the more information we receive the more questions we have.

Thank you for your email. I am puzzled by the apparent assertion that I have blamed the 2015 June flooding on Climate Change. While that may be the root cause I don’t recall saying that. The cause of the flooding, as has finally been comprehensively reported (for a meeting today) was the fact that the stormwater system in South Dunedin is not capable, even at optimum condition and performance, of coping with the amount of rain that fell over that period. That is a simple calculation given the capacity of the system in both volume and pumping terms, and the severity of the event. The mudbank maintenance failure was reprehensible from both a contractor and staff oversight perspective, especially as exactly the same issue had been raised some four years ago and assurances given that it would not happen again. The fact that some mudbanks were not up to scratch may have caused some localised problems and perhaps prolonged the water lying, but they did not cause the extent of the flooding. That was exactly as Council’s modelling showed it would be in an event of that magnitude.
Six years ago Council received reports stating (among other conclusions) two things. First that more frequent and severe rain events were likely. Second that the stormwater system in South Dunedin was not capable of handling those. So flooding was very likely. Last year the Parliamentary Commissioner for the Environment issued a report showing that rising ground water, pushed up by sea level rise will increasingly afflict South Dunedin.
It’s most important to recognise that while stormwater and groundwater can each affect the other, they are different and have different causes.
The failure was operational and managerial as Council was repeatedly assured that maintenance was up to scratch.
Council’s challenge now is to address both stormwater and groundwater issues. We have already, at my request, ensured that the stormwater system is in the best shape possible as winter approaches, by having all the mudbanks cleaned properly. Additionally the screen at the Portobello Rd pumping station, which was blocked by debris carried by the overwhelming amount of water, will be replaced by July.
Council will consider that report which has taken such a frustratingly long time to get to us, and determine the next necessary steps.

It is with disappointment reading the failure of governance by the council I was a chairman in those days that was the title of a high school board If the school had a problem which effected the community you had to stand up and take the blame
I do not expect the council elected members to clean mud tanks but when there is failure of this size then the expectation of the community that something is seriously wrong with the governance of the council The glib excuses as regards rise in sea level is the catch cry of the council which you as a member are part of
In my view the council members should of put on gumboots and gone out with the CEO and inspected the mud tanks instead of waiting a year for a report It saddens me to find that people in South Dunedin were not accorded this Instead we had articles written that showed how out of touch the council members were These articles were part of the green PR spin which now blights any decision that this particular council makes All that was needed was clean mud tanks and clear governance by the members of the council not excuses I hope that this is a lesson that you as a council member takes on board when making decisions in the future

A series of emails released by Dunedin city councillor Lee Vandervis show he was raising concerns about the state of Dunedin’s mud-tanks as long ago as 2011. Cr Vandervis said he released the emails because only publicity forced the council to change its ways. “This publicity is going to make sure it really is sorted once and for all this time.” The release of the emails follows a report released by the Dunedin City Council last week into last June’s flood, which found 75% of mud-tanks in South Dunedin were not properly maintained.

Council staff were responsible for not properly overseeing mud-tank maintenance in South Dunedin, not councillors or the mayor, a senior staff member says. Council infrastructure and networks general manager Ruth Stokes started today’s council infrastructure services committee meeting by apologising on behalf of council staff for the failings identified in a report on last June’s flood. Dunedin Mayor Dave Cull and Crs David Benson-Pope and Lee Vandervis were among those who had raised mud-tank performance prior to the South Dunedin floods, and been given incorrect information by staff. “For that I would like to, on behalf of the executive, apologise,” Ms Stokes. The failure was a management failure and not governance one, she said.

Mayor Dave Cull outraged

Mayor Cull says he is outraged at the failure of Fulton Hogan and council staff to adequately ensure that the mudtanks were in working condition. He should also be outraged at his own poor leadership and failure to respond to developing problems. Under his leadership the city continued to build up a backlog of worn-out stormwater pipes and equipment waiting for funding to be allocated. With this lack of funding we have seen the inevitable result of a deteriorating stormwater system. The poor state of the stormwater system was the primary cause of the severity of the flooding at Kaikorai, Mosgiel and South Dunedin last year.

This under-funding of the stormwater renewals is not an accident. Every year the DCC Mayor and councillors decide and vote on this spending – and every year they vote to under-fund the stormwater renewals because they think that a new stadium and a new swimming pool and more bicycle lanes are more important than a functioning stormwater system. The Annual Plan shows that the under-funding will continue next year. Expect the deterioration to continue.

Not planning any action over Mayoral comments today because action over Mayor Cull previously defaming me as shonky’ finally got an unreserved apology from him but cost a lot of time and ratepayers money as did the farcical Code of Conduct sideshow. Shame that after all the evidence that I have provided especially what has been confirmed regarding my 2011 Citifleet allegations, that our new Procurement Policy still has not resulted in an independent Procurement manager position to oversee all individual managers’ contracting behaviour . ODT hasn’t treated the following “Opinion piece” with due deference, it’s something to miss —no link at ODT Online. Mr Pickford probably forgot to ask that his propaganda be broadcast. Ah well.

The PROPOSED 2GP at 1600 pages is the biggest TURN OFF in Dunedin Planning History, ever.

The 2GP is the second generation district plan; and YOU, THE COMMUNITY, OWN this regulatory document once it is fully operational. Unfortunately, City Planning thinks THEY own it for your own good. Forget that. Eyeball the bastards and be prepared to defend your realms. Expect to meet with senior management of DCC, get past the desk staff. Most important —go straight to the top: group and general managers, and the chief executive. Avoid lower pond life. Cut to the chase.

Make no mistake, your property if it lies in the City Rise will be GREATLY AFFECTED. There’s very serious stuff going on if you live in a natural hazards zone. But what about your business, read very carefully. Buy a Resource Management specialist if you want to truly defend your property, its use and its value – or if you seek something different, time to stop writing invective just DEAL to the 1600 pages before the submission deadline in November. Write further submissions. Appeal the 2GP to Glory at Environment Court. Go to the High Court if you must. Etc. Etc.

Start your submission with the fact that the hearings panel is not INDEPENDENT and you protest this – councillors should not be sitting on the panel – at the moment Cull’s followers have a voting majority to push their green agendas through. STOP THE ROT. Already, you haven’t been served natural justice. Demand experienced independent commissioners from out of district that DCC hasn’t got to.

The DANGER is, if you’re a Ratepayer and you think you can deal with the 2GP through a DCC-produced summary you are BARKING MAD, you will sign your life away immediately. Wise up.

Dear Councillors and Community Board members,

I just wanted to give you a brief update on the 2GP and public enquiries. As of the end of day 2 since the 2GP was notified we have had approximately 100 people through the drop-in centre on George Street whom we have answered questions for. We have also had just over 80 phone enquiries, and many emails. Staff are working overtime to return phone calls and get back to people as quickly as possible. However, with a small team of planners and a few on long overdue leave, some calls may take a day or 2 to clear. We have also received a large number of people through the DCC libraries and service centres.

Any District Plan is a difficult document for people to get their heads around and many people will need assistance. We are working hard to provide first class customer service on this project, but the first few days are always the most challenging as both the public and the planners work through this process.

We estimate around 90% of calls are related to natural hazards provisions. The natural hazard questions have related to both what the 2GP provisions are and also questions related to how things have been mapped which we have referred to the Otago Regional Council where appropriate, as they (and their consultants) undertook the scientific analysis.

We hope to get to you a list of frequently asked questions and their answers in the next couple of days so you know what people are asking and what the answers are.

We would really appreciate your support in helping your communities to be involved in this process, by encouraging people to seek advice and get involved but also help them to understand that the first few days may require some patience with the flood of enquiries and as we learn better what people are interested in so we can streamline and provide additional information around those questions.

Please also encourage them to come to the community meetings. Some suggestions provided by you that staff are responding to are trying to resource a staff member to go to the Mosgiel service centre to help with enquiries and to provide people with another option than the George Street centre. They will also look to add an additional meeting at Macandrew Bay. If you have any other suggestions or concerns please contact Anna Johnson directly so she can look to improve our service where we can.

Editorial: Proposals aim to make Christchurch council streamlined, efficient
OPINION The proposals announced by Christchurch City Council chief executive Karleen Edwards last week for far-reaching changes to the council’s administrative structure come as no surprise.
The Canterbury Earthquake Recovery Authority (Cera) is beginning the process of winding down its functions. The council and many outside the council want it to be in best shape possible to stake a plausible claim for taking back all, or almost all, of the powers that have been wielded over the last four years by Cera. A fundamental reorganisation shows a seriousness of purpose that should improve that claim.

The proposals are far-reaching. They begin at the top, with seven executive leadership roles reduced to five. Overall, 175 administrative roles will be disestablished and 115 new ones created. The aim, according to Edwards, is to streamline the organisation to make it more dynamic and agile, as befits a city in the process of recreating itself.

Surveys, both of Christchurch citizens who the council is designed to serve, and of council staff themselves also show that, despite considerable efforts that have been made in the last couple of years, the council is still not functioning as smoothly and efficiently as it should be. One survey in particular in May, done after a reorganisation designed to focus the council’s operations on the rebuild, showed that many residents felt the council was operating below expectations. As Edwards said last week, the council had to respond to those concerns with significant changes in order to get it to where people expected it to be.

It is particularly useful as it allows us to hear from the ‘silent majority’ of residents who are less likely to tell us what they think in other ways, such as the Long Term Plan consultation.”

The 4500 residents, randomly selected from the electoral roll, will be invited to complete the ROS online using a unique code. A hard copy questionnaire will be provided on request.

The survey is also open to other residents, who can fill out the survey at http://www.dunedin.govt.nz/ros.

Everyone who provides feedback will have the opportunity to enter a draw to win one of five $100 supermarket vouchers.

The survey is open until 17 July 2015. A reminder letter will be sent to those who have not responded about two weeks after the initial letter. This practice has proved successful in increasing the response rate. The survey results are expected to be publicly available by late August.

Mr Pickford says, “We have been using this survey for more than 20 years and it has become a key tool for us to assess how well we are doing and ultimately guide our planning and decision making. ROS focuses on how well we deliver our services and asks questions about residents’ perceptions of our performance. Some of the results are used as official measures of the DCC’s performance for audit purposes. But equally importantly, the feedback is used by staff and the Council to guide our thinking about how we might best deliver services to better meet the needs of Dunedin residents.”

The survey, which costs about $40,000, will be undertaken by independent research company Versus Research.

Tech weapons to save the high street

Ask Chris Wilkinson what makes a good retailer and he’ll say there’s no mystery to it. A retailer is like a maitre’d. “They don’t necessarily need to know how to cook the meal but they do need to know how to look after people, make sure the whole operation runs properly, understand finances, understand buying. It is very much a people-oriented thing.” Those are the basics, but in an industry full of store “resizing,” online competition and new technology, the average retailer could easily be forgiven for being confused.

Enter Wilkinson’s consultancy firm, First Retail Group, which aims to “build performance, develop opportunity and manage risk”. […] First Retail Group spans a wide range of sectors and a number of countries including Australia and Scotland. In particular, it helps towns figure out how to breathe fresh life into their retail hearts.

Parking regularly crops up as an issue, as does getting the right mix of stores “so they don’t lose their mojo”. “Townships need to rebuild goodwill with their consumers . . and a lot of it starts with parking,” says Wilkinson.

“The biggest challenge is that towns are typically earning some pretty good money off their parking and it costs them a lot to maintain that infrastructure. So it’s not easy for them to walk away from it. We always challenge stakeholders and some of the community leaders to find ways of replacing that revenue.”

There’s also a growing concern about the “sameness” of main streets and malls, as big-box retailers pop up seemingly in every town. The future is “differentiation,” says Wilkinson. New types of retailers, flexible store fit-outs and layouts, atmospheric lighting. “It really is all about theatre.”

He also advises towns to think of themselves like malls. In Queenstown, for instance, jetlagged Australians are getting off the plane and finding the stores closed at 6pm.

“That’s no longer suitable so we need to start getting some changing behaviours from the retailers. We need to get the restaurants and the retailers working much closer together, and we need them to work very hard on developing an artisan sector, because walking down the street of a place like Queenstown, you will find it no different than walking down a street in Melbourne or Sydney or Auckland.”

However, he doubts a retro move back to boutique shops is on the cards, given the cost of business. “What we’d probably see happening with artisan retailers is more developments like [Auckland’s] Ponsonby Central, where you have a collective of flexible sites with strong emphasis on food and beverage and almost mini-community that they’ve built.”

Ruth Stokes has been appointed to the position of Infrastructure and Networks General Manager. She brings with her experience in senior policy development, planning and project management and has worked in both the public and private sectors. DCC Chief Executive Dr Sue Bidrose says she’s very pleased to announce Mrs Stokes appointment. “Ruth is a successful general manager with a financial background, strong public service values and a reputation for delivering. Her mix of skills will be an asset to the DCC.”

Mrs Stokes will take on the responsibilities of departing General Manager Tony Avery.

Mrs Stokes is the General Manager Operations for the Queenstown Lakes District Council (QLDC). She has been in that role for the past 16 months and Chief Executive Lakes Leisure (a council controlled organisation) prior to that. Before moving to Queenstown she worked at Auckland Council, Westpac and KPMG in various roles. She holds a Bachelor of Commerce from the University of Auckland and a Post Graduate Certificate in public management from Victoria University of Wellington. Mrs Stokes has a background in infrastructure planning, development, recreation, parks, and aquatics.

“The way these assets and facilities are managed often make a major difference to the perception of a city. I think the job is a terrific opportunity to work as part of Council’s leadership team to help Dunedin become the great small city it strives to be.”

She has enjoyed her time in Queenstown, and will stay in touch with her friends and colleagues. “But I am really looking forward to moving to Dunedin and experiencing the advantages the city has to offer. I am keen to meet the DCC leadership team, the Councillors, the stakeholders and the staff. Dear Lee

I have followed up your question of clarification about the SFO and can provide the following response:
Under the circumstances of a suspected fraud (as per the Citifleet situation at the beginning of the investigation), the normal course of events is that the SFO is informed of issues when they arise. Deloitte did this via a phone-call to the SFO on 12 June 2014, after a discussion with DCC staff at a meeting of the Investigation Steering Group. The steering group were fully aware of the fact that Deloitte was speaking with the SFO and were informed of the outcome of the call. The call to the SFO was us asking the SFO to consider an investigation.

The discussion on 12 June 2014 (which was with a case officer and with Nick Paterson, the GM Fraud and Corruption) summarised the facts and circumstances of the Citifleet issues and sought the view of the SFO.
It is then the SFO’s decision as to whether they commence their own investigation. This is based on the criteria set out on their website (copied below)

There are multiple victims (usually investors) of the suspected fraud

● The sum of money lost exceeds $2,000,000

● The alleged criminal transactions have significant legal or financial complexity beyond the resources of most other law enforcement agencies.

In the case of bribery or corruption matters, we focus on crimes involving public officials, which could undermine public confidence in the administration of laws

Based primarily on the fact that the main suspect was deceased and that the actions appeared to be those of one corrupt individual rather than fitting within the definition of bribery and corruption, the GM Fraud and Corruption decided that the best course of action was for Deloitte to complete its investigation and provide a copy of the report at the conclusion of its work. During the investigation and with permission from DCC, Deloitte provided an update on the investigation to SFO on 07 July 2014 via letter. A copy of the full report was provided on 21 August 2014. We have heard nothing back from the SFO to date.

As to confidentiality, these OIA replies are all able to be made public and as such they will be published on the website and I will be providing a copy of the information to all Councillors.

Your ‘operational only’ claim is generally questionable and in this case fails on all counts.
We will never know all the facts, especially if the withholding of the Deloitte report and more public muzzling continues.
In one of your media statements you say that Council have agreed not to comment until the Police have completed their belated investigation, but this is not true. Councillors have not been given the opportunity to even discuss a further number of months of no comment on Citifleet, leave alone agreed not to comment. I have certainly not agreed and do not agree.

Thank you for acknowledging my long standing demands that DCC ‘heads should roll’. My long political experience is that timely public disclosure will be necessary to ensure that the appropriate heads are dispatched, and that an embedded DCC culture of self-entitlement across many departments is permanently erased.

I am not suggesting Councillors do not have the right to ask questions or make requests. What we do not have a right to do is step outside our governance roles, interfere with legitimate operational matters particularly without knowing all the facts, and unilaterally jeopardize Council and ratepayer interests. If we do we should be fully held to account for that.

A new General Manager Services and Development has been appointed at the DCC, filling a position vacated by Dr Sue Bidrose after she was appointed CEO. The position is to be filled by Simon Pickford, who is currently the Manager of Executive Services at New Plymouth District Council – an Executive Leadership Team role which has seen him responsible for corporate planning and policy, long-term planning, communications, legal services, iwi relations and democratic services. Dr Bidrose says Mr Pickford will bring an excellent mix of skills and experience to his new role.

“Since leaving the private sector and coming into local government in 2002, he has worked in a range of roles across the sector, from community planning and engagement to regulatory services, customer services, and arts and culture. I am sure this cross-sector experience will be valuable to both Mr Pickford and the DCC when he takes on his new position here.”

His previous role at NPDC was Manager Customer and Regulatory Services, which included building, planning, consents, animal control, environmental health and parking, front of house and call centre operations. Prior to this he worked at Puke Ariki, New Plymouth’s combined library and museum. He has also undertaken the role of Acting Director of the Govett Brewster Art Gallery. Mr Pickford originally moved from the UK to New Zealand in 1998. In the UK his roles included Commissioning Editor for Elsevier Science, a publishing group in London.

Mr Pickford will take up his role at the DCC in early October.
