Today’s sports centres accommodate a diverse range of disciplines under one roof and are social hubs and health centres. “Their design should have clarity of access, and a welcoming pathway which encourages maximum participation in recreation. The scale of the recent commissions varies. At the Mosgiel Aquatic Centre, the $14 million budget is earmarked for lane swimming, as well as pools for learners, leisure and warm water.

I have sent DCC a Local Government Official Information and Meetings Act (LGOIMA) request comprising 10 questions about the ‘appointment’ of Warren & Mahoney.

Thank you for your email of 16 September 2015 requesting various information about the appointment of Warren & Mahoney architects for the development of concept design drawings for the different pool options in Mosgiel.
Your request has been considered under the provisions of LGOIMA and the following response is provided.
I have repeated your questions to give context to our response.
Question 1
Can DCC please acknowledge that the architect firm Warren & Mahoney have in fact been commissioned/engaged to supply work and services?
DCC Response:
We confirm Warren & Mahoney has been contracted until the end of October 2015 to develop concept design drawings for different pool options in Mosgiel which will enable capital and operating cost estimates to be developed and for Council to consider a preferred option in October.
Question 2
Who recommended the firm to DCC and/or the Taieri Community Facilities Trust (TCFT)?
DCC Response:
Submissions were received during an open tender advertised on Tenderlink and were then evaluated by a panel of five people including three Dunedin City Council staff and two Taieri Community Facility Trust members. Warren & Mahoney was the successful submission.
Question 3
Was an open tendering process followed for their appointment/engagement, if not why not?
DCC Response:
An open tendering process was followed. Proposals were requested during the period 30 June – 29 July 2015.
Question 4
Who or what entity commissioned the firm?
DCC Response:
The Dunedin City Council commissioned the firm.
Question 5
Is public money via Dunedin City Council (money subscribed by Dunedin ratepayers) paying for the firm’s work and services?
DCC Response:
Yes, it is ratepayer funded. Funding was allocated under the Long Term Plan (LTP) this year. Please find below an extract from the minutes of the LTP hearing:
13a MOSGIEL AQUATIC FACILITY – FURTHER INFORMATION IN RESPONSE TO SUBMISSIONS
Following extensive discussion, it was moved (Wilson/Staynes):
“That the Council agree to:
1 support in principle the development of a new aquatic facility complex for Dunedin in Mosgiel.
2 fund up to $300,000 from the 2015 under-spend to progress geotechnical investigations and designation of a site, development of design and capital and operating budgets, liaison and communication of progress.
3 approves an interest free loan of $50,000 to the Taieri Community Facilities Trust (TCFT) for operational costs to be repaid from early fundraising received once Council confirmed a decision to proceed.
4 acknowledge the substantial progress that TCFT had made in the development of the proposal and thank them for their contribution to complete the first stage of the proposal.
5 request that staff and TCFT work on the development of a new MoU to be presented to Community and Environment Committee at a later date for ratification.”
The meeting adjourned at 11.50 am and reconvened at 12.00 pm.

Quantity surveyors Barnes, Beagley and Doherr have been engaged to produce capital costs for the options being presented to Council in October $10,500.
Watershed Limited have provided specific aquatic professionals services and have prepared the Request for Proposal at a cost of $38,290.
Mitchell Partnerships have provided planning advice at a cost of $5300.
Tonkin Taylor have undertaken geotechnical work on three different sites at a cost of $8850.

My abacus isn’t working. Calvin or anyone who gets 10 out of 10 for arithmetic, am I seeing beans that that don’t make five? My mommy said not to put beans in my ears.
Can’t help you there Hype. It is abundantly clear that the tap has been turned on and money will gush indiscriminately till suddenly Dave Cull will don the ermine trimmed gown and gold chain to officiate at the formal opening of the Mosgiel Aquatic Centre. It is inevitable and like the Stadium the end cost will be staggering and will all fall on the backs of the ratepayers.
When you hear phrases like $300,000 of 2115 ‘under-spend’ you have to shudder. How can you have an under-spend? That can only be money that was held over pending completion of projects or savings on those projects. That would mean less borrowed. How you can under-spend money you don’t have is a mystery unexplained.

Trust reporting back to DCC on possible plans for pool next month

Taieri Community Facilities Trust is expected to report back to the Dunedin City Council at the end of October on plans for a Mosgiel Aquatic Centre.
The submission period for the location of the proposed pool has closed but, of the four shortlisted sites, there was no clear favourite.

ODT: Good community support for second-hand book sale
The Mosgiel Rotary Club’s latest annual second-hand book sale enjoyed strong public support and is likely to raise $10,000 to back the Taieri Pool project, organisers said. Club member and sale organiser Michael Lawlor said the club had been “100% behind the project”.
Oh well, Rotary doesn’t mind decimating the commemorative Mosgiel Memorial Gardens. Funny that.
How can Warren and Mahoney design a pool complex when the site has not yet been chosen? How can Warren and Mahoney win the vote if it has not been put out to tender.
That and plenty more questions. How far ahead are DCC and TCFT really ?

Michael Lawlor. There are a few farmers with long memories that remember the big cattle company that went belly up and took their money. Would you like to comment Michael.
Yeah – I well remember that dodgy lot. ‘Gemco’ the name of the company and as I recall Michael Lawlor, Peter McAtamney, and Graham Thompson of Fortex fame (went to jail did he not) were the leaders. As I recall urban retirees with super revenue seemed to be targeted for both their money and their ignorance of livestock. You see when you have livestock you will always have deadstock (just ask Bobby Campbell) and the beautiful thing about this is that the Tax Office will accept a 10% death rate without question. So, as I recall, the plot was predicated thus: Gemco solicited investment in the company. With those investment funds Gemco would buy store (unfinished) cattle and then buy grazing to (in theory) ‘grow the stock out’ and finish them for slaughter. It was a grand plan and the case could be made (on paper) for a tidy profit. But cattle would go missing and the Tax Office acceptance of a 10% livestock death rate without question was a grand haven. I’ll say no more other than to say there are pious folk amongst us who speak with two tongues and because it’s so long ago I must qualify this script thus: E&OE

Nah – nothing for the freezer – the missing beasties would be sold and the revenue used for capital improvements to the partners’ properties. Then when the whole exercise goes belly up the receivers have no cash assets to receive it’s all in ‘bricks & mortar’. If you travel inland on SH87, about 4km short of Middlemarch and on the left, can be seen a set of cattle yards. They were Gemco yards, but when the company was liquidated the receiver could not realistically dismantle them and realise upon them on behalf of the victims. As far as I can see it, that’s how it all worked.
Maybe he could run a beef sale instead of a book sale to fund the pool.

Warren and Mahoney continues to set the pace in the arena of sports’ facility design with the announcement that the architecture practice has been commissioned for the Eastern Recreation and Sports Centre (ERSC) at QEII Park in East Christchurch and the Mosgiel Aquatic Centre. A pool complex has also been confirmed as an addition to the Wanaka Sports and Aquatic Facility.
These projects reinforce Warren and Mahoney’s experience in this arena following previous benchmark developments such as Wellington’s Westpac Stadium, ASB Baypark Stadium in Tauranga and the state-of-the-art EA Sports Network Centre in Ashburton which opened last month.
Peter Marshall, Managing Director, says: “We are thrilled to be able to draw on our considerable expertise to deliver recreational facilities that are cost-effective and make a significant difference to the communities they serve.”
The discipline of designing aquatic centres and sports venues requires a multi-faceted ‘win-win’ approach to provide a resource that is relevant to people at various ages and stages of life. The challenge is to create a public building that can have a personal connection with every individual in the catchment area, says Daryl Maguire, Principal and sports centre expert at Warren and Mahoney. “The old school pool, for instance, was a cold, dark, concrete block that smelled of chlorine. Modern aquatic centres are light, transparent spaces that put sport on display – a highly visible facility that is an integral part of the neighbourhood.”

DCC and TCFT will try not to scare the horses (big feathery-feeted Clydesdales to remove community owned and endowed Memorial Garden trees) – given the site of the proposed pool is not yet (what, huh?) public knowledge.
No we have to wait (supposedly except our greedy W&M buddies have made the horses bolt) – was it until the Council meeting in October for (scooperpooper chair) Jinters’ super-duper RUBBISH REPORT ?

Already the Wanaka pool has blown out to double its original estimate. That will put the Mosgiel pool at about $30 million, and not counting the cost of loss of open space and consent hearings. The loss of open space and the likes of the Memorial Gardens would appear to be contrary to the new District Plan due to hit the streets soon.
Jacob. I think it fair to say this council will muck up on this Mosgiel Pool project in line with the stadium and cycleway cock ups. Incompetence by those involved is to both expected and consistent. We are dealing with people who come from limited backgrounds….like myself….but don’t have the sense to know where the limits of their expertise extends. Dreams are free but not the consequences for others financially.
Sometimes one needs to butt out from ‘developing policy’ when in reality you know nothing.
Peter, you are absolutely right, those without expertise in a subject ought not assert their wishes upon others, at great expense. Witness the Stadium. A classic at this is our Cr Richard Thomson, who skates around gathering pockets of remuneration by simply greasing the right palms. His latest is an appointment to ‘The Southern Partnership Group’ to oversee the Dunedin Hospital rebuild. What he would know about construction and design you could probably put in a tea cup (a small one). So, here we have him sucking from the ‘hind teat’ of the SDHB Commission, the new SPG, and of course the Dunedin City Council and its ‘chairs’. “Jack of all trades, master of none.” Would he do the right thing and resign from Council on the grounds that he can’t do justice to all the ‘paid balls’ he has in the air? Would he hell as like. He is a classic personality as described by Parkinson’s law which which states, “people who rise through society eventually reach their position of “incompetence”. Richard Thomson has done that in “spades” and yet he still takes the money.
Multi-taskers can even rise to their positions (plural) of incompetence. What comes after trifecta?
That is the Peter principle, Hype, one rises to the level of incompetence or failure, the name shortly to be culled.
The Dickhead principle is one rises to the bait of an increased stipend ideally, but possibly stipends, through years of total failure in all areas of public governance, representing particularly in health, wealth and ratepayer overpayments.
