Hello Sandy,
I have been reading the annual reports of Dunedin Venues Management Ltd (DVML) and am somewhat uncertain as to the true position regarding the matter of charges/fees for the use of the Stadium. We were given a detailed report in the 2014/15 Annual Plan wherein it [was] disclosed that the DCC/ratepayers would be making a one off lump sum of $2.271m to DVML by way of calling up unpaid capital. Then there is to be $715k per annum paid also by way of calling up unpaid capital. An event attraction fund of $400k per annum, source ratepayers? These two annual sums are I believe revenue to DVML. We won’t talk about the later decision to fund $2m per annum as a rent subsidy to DVL, due to DVML’s inability to meet the $4m rent required towards DVL’s debt reduction.
There is no mention of the Stadium in the 2015/16 Annual Plan with any reference to funding shortfalls even though both DVML and DVL continue to run deficits.

Zeroing in on sports events held in the Stadium (because that is its primary purpose) I see that in 2013 there was (sic) 44 events attracting 205,511 attendees.
In 2014 there were 39 with 206,123 there and in 2015 for 33 events 174,575 turned out in support.

DVML showed revenue of $6.085m in 2012 and $8.205m in 2013. These were of the Stadium only, thereafter it includes the Edgar Centre, the DCC Convention Centre plus the Ice Stadium management. This brought about an increase in revenue to $9.127m for 2014 and $9.960m in 2015. Similar pattern for the operating expenses over those same years.

In order to enable one to get an assessment of where these obviously inadequate revenues come from I would request under the [LGOIMA] the following points;

1. The main events being rugby, which of the ORFU, the Highlander Franchise or the NZRFU staged what events over those years? What was the rental received by DVML from those respective bodies per event and do they figure in the revenue statements?

2. What was the amount of revenue received from the other lesser codes which used the same facilities?

With respect to the Operating Expenses outlined in the reports, 2012 as $3.862m, 2013 $3.589m, 2014 $4.361m and 2015 $5.407m.

1. Of those expenses I would request under the [LGOIMA] the amounts of those expenses which could be described as paid inducements or subsidies to perform in the Stadium, albeit sports and concerts?

Hello Sue,
You will have been aware of my queries expressed recently via the [LGOIMA], re the DVML revenue [breakdown].
Well I would have to say that the reply as received is totally underwhelming. This would have to be the most condescending, snivelling, performance by a highly positioned manager one could expect. Hiding behind a clause in a flawed piece of legislation to deny a citizen stakeholder information which ought to be available, on the grounds that it would compromise the company in carrying out its business without prejudice or disadvantage is nothing but
a complete ‘cop-out’ by a less than forthright person. Unless there is detail showing activities detrimental to achieving maximum returns to the company, then I find it a disingenuous and rude dismissal of an honest request.

Sue, I am dissatisfied with his response but if you think it is the way it should lie, then I would be deeply disappointed. I would appreciate your comments as I treat this as a serious affront.

DVML and ORFU refuse to disclose 2012 Otago Rugby deal

Dunedin Venues chief executive Terry Davies was asked to release details of the “Otago Rugby deal” struck in 2012 as part of the Otago Rugby Football Union recovery package.

Surprise! Mr Davies and ORFU don’t want you to know how much DVML pays ORFU for each rugby game played at Forsyth Barr Stadium, and given DVML is struggling to meet the sponsorship commitment (see previous post). Worse, DVML keeps paying even though ORFU is now flush with funds.

Just how are these payments passing through Council-owned books? The money comes from your rates; piling on top of every other subsidy DCC is gifting to the stadium and professional rugby.

The 2012 deal involved David Davies, the previous DVML chief executive. Who else was involved at ORFU, NZRU and DCC? Was the Mayor of Dunedin Dave Cull a signatory? More to come.

The future of Forsyth Barr Stadium is important to students. The OUSA represents just under 20,000 members of the Dunedin population and we are high users of the stadium. We see it as a great benefit to Dunedin people. The 2013 OUSA student survey of Dunedin facilities showed a very high satisfaction with the stadium. […] The financial concerns cannot be ignored. And some of the antagonism caused by the provenance of the stadium remains to be settled. Our experience is that DVML is working to ensure the facility is used. We are working with them as much as possible for our own events but also events the DVML team brings to Dunedin that have student interest.

The Auckland Rugby Union is looking at the possibility of shifting their ITM Cup home games away from Eden Park as paltry crowds hit them financially. Auckland Rugby has been an official tenant of Eden Park since 1925 and historically has always been associated with the ground and sporting success there. While nothing has been formally tabled, and all five home ITM games this year will take place at Eden Park, the Herald understands there is a growing feeling that a venue such as Waitakere’s Trusts Stadium would be more suitable from 2015 or 2016.

Rugby: Real money to be made from hosting games

The Highlanders were due to arrive in Durban early this morning and begin preparing for their playoff match against the Sharks on Sunday morning. The side ended up sixth in the table after the final round of games in the weekend and will be on the road the entire time it is in the playoffs. Highlanders general manager Roger Clark said the franchise would make a little bit of money out of making the playoffs but the real benefits came to those that hosted the games. He was yet to finalise how much money the team would receive for making the playoffs but it was not significant, he said.

You will recall the reports in The Mirror (10/7/13 – copied below) where you promised to honour your $1 million pledge initially reported in DScene (13/5/09).
As there had been no public reports of you having paid up I decided a few months ago to make an official request under LGOIMA to see if this money had been received. After repeated requests for the Dunedin City Council to respond to my request I have received no response. I thought before making a complaint to the Office of the Ombudsman I would ask you directly if you have paid up. It is in the public interest that this pledge is honoured as it formed part of the push for the decision for the stadium to go ahead. You may also recall the report on the front page of the ODT (March 2007) where Mr Malcolm Farry announced “very excitedly” that he had a one million dollar donation for stadium construction with another two “in the wings”. This was also reported in the National Business Review.

I have prepared a sequence of events to help clarify the situation:

1. Mr Malcolm Farry announces three $1m donations for stadium construction in March 2007.
2. The Marketing Bureau, commissioned by Carisbrook Stadium Trust, tells Dunedin City Council in Dec 2007 that naming rights are worth over $10m.
3. ODT reports Sir Eion Edgar becomes trustee of CST in August 2008.
4. Edgar and Farry announce Forsyth Barr have signed a Heads of Agreement in Jan 2009 and it is reported in NBR that a “substantial cheque” has been signed.
5. Council documents of cashflow projections, peer reviewed by PwC in Feb 2009, show that the naming rights payments have changed from full payment up front to two years in advance – “front-end loading” is the term for this.
6. Edgar announces in DScene in May 2009 he is making a $1m donation to the stadium.
7. Nine changes, as revealed in LGOIMA response from DVML, are made to the Forsyth Barr naming rights agreement then the contract is signed on 2 August 2011…the day after stadium opens. One of the final changes is from yearly in arrears to monthly in arrears.
8. Forsyth Barr makes their first payment on 1 September 2011. They are paying monthly in arrears.
9. Edgar, through Forsyth Barr lawyer in Oct 2012, denies having stated that Forsyth Barr had written a “substantial cheque”. The NBR journalist distinctly remembers the “substantial cheque” comment being made. However, no correction sought from NBR at the time.
10. The naming rights contract is no more than $5m as revealed in 2013 through LGOIMA request to DVML.
11. Edgar claims his $1m donation is part of the naming rights corporate contract in The Mirror in July 2013. The $1m donation still unpaid. None of the other three $1m donations for construction have been paid.
12. Michael Sidey is paying $1 million as part of the Forsyth Barr naming rights. I think what is happening is “double-counting”. Announcing million dollar donations for construction then two of these donations form part of the corporate contract for naming rights. Either [the] two $1 million payments are donations and the naming rights is only $3m, or the naming rights is $5m and the two [$1 million] donations don’t exist. You can’t have it both ways. This “double-counting” trick is what happened in the STS High Court injunction case where they claimed the $15m grant from Central Government was to offset the private funding shortfall AND was also used to offset the increase in land costs. This “double-counting” trick was established in the Court of Appeal.

So, Sir Eion, have you paid the $1 million donation initially pledged for construction of the stadium? If you have paid $1 million as part of the Forsyth Barr naming rights then good on you. That’s between you and the corporate contract signed by Forsyth Barr. I’m sure Forsyth Barr are happy about that. What is of interest to the public is have you paid the $1 million donation pledged in DScene?

As Chairman/Trustee of a number of Charitable Trusts you will be aware of the definition of a donation as recorded on the Charities Commission website. It bears no similarity to a corporate contract. I have copied Charlotte Henley, Forsyth Barr’s lawyer, into this email so she can confirm this definition, in case you still have any doubts.

The man deeply involved in saving Otago rugby from liquidation a couple of years ago is now helping privatise the Highlanders. The wheels are slowly turning on the Highlanders’ move to private ownership although, as with the other four New Zealand franchises, the New Zealand Rugby Union will retain majority ownership. A local committee, headed by Otago Rugby Football Union chairman Doug Harvie, had also been formed and would provide local input into the process. Included on this committee were representatives from other interested parties such as other provincial unions and local authorities.

DVML, ‘Money for jam…..fig jam’

Why does no-one want to discuss invoices created by DVML commercial manager Guy Hedderwick on his extensive travels, except for Dunedin campaigner Bev Butler? Who signed them off? Neville Frost (DVML finance manager) and Darren Burden (ex DVML chief executive). Why is Hedderwick at Adelaide working part-time for DVML when there’s an empty, brand new multimillion-dollar stadium sinking into the mire at Dunedin? Doesn’t Hedderwick also work for the Otago Rugby Football Union (ORFU)? What’s really happening?

This morning we have seen media reaction to Bev Butler’s investigation into Guy Hedderwick’s expenses using the Local Government Official Information and Meetings Act (LGOIMA) to obtain invoices —we have also seen Otago Daily Times reporting various replies it has sought from the local burghers about this.

Some invoices show stays in five-star hotel rooms costing up to US$300 per night. There is a swathe of rib-eye steaks and expensive bottles of wine attending Hedderwick’s travel across the world and domestic.

Allegations of inappropriate spending by a former manager at Forsyth Barr Stadium have prompted an angry retort from the company running the venue. The claims came from former Stop the Stadium president Bev Butler in response to invoices and other documents released to her by Dunedin Venues Management Ltd, which runs the stadium. The material showed DVML’s former commercial manager, Guy Hedderwick, had accrued nearly $80,000 in travel costs and expenses while taking 51 work-related trips since 2010.

Ratepayers of Dunedin will once again be amazed with the news that they have paid over $80,000 for the activities of the “departed” commercial manager of DVML, Guy Hedderwick, to travel the world leading the life of Riley with little noticeable benefit.

Readers of some newspapers will have learned recently that Dunedin Venues Management Ltd (DVML), the Dunedin City Council owned company that runs the stadium, paid out over $54,000 in entitlements to former chief executive David Davies when he returned to Wales, and just on $30,000 when CEO Darren Burden left to run the Christchurch stadium after a year’s work with DVML. The amounts and details of any “entitlements” paid to DVML’s commercial manager were refused on the basis of Mr Hedderwick’s privacy after the DVML board chairman, Canterbury resident, Sir John Hansen was advised by DVML staff that Mr Hedderwick’s privacy outweighed public interest.

While these details remain hidden, what has surfaced is just what it has cost Dunedin ratepayers to keep Mr Hedderwick in the manner to which he clearly has become accustomed.

Mr Hedderwick left Dunedin around August of 2013 to pursue a role with DVML in Adelaide similar to the one he had in Dunedin; with arrangements in place that see DVML continuing to employ Mr Hedderwick and meet his expenses while he pursues his role of attracting acts and sponsors to the stadium. His efforts have been almost totally in vain. The only act to appear at the stadium since Mr Hedderwick has been living in Adelaide has been an Australian based franchised Abba look-alike band, Bjorn Again, who in their previous visit to Dunedin appeared at the Regent Theatre. The act attracted 3500 people to the stadium. It was reported at the time that while a similar event the year before had attracted twice this number, DVML were “pleased” at this response. The rationale for this pleasure is hard to fathom.

But the cost of Mr Hedderwick’s “work” has been, in contrast to his work achievements, simply staggering. The facts behind Mr Hedderwick’s spending have been revealed after constant requests for information by Bev Butler to Neville Frost, financial manager of DVML. The information has had to be teased out over a significant period of time, but now is starting to be revealed in some sunlight.

Mr Hedderwick’s travel, in his quest for acts and sponsors for the stadium, has taken him to:

● Singapore
● USA
● Brisbane
● Gold Coast
● Sydney
● Melbourne
● Adelaide
● Auckland
● Wellington
● Christchurch
● Napier
● New Plymouth
● Rotorua
● Hamilton

The vast number of these visits has been listed as “seeking potential sponsors”. Sufficient to say that few new sponsors for the stadium have been notified by DVML or DCC. Mr Hedderwick also seems keen on attending “conferences” around the world. There is no indication or record of any significant contributions that Mr Hedderwick has made to such conferences, nor of any benefit whatsoever to DVML for such attendances.

But it is in Mr Hedderwick’s spending that some light shines upon what appears to be a lavish lifestyle endorsed and approved by Mr Neville Frost and Mr Darren Burden. It is neither reasonable nor justifiable for expenditure down to chewing gum and shaving gear at one end of the spending paradigm, to the luxury of five-star hotels and pursuit of fine wines – an interest of Mr Hedderwick according to his Facebook page* – that really takes the cake.

Mr Hedderwick has visited many of the above destinations on several occasions. The list supplied by Mr Frost for Mr Hedderwick’s travel outside Dunedin numbers 55 trips. However, there appear to be numerous invoices missing from the almost 300 invoices already supplied. Some invoices are for trips not actually listed; and some invoices are for five-star hotel bills (including The Hilton, The Sheraton, and Radisson Resort Gold Coast for as much as $US300 per night in some instances) and rental cars, but no flights to get to the destination. Yet other invoices include expensive meals, blocks of chocolate, boy’s t-shirts, hat and gloves.

With the recent Dunedin City Council announcement of a review of the governance and management of DVML, it would well be advised, in the interests of Dunedin ratepayers, for the council to include a full investigation of all the DVML finances especially the excessive personal expenditure of the DVML management.

I am number 9344728427550 or at least that is what my loyalty rewards card at my local food store says I am. I presume that large scale food stores issue customers with loyalty cards so they can reward them for their loyalty. I also imagine that it is a great way to collect buying habit information of individual customers so they can target them with relevant advertising, know exactly what products customers buy, when they buy them, monitor their buying patterns and treat them as individuals. […] We live in a small village outside Adelaide […] I am a Million dollar customer […] I wonder how I would be treated as a million dollar customer if I walked into your business.
Venues, along with their teams and ticket providers, have huge amounts of personal data and should understand the emotional reasons guest [sic] attend their events. I don’t really expect my local food store to know me by name, but I do expect to be treated with the dignity “my spend” should demand. There is a huge discussion about big data and the use thereof. How understanding buying patterns and buyer behaviour can be used to sell tickets, merchandise, seat upgrade and improve the customer experience. […] People no longer buy products or services, they buy experiences. We sell the live experience but we need to understand people’s motivations for coming, their behaviours and touch points in order to make the experience truly personal. Then I will happily part with my hard earned dollars. At the end of the day, entertainment and sport (along with good wine) is what makes life worth living.

Both Sir Eion Edgar and Sir Julian Smith have some explaining to do as to their “actions” in preventing the reporting of the information contained in the press release below which one of the ODT reporters contacted me about on 3 July 2013, asked me questions, then nothing being published in the ODT.

“Philanthropist” reneges on promised $1m donation
Full independent enquiry sought

The deceptions surrounding the Forsyth Barr Stadium continue to be revealed by official documents released on 11 June 2013.

The public, on many occasions raised doubts that the promises of private funding for construction of the stadium, had been met, but were assured by Mr Malcolm Farry, Chair of the Carisbrook Stadium Trust as reported in NBR and ODT 2007 that in fact several substantial donations had been promised. Indeed he went so far to tell the public that he had promises of three individual donations of $1 million each to be put to the costs of construction. Sir Eion Edgar also confirmed in DScene in 2009 that he would be making a donation of $1m.

That, as has now been revealed officially, was untrue.

It was also untrue as Mr Farry claimed when leading the project, that advance ticket or product sales revenue could be counted as construction capital. This was nothing other, as many ratepayers pointed out, simply advance operational revenue which could not be charged in the future. While Mr Farry denied this, the PricewaterhouseCoopers investigation found that there was little or no capital raised from ‘private funding’ for construction.

The relevance of this should not be lost when the evidence supplied to the High Court in Christchurch by the Carisbrook Stadium Trust through the DCC also stated that substantial private donations had been made for construction. At the time of the Stop The Stadium court case in April 2009, Mr Farry had stated publicly that more than $30m of the required $45m had already been contracted in private funding for construction of the stadium. It appears that evidence in the High Court case was also not truthful.

The role played by Forsyth Barr and its Chair, Sir Eion Edgar also come directly under a brighter spotlight from the release of the documentation. Sir Eion Edgar promised a substantial donation of $1m as reported in DScene 2009, but again this has proven not to be true. But this lack of philanthropy also extended to an obscuring of the facts surrounding the naming rights of the stadium. Despite Sir Eion Edgar claiming in the National Business Review (29/01/09) that a “substantial cheque” had been written for these rights, and The Marketing Bureau commissioned by the CST reporting to council the naming rights were worth $10m, the fact was that instead the stadium was named after his company for a period of two and a half years before any revenue was received. It has already been reported in the media that the naming rights were no more than $5m. An upfront substantial sum in advance reported in PwC peer reviews was somehow altered to a much lesser sum in monthly arrears payments which didn’t begin until late 2011.

Sir Edgar also had a significant role as President in his connections with the Otago Rugby Football Union when a fundraising function for the ORFU in August 2011 at the new Forsyth Barr Stadium defaulted in its payments to the Dunedin City Council leaving ratepayers to pick up the tab for booze, food, hireage and cleaning while the ORFU pocketed the gross income less a substantial organisational fee paid to the wife of the Deputy Chair of the ORFU, Laurie Mains.

While the PwC investigation was not intended to be a forensic audit of all financial matters surrounding the stadium, sufficient grounds now exist for such a full independent investigation to be carried out, and it is difficult to see just why this should be resisted unless some have got matters to try and continue to conceal. Doubts have also been expressed over the laxity of the billing and payment processes whereby blanket monthly CST accounts with no detail were passed for payment by the then CEO of the Dunedin City Council, Jim Harland, and there remains uncertainty over the validity of many of the expenses and other monies claimed for and paid by the ratepayers of the City.

Bev, quite apart from the content of the Press Release, are you saying the ODT journalist who contacted you about the release was lined up to do a story based on the content of the press release? Or that the editorial team did not support the reporter and canned the story as filed? Or for the newspaper’s own reasons there was never a story?! In other words, something of a spying mission took place?

Media can choose whether or not to cite the content of press releases in whole or in part.

Should a newspaper decline to reference a press release in its general news coverage, surely that leaves the writers of the release free to pay for an advertising statement. This is exactly what has been required with The Press in Christchurch over the fight to restore the Christ Church Cathedral – paid advertising by Cathedral advocates tied to education of the Press editor underlining the editorial bias which has run to the benefit of the Bishop and the CPT. We consider The Press’s stance deliberate to force use of paid advertising. The Press has softened since being SPOKEN TO.

Bev’s post needs as wide a circulation as possible and I would urge any readers to pass on the URL of this post to as many of their friends as possible, but it is as sure as God made little green apples, that the ODT will neither investigate nor publish anything that is detrimental to the interests of those that have certain influence and connections. I wonder if Sir Julian would be willing to show his phone records? Particularly those from the Central Otago region?

All of the material that Bev mentions regarding the naming rights is backed up by documentation – in fact so much of what Bev is talking about is now being played out in National politics with the Henry inquiry and Vance’s phone records. The story has to be dragged out before it is grudgingly admitted that a great wrong was done. And even then the perpetrators can’t get their story straight.

This is what I mean by accountability in many ways. Many have claimed that deceit, lies and obfuscation were just part of the normal business around the CST, DCC, ORFU and associated parties and it has also been suggested that this culture of deceit and lies extended to the High Court. Who am I to argue that this was not the case? But the same people’s names turn up time and time again. Reported are Farry, who continues to harangue from the side-lines, Edgar promising much and apparently confused between what is a donation and what is part of a payment for a sweetheart deal with the organisation of which he was part, or Harland, in the middle authorising payments on behalf of the ratepayers to the CST – a private Trust that remains a closed window.

And who is going to push for exposure of all the facts? We should be forever grateful for Bev’s assiduous work in prying out the necessary documentation and proof of what many have alleged for years. I can only hope that Bev Butler is, within the near future, able to ensure that any serious wrong-doing by those connected with the greatest waste of ratepayer funds, is put forward in a high profile way.

And if it can be shown in a separate jurisdiction that the allegations are well-founded – and I’m sure it can by the documentation that exists in private and on public record, then hopefully these people will be made accountable. But I’m not holding my breath.

Elizabeth, to now answer your questions – just briefly for now.
“The Edgar Story” was first published on Stuff News on Wednesday 3 July 2013. About an hour later the story was “pulled”.
Rarely does a story get “pulled” – it is generally due to major factual errors or a threat of defamation. As I know the information was correct then I assumed the latter.
I wrote to Fairfax management then emailed Forsyth Barr/Edgar’s lawyers. Two days later the story was published in The Mirror – a Central Otago Fairfax publication.
Interestingly, also on Wednesday 3 July an ODT reporter contacted me, questioning me about the Stuff News item. The reporter wanted to know who else I had sent the press release to. At the time I thought this was unusual – what did that have to do with reporting the news? I suspected that someone was wanting to do damage control behind the scenes. A week later I then heard from a good source that this was the case.
What really concerns me, apart from the serious issues in the press release, is the behind-the-scenes manipulation of ‘freedom of the press’. Dunedin citizens are no longer able to rely on the local media for local news. The damage done by this behind-the-scenes manipulation is dangerous. How this can be allowed to happen in a democratic society should be a concern for all in Dunedin. I don’t blame the reporter as he/she would have been instructed to question me.

Delta partners Highlanders for 2012

Dunedin City Council-owned infrastructure specialist Delta Utility Services has expanded its rugby sponsorship, taking on the Highlanders rugby team for 2012. The company will be “executive partner” of the Highlanders, with the sponsorship including the Delta logo on the back of the team playing shorts, where it has been from the start of the season.

Delta has a corporate suite at the Forsyth Barr Stadium, has had jersey sponsorship of the Otago rugby team, and has sponsored Otago junior rugby. A spokesman said the company was in discussions with the ORFU for the future of that sponsorship, following the union’s near liquidation.

‘ODT’ sponsors stand at stadium

The Otago Daily Times has taken a stand for the Forsyth Barr Stadium. The East Stand at the stadium was yesterday renamed the Otago Daily Times Stand, in a sponsorship deal between New Zealand’s oldest daily newspaper and newest entertainment arena. Allied Press managing director Julian Smith said the sponsorship reflected the importance of making the stadium an asset to the region.

Carisbrook Stadium Trust chairman Malcolm Farry says he will not respond to claims made about the trust’s sponsorship agreement. Stadium funding opponent Bev Butler told the recent Dunedin City Council annual plan hearings Forsyth Barr had “paid nothing” towards the head naming rights for the stadium, and suggested the council should ask the company to do so to reduce borrowing costs.

‘Forsyth Barr Stadium Base Building Further Requirements’

Incompetence by another name, actually, ‘Carisbrook Stadium Charitable Trust Exclusions’.

Davis Langdon was asked to review progress made by the trust, and it was the reviewer’s report that first coined the term “exclusions” to describe what was considered to have been missed from the project’s planning. The exclusions included a kitchen fit-out, broadcasting facilities, electronic turnstiles, score boards and replay screens. -ODT

Dunedin City Council’s finance, strategy and development committee met on Monday 14 March.

How they voted
There were several votes at the non-public meeting. For the substantive vote, that the committee recommend the council approve additional borrowing of up to $5.15 million to fund capital expenditure for the stadium, Crs Bill Acklin, John Bezett, Syd Brown, Neil Collins, Paul Hudson, Chris Staynes, Richard Thompson and Mayor Dave Cull voted for, while Crs Fliss Butcher, Jinty MacTavish, Teresa Stevenson, Lee Vandervis and Kate Wilson voted against. Cr Andrew Noone had left the meeting, and Cr Colin Weatherall apologised for non-attendance. -ODT

Roles of Carisbrook Stadium Charitable Trust and Dunedin Venues Management Ltd Clarified

Following the annual revision of the service level agreement between the Dunedin City Council and the Carisbrook Stadium Charitable Trust (CSCT), a further definition of the roles has evolved.

In making these distinctions public Mayor Peter Chin says “With the establishment of Dunedin Venues Management Ltd (DVML) it’s timely to clarify roles, functions and accountabilities of those involved in the stadium project.”

The CSCT has the on-going responsibility for the construction of the stadium on time, on budget and fit for purpose in accordance with the Hawkins construction contract. The effect of this is that the CSCT is responsible for ensuring that the stadium is ready to be handed over on 1 August 2011 and that it is a tested, functioning stadium by that date.

CSCT will continue to operate as a charitable trust to solicit and receive donations and distribute them in accordance with the purposes of its trust deed.

On the other hand DVML now has responsibility for ensuring that there is a series of events booked to use its facilities after the completed stadium is handed over by the CSCT following commissioning trials. To achieve this DVML’s on-going role is to promote and market the stadium locally, nationally and internationally, to operate the stadium efficiently, enter into contracts with suppliers of food, beverage, and merchandise, sell sponsorship, seating products and otherwise explore every other revenue earning opportunity. DVML now employs all the staff it is anticipated will be required to do that.

Given these changes in roles, it is appropriate for DVML to become the employer of all of the staff rather than CSCT.

Mayor Chin concludes “This process has evolved gradually in response to the changing needs of the stadium project. It has become clear that, on completion, the successful operation of the stadium will require specialist skills and particular professionalisms, so that the role of DVML has grown. CSCT still has very important work to do and, in bringing the stadium this far, has already successfully achieved a very great deal.”

Sponsorship deals ‘ahead of’ target

Despite a less-than-ideal economic climate, the Forsyth Barr Stadium is ahead of where it expected to be in sponsorship deals, stadium commercial manager Guy Hedderwick says.
In addition to the main naming rights, “sponsorship opportunities” related to the Forsyth Barr Satdium to date included three supplier sponsorships, as well as agreements in place for the stadium’s east stand and entrance foyer. Negotiations were under way for the stadium’s two level-four lounges, Mr Hedderwick said. Although opportunities were still available, the stadium was close to meeting the only real sponsorship milestone it faced.

“We have to reach $30.3 million to cover the private-sector sales, and everything over that goes back into operational revenue. At the moment, we are sitting at the $29.84 million mark, so I’m confident we’ll hit our target. We know who we’ll be pitching the remaining opportunities to and we’ll be making contact with some of them in the next couple of days.”

Surge in Private funding

Carisbrook Stadium Trust chairman Malcolm Farry is feeling buoyant after a $1.9 million surge in private sector funding for Otago Stadium in the past week.

Contracts for lounge memberships and other deals signed and returned in the past few days have boosted the trust’s private funding total for the stadium project to $8.7 million, up from $6.8 million last Friday.

Mr Farry said the result followed a series of successful sales meetings in Dunedin during the past few days.

One gathering of friends had snapped up 22 lounge memberships – for $1500 plus GST a year each – following a meeting with trust staff on Tuesday, and 26 more were purchased in a similar fashion on Wednesday, he said.

Another $13.5 million was expected to be confirmed, through $4 million in “pending” membership products and corporate suites and $9.5 million in sponsorships in “advanced discussions”, he said.

Once signed, the contracts would raise the private sector tally to $22.2 million, just $6 million short of the $28 million target the trust needed to reach by February.
