76 Vogel Street. Question to Dunedin City Council:
How did this activity happen without a publicly notified plan change?

The ‘warehouse precinct’ referred to in the restaurant’s marketing isn’t recognised by the current Dunedin City District Plan. The building is located within the LSR – Large Scale Retail Zone (see comparative district plan maps below), and the Vogel Street Heritage Precinct (TH13).

Vogel Street “remained zoned for large-scale retail uses, although it was proposed to become a mixed-use zone [the warehouse precinct] – allowing a wider variety of uses” – under the 2GP.

Objector to cafe’s licence slammed

A Dunedin businessman and his city councillor wife have been labelled “dinosaurs” amid claims they are deliberately standing in the way of the warehouse precinct’s regeneration. The criticism came after it was confirmed yesterday Alistair Broad, a commercial property owner and businessman, had filed an objection opposing the Vogel St Kitchen’s bid to renew its liquor licence.

In a former life, the popular Vogel St Kitchen (VSK) was the McIndoe printery. The old brick building has been strengthened and given a new lease of life as a two-level coffee house and licensed eatery. Restaurant proprietor Riah McLean and property owner Lawrie Forbes commissioned a mural by London-based street artist Phlegm for the south exterior wall, visible from the street.

Uncertain future for venue

Demolition could be an option for Sammy’s, one of Dunedin’s most loved live music venues and one of the warehouse precinct’s largest buildings. On the market for “a few months” and with a list price of $240,000, the 1896 building had attracted attention from several potential buyers, owner Sam Chin said yesterday. Interest from one of those potential buyers was contingent on gaining a resource consent, Mr Chin said. He could not name the potential buyer and did not know what that resource consent was for.

Future of Sammy’s uncertain after eviction (page 3)
The future of notable Dunedin music venue Sammy’s is uncertain, after the eviction earlier this week of the operators of the Crawford St business. Building owner Sam Chin told D Scene yesterday that he had moved into the venue on Monday night and changed the locks. “The venue is closed for now and we’re just cleaning things up.”

Nightclub owner angry over damage at venue

Sammy’s owner Sam Chin has experienced some wild nights at the nightclub over the years. But he was not prepared for the sight which greeted him when he changed the locks on the building three weeks ago, after not receiving rent from the lessee since November. […] The venue opened in 1896 as the Agricultural Hall, before being renamed His Majesty’s Theatre, and has a long history as a hall, theatre and live music venue. Mr Chin said he wanted to maintain that tradition and reopen it for concerts next month.

Sammy’s will reopen this month after being closed in June for refurbishment. Owner Sam Chin shut the venue after the building fell into disrepair. He said yesterday demand had led to him taking bookings again. […] “We had a lot of inquiries about when we were going to reopen. It’s such a good space with plenty of room for 500-plus people. We’ve already got three or four university graduation dinners booked in over the next couple of weeks.”

Why do Property Developers hate development contributions?

A property developer writes:
“Lately Developers and Councils have been busy preparing submissions on the proposed changes to the Local Government Act relating to development contributions. There are many issues. Firstly, the issue with charging developers for improvements that have nothing to do with growth.
(1) Hiding the real cost apportionment and charging developers for improvements that [have] nothing to do with new development growth:
When developing up capital works and budgeting the Annual Plan councils develop formula and apportion some of the costs to ‘growth’ – which is then charged to developers. Councils argue that as cities grow and intensify – the costs of that growth include replacing or improving infrastructure. Hence they want new developments to pay for it.
Developers take issue however with the amount of money required from them to pay for the infrastructure improvements not that they have to pay for their share of growth. As such the argument is about whether the right pro-rata apportionment is applied.
Obfuscating the debate is that all Councils must replace infrastructure as it ages and is due for replacement. Additionally, most Councils are in recent times adopting new development standards that increase the capacity of assets and they improve assets as technology advances.
Replacing assets is supposed to occur from a built sinking fund that is generated over the life span of an infrastructure asset. Council receive money over the lifespan in cash as depreciation as part of rates. Over time, and subject to annual revaluation each asset builds up a depreciation sinking fund that should be sufficient to replace it. Developers are concerned that Councils spend that money through internal loans to OPEX and other creative accounting and then hope to use ‘growth’ as a mechanism for replacing the assets. A psuedo ponzi scheme with ratepayers the duped investors.”

DCC: Development Contributions Policy
Development contributions are charges paid by property developers to meet the increased demand for infrastructure resulting from growth.
The Council is proposing some significant changes to its Development Contributions Policy.
In April 2011, the Council released a Statement of Proposal to adopt a Draft Revised Development Contributions Policy (the Draft Policy). The proposal included a schedule of charges which could apply if the Draft Policy was adopted. Submissions on the Draft Policy closed in July 2011 and were followed by hearings in November 2011. After beginning its deliberations the Hearings Committee decided that more information was required from Council staff before the Draft Policy could be considered further. Deliberations started again in December 2012 with Council staff reporting back to the Committee on the information it requested. The Committee has yet to conclude its deliberations.
As a final decision on the Draft Policy is yet to be made, the Council’s existing Development Contributions Policy applies until further notice. Read more

DCC: Spatial Plan for Dunedin
‘Dunedin Towards 2050′ (The Spatial Plan), sets the strategic direction for Dunedin’s growth and development for the next 30+ years. It outlines a broad set of principles, strategic directions, policies, and actions and visually illustrates how the city may develop in the future. It will be used to guide land-use planning in the city as well as influencing how future infrastructure and services may be provided or limited. The Spatial Plan is primarily, but not solely, concerned with Dunedin’s urban form and design. Urban form and design refer to the spatial arrangement of a city, in other words, the shape of a city as seen from the air including the overall pattern of development, activities, and infrastructure as well as the design or ‘look and feel’ of the city and how it functions. Urban form and design have a significant impact on the sustainability, liveability and economic performance of cities.

DCC: Second Generation Plan for Dunedin
The Dunedin City District Plan controls what people can do on their land and how it can be developed. While there have been some changes and new zones added (eg the Stadium, Airport and Harbourside zones), most of the current Plan has not been reviewed since 2006 and a lot of it dates back to the 1990s. The council is reviewing the Plan as a whole to fix the parts that are not clear or working properly, to recognise the changes to land use and development within Dunedin, to discourage poor development and to align with changes in national policy guidance. The review will produce a second generation plan (2GP), which is the second plan prepared under the Resource Management Act 1991. This is a long process with a lot of research and analysis, and input from stakeholders and the community.

DCC: Strategic Directions
The Strategic Directions of the second generation plan will establish the overall management approach for the 2GP, stating the important outcomes for the city:
● Dunedin is Environmentally Sustainable and Resilient
● Dunedin is Economically Prosperous
● Dunedin is a Memorable and Distinctive City with a Strong Built and Natural Character
● Dunedin has Strong Social and Cultural Capital
● Dunedin has an Attractive and Enjoyable Built Environment
● Dunedin has Affordable and Efficient Public Infrastructure
● Dunedin has Quality and Affordable Housing
● Dunedin is a Compact City with Resilient Townships

On the local . . .
Meanwhile, developers across the Taieri are champing at the bit to re-create ‘Wanaka sprawl’ on the flood plain with little regard for the protection of high class soils —despite the objectives of the spatial plan that places wise emphasis on the rural area becoming the city’s food basket (resilience).

Benefits seen for Taieri area

Mosgiel, Middlemarch and the wider Taieri area will benefit from a new marketing approach by the Dunedin City Council, chief executive Sue Bidrose says. The establishment of an in-house marketing agency at the council, replacing Tourism Dunedin, would offer ”more bang for buck”, she said. The agency would use existing council staff, such as those in human resources and finance, and run alongside the council’s economic development unit.

interest.co heats NZ housing debate – listen up

This is not just about the Accommodation Supplement that 320,000 New Zealanders received last year. Alex Tarrant’s full post prompts a sharp, sometimes shonky blogging debate. It raises critical issues that dog the consultation and drafting of Dunedin’s spatial plan but which never got a look in, and never will. Read the comments.

Our ‘first’ spatial plan should not have been rushed, given the time scale it must address. For ‘rushed’ substitute ‘superheated’, where respect and consideration are much diminished for existing patterns of living (good and bad), underlying and surrounding issues, Southern practices and philosophies, utilisation of natural and people-made resources, regional and global influences, and cumulative effects – and the real economics of PLACE-SHAPING that hinge on the recent actions of a badly-managed, far-from-smart city council that has manufactured a mountain of unsustainable debt.

Accommodation Supplement: Landlord subsidy punching a big hole in govt books due to unaffordable housing, or an essential benefit?

The government is being urged to boost the supply of affordable housing to help wean people off a state rent subsidy which could cost NZ$2.2 billion a year – almost twice as much as official predictions – by 2016. But any fix could require a large up-front investment in state house building, and/or require action from the private and community sectors to help increase housing supply, and therefore affordability, at the lower end of the price spectrum.

The Green Party has called on the government to see whether spending on the Accommodation Supplement could be more effectively spent elsewhere, with the party touting construction of more state houses as one solution to problems of housing and rent affordability. Co-leader Meteria Turei has attacked the Accommodation Supplement in Parliament as a subsidy for landlords. Turei told interest.co.nz high house prices, with constrained supply, meant higher rents and therefore costs to the government through the rent subsidy.

Meanwhile, the government’s Productivity Commission, which is currently investigating issues of housing affordability in New Zealand, has had the issue of the Accommodation Supplement, and the possible hit to the government’s books, raised with it by the Salvation Army.

The fact, observable everywhere in the world where there are urban growth containment policies, is that the escalation of urban land prices under this racket, is always greater than the ability of people to “trade off” space to keep within what they can afford.

The few remaining undistorted markets in the world, have a LOWER median multiple house price AND a far larger average amount of space per person. A one-eighth of an acre section in NZ or Britain, costs literally several times as much as a 1 acre section in many US cities (regardless of pre-or-post-crash conditions. The US cities without urban land rackets had no price bubble).

The result of fringe homes being $150,000 houses on $250,000 sections instead of $150,000 houses on $50,000 sections; is that a decent apartment near the CBD is $1,000,000 (almost all of which represents gold-plated land value) instead of under $200,000 as it is in the undistorted market.

The biggest irony in all this, is that FAR LESS people have the “choice” of living near the CBD, under the “inflated land price” model. Economist Jan Brueckner says in a paper entitled “Urban Growth Boundaries: An Effective Second-Best Remedy For Unpriced Traffic Congestion?”:

“…failure of the Urban Growth Boundary to appreciably raise densities near employment centres is the main reason for its poor performance, and this failure will persist regardless of whether the city has one or many such centres…”
