Two complaints laid against ORC

Complaints against the Otago Regional Council have been laid by Cr Gerry Eckhoff with the Ombudsman and also the Office of the Auditor-general over exclusion of the public from a recent meeting. A decision was publicly released by the regional council late on Friday, from an in-committee, meaning non-public, non-media meeting on Wednesday, which the ORC yesterday defended on the basis the decision could be appealed.

The regional councillors voted in favour of accepting commissioners’ recommendation that a minimum water flow be set for the Lindis River catchment in Central Otago.

Mr Eckhoff released a statement yesterday outlining his complaints, and in an interview said not having the issue aired in public revealed a “grossly inappropriate process”. […] Council staff made the recommendation to hear the Lindis matter in public exclusion after seeking legal advice on matters where a decision by the council is open to an appeal in a court or tribunal, [ORC chief executive Peter Bodeker] said.

Councils: Unaccountable, ready to tax? #DCC #ORC

When decisions are made in secret, and councillors know that the people will never know what was said and done at the meeting, there is no way of holding them to account.

OPINION The DCC has come a long way in providing more transparency and therefore more accountability. Fewer meetings are held behind closed doors. More information is made available after meetings when there have been non-public proceedings. However, we should not give up the search for more transparency with the job half done. All sorts of things still happen behind closed doors in council chambers.

There is no doubt debate on the matter is needed – but giving councils the option to impose extra taxes, without some guarantee the profligate spending of some will be closely monitored, will be a recipe for disaster.

Editorial: Property rates not enough
OPINION Local Government New Zealand says basing rates on property values alone may soon be no longer sustainable as the sole form of taxation for many councils. Instead, it says, it will investigate other forms of taxation, such as local consumption and local income taxes, as complementary alternatives. This may lead to residents, workers, visitors and motorists within a council boundary contributing to a council’s bottom line through targeted taxes.

Mayor stays tight-lipped

Dunedin Mayor Dave Cull is tight-lipped over two items to be considered in private at next week’s Dunedin City Council meeting. The public agenda for Monday’s meeting, released yesterday, listed a “standing orders issue” to be discussed with the public and media excluded. A standing orders issue usually related to a councillor alleged to have broken the council’s code of conduct rules. The second item to be discussed in non-public was listed as a “legal matter”.

Council meeting @Middlemarch – pity about the closed doors

Dunedin City Council meets in Middlemarch
The Dunedin City Council met today for a full Council meeting in Middlemarch, after an invitation to do so was extended by the Strath Taieri Community Board. The Council were treated to some good old fashioned country hospitality, before getting down to business, which was mainly held behind closed doors.

Carisbrook and harbour discussions not public

The future of Carisbrook and its surrounding properties are due to come before the Dunedin City Council today, but whether the public will be any the wiser after the meeting remains something of a mystery, due to privacy provisions. The agenda for the council’s meeting, to be held in Middlemarch, includes four items about which there is bound to strong public interest, but all are up for consideration during the non-public part of the meeting.
