The Chief Executive of Downer, Grant Fenn, said Hawkins was an excellent strategic fit for Downer’s New Zealand business.
“Downer has a long and proud history in New Zealand that can be traced back more than a century,” Mr Fenn said. “Today we are a leading provider of services to our customers in a range of markets including transport, telecommunications and water.
“Hawkins is a New Zealand industry leader in construction and infrastructure and this acquisition will complement our existing Engineering, Construction and Maintenance capabilities while also providing a platform for growth. It is estimated that over NZ$50 billion will be invested in non-residential construction in New Zealand over the next five years.”
Mr Fenn said Hawkins would continue to operate under its current brand.
“Hawkins was founded in New Zealand 70 years ago and its highly skilled management team has built a strong reputation for delivering quality projects for its customers in both the public and private sectors,” he said.
Hawkins has a number of high profile projects across its portfolio including the SH16 Lincoln to Westgate upgrade, the construction of Auckland’s Park Hyatt Hotel, the Pier B Extension at Auckland Airport, Wellington Airport’s Rongotai Control Tower, Wellington City Council’s Arlington Housing Project, the Christchurch Town Hall, and the Avon River Precinct (Christchurch).
Mr Fenn said the acquisition would be funded through existing debt facilities and be earnings accretive in its first year.
The transaction is due to be completed on 31 March.

A new Dunedin resident has won a painting auction; now he just needs a wall to hang the artwork on. Aalbert Rebergen recently moved to Dunedin and his admiration for the work of local artist Frank Gordon prompted a visit to his exhibition at Gallery De Novo on Saturday. The gallery was about to close when he saw the Frank Gordon painting The City of Magic & Song but could not find a price tag. We’re probably long overdue to have an ecologist on council staff.
We hear good things about Mr Rebergen, who has been with ORC.

Ecologists are specialist scientists who survey ecosystems and assess the diversity, profusion and behaviour of the different organisms within them. Ecologists tend to work for government agencies, environmental trusts, conservation charities and research institutes.
Or indeed as private consultants.

Another sort of ecology IS Dunedin City Council.
When the DCC doesn’t check leaks and drains in the hill suburbs – completely misses them despite ratepayer queries and concerns! But City Care to THE RESCUE (the company from Christchurch, best practice in hand) finds was it five burst water mains in less than a day within the same street area, where for YEARS DCC had not noticed a Cuckoo.

Infrastructure Services needs to gaze at its navel CLOSELY (another ecology!) —and Councillors, you need to check within your constituent areas for problems and complaints as well as DCC works not fully investigated and not done. (Councillors, stop desk hugging on those too generous stipends!)

The Otago Daily Times has undergone a momentary and unsubtle change this fortnight. The newspaper is allowing near ‘ruthless’ honesty in Letters and Online Comments, including rightful naming and shaming (carefully expressed, within context) of individuals and politicians that should no longer be residing at the local authority. Rush in while the door’s Open —we know it is, for the cartoonist deftly flies his drone again! At our city council. (Was GT threatened from on high prior to Election Year, with blanket censorship too ?).

This sudden rush of print-blood happens belatedly, as debate ensues over the council’s (stadium-ripper) lack of investment and professional engagement with core infrastructure services, city-wide.

Not insignificantly, projects led by “pets” continue under the radar via budget lines in the council’s Long-term Plan (LTP) and associated Annual Plans. Of course, the “pets” feel safe from scrutiny since they’ve built up “such amazing” community rapport and goodwill (a cultural following!). Nope, own castles, own keeps, feathering own nests (*not yours!) —spending money that’s not theirs with weak justification, benefitting minor consortiums of private business (*not the wider swathe of our suburban and rural populations!). Supported handsomely (wink wink) by the odd motley politician who wants “back in”, riding the “pets” like a bar saddle to the next paid trimester. Although…. that gratuitously camp ballet scene at Tuesday’s Infrastructure Services Committee meeting : where the doorstepper was conveniently exposed doing rehearsed Q&A with a scapegoat in a hotseat, was an undoing. The video is coming! Equally, someone else nutted on about the girth of pipes in a soliloquy that will endure many viewings.

While ODT meets the temperature of its audience – at the same time, the council offers little that’s honest, immediate or genuine for the people it has ill-advisedly brought flood, damage and distress to. Surely, the worst-affected should see financial re-dress from this (highly indebted) can’t-pay council. Wethinks fixing, maintaining and upgrading council-owned infrastructure is Not Quite Enough to assuage the greater collective conscience…. There could be, however, real satisfaction seeing the council get the deep cut and tuck, a razor slash. Bringing an ungainly end to bully girls’ vanity and sly defective green-tinged parlour acts that buck off without trimming a balance sheet.

A Local Authority like Auckland Council plans capital expenditure for urban projects – like the pretty CBD road and footpath improvements. The problem with infrastructure maintenance is that it is very expensive, and it occurs in the future. Competing against the pretty high profile projects it suffers because it takes second place. On the Audit NZ website is a document that records an audit of the performance of Local Government that is pertinent to this topic.

Parts of Dunedin are lacking basic maintenance and city council staff need to put pressure on contractors to improve their performance, a Dunedin city councillor says. Cr Andrew Noone, from the Waikouaiti-Chalmers ward, said the untidy state of roadside berms, gutters, ditches and creeks and an apparent slip in service levels were the main issues he heard about from constituents.

Storm floods city shops
Parts of Dunedin were flooded late yesterday afternoon when a thunderstorm struck, causing havoc for some central-city businesses. In less than 30 minutes, 15mm of rain fell in the central city, with 18.8mm falling between 4pm and 5pm. Water washed into about 20 businesses, mostly in George St between the Wall Street mall and the St Andrew St intersection.

An LGOIMA request to uncover and unblock the city council’s infrastructure services (actual) activity log of street maintenance works as well as the record of council consultation with affected building owners (including City Property for Wall Street Mall which cops it every time there’s a slight deluge…), and all associated complaints received by the council would be useful in “forward planning”.

As for temporary road closures in the CBD during heavy rain and flooding, what is the history? Have there been attempts to do this in the past? During yesterday’s rain there was certainly enough time to effect temporary stopping to help minimise damage to property caused by vehicle movement.

City Care has been awarded the tender to maintain Dunedin’s water and wastewater network. The contract, which starts on 28 February 2014, is expected to deliver annual savings of at least $350,000. The annual contract value is $4.6 million a year, with an additional $159,000 of transition costs in the first year. Paul forwarded to me your recent comments about Dunedin Venues which I briefly discussed with him. He has asked that I respond to you on the points raised:

A. We have recently installed toilet facilities to Level 2A which in an ideal world would have been installed as part of the original build. However the original build did include the infrastructure for this such as capped services. The work carried out has been consented by the building control department. The cost of the work is within the authority of the DVML board and does not need council approval. In respect of comments from Mr Anderson I have never been introduced to him and was not informed by DVAV that anyone by this name has worked at the stadium for the last 2 years. Refer to point C about DVAV.

B. We have 8 sets of grow lights which cost approximately $35,000 to build. These were manufactured through local suppliers and contractors. These are not used to grow an “ailing” pitch rather to assist worn patches in their re-growth particularly during the winter months. This is not unusual for most stadiums and in fact the size (and cost) of ours are considerably smaller than elsewhere. We estimate the running cost for these in any given year is in the order of $8,000. As a side note, if the pitch had the same amount of use as Carisbrook used to we probably would not need them. However they are of assistance in respect of the significant use the stadium is getting (last financial year we had 60 main bowl events which compares, we believe, with 21 at Eden Park, 14 at Waikato, and 47 at Westpac). Again, our board had authority to approve this cost so did not need council approval. In respect of the electricity cost it should be noted that the stadium has four substations which provides for surety of supply, however this means that our fixed charges are proportionally high to the overall bill. Power usage would be about 50% of our electricity bill.

C. Dunedin Venues has a very good record at paying contractors on time – our monthly financial reports substantiate this. We do, however, have a current dispute with DVAV which is being dealt with through the provisions of the contract by both parties agreeing to go to arbitration. We are not a party to any contractual arrangement between DVAV and Mr Anderson, so any issues that he has would be for him to address directly with DVAV.

Hi Paul,

The last month has been chock full of people complaining to me about the on-going goings-on at DVML.
I again strongly urge you disestablish this dysfunctional DVML board of directors and review management options.

A – I have it on first hand authority that enormous sums are currently being spent on new toilet blocks and facilities that perhaps should have been part of the original build.
Much work has been completed on level 2 amongst other construction. None of this work has been authorised by Council as far as I am aware, and I have been taking keen interest.
I am also advised that substandard work guaranteeing long term high maintenance [like the substitution of non-tanalised timber where tanalised was specified that I previously advised you of and showed photographic evidence]. Martin Andersen [see email below] has worked at the Stadium for 2 years and can give details.

B – Specifically not authorised by Council was the funding for expensive grow-lights for the ailing turf, which Councillors rejected over a year ago as NOT TO BE FUNDED, as DVML, Farry and Co had assured us that the turf would grow satisfactorily under the EFTE roof. Extensive banks of grow-lights have been used regularly for many months now despite the Council decision, causing further direct lights cost and injurious augmentation of an already obscene electricity cost [$250,000 per year without grow lights – when the whole city’s electric lighting costs $1.5 million].

C – DVML have been refusing to pay a number of contractors in a timely fashion, specifically DVAV [confirm with contacts below] for extensive AV work since March of this year, and are now being expensively sued for breach of contract.

Council has recently bailed out DVML for its spending of unauthorised millions [I have consistently recorded my vote against] and the obvious reasons for not bailing them keep appearing as above.
This has happened on your watch Paul, and I have been forthright in warning you about it.

I demand that action be immediately taken to investigate all DVML decisions, past and present and that a full report on past failings and options be brought to Council asap. The $20 million annual running cost bleeding of the ratepayer by the Stadium must end now.

“The ODT Editorial of Friday, 22nd November, 2013 headed “Stadium’s hard act to follow” is another stage in what has turned out to be a sorry chapter in Dunedin’s history.

Many residents of Dunedin were dismayed and astonished that the decision to build the new rugby stadium proceeded despite wide-spread protests and well-researched submissions detailing the experiences of other city’s decisions to build stadia which invariably had led to construction cost blow-outs, below budgeted incomes and over budgeted expenditures. As it turns out, these submitters have been proved right time and time again. What is patently obvious to all of those that have read the various reports into this project including the Larsen Report and the PWC report, the project was predicated upon counting future income as private construction costs, and assuming income levels and costs that would have resulted in an actual profit from Year one of operation.

The reality is a great deal different.

The DCC, and the ratepayers of the City, have been forced, through a complex set of financial arrangements, to provide substantial financial support by way of a payment of $7.25m per year to enable the debt to be paid off faster, a payment of $750,000 per year for “promotion of the stadium for community events”, a payment of $725,000 for other stadium debt round seats and pitch machinery, another annual $400,000 to subsidise or attract large events, and ongoing additional costs for financial advice and the like. All this on top of the huge costs for construction and the associated debt which is a very large component of the $12,000 debt owed by each and every ratepayer to the DCC.

DCC contractors in firing line

The performance of Dunedin City Council contractors holding $10 million maintenance contracts is to be scrutinised, amid claims the workers are literally spraying money away. Council staff, together with Crs Andrew Noone and Lee Vandervis, will meet Fulton Hogan representatives next month to discuss complaints about shoddy and inefficient work practices.

Deferrals could have high cost

The Dunedin City Council faces a double whammy of lost revenue and community anger – at least from some sectors – if it defers some or all of a list of major capital projects in an effort to save money. Deferring depreciation saving for council

The Dunedin City Council has managed to wring some money from its budgets using a method it has been using for some time – deferring its spending on depreciation. Since 1992, councils have been required by Audit New Zealand to list all assets on their books and set aside depreciation; an amount to maintain them and pay for their eventual replacement.
