Has liquidation ended development dream?

Is the vision of Highfield Park over? Fast-tracked by the Government and bigger than Hagley Park, the planned north Christchurch subdivision would have had 2200 solar-powered homes. The High Court this week placed its developers, Highfield Park Ltd, in liquidation over unpaid bills from engineering firm Tonkin & Taylor.

The 260-hectare subdivision site is a piece of farmland between Redwood, Mairehau and Marshlands. Its 2013 rezoning for housing was hastened under Earthquake Recovery Minister Gerry Brownlee’s new land-use plan but development stalled last year as the company struggled to find funds. In the meantime, the company’s options to purchase land for the development expired. Highfield Park Ltd is co-owned by the project’s founder, Christchurch engineer Roy Hamilton, his business partner, Brian Thompson, plus other investors.

Hamilton could not be contacted for comment following the court decision but he has previously confirmed the company had returned all section buyers’ deposits after missing project deadlines. Any creditors have until May 12 to contact liquidators about money owed. Highfield Park was intended to be New Zealand’s first solar-powered community and would house 5000 residents, offering ready-built homes as well as sections priced between $160,000 and $240,000. The plan included parks and two commercial areas with shops and cafes. Ground testing has revealed the land was a mix of TC1, TC2 and TC3 land, and needed some remediation. The first section titles were to have been ready by the end of last year.

An experienced Christchurch land developer, speaking on condition of anonymity, doubted anyone else would adopt the project. “The heat’s gone out of the market and it’s not a good time to start launching a major subdivision.” The developer said the Highfield project had struggled without control of the land or sufficient financial backing. He estimated up to $1 million could have been ploughed into the project already.

The development is not the only big-scale subdivision to have hit hurdles. Progress on Groynes Park near Belfast has stalled and its developers have managed to ward off liquidation bids from creditors. The company has promised work will resume soon. Ravenswood, half an hour north of Christchurch, is being offered for sale by developer Infinity Investment Group, which says the project is too big for it.

Long Term Plan Consultation Document Unveiled

‘Building a Great Small City’, the consultation document for the DCC’s Long Term Plan (LTP) 2015/16 – 2024/25, has been released.

Mayor of Dunedin Dave Cull says the LTP is designed to enable the Council to examine the bigger picture and set a strategic direction for the city covering the whole range of DCC activities. Now priorities have been proposed, the Council wants to hear from residents.

The consultation document is now available at http://www.dunedin.govt.nz/ltp
Public consultation on the LTP opens on Saturday (today) and closes at 5pm on 28 April. People are encouraged to provide their feedback early and, if possible, use the online form.

A snapshot of what is proposed, presented in a map fold newsletter, will be delivered to every Dunedin household. Once consultation has started, there will be further information on the DCC website and copies of the LTP consultation document will be available at DCC facilities such as libraries and the Customer Services Agency in the Civic Centre. There will also be public workshops and LTP stands in public places and at events, with the opportunity for face-to-face discussion with Councillors. These will be held around the wider city during the consultation period.

For the first time, comments on the DCC Facebook page and tweets to @DnCityCouncil using #LTP will also be considered as feedback.

Mr Cull says, “The LTP allows us to look at the aspirations outlined in our strategy documents and how we should prioritise these over the next 10 years. This means the LTP needs to balance our financial goals, such as debt reduction, and our desire to develop Dunedin to make it a more attractive place to live and do business. Our Financial Strategy imposes a 3% rate increase limit unless there are exceptional circumstances. This is in line with the average 3% ‘cost of living’ increases faced by local government. Under current proposals, an overall 3.8% rate increase is proposed for 2015/16. The exceptional circumstances are that, in addition to our usual inflationary pressures, we have had to provide an extra $1.5 million for the Forsyth Barr Stadium and budget for losing $4.5 million of dividend from Dunedin City Holdings Limited, which owns companies on the DCC’s behalf. We have absorbed some of those costs, but cannot absorb them all. We also need to balance rate limits against a range of new proposals in the LTP which the Council believes are worth investing in. We need public input on these, plus feedback on several other projects that have been included as unfunded items, such as new aquatic facilities for Mosgiel and lighting for the University of Otago Oval.”

Amendments to the Local Government Act have changed the way LTPs are developed and consulted on with the community. Past long term plans have involved first producing a full draft plan which was then put out for public consultation and feedback. Under the new system the DCC is required to produce this consultation document which sets out the issues the city is facing and the options for managing them. Key issues include putting the Stadium on a more achievable financial footing, tackling the city’s ageing infrastructure and addressing low economic growth.

The consultation period will be followed by hearings and deliberations in May and a final LTP will be adopted by the Council in June.

A range of supporting documents and an online submission form will be available at http://www.dunedin.govt.nz/ltp from 7am on Saturday (today).

Council accused of being in denial over long-term plan

Councillors say the Dunedin City Council is in “denial” over the need to raise rates, or cut services, to plug a $68 million budget shortfall over the next decade. The claims came amid warnings from Crs Aaron Hawkins and Jinty MacTavish yesterday, as councillors met to sign off on a public consultation document summarising the council’s long-term plan.

Quelle surprise…. it’s not like these latest mumblings from Councillors on DCC budgets and projections is “News!” to the Dunedin ratepayers and residents who closely follow Council fortunes.

What IS news is the “greenie sustainables” of Greater Dunedin have finally woken up!

Is there a political split forming in Greater Dunedin? – when indeed, historically, we’ve been told by the ‘loose connection with incorporated society’ that its members have no shared policy, that their elected representatives are free to (think) and vote independently…. with some cohesion, nevertheless.

Well might Cr Lee Vandervis provide a standing ovation to Cr Aaron Hawkins’ voicing of major concerns. It was incumbent on Cr Jinty MacTavish, practically and politically… to agree with her Green Party confederate.

Noble property subdivision —DELTA

█ Message: I have received confirmation today that DELTA are not just in a bad debt situation plus $1.5 million invested with the stalled Noble subdivision, but that they have subsequently invested even more in the Noble development than I had indicated yesterday.
Further claims from my business contacts associated with the Noble Subdivision are as follows:

“You are correct that Delta bought $1.5 million of Gold Bands first mortgage (a couple of years back).
Delta also bought another $1.5 million of the first mortgage recently (off Avanti Finance who had previously bought this off Gold Band).

Delta (Dunedin ratepayers) also appear to be funding Gold Bands current High Court attempt to defeat [ ] caveats in a mortgagee sale. The sole purpose of this High Court action [ ] is so Delta as second mortgagor can profit at the expense of the private citizens prior interests.”

Below is a representative title for the Noble subdivision.
As you can see there is a mortgage on the titles which tells you which other titles are involved, and a myriad of caveats.
In short, DELTA have bought heavily into a stalled litigious mess, with far too many similarities to their Jacks Point/Luggate debacle.

Hi Eileen,

Thank you again for your accurate quoting and for grasping the nettle regarding the Delta/Noble subdivision debacle.
I still am unable to ascertain precisely how many millions are at risk via DELTA, but an old business acquaintance of mine who claims to have reasonable knowledge of the project has given me the following information on the basis of complete confidentiality. It seems quite possible given the development scale. Hopefully you will be able to confirm some of the following with your media resources.

“Delta exposure is close to $19 million, about $1.5 million of that was cash investment to buy a portion of the first mortgage. Discussions have been for Delta to invest another nearly $4 million in cash to try and secure the balance of the first mortgage and a share of road adjustments.”

This is the most specific estimate of potential losses that I have received, but it accords with some other less specific estimates.

Information from other business people that I know personally suggests that Mr Crombie’s 18/03/15 ODT statement that “the situation should not be compared with Delta’s costly failed property investment at Jack’s Point” is misleading.
Both ‘investments’ are enormously expensive property speculations with enormous amounts of Dunedin ratepayers’ cash being used to gamble on high-risk ventures.
Both are speculative residential property subdivisions about 4 hours travel from Dunedin.
Both subdivision projects have had the involvement of Peak Projects International as Project Managers as indicated on their website http://www.peakprojects.co.nz/proj_infra.aspx
Both projects appear to have had the pivotal involvement not just of DELTA and sole surviving DCHL/DELTA Director Stuart McLauchlan but also of ex-DELTA Director Mike Coburn, although Mike Coburn’s centrality to the Noble development as a consultant is just business hearsay at this stage.
Both projects appear to have involved high levels of misrepresentation to Councillors, and lack of planning and foresight by DELTA.

Since I was first elected in 2004 I have had an on-going stream of complaints and allegations of mismanagement within DELTA, and this stream has periodically swollen since CEO John Walsh was replaced by CEO Grady Cameron. Allegations of massively top-heavy DELTA management, wasteful purchases of; management vehicles, plant and equipment, and overvalued smaller businesses etc. have come to me from DELTA staff, relatives of staff, and other involved business owners and their employees.
When I made a LGOIMA request for DELTA salary levels several years ago and discovered that CEO Cameron was on $460,000+ p/a when our DCC Paul Orders was ‘only’ on $350,000 p/a I went to advise CEO Orders whose response was “Yor forkin jokin!” Like my 2011 complaints of Citifleet fraud however, he seems to have done nothing about this top heaviness.
I have also for many years been calling for a restructuring of DELTA in non-public with the aim of maximising ratepayer value for the sale of DELTA and associated AURORA businesses, but the needed restructuring has not happened. Instead the current proposal is to spend $139,000,000 on ‘infrastructure upgrades’ for Aurora, which I interpret to mean expensive catch-up on long deferred maintenance with many contracts going to DELTA.

My reasons for now going public include the poor result achieved for ratepayers for my mostly non-public efforts to expose the Jacks Point/Luggate DELTA debacle, and the unwillingness again of DCC/DCHL personnel to face facts and clean out those responsible for such awful ratepayer losses now threatened with the Noble subdivision.

What if? was quietly advised some weeks ago that another but lesser-sized example of the multimillion-dollar Jacks Point and Luggate shenanigans (read $9m loss to Dunedin ratepayers) by Delta is complicating the city council books.

We all know how deeply distressing the Jacks Point Luggate coverup by Dave Cull’s council was – assisted by the Auditor-general and the Serious Fraud Office (SFO) – to the Ratepayers who erupted in disbelief on publication of the Delta investigation.

Delta has been involved in another failed subdivision (don’t scream) – the Noble Village Subdivision off Yaldhurst Road, Christchurch (google that) – see Noble Investments Ltd.

It’s on the public record that a bankruptcy is involved. Name: Gordon Ralph Stewart. Check out the New Zealand Companies register.

When did Cull’s highly individualised chip-on-shoulder naysaying campaign start; this would be located well outside DCC Comms’ advice, wethinks.

Nowadays, how many Dunedin ratepayers and residents are “absolutely right” in how they view Dunedin City Council and the way it is operating. Citifleet is a mighty nail in the council coffin, surely.

ONE MAN alone is not the guilty PARTY.
ONE MAN is dead.

It’s disgusting, indecent and despicable that COUNCIL leaders are preying on the deceased, at their own convenience.

2015. Let individual histories and emerging evidence tell the real story against the mayor and chief executive’s ‘party line’ for Brent Bachop.

Why is there no law to rein in dodgy ratbag local body politicians?

Former ARC Councillor Bill Burrill is not the first dodgy ratbag Councillor to trough from abuses of power to his own pecuniary advantage in recent years. A few years back in 2009 Council Watch was calling for a number of Councillors from the Canterbury Regional Council to be prosecuted and sacked from their positions after an investigation by the Auditor General Lyn Provost found that four individuals had broken the law by acting in conflict with their official role. Back then those Canterbury Councillors failed to declare a conflict on interest that [led] to a financial benefit for themselves by participating in discussion and voting on proposals before Council. Under investigation the Auditor General’s office chose not to prosecute stating that whilst the Councillors should have withdrawn as a matter of principle – they had each received and shared legal advice that they could participate. And here in lies the problem. The Auditor General and Office of the Ombudsmen publish clear guidelines for Councillors and council staff but the reality is that the law is erroneously filled with holes that are exploited and there is precious little oversight of Local Government leading to the Auditor General loathing to bother and the Courts uninterested.

DCC tightens policy + Auditor-general’s facetious comments

The city council’s Whistleblower policy, originally written by Athol Stephens (!!), has recently been updated.

The proposed change came as independent financial consultant Deloitte continued its investigation into an alleged $1 million fraud within the Dunedin City Council’s Citifleet department. (ODT)

The Dunedin City Council is moving to make it easier for whistle-blowers to speak out, but still has “a fair bit of work to do” to tighten other internal policies, senior managers say. The proposed change came as the council’s audit and risk subcommittee, meeting yesterday for just the second time, considered a schedule of 12 internal council policies it was now responsible for overseeing. The policies, ranging from risk management to staff travel and fraud prevention, were designed to promote good governance while protecting the organisation and its staff.

Praise for DCC’s new internal controls

The Dunedin City Council’s move to tighten internal controls has been praised by the Office of the Auditor-general, even as the investigation into an alleged $1 million Citifleet fraud continues. The words of encouragement came from Auditor-general Lyn Provost as she addressed a meeting of the council’s new audit and risk subcommittee during a visit to Dunedin yesterday. But, despite the headlines and unanswered questions about why the alleged fraud was not detected, including by auditors, the word “Citifleet” was not uttered yesterday.

DCHL: Aurora upgrade implicates Delta

The upgrade would cost DCC, as Aurora’s annual dividend – passed on to the council and used to offset rates – dropped by $2 million a year, to $7.5 million, from 2015-16.

Delta had shed almost 150 workers and closed its entire civil construction arm since mid-2012.

Dunedin City Council-owned lines company Aurora Energy says a planned $139.2 million investment in its network will create about 20 jobs and help ensure the lights stay on as growth picks up in Central Otago. The company’s five-year spending plan would result in upgrades and replacement of key pieces of ageing infrastructure across the network, which supplied 83,000 customers in Dunedin and Central Otago. […] The work would also generate spin-off benefits for another council-owned entity, infrastructure company Delta, which already managed Aurora’s network and shared the same management and directors.

Audit services to (paying) local bodies #FAIL ● AuditNZ ● OAG ● LynProvost

Typically, local government pays Audit New Zealand to audit and review annual financial statements. It’s a tame, tick-box sort of exercise. Audit NZ does a remarkably poor job and is certainly not in it to protect the Community from institutional or corporate misuse of public funds, or indeed from what amounts to perversion or defeat of the course of justice.

Audit NZ is paid handsomely to not see failures of tansparency and non-accountability — such that the enlightened Mangawhai Ratepayers and Residents Association (MRRA) has had Audit NZ sacked from providing audit services to Kaipara District Council.

In an opinion piece last week at Otago Daily Times, City ratepayers let down again, Russell Garbutt cleverly and succinctly summarised the depth of the problem with the Office of the Auditor-General (OAG) investigation into Delta Utility Services Ltd. He also noted: “It may seem strange, but if a local government body goes feral, the body which investigates this and the one which provided audit services to that local body are both business units of the Auditor-General.”

Dunedin City Council (DCC) has ‘overseen’ the Auditor-General’s probe into property purchases at Luggate and Jacks Point by Delta Utility Services Ltd, which also involved the council’s holding company (DCHL). A more scandalous, politically slant and irresponsible report from a Government agency it would be difficult to imagine.

Criminally, the OAG’s Delta report is what passes for ‘honest and comprehensive’ investigation of fraud and corruption in New Zealand… such that the main Delta complainant, Cr Lee Vandervis of Dunedin City, who holds evidence obtained from over 350 emails, was NOT interviewed by the Auditor-General. Nor was his evidence examined.

The fact that for years Audit NZ has refrained from investigating or bringing attention to underhand dealings of the DCC and with respect to DCHL, Delta, Aurora, and Dunedin City Treasury Ltd (DCTL), to identify just some of the ‘group companies’ involved in financial mayhem with public funds, is fully SYMPTOMATIC.

And now we have DCC — and DCHL (again) — in relationship with Dunedin Venues Management Ltd, tied directly to Otago Rugby Football Union (ORFU) and The Highlanders through shared staff and facilities at the Stadium, and the facilities at Logan Park. Meaning that DCC continues to squander millions and millions of dollars of public funds each year, yet Audit NZ is nowhere to be seen under ‘the Roof’. Don’t mention the black hole, Carisbrook.

Dear Lyn, your shameful handing of the inquiry into Dunedin City Council subsidiary Delta’s acquisition of land at Jacks Point and Luggate is both unprofessional and an insult to Justice and Democracy in NZ. You personally have done a massive disservice to the 53,000 ratepayers of Dunedin.

Your very selective choice of “evidence”, and general lack of thoroughly seeking evidence, has amounted to a complete whitewash for the individuals under investigation. Why, for example did you choose to competely ignore Councillor Lee Vandervis’ extensive evidence?

Your conclusions of unsound business practices are completely at odds with failing to note the massive conflicts of interest, personal gain and any notion of personal accountability.

Further, your ham-fisted and gutless handling of this inquiry has been a complete waste of time and public money. You have been a lackey and have orchestrated the sort of politically motivated sham one would expect from Russia or North Korea. You should resign.

Opinion: City ratepayers let down again

I have two major concerns. The first is the quality of the report and the second is that of a lack of accountability – particularly on the part of directors of council companies.
Audit NZ provides audit services to many local bodies, but the fact is the Local Government Act 2002 gave councils the power of ”general competence” – sweeping powers to undertake many projects or actions.
At the same time, the Office of the Auditor-general (OAG) provides investigative services such as this report into the actions of Delta.
It may seem strange, but if a local government body goes feral, the body which investigates this and the one which provided audit services to that local body are both business units of the Auditor-general.
So, bearing that in mind, what has the OAG found about the dealings of Delta and its foray into property development? It found the actions of Delta and its directors and the directors of council umbrella company Dunedin City Holdings Ltd (DCHL) as well as the actions of the Dunedin city councillors at the time were such that ”expensive lessons were learned”.
This is corporate gobbledygook for saying this was a gigantic cock-up.

ONE News: Victim’s relative feels ‘sorry’ for Easy Rider widow

A relative of one of the people who lost their lives in the Easy Rider sinking in 2012 says he feels sorry for the woman charged over the tragedy. Judge John Strettell released his judgement today, finding Gloria Davis and her company AZ1 Enterprises guilty of three charges under the Health and Safety in Employment Act and the Maritime Transport Act in relation to the tragedy. She originally faced five charges but two were dropped. Ms Davis is the sole director of the company that operated the fishing boat which capsized in Foveaux Strait on March 15, 2012, claiming eight lives, including Ms Davis’s husband, Rewai Karetai, who was skipper of the vessel. The New Zealand Institute of Directors agrees the judgement serves as a warning. “When you take on a role as a director you cannot sit there passively,” says NZID’s Stuart McLauchlan. “You’ve got to understand what the risks are, you’ve got to understand the operations of the business, and ultimately you’re responsible.”

The same applies in the failed Delta land deals at Luggate and Jacks Point. Board directors for Delta Utility Services Ltd, Delta Investments Ltd (previously, Newtons Coachways (1993) Ltd), and Dunedin City Council’s holding company (DCHL) are ultimately responsible to Dunedin ratepayers for the multimillion-dollar loss.

Note: Stuart McLauchlan has been a director for Delta Utility Services Ltd since 01 Jun 2007; Delta Investments since 16 Jul 2009; and Dunedin City Holdings Ltd from 01 Jun 2007 to 31 Oct 2011. Altogether, this represents a “perceived conflict of interest” and more.

The OAG would also consider to what extent the Dunedin City Council – as the shareholder of Delta’s parent company, Dunedin City Holdings Ltd – was involved, and any other matters considered ”desirable” to report on. Land purchases report imminent

The findings of a major investigation into Delta’s multimillion-dollar land acquisitions at Jacks Point and Luggate are expected to be released next week.
However, exactly what the Office of the Auditor-general has found after more than a year investigating the purchases remained a closely-guarded secret yesterday. The report was due to be officially published by Parliament’s speaker – who would table the report at 2pm on Thursday – and it would appear on the Auditor-general’s website minutes later, OAG staff confirmed.

Top job to go at DCHL

Dunedin City Holdings Ltd chief executive Bevan Dodds is to lose his job as the Dunedin City Council tightens its grip on the financial affairs of its companies. The change – and the recruitment of a new group chief financial officer to oversee both organisations’ finances – was part of management restructuring unveiled yesterday by council chief executive Paul Orders. The new recruit would be part of the council’s executive management team, but would work closely with the council and DCHL to ensure a ”unified” understanding of the finances of both, Mr Orders said.
The change would help avoid surprises like the multimillion-dollar shortfall in dividend payments from DCHL to the council, which sent shockwaves through the council in 2011. It would also mean Mr Dodds’ role would be disestablished later this year, DCHL chairman Denham Shale confirmed. Mr Dodds would continue in his role in the meantime, but would not comment yesterday or say whether he planned to apply for the new role.
Mr Orders said the changes also represented a move away from an older ”silo-based approach to financial management” that split the council from its companies.

New Management Structure Announced

The Dunedin City Council has put in place a new senior management structure to help strengthen the organisation so it is better equipped to face future challenges.

DCC Chief Executive Paul Orders says, “Following consultation with affected staff, the General Managers and I have set out a new structure we believe will address some of the ongoing challenges facing the organisation in the years ahead.”

A key change is the introduction of a new position of Group Chief Financial Officer (GCFO). This will replace the Council’s Chief Financial Officer (currently a vacant post), with the role expanded to include the provision of financial advice and support to the Board of DCHL. As part of that process, the position of Chief Executive of DCHL will be disestablished and the GCFO post will be publicly advertised.

Mr Orders says the management restructuring will mean little change for staff roles, but will change some reporting lines.

“My primary objective with this structure is to ensure a set of management arrangements which are fit for purpose. But they will also deliver a net saving of about $100,000 for the DCC. This is over and above the managerial savings previously delivered.”

The new structure includes a streamlining of functional areas and Group Managers reporting through to General Managers. To achieve this, a team of eight Group Managers has been established and will mostly be filled from existing activity managers from within Council.

The new structure also includes a new Organisational Development and Performance Manager. This will give more focus to the work being done on staff performance and development, and to enhance the reputation of the DCC as an employer of choice.

The new structure is designed to strengthen the co-ordination of financial management between the DCC and Dunedin City Holdings Limited (DCHL) and improve the DCC’s ability to respond in the areas of change management, performance management and organisational development.

A public recruitment process for new posts will begin shortly.

Police have seized millions of dollars worth of assets – including almost $1 million from criminals in Otago and Southland – since a tough new law came into force. The Criminal Proceeds (Recovery) Act took effect on December 1, 2009. Assets worth an estimated $29 million have been forfeited, including cash ($10.48 million), properties ($13.67 million) and vehicles ($2 million). […] Figures released to the ODT under the Official Information Act show 14 assets with an estimated value of $862,105.22 have been forfeited in the Southern district.

Cr Acklin protesteth too much. He was a councillor when it was determined by Council to insist upon dividends that were being produced by borrowing, he has consistently voted for large scale Council projects including the stadium to be financed through debt, he has been in an informed position when presented with DCHL and Delta accounts and forecasts, but perhaps most importantly, he simply doesn’t understand that a Council cannot subsidise a commercial organisation by the degree that is needed to win contracts.
Delta’s overheads are way way too high and Cr Acklin has been in a position to assist in ensuring that Delta was not involved in land speculation, poor business decisions, commercial sponsorship of professional rugby and the like.
Mayor Cull is right in his position regarding Delta, but surely now is the time to bring all those for this sorry mess to account – including Cr Acklin, [Abridged]

Delta heading for drawn-out death

OPINION The sorry and inevitable story of Delta continues to what union spokesmen have described as a ”long, drawn-out death”, with owners of the company, governance of the company and management of the company all disclaiming any responsibility or accountability for the loss of business and consequent loss of jobs. But it isn’t as though this position has not been able to be foretold with some accuracy by interested observers.
The basic concept of a business activity supplying professional services to the wider community and supplying profits from that business operation to its overall owner – in this case, the Dunedin City Council – is sound. But it requires strong and wise governance to strike the right balance between risky entrepreneurial activities and conservative growth. Most importantly, the governance of such an activity requires some basic business sense.
Many would say, including those recently advised of the loss of their jobs, that for many years this basic governance requirement has been sorely lacking.

Calvin, I note the DCHL ‘shake-up’ restructuring plan is very slow to surface. Why? Perhaps Mr Denham Shale and Mr Bill Baylis are not aware of the need for public accountability and transparency. We have been waiting MONTHS and MONTHS for their information.

In August 2011 the Dunedin City Council voted to accept radical recommendations in the previously confidential Warren Larsen Report (released 11.8.11) that slams governance of Dunedin City Holdings Ltd (DCHL), the council’s holdings company.

The Dunedin City Council’s possible multimillion-dollar loss from the sale of Carisbrook does not warrant an investigation, the Office of the Auditor-general says.

”We do not regard the purchase and disposal as raising issues that relate to our Delta inquiry, which is focused on the property investment actions of a council subsidiary.”

OAG staff have confirmed that there will be no investigation of the council’s purchase, and pending sale, of Carisbrook properties, which could end up costing the council more than $4 million. That followed two separate requests received by the office in February, asking for the Carisbrook deal to be added to a wider OAG investigation of land purchases by council-owned company Delta. An OAG statement yesterday said the decision not to proceed came after reviewing council documents, which showed the issue ”does not warrant further inquiry”.

Editorial bias

Received today from Russell Garbutt [email].

Have readers of the ODT online site noticed the failure of the ODT Online Editor to acknowledge that they are abridging comments or simply wiping them?

Two examples of mine recently spring to mind and the context shows where the sympathies of the ODT lies. The first was in response to a comment made by speedfreak43 who noted that the GV of Carisbrook at the time the dear old DCC masquerading as a body acting in the interests of the ratepayers was about $1.5m when the purchase price from the ORFU who really run the DCC, was $7m. This is what I wrote, which simply vanished into thin air:

“speedfreak43, I think you are pretty close to the mark with the recollection of a GV of about $1.5m for Carisbrook. That makes this story even more worth pursuing by the ODT. Here we have a previous owner in the financial doodah for $7m – interestingly because of their purchases of Auckland bars to carry out their pokie fund rort – bailed out by a Council decision to purchase at a price many times more than what is clearly a market price. All backed up by “valuations” that appear to be nothing other than part of the shonky deals done behind closed doors. All replicated almost exactly with Luggate and Jack’s Point. Bearing in mind that every $1m of spend without income that this Council does equates to 1% on the rates and you can see that these 3 property deals alone have cost Dunedin ratepayers close on 15% of rates increases. My question again – who is going to hold these Councillors accountable?”

Now why this sensitivity? The ORFU were involved in a rort and everyone knows that. Were there shonky deals done behind closed doors? Well, we have Carisbrook, Jacks Point and Luggate as examples that are in the public domain. Is it that the ODT don’t want some Councillors to be exposed for what they are? Well here my posting in another thread with the deleted portion emboldened.

“If the promoters are well aware in advance of sound issues at the stadium and have prepared accordingly, then a simple question remains unanswered. Why do patrons who shell out money to see and hear acts at the stadium rate the sound quality over the PA systems as “abhorrent”? While pondering that answer, why is it that, after we were all told that the surface was the most high-tech, durable and incredible surface ever devised that the recent soccer fixture rated the surface as being the worst they had played on? When considering the answer to that question, readers may like to consider just how much they have paid in their rates to achieve these levels of mediocrity. Perhaps Malcolm Farry and the stadium Councillors could provide some answers?”

So, the ODT had printed stories about the sound quality and the turf quality so they couldn’t take exception to that, but they didn’t want Farry and the Stadium Councillors being asked to be held accountable.

This I suggest, is a very clear indication of where the ODT’s sympathies and probable support will be for any forthcoming Council elections. Can it logically be seen in any other way?
