EXHIBITION NOTICE
Archives New Zealand Dunedin Regional Office currently has an exhibition on display, until 16 October 2015, featuring the Testimonial presented by the citizens of Dunedin to the Dunedin Volunteer Fire Brigade to thank them for all their work in the fires of early 1865. Also on display, there are archives showing the work of the Dunedin Sanitary Commission, about the conversion of the Exhibition Building for the Dunedin Hospital and a proposal for new Provincial Government Buildings.

2015 marks 150 years of the city of Dunedin
With the benefit of William Meluish’s magnificent panorama of 1865 this exhibition centres on the year Dunedin becomes a city. Drawing on other contemporary and pre- and post-dated images we see where Dunedin had come from and was going to. Fuelled by the Otago goldrushes and driven by the acumen, tenacity and aspiration of its citizens Dunedin rapidly rises. This exhibition is brought to you by Heritage New Zealand Pouhere Taonga with support from the Southern Heritage Trust.

La Maison House of Pleasure, Queens Gardens —then and today

La Maison House of Pleasure at 5 Queens Gardens is co-owned by city councillor and former Act MP Hilary Calvert. In 2011, her eyes featured on a sign at the top of the building (the image is still evident).

La Maison’s ground-floor ceiling was ornate and perfectly preserved, its below-ground vault still intact – original door included – although now it houses a “dungeon” stocked with items considerably different to those the vault was designed for. Upstairs, the building’s origin was harder to spot, although staff promised today’s tour would be comprehensive, including an all-access walk-through and details of the building’s changes through its 149 years. Open day at Dunedin’s House of Pleasure

It was a happy ending for the dozens of visitors who attended an open day at La Maison House of Pleasure in Dunedin. Business owner turned tour guide, Teena Ingersoll, doesn’t like the word “brothel” to described her Queens Garden based business, which opened its doors on Saturday morning as part of a Heritage Festival open day. “I hate the word brothel, this is a house of pleasure.” Read more + Images

Surprises in old buildings

The doors to some of Dunedin’s historic buildings will be opened to the public today as the city’s heritage festival continues. The Dunedin Heritage Festival began yesterday with the “Dunedin 1865: A City Rises” photographic exhibition in the Dunedin Public Art Gallery. The festival finishes tomorrow. A major draw is the tours today and tomorrow of 64 historic buildings, which will be raising their customary barriers to the public […] the festival would also include a children’s heritage trail at Toitu Otago Settlers Museum, a walking trail following Dunedin’s original shoreline and a special service in First Church.

‘Absolutely incredible’ revamp of heritage building

An “absolutely incredible” conservation and adaptive reuse project is nearing completion in Dunedin. This work on the Standard Building in Princes St, including extensive earthquake strengthening [and restoration of the Italian-style facade] has been undertaken as momentum grows to further revitalise the Exchange area, and a wave of adaptive reuse work continues to transform the nearby warehouse precinct. […] The project also includes the Stanton Building, situated behind the Standard Building, and backing on to the council’s Dowling St car park. A crucial – and previously largely hidden – feature of the redevelopment is an innovative, light-filled multilevel internal atrium, making extensive use of glass, which will link the two buildings and provide access to the various floors.

Briefly, the first hotel on this site was established in 1864 as the Black Bull Hotel. Daniel White changed the name to the Royal Albert when he took over in 1879 – he opened the current hotel building in 1880.

Johann Luks (1877-1879) was a German immigrant who had previously worked as a fruiterer in George Street. In late 1878 he commissioned the architect Louis Boldini to design a new hotel building, but was declared bankrupt in August 1879 before the project could go ahead. Daniel White purchased the fourteen-year lease on the property the same month, and in December was granted a license for the establishment which he gave a new name: the Royal Albert Hotel. The replacement building was erected in 1880 by contractor Norman Wood to Boldini’s plans, and completed by October. It was built of brick, with ornate cemented facades in the revived Italian Renaissance style, and made the most of a tricky triangular site. The ground floor had a bar, three sitting rooms, a dining room, and a kitchen. There were nine bedrooms and a sitting room on the first floor.

Lost Gold – Archaeology and research in the New Zealand Goldfields

The New Zealand goldfields stretch from Southland to Coromandel, and were an important part of the development of modern New Zealand. They are archaeologically very rich, with mines, stamper batteries, tramways, miners’ huts and ghost towns scattered through the hills. Less well known, but essential for the interpretation of this evidence, are the remnants of the old School of Mines libraries that contain the books that the mining engineers actually used. The most important library of all was at the Otago School of Mines, which is forgotten but not quite lost. This talk will explore both the archaeology of the goldfields and the significance of these lost libraries.

Labour of love

Home ownership is not usually about daring physical feats but nobody’s told outspoken city councillor Lee Vandervis. Lee Vandervis was 15m above ground, spreadeagled over the peak of his roof. Moments earlier, he’d climbed out of the house on to the slate tiles and crawled along the ridging to repair and rewire a floodlight. The operation he admits was a “bit dodgy” was also typical of the boots-and-all approach Vandervis has taken to the restoration of his Roslyn home, built in the late 1890s for Otago Medical School dean John Halliday Scott.

Not only are Google changing history, they are effectively censoring you, and me, and journalism too. This morning the BBC received the following notification from Google:

Notice of removal from Google Search: we regret to inform you that we are no longer able to show the following pages from your website in response to certain searches on European versions of Google: http://www.bbc.co.uk/blogs/legacy/thereporters/robertpeston/2007/10/merrills_mess.html

What it means is that a blog I wrote in 2007 will no longer be findable when searching on Google in Europe. Which means that to all intents and purposes the article has been removed from the public record, given that Google is the route to information and stories for most people. So why has Google killed this example of my journalism?

Heritage New Zealand

The New Zealand Historic Places Trust (NZHPT) – and now trading as Heritage New Zealand – is New Zealand’s leading national historic heritage agency and guardian of Aotearoa New Zealand’s national heritage. The environment in which NZHPT operates continues to be characterised by a growing interest in heritage, recognition of its social, cultural, environmental and economic benefits, and awareness of its importance to national identity.

The NZHPT was established by an Act of Parliament in 1954. The NZHPT is established as an autonomous Crown Entity under the Crown Entities Act 2004, and is supported by the Government and funded via Vote Arts, Culture and Heritage through the Ministry for Culture and Heritage. Its work, powers and functions are prescribed by the Historic Places Act 1993.

Heritage New Zealand – a change of name
In 2010, the Ministry for Culture and Heritage led a review of the Historic Places Act 1993 (HPA) and as a result of that work the Heritage New Zealand Pouhere Taonga Bill was drafted and is currently before the House. It is currently awaiting the committee stage, and its third reading. The Bill includes provisions that will result in some changes to how the NZHPT operates, and to archaeological provisions of the HPA. It also proposes a change in name to Heritage New Zealand. The Bill will complete NZHPT’s transition from NGO to Crown Entity. To facilitate the transition, the decision was made to proceed with the name change ahead of the legislation. From 14 April 2014, the organisation has been known as Heritage New Zealand.

Welcome to Heritage New Zealand
The New Zealand Historic Places Trust (NZHPT) has changed its name to Heritage New Zealand. Chief Executive Bruce Chapman explains the reasons behind the change.

Heritage New Zealand will continue to work in partnership with others, including iwi and hapū Māori, local and central government agencies, heritage NGOs, property owners, and volunteers. We will continue to provide advice to both central and local government, and property owners on the conservation of New Zealand’s most significant heritage sites. We will continue to maintain the national Register of historic places, manage 48 nationally significant heritage properties, regulate the modification of archaeological sites, and manage the national heritage preservation incentive fund.

While Heritage New Zealand receives 80% of its funding from the Crown, like many other Crown agencies it continues to be dependent for the remainder of funding from supporters, donations, grants, bequests, and through revenue generated at the heritage properties it cares for around the country.

Three key things remain the same under the new name:
● commitment to the long-term conservation of New Zealand’s most significant heritage places, including own role as custodian of 48 historic properties
● connection through members (membership benefits are unchanged) and supporters to the wider community
● continued status as a donee organisation, dependent on the goodwill and ongoing financial and volunteer support of the wider community for many of the outcomes the organisation achieves for heritage.

Guidance on tall buildings update
The English Heritage and Design Council CABE 2007 joint Guidance on tall buildings is a material consideration in the determination of planning applications for tall buildings.

Guidance on tall buildings
Guidance on Tall Buildings sets out how English Heritage and Design Council CABE evaluate and consider proposals for tall buildings. It also offers advice on good practice in relation to tall buildings in the planning process. Both organisations recommend that local planning authorities use it to inform policy making and to evaluate planning applications for tall buildings where the appropriate policies are not yet in place and the Government has endorsed this guidance.

This revised version was endorsed by Government on 26 July 2007. The Parliamentary Under-Secretary of State for Communities and Local Government (Mr. Iain Wright) said:
“In conjunction with my colleague the Minister for Culture, Creative Industries and Tourism, Department for Culture, Media and Sport, I would like to bring to the attention of the House the guidance note on tall buildings prepared jointly by English Heritage and the Commission for Architecture and the Built Environment (CABE), which is published today. This updates and supersedes previous guidance published in 2003 and reflects changes to the planning system since that time.

The Government’s aim is to ensure local planning authorities are getting the right developments in the right places, which we consider to be a fundamental part of creating places where people will want to live and work, now and in the future. Recent reforms to the planning system have helped to reinforce this message, making clear that all new development should be of good quality and designed in full appreciation of its surroundings and context. Tall buildings, in the right places and appropriately designed, can make positive contributions to our cities.

The Government therefore welcome this updated guidance, which will assist local planning authorities when evaluating planning applications for tall buildings, including, importantly, the need for effective engagement with local communities. It also places a greater emphasis on the contribution that design can make to improving the character and quality of an area. It offers good practice guidance to a range of stakeholders in relation to tall buildings in the planning process, provides practical advice on achieving well-designed solutions in the right places, and is capable of being material to the determination of planning applications. Copies of the documents are being placed in the Libraries of both Houses.”

The Guidance and the National Planning Policy Framework
The approach set out in the Guidance is consistent with the National Planning Policy Framework (NPPF). At the heart of the NPPF is the presumption in favour of “sustainable development”. Pursuing sustainable development involves seeking improvements to the quality of the built and historic environment (paragraph 9) as well as economic, social and environmental progress generally. Paragraph 17 identifies 12 core principles that should underpin both plan making and decision taking, including securing high quality design and a good standard of amenity for all existing and future occupants of land and buildings, taking account of the different roles and character of different areas; conserving heritage assets in a manner appropriate to their significance.

The Government attaches great importance to the design of the built environment. Permission should be refused for development of poor design that fails to take the opportunities available for improving the character and quality of an area and the way it functions (paragraphs 56 and 64). Planning decisions should ensure amongst other things that developments respond to local character and history (paragraph 58). Planning decisions should also address connections between people and places and the integration of new development into the historic environment (paragraph 61).

Local Planning Authorities should set out their strategic priorities for the area which should include strategic policies to deliver the conservation and enhancement of the natural and historic environment, including landscape (paragraph 156). Crucially, local plans should identify land where development would be inappropriate, for instance because of its environmental or historic significance. They need to contain a clear strategy for enhancing the natural, built and historic environment where they have been identified. – paragraph 157. This follows on from the requirement that local plans should set out the opportunities for development and clear policies on what will or will not be permitted and where (paragraph 154).

It is also important to note that local planning authorities should have up to date evidence about the historic environment in their area and use it to assess the significance of heritage assets and the contribution they make to their environment (paragraph 169).

REGENERATION

The historic environment is the context within which new development happens. Major inner city renewal, rural diversification, edge of village development, traffic calming measures: all have the potential to enhance or degrade the existing environment and to generate time- and resource-hungry conflict. An early understanding of the character and value of the historic environment prevents conflict and maximises the contribution historic assets can make to future economic growth and community well-being.

Conservation-led regeneration encourages private-sector investment both by retaining businesses in an area and by providing an incentive to relocate to it. Putting resources into a neighbourhood because of the value of what is already there, rather than labelling it as deprived, builds community and business confidence. So do works to improve the maintenance of the public realm of streetscape and public parks and gardens.

Understanding how places change, what makes them distinctive and the significance of their history is the key to regeneration. The historic environment is part of successful regeneration because it contributes to:

Investment: Historic places attract companies to locate, people to live, businesses to invest and tourists to visit. Market values in historic areas are higher than elsewhere.

Sense of place: People enjoy living in historic places. There is often greater community cohesion.

Sustainability: Re-use of historic buildings minimises the exploitation of resources. There is evidence of lower maintenance costs for older houses.

Quality of life: The historic environment contributes to quality of life and enriches people’s understanding of the diversity and changing nature of their community.

Planning for regeneration and renewal requires strong, effective partnerships at local and regional level. Local authorities play a central part in the management of the historic environment. Conservation-led regeneration is successful because places matter to people. Neighbourhood renewal works because the quality of the places in which people live directly affects their quality of life. When communities are helped to develop their own sense of what matters for them, and why, the results can transform a neighbourhood and act as a catalyst for further private- and public-sector investment.

BUILDING IN CONTEXT

Building in Context was published jointly by English Heritage and CABE (the Commission for Architecture and the Built Environment) in 2001. It aims to stimulate a high standard of design when development takes place in historically sensitive contexts. It aims to do this by example, showing a series of case studies in which achievement is far above the ordinary. As a result, it is hoped that people will be encouraged to emulate the commitment and dedication shown by the clients, architects, planning officers and committee members involved in the projects illustrated and be able to learn from their experience.

The belief underlying the publication is that the right approach is to be found in examining the context for any proposed development in great detail and relating the new building to its surroundings through an informed character appraisal. This does not imply that any one architectural approach is, by its nature, more likely to succeed than any other. On the contrary, it means that as soon as the application of a simple formula is attempted a project is likely to fail, whether that formula consists of ‘fitting in’ or ‘contrasting the new with the old’.

A successful project will:

● Relate well to the geography and history of the place and the lie of the land
● Sit happily in the pattern of existing development and routes through and around it
● Respect important views
● Respect the scale of neighbouring buildings
● Use materials and building methods which are as high in quality as those used in existing buildings
● Create new views and juxtapositions which add to the variety and texture of the setting.

The right approach involves a whole process in addition to the work of design, from deciding what is needed, through appointing the architect, to early discussions with and eventual approval by the planning authority.

Collaboration, mutual respect and a shared commitment to the vision embodied in the project will be needed if the outcome is to be successful. The report came to a number of conclusions:

● All successful design solutions depend on allowing time for a thorough site analysis and careful character appraisal of the context
● The best buildings result from the creative dialogue between the architect, client, local planning authority and others; pre-application discussions are essential
● The local planning authority and other consultees can insist upon good architecture and help to achieve it
● Difficult sites should generate good architecture, and are not an excuse for not achieving it
● With skill and care, it is possible to accommodate large modern uses within the grain of historic settings
● High environmental standards can help generate good architecture
● Sensitivity to context and the use of traditional materials are not incompatible with contemporary architecture
● Good design does not stop at the front door, but extends into public areas beyond the building
● High-density housing does not necessarily involve building high or disrupting the urban grain and it can be commercially highly successful
● Successful architecture can be produced either by following precedents closely, by adapting them or by contrasting with them
● In a diverse context a contemporary building may be less visually intrusive than one making a failed attempt to follow historic precedents
