SUNK Stadium: TOO MUCH ratepayer money going west STOP

The point is $224 million is not the TRUE COST. It is FAR HIGHER. Dunedin City Council must stop all OBFUSCATION. Open the books to a full independent forensic audit of the council and related entities NOW.

Meantime, close the stadium to stem the losses.

Budget blowout pushes stadium cost to $224m

The final cost of the Forsyth Barr Stadium has risen to $224 million, after independent auditors uncovered a budget blow-out of more than $8 million, it has been confirmed. The findings showed the stadium’s capital cost had risen by $8.4 million, from $198 million to $206.4 million. Interest accrued during the stadium’s entire construction period, as loans began to be drawn down, also hadn’t been included in costs.

The $8.4 million overspend meant costs exceeded budgets by 4.2%.

The PWC review did not seek to apportion blame, but findings had been passed to council chief executive Paul Orders, who told reporters he would study them “coolly and calmly”.

‘Forsyth Barr Stadium Base Building Further Requirements’

Incompetence by another name, actually, ‘Carisbrook Stadium Charitable Trust Exclusions’.

Davis Langdon was asked to review progress made by the trust, and it was the reviewer’s report that first coined the term “exclusions” to describe what was considered to have been missed from the project’s planning. The exclusions included a kitchen fit-out, broadcasting facilities, electronic turnstiles, score boards and replay screens. -ODT

Dunedin City Council’s finance, strategy and development committee met on Monday 14 March.

How they voted
There were several votes at the non-public meeting. For the substantive vote, that the committee recommend the council approve additional borrowing of up to $5.15 million to fund capital expenditure for the stadium, Crs Bill Acklin, John Bezett, Syd Brown, Neil Collins, Paul Hudson, Chris Staynes, Richard Thompson and Mayor Dave Cull voted for, while Crs Fliss Butcher, Jinty MacTavish, Teresa Stevenson, Lee Vandervis and Kate Wilson voted against. Cr Andrew Noone had left the meeting, and Cr Colin Weatherall apologised for non-attendance. -ODT

Trusts to be targeted again

Charitable trusts can expect another round of requests for funding for the Forsyth Barr Stadium, following a Dunedin City Council decision earlier this week. The decision came after a report to the finance, strategy and development committee that showed 16 trusts had been asked for money in the last few years, and four had come up with $7.9 million.

A recent front page article in the Otago Daily Times highlighted items not included in the Forsyth Barr Stadium’s main construction contract. Malcolm Farry points out this information was already in the public domain and suggests the article carried unfortunate implications.

Over the past four years, I have become accustomed to being called at home by members of the public wanting a “chat” and to share their contrasting views on the merits of the Forsyth Barr Stadium project. However, these exchanges reached a new level of intensity following the Otago Daily Time’s article on August 12 under the headline “Stadium extras to cost in millions”.

Stadium extras to cost in millions

Dunedin’s Forsyth Barr Stadium will require a “seven-figure” funding boost to provide some of the basic requirements for the facility. But the man in charge of operating the stadium yesterday said there would be no calls on ratepayers for help. Instead, Dunedin Venues Management Ltd (DVML) chief executive David Davies said he was confident he could “get it right” through negotiations with businesses that would win contracts for aspects of the operation, and through funding from trusts.

Some people will wave around the $130 million GMP contract as evidence of the cost for construction. It’s already been established that the published contract excluded several significant cost items, estimated at around $30+ million. All P&G costs, the contractor’s contingency sum and, best of all, the contractor’s profit margin, were all specifically excluded from the published price. There’s been mention that those items were later added in, with no adjustment to the original price. Suggesting that Hawkins Construction are doing this contract for free. As, of course, we all believe. However, unlike the original “exclusion” contract, this apparent revised contract seems to be missing from public view. Even the ODT tried, and failed, to get an answer to the question of contract exclusions.

In the current atmosphere of silence, draw your own conclusions.

Preliminary and General (P and G) costs relate to both a contractor’s on site and off site costs.

On site costs can be for site sheds, canteen, telephones, vehicles, tools and plant, management, insurance, surveying set-out costs, scaffolding, hoardings etc.

Off site costs typically relate to head office costs such as rent, staff salaries, insurances, ACC, and accounts.

Phil probably has a better working description of “P&G”.
