The eligibility age for superannuation will rise to 67 years old by 2040, Prime Minister Bill English revealed this afternoon. In a major political development, English promised to begin progressively lifting the threshold from 65 to 67 years old in 2037. That means the changes will not affect anyone born on or before 30 June, 1972. The Government will not act on the promise until after the general election in September.

English said the major change would be legislated for next year. The Government will also limit superannuation eligibility to people who have lived in New Zealand for 20 years, rather than 10 years. That is lower than the commissioner’s recommendation of 25 years. English said the new residency requirement would apply to people who arrived in the country after the law was passed – likely to be next year if the National-led Government remains in power.

Other settings such as linking NZ Super to the average wage and universal Super without means-testing would remain unchanged. The age at which people could access Kiwisaver would remain at 65.

In justifying the change, English noted that even someone who retired at age 67 was likely to receive NZ Super for longer than someone who retired at age 64 today. “That is because average life expectancy is increasing by about 1.3 years each decade.”

The changes to the age of eligibility and residency requirements would save the Government at estimated 0.6 per cent of GDP or $4 billion once fully phased in.

Finance Minister Steven Joyce said New Zealanders’ life expectancy had risen by 12 years over the past 60 years. “When the age was set at 65 in 2001, a retiree could expect to spend about a fifth of their life receiving NZ Super. That has since increased to about a quarter. Following this change, those eligible for NZ Super at 67 in 2040 can still expect to receive it for a quarter of their life on average.”

Experts have said the Government will have to do more than raise the age of eligibility to keep the Super scheme affordable. The cost of the scheme is expected to triple in the next 20 years from $11 billion to $36b as more people reach the over-65 age-group and live for longer.

….English said raising the retirement age in 2037 would more fairly spread the costs and benefits of NZ Super between generations, ensure it remained affordable, and would give people time to adjust. It would also bring New Zealand into line with other countries like Australia, the UK, Denmark, Germany and the United States. English said he did not think his proposals would damage National’s chance of winning a fourth term. “I think they will enhance it,” he said.

Speaking to the Otago Daily Times about the issue recently, Dave Cull said: “It’s a major focus of council to create jobs in this community, but not sweatshop jobs. Those employers aren’t welcome, we don’t want them and we don’t need them.”

Dear Dave,

Thank you sending us your preliminary reflections on visiting Edinburgh, which I know from personal experience to be especially pleasant at this time of year.
Since being elected in 2004 I have read many similar reflections on Sister City visits all of them similarly generic.
I note that your statement “So most of our time in Edinburgh was devoted to meetings with Edinburgh arts and cultural organizations, people or institutions.” is a fair definition of tourism, unless you are heavily into sports which might not necessarily be caught by the words ‘cultural organizations’.
Your claim that you went to “reinvigorate the sister city relationship” is untenable since there never has been any vigour in the relationship, as anyone who has done years on the Edinburgh Sister City Committee will confirm. The previously overused but safer ‘breath new life into the relationship’ would also fail as it is not possible to breathe new life into a corpse.
Ditto Otaru.
I take it that Dunedin will now be hosting some official reciprocal Scottish tourists by return when the Scottish winter bites.

At least Harland pretended to come back with a viable Scottish wind power design.

The following is a preliminary report/reflection on our recently completed trip to Edinburgh while it is still fresh. There is considerable detail and learnings yet to be brought together from our various meetings.

This Sister City visit to Edinburgh was timed to coincide with the opening of the NZ in Edinburgh Programme. That included a national kapa haka group being a central part of the tattoo, an exhibition by Commonwealth artists partly curated by Aaron Kriesler of DPAG and many more performances/exhibits. NZ was the country of honor at the umbrella Edinburgh Festival. Our Governor General Sir Jerry Mateparae was a guest of honor with the 2nd Lord of the Admiralty at the Tattoo opening night.
Dunedin received invitations to Edinburgh from the the Lord Provost of the City of Edinburgh, Creative Scotland and the British Council.
The visit was timed to coincide because one of the objectives of going was to reinvigorate the sister city relationship, potentially through the medium of arts and culture. This was timely as Dunedin is currently developing an Arts and Culture Strategy, our Economic Development Strategy recognises the important potential of the whole creative sector and we are awaiting confirmation of UNESCO City of Literature status. The two cities obviously already have many cultural connections, going back to Dunedin’s founding and naming by Scots.
So most of our time in Edinburgh was devoted to meetings with Edinburgh arts and cultural organizations, people or institutions. They include Creative Scotland (equivalent of Creative NZ), Edinburgh University (2 depts), Councillor convener of arts and future committee, National Museum of Scotland, Edinburgh International Book Festival, Edinburgh City of Literature, British Council, Institute of Scottish Studies, and Centre for the Book Edinburgh Napier University. We also met with the Lord Provost, attended the Tattoo and the opening of Aaron’s exhibition.
We are still processing what we learned, but a number of things made us very positive about the potential opportunity Edinburgh, and our relationship with her, could offer Dundin. First everyone, without exception, has been welcoming and has gone out of their way to engage, spend time with us and provide any information we asked for. Several organizations have express a desire to collaborate with Dunedin. One or two came to meetings with specific proposals! We have even had an approach from the Edinburgh suburb Corstorphine asking about partnering with Corstorphine, Dunedin. The bigger picture is that Edinburgh has essentially reinvented itself as a cultural/festival city. Certainly after World War II Edinburgh’s economy diminished drastically. Edinburgh was the first UNESCO City of Literature. Now festivals of various cultural complexions bring hundreds of millions of pounds into the city. Edinburgh views and defines itself as a creative, literary artistic city. So if nothing else Dunedin can learn an
enormous amount from Edinburgh’s experience across a range of initiatives. In addition there is considerable potential for collaboration and exchange between Dunedin and Edinburgh institutions, to their mutual benefit. There was emphatic interest in Dunedin performers performing in both Edinburgh and Glasgow at major events. Indeed Neville and Cara saw the Chills in Glasgow on Saturday night.
So while we have yet to fully de-brief and weigh up what we learned, it is clear that there is huge potential culturally, economically and academically for Dunedin in refreshing and developing our relationship with Edinburgh specifically and Scotland in general.

[…] NSW Premier, Barry O’Farrell, has resigned because he had a ‘massive memory lapse’ about receiving a $3000 bottle of wine after the Liberal’s win in the last NSW election.
They have what they call an ‘Independent Commission against Corruption’ (ICAC) over there. They were able to unearth a ‘thank you’ note Farrell wrote at the time. Another former Liberal Premier was also caught out in 2002. (Sounds like we need a similar body here in NZ)
I note this because it again points to a glaring lack of accountability here… and the $3000 bottle of wine pales into almost insignificance compared to the multiple million dollar rortings going on here at the local government level.
The attitude continues to be ‘Oh well, lessons to be learnt. Let’s move on.’ We continue along this line at our peril. Corruption will grow and become even more insidious than is already apparent if citizens don’t rise up and demand accountability.

“council’s senior managers met the cost of alcohol personally”. Not 100% clear on this comment. Did the managers pay from their own pocket ? Or did they each pay from their respective department’s personal budget, as opposed to the bill being paid by the DCC as a lump sum?

ODT reports “a budget-conscious Christmas party (12 December), with senior managers picking up the booze bill”; you paid for free nibbles (350 pax) and entertainment, and the venue (DPAG not available for external commercial hireage). Cost to ratepayers not including the venue estimated as $2530.

Last ODT reports “Mayor Dave Cull, councillors and members of the council’s executive leadership team, together with their partners, enjoyed a Christmas function in Middlemarch” (8 December). This was tied to “a teambuilding exercise and familiarisation trip for new councillors”. You paid for bike hire ($360), a barbeque ($875; “partially BYO”), bus travel (no figure), and train travel to Pukerangi (care of Taieri Gorge Railway, a council-controlled trading organisation). Total cost to ratepayers unknown.

The mayor, Liability Cull says the council “as an good employer, wanted to acknowledge the festive season without ”penny-pinching” but while being responsible…Clearly we are being very prudent, as we should be.”

You paid for these —unsurprisingly, one was held on Kate Wilson’s turf.

Were either of the events necessary?
The councillors and staff do receive rather excellent pay.
Why would we pay for partners?
Is this gravytrain or sleazy or important?
How many reading this have got $360 to spend on recreational bike hire, and altogether don’t mind their rates being used this way?

Think about this at your next potluck or porridge day held at home.

Was this unwise, something you would rather not happen?
Could the council have volunteered its collective resources to the community in a way that adds value, outside council work hours (for example, a working bee)?
Other thoughts?
What is team building – isn’t that cemented into all council work, every day?
Community fundraiser, really?

We should generously embrace this very minor self-entitled ‘bonus’?
Or not sneeze?

Rugby: ORFU keen to be stakeholder in privatised Highlanders

The NZRU said yesterday the Highlanders were being considered for privatisation next year. The Otago Rugby Football Union is keen to be a stakeholder in the southern franchise, but whether the union has the financial muscle to get involved is still open to question although any discussion is months away.

DVML is drowning in debt and is on shaky management ground (there is more to say about that in coming days).

ORFU is the entity DCC has continually ‘helped’ to the tune of hundreds of millions of dollars over a considerable number of years without qualification, openly, illicitly — without the required checks and balances in place to conservatively and prudently manage ratepayer funds — DCC has been the unsanctionable open chequebook of assistance to a fraudulent sporting regime.

No doubt Mr Mayor Rugby-is-Us Cull (with ex Cr Brown and the like pulling strings), the DVML Boys, and the money-laundering GOBs of Dunedin… will want to buy a rugby team. Because the GOBs/ORFU sure as hell did not buy the stadium – they connived and deceived to have it gifted by all ratepayers and residents such that the city council’s consolidated debt is $623 million and rising. They haven’t raised the (conditional) $45 million in private sector funding they promised to the stadium construction project. And now, they want MORE.

Disgusting.
