Regional council builds Palace, refuses help to dredge Otago boat harbour

The ironies are Most Apparent.

The Otago Regional Council contributed $30m to the stadium roof (an activity beyond its local authority mandate), yet the council has no intention of helping the Otago Yacht Club to maintain the city’s marina, the Otago Boat Harbour.

Otago Yacht Club’s origin dates back to 1892, making it one of the oldest yacht clubs in Otago. The club caters for a range of sailing interests from keelboats to trailer yachts and centreboarders. The club also operates keeler haul-out facilities and welcomes visiting boats. The club manages a full events programme during summer, including harbour, coastal and ocean races. On Sunday mornings in the season the club runs ‘learn to sail’ and ‘learn to race’ programmes which cater for all ages. The clubhouse is a popular venue for private functions and for local organisations to hold meetings and events. Within walking distance of the city centre, the clubhouse offers showers, laundry facilities, email connections etc. The resident caretaker-manager will usually manage to accommodate requests for berthage for boats up to 50 feet. The alongside mooring facilities consist of several large punts inside a walled boat harbour. Due to silting, access to the boat harbour has only been tenable approximately two hours either side of high tide for boats with 2m draft. The Otago boat harbour was last dredged in 1995.

Club gets go-ahead to dredge boat harbour

The Otago Boat Harbour is about to get its first dredging in more than 20 years, after the facility reached such a state rescue vessels could not leave the harbour at low tide. The work, expected to start soon, has been described as a major achievement by the Otago Yacht Club, which leases the boat harbour. Club vice-commodore Blair McNab said the cost of the project – more than $300,000 – was being paid for from grants and club membership fees. […] The club recently received resource consent from the Dunedin City Council for the work. The consent allowed the club to deposit dredged sediment and soil on land in Magnet St, behind the club, for drying. Mr McNab said once the dredged material had been dried, which took about two weeks, it would be taken to the nearby Logan Point quarry. The consent said once the work was completed, about 100cu m would remain on the grass area at Magnet St to form a barrier around its perimeter, and provide better drainage. The consent decision said the boat harbour was in such a state that at low tide, craft used for harbour rescues could not get out. […] The club had hoped the Otago Regional Council might help with the cost of the dredging, as alterations to the Water of Leith meant more spoil was coming from the nearby mouth of the stream. Mr McNab said it appeared the council was not going to help.

The Otago Regional Council’s “special consultation” over its Dunedin headquarters is flawed, writes former councillor Gerrard Eckhoff.

Review needed in lieu of proper consultation

The Otago Regional Council’s annual plan is now open for public consultation. Implicit in the word consultation is the opening of a meaningful dialogue with the public. It would be entirely disingenuous for any local authority to enter into discussion on their annual plan by merely informing the public of council intent without showing a willingness to accept “the wisdom of crowds”.
….This year’s ORC annual plan contains four lines on “Dunedin building review” in its feedback document which could easily be missed at first reading. To its credit, the council has finally accepted its statutory obligation for “special consultation” on this $30million major project.
….The last time the council ventured forth on a new building project without any prior special consultation, it cost the ratepayers upwards of $3million for the concept design and drawings alone. The cost of that proposal was well over $30million and it was never built. It is, therefore, hard to reconcile how the new building/s is going to be around the projected $20million mark, unless building costs have halved in Dunedin from eight years or so ago. The potential cost of a new car park building must also be factored in, so the ratepayers could soon be the lucky owners of two new buildings, as well as a difficult-to-sell ORC headquarters building in Stafford St.

Hamilton City Council urged to stay away from property ‘gambling’

….Hamilton Mayor Andrew King said the city council has a poor record when it comes to commercial property deals. And he doesn’t want any more ratepayer money risked on commercial developments. Records obtained under the Official Information Act show the Hamilton City Council has taken a multimillion-dollar hit on a raft of property deals dating back to the mid-1990s. The council incurred heavy losses after selling properties at well below their purchase price.
….In 2017, city councillors will consider restoring the council’s property development company, Hamilton Properties Ltd, after an almost 20-year hiatus. Last term, the council voted to transfer the city’s municipal and domain endowment funds, valued about $52 million, to the council-controlled organisation. The decision can be overturned by the new council. Hamilton Properties Ltd was set up in 1989 and retired in 1998 after developing a host of commercial and community sites, including the BNZ building and Novotel Hamilton Tainui in the central city.
….King said the council should enable developers and investors to risk their money to build Hamilton. “We’ve got $50 million sitting in these funds and I think the proposal to give it to Hamilton Properties Ltd is very, very scary, in my opinion,” King said. “It’s not our job as councillors to risk ratepayers’ money and go into competition against others. The record clearly shows that we are way out of our depth. We’re not specialists in this field and anything council does seems to cost twice as much as what the specialists in the field can do it for.” King’s views, however, are at odds with senior council staff, who have defended the city’s investment nous.

DCC set to take away CBD car parks without Economic Impact research

SOMEBODY please work out how many individual car parks stand to be LOST from the CBD —all down to Council making things TOUGH for vehicle users in the Central City.

Starter list via Central City Plan and other developments:
(calculate how many individual car parks lost for each proposal)

1) Rerouting of SH1 one-way through Warehouse area and Queens Gardens ?
2) New segregated cycleways on SH1 one-way system from Warehouse area to North Dunedin ?
3) Pedestrianisation affecting Octagon, lower Stuart St and sections of George St ?
4) Hotel and apartment building, Filleul St/Moray Place ?
5) ORC Headquarters for Dowling St Carpark ? [a great site for ACC]
6) ACC office building for Frederick St Carpark ?
7) New Hospital, block bounded by Cumberland, Frederick, Castle and Hanover Sts ?
8) ORC bus hub (interchange) for Great King St and vicinity ?
9) Other ???

DCC Webmap or Google Earth will give the relative range of car park numbers. A quick sum will do.

Mayor Cull might wonder why there’s little or no “growth” likely for Dunedin.

Apart from lack of on street car parking, another starter : the city’s ‘health and position’ is undermined by the degraded Aurora power network that offers NO security of supply ahead. What does this mean for Businesses and Ratepayers via increased Rates and Line Charges, how many Business and Ratepayer defaults ??

After 25-30 years of deliberate neglect to the Aurora network, striving for “economic development” at Dunedin is nigh “Mission Impossible”.

DCC can’t afford to bring the Aurora network up to compliance —as Mayor Cull was told last Tuesday in a private meeting, it will cost a Billion Dollars to do renewals in Dunedin and Central Otago (not counting new build facilities to meet demand in Central Otago).

DCC are well and truly caught with their pants down.

THE BEST THING Central Otago people can do is buy their power network. Once made Safe, their network will generate revenue for expansion across CODC and QLDC growth areas ….Leaving sorry old Dunedin to an impecunious spiral of doom and disaster. How to rid the Dunedin millstone should be uppermost in Central Otago leaders’ minds right now.

The Mayor and Councillors might think it’s AOK to skip out of an agreement with Southern Partnership Group, the Government-appointed hospital rebuild group…. SDHB and University of Otago had hoped to coordinate their future use of Frederick St carpark; it was a practical and logical proposal for university health sciences and the hospital precinct. Until…. the Accident Compensation Corporation (ACC) came along, with DCC then deciding to go for a quick buck. Why didn’t DCC offer ACC the Dowling St carpark, instead ? —a better centrally located construction site for the Corporation office building would be hard to find, one that could include public parking on its lower levels (and say BYE to ‘ORC imperialism’).

Squirrelling the Frederick St plum to ACC is the dumbest thing this Council could do. Student graduates – if that is the Mayor’s excuse for the Frederick St debacle – are quite capabable of walking to Queens Gardens for future employ.

Really, there never was a more useless ineffectual Southern town on the map. It has every deterrent sign needed for raccoons and new business. Tumbleweeds, cloned by Mayor Cull.

But wait.

Is Southern Partnership Group running scared after finding out how much it costs (a massive sum) to deal to Aurora’s transformer installation located inside the block bounded by Cumberland, Frederick, Castle and Hanover Sts – first site option for the hospital rebuild ?

The network facility comprises old transformers that could blow at any time. Of poor design, the transformers are not isolated from each other : if one transformer blows, they all do. To fuel the fireball, the transformers sit in a pool of oil. The cost to replace or relocate the facility is enough to ‘blow’ the hospital rebuild budget.

OTHER site options for the hospital rebuild rapidly gather impetus.

Hospital may be relocated

The Government is considering shifting Dunedin Hospital away from Great King St. A “long list” of site options for the $300 million hospital rebuild includes shifting “all hospital facilities” to a different part of the city. While there has long been speculation about another site, the possibility was revealed in a press statement from the Government-appointed rebuild group. Southern Partnership Group chairman Andrew Blair declined to release the long-list document to the Otago Daily Times, saying it was a “work in progress” … The list was written by consultants, the Ministry of Health, the Southern District Health Board and the partnership group.

● Potentially, (ahem) MORE carparks available in the CBD !!
● Distance/Isolation Problem for Hospital patients, their families and supports
● Distance/Isolation Problem for Hospital shift staff between their place of work, homes and CBD

ODT: Councillors ‘railroaded’ into carpark decision
Dunedin city councillors were “railroaded” into their decision about the Frederick St car park, and given inadequate information about the risk of pulling out, Cr Lee Vandervis says. Cr Vandervis has taken issue with the Dunedin City Council for presenting the decision last week as “unanimous”, and the council has admitted that was wrong. […] The discussion and decision were held behind closed doors, and councillors were prevented from speaking publicly. University of Otago Chief Operating Officer Stephen Willis says proposed ACC building in the middle of area envisaged for health and education precinct. “You’ve got the two book-end anchor institutes and then you bring another one right in the middle that has nothing really to do with health, education, or research.”

Reneging on an undertaking to earmark a strategic piece of land for the Dunedin Hospital rebuild has undermined the city’s two leading institutions, former Dunedin City councillor Hilary Calvert says. Ms Calvert has criticised the decision to give the Accident Compensation Corporation (ACC) an exclusive 12-month period to explore options for the Frederick St car park. The council had earlier said it would earmark the site for the health precinct envisaged by the University of Otago. A planned $8.1 million refurbishment of Hayward College has been postponed because the residential hall might be part of a land-swap with the Southern District Health Board so the area can be used for the Dunedin Hospital rebuild. Dunedin Hospital could be partly rebuilt on land owned by the University of Otago and become part of a university health precinct under a potential land swap. The university has confirmed it is willing to consider a land swap, whereby it  would own the clinical services building. The Dunedin City Council confirmed it has earmarked the Frederick St car park as a potential part of the plan. The university owns land in the Fraser building block, and on two other sides of the hospital campus. If approved by the Government, it could remove the logistical headache of building on a cramped clinical site. The first business case will go to the Cabinet next year, followed by a detailed one in 2018. Cont/

ODT: Green light for $8m cycleways
Construction could begin this year on Dunedin’s $8 million separated cycleways along the city’s one-way system. The New Zealand Transport Agency, which will fund the work, has signed off on a detailed business case setting out the need and basic design of the cycleways. They will be separated from traffic by concrete kerbing and will run along the right-hand side of both the northbound and southbound one-way routes. […] While car parking issues were a potential negative, business owners along the route had offered clever and positive ideas about how those problems could be minimised. A multi-storey development housing parking and businesses is being considered for the Dunedin City Council-owned Frederick St car park site. A report sent to councillors this week reveals council staff have already had discussions with several parties interested, as tenants or developers, in a development on the site. The report discusses three options for a separated cycle lane through the central city, and a parking study done in the area. It also considers possible ways to mitigate the potential loss of car parks – the major public concern about any new lanes – including possibly providing more commercial parking, such as a parking building. If the council chooses to provide about 100 extra parks on side streets as suggested, the total number of car parks lost to the lane would range from between 80 and 284 under the various options. The Dunedin City Council is sitting on a half-billion-dollar property empire, but the man charged with managing it has big plans to expand … [City Property manager Robert Clark] was appointed to his post in late 2008 … Mr Clark was eyeing several potential projects in Dunedin, including a partnership with an interested private developer to build a $15 million hotel and car-park complex, or one of several variations, on the council’s Dowling St car park. Other plans included an $8 million four-storey car park and retail complex on the existing Frederick St car park. Neither project had been signed off by councillors, but both were expected to be considered later this year, with a possibility one, but not both, would proceed. Cont/

Environmental cost to building

OPINION The decision the Otago Regional Council will have to make on a new administration block sometimes means deciding on the lesser evil. Whatever the decision, councils don’t get much thanks for avoiding one bad choice in favour of another. The option of leasing space in an existing building, thereby leaving a large amount of capital free for the ORC’s primary environmental functions, has been summarily dismissed by the chairman of the ORC. This is despite matters of “significant investment” (such as a new building) requiring special consultation with our ratepayers, who will in turn expect that their or any suggestion will not be so easily dismissed. […] The ORC’s failure to understand that environmental inaction simply transfers cost from this generation to the next and with a multiplier effect is inexcusable. What price must environmental imperatives pay for a new building? That is the real question the ORC must ask of itself.

ORC empire building again : Consultants give questionable options for new office solutions

ORC offices, Stafford St [abl.co.nz] 1█ Should ORC be made to stay at its current Stafford St site for greater efficiency and cost saving ?

● Is new officing needed for ORC ? —Not clear.
● Is officing for ORC a worthy use of the prime site to Queens Gardens ? —NO, definitely not.
● Has there been full diligence around the building and site options available at Dunedin ? —Instant laughter. Look at the options listed at ODT, really ? That list has been utterly contrived for ONE set outcome, no more and no less.
● This “ORC Quest” (paraded as diligence for All councillors’ consideration) is empire building by a small rough set bunch of local body bureaucrats and their nest-feathering consultant-buddies with construction industry connections to particular councillors who should know better than not to declare their strong conflicts of interest, right now.

In the Otago Daily Times, developer and heritage building owner Russell Lund writes: “Public scrutiny is required to ensure the most efficient solution is found for the ORC’s new Dunedin building”. He goes on to detail that the regional council “does not have a good track record of project control in relation to its previous attempt to build”.

ODT: Where to now for ORC and its desire for new headquarters?

OPINION The Otago Regional Council wants a new facility, in all likelihood a new building, that it owns. When the ORC last attempted to build a new headquarters in 2008, the cost was about $38million … the most expensive office buildings ever constructed in New Zealand to cater for 105 staff … The 2008 building had a floor area of 5600sq m. This equates to 53sq m a staff member, when the recently completed ECan HQ building in Christchurch has just 17sq m a staff member. Cr Kempton, who has been on the new building working party since 2011, will be aware of the cost and size of the ECan building as his company, Naylor Love, built it.

ODT: ORC considers Dowling St HQ
After a decade of controversy and delays, an Otago Regional Council committee yesterday recommended a car park in Dowling St, Dunedin, as the preferred site for the council’s new head office. […] The ORC wants a 3000sq m building, either new or redeveloped, with at least 60 car parks, and including a 240sq m council chamber. Its preferred option is now to build a two-storey building on the Dunedin City Council-owned Dowling St car park. It is understood a considerable part of the car park, at 15 Dowling St, would not be required for the proposed development, and could remain as parking.
