The father of one of the men killed in the Pike River mining disaster says the families have always believed the Government wasn’t telling the truth about mine safety.

The Government has long said high concentrations of methane inside the mine make it too risky to re-enter to retrieve the bodies of the 29 men killed in the November 2010 blast, because the gas could explode. But footage leaked to Newshub yesterday showed two Mines Rescue workers inside the mine three months after the explosion, with no gloves, apparently relaxed as they fashioned a makeshift cover for a robot out of cardboard and tape. The robot is seen to be steaming or smoking well inside the mine, but the workers do not panic – and nothing explodes. Bernie Monk, whose son Michael was killed in the November 2010 explosion in the West Coast coal mine, said the newly leaked footage did not come as a surprise. Cont/

It is understood that a decision from Solid Energy on whether it will allow recovery teams to re-enter the drift of the Pike River mine is imminent. The drift is not the mine itself, but the two-kilometre tunnel that leads to the mine.
Families of the victims are desperate for a mission to collect evidence and to see if there are any bodies in the drift.
They say if Solid Energy won’t do it, they will. They say they know there are bodies in the mine, and tonight, with their blessing and for the first time, we can show you their evidence. Dean Dunbar, the father of lost miner Joseph Dunbar, spoke with Campbell Live producer Kate McCallum. Watch the full interview with Dean Dunbar.

‘This Love’ by Dave Dobbyn with the Orpheus Choir of Wellington is a moving tribute to the 29 men who died in the Pike River Mine explosion.
The piece was first performed at a concert attended by members of the miners’ bereaved families and was recorded by Radio NZ Concert. The choral arrangement is by Mark Dorrell. Also performing are Wellington Young Voices, Mark Vanilau (piano), Jo Barus (bass), Ross Burge (drums) and Chris Clark (cornet). With special thanks to TVNZ and Satellite Media – taken from the TVNZ documentary ‘Dreams Lie Deeper’.

Aurora sets new date to ‘remove risk’

Aurora Energy has abandoned a target to have all condition-zero poles replaced by the end of this month, saying it was now on track to “remove the risk” of 2910 poles by the end of this year. […] An Aurora spokesman said it had abandoned its original plan to replace all 1181 condition-zero poles, which are the worst-rated poles on its network, by the end of this month.
“Our target is to remove the risk around 2910 priority poles by the end of the year and we are on track to achieve that. That’s the target we are working towards. The April target was an initial working target before detailed programme planning had been completed.” After being given more than two weeks to respond, the spokesman did not say how many new condition-one and zero poles had been discovered during its fast-track programme, saying: “We don’t have these figures to hand today”.

Regional council builds Palace, refuses help to dredge Otago boat harbour

The ironies are Most Apparent.

The Otago Regional Council contributed $30m to the stadium roof (an activity beyond its local authority mandate), yet the council has no intention of helping the Otago Yacht Club to maintain the city’s marina, the Otago Boat Harbour.

Otago Yacht Club’s origin dates back to 1892, making it one of the oldest yacht clubs in Otago. The club caters for a range of sailing interests from keelboats to trailer yachts and centreboarders. The club also operates keeler haul-out facilities and welcomes visiting boats. The club manages a full events programme during summer, including harbour, coastal and ocean races. On Sunday mornings in the season the club runs ‘learn to sail’ and ‘learn to race’ programmes which cater for all ages. The clubhouse is a popular venue for private functions and for local organisations to hold meetings and events. Within walking distance of the city centre, the clubhouse offers showers, laundry facilities, email connections etc. The resident caretaker-manager will usually manage to accommodate requests for berthage for boats up to 50 feet. The alongside mooring facilities consist of several large punts inside a walled boat harbour. Due to silting, access to the boat harbour has only been tenable approximately two hours either side of high tide for boats with 2m draft. The Otago boat harbour was last dredged in 1995.

Club gets go-ahead to dredge boat harbour

The Otago Boat Harbour is about to get its first dredging in more than 20 years, after the facility reached such a state rescue vessels could not leave the harbour at low tide. The work, expected to start soon, has been described as a major achievement by the Otago Yacht Club, which leases the boat harbour. Club vice-commodore Blair McNab said the cost of the project – more than $300,000 – was being paid for from grants and club membership fees. […] The club recently received resource consent from the Dunedin City Council for the work. The consent allowed the club to deposit dredged sediment and soil on land in Magnet St, behind the club, for drying. Mr McNab said once the dredged material had been dried, which took about two weeks, it would be taken to the nearby Logan Point quarry. The consent said once the work was completed, about 100cu m would remain on the grass area at Magnet St to form a barrier around its perimeter, and provide better drainage. The consent decision said the boat harbour was in such a state that at low tide, craft used for harbour rescues could not get out. […] The club had hoped the Otago Regional Council might help with the cost of the dredging, as alterations to the Water of Leith meant more spoil was coming from the nearby mouth of the stream. Mr McNab said it appeared the council was not going to help.

Review needed in lieu of proper consultation

The Otago Regional Council’s annual plan is now open for public consultation. Implicit in the word consultation is the opening of a meaningful dialogue with the public. It would be entirely disingenuous for any local authority to enter into discussion on their annual plan by merely informing the public of council intent without showing a willingness to accept “the wisdom of crowds”.
….This year’s ORC annual plan contains four lines on “Dunedin building review” in its feedback document which could easily be missed at first reading. To its credit, the council has finally accepted its statutory obligation for “special consultation” on this $30million major project.
….The last time the council ventured forth on a new building project without any prior special consultation, it cost the ratepayers upwards of $3million for the concept design and drawings alone. The cost of that proposal was well over $30million and it was never built. It is, therefore, hard to reconcile how the new building/s is going to be around the projected $20million mark, unless building costs have halved in Dunedin from eight years or so ago. The potential cost of a new car park building must also be factored in, so the ratepayers could soon be the lucky owners of two new buildings, as well as a difficult-to-sell ORC headquarters building in Stafford St.

Govt threatens to pull funding for Chch downtown plan
The government is threatening to cancel its funding for a plan to make central Christchurch more pedestrian and cycle friendly if changes are not made. The Minister supporting Greater Christchurch Regeneration, Gerry Brownlee, said the government was paying 60 percent of the funding for the Accessible City plan, but last week he was granted authorisation by Cabinet to suspend its funding. Mr Brownlee said the plan, which has been partially implemented, risked creating a dysfunctional central city. “Its absurd. I’m hearing all the time from people who are going to have lunch or coffee in the central city and simply can’t park their car. Or end up parking such a long way away from it that they decide they may as well just drive to one of the suburban malls.”

Former Hamilton teacher killed in collision with truck at Hamilton roundabout

Mike Leach taught Fairfield College students for 34 years. Some of the things he was involved in at Fairfield were outdoor education and building drama sets. He was a geography and social sciences teacher, and also a Dean. On Wednesday, as he cycled through the rain down Te Rapa Straight, the father of two’s life was cut short in a collision. The 67-year-old was killed when his bike and a B-train truck and trailer collided at the Te Rapa Road and Sunshine Avenue intersection at lunchtime on Wednesday. […] Quite a few people witnessed the crash on Wednesday, Waikato road police Senior Sergeant Gill Meadows said. “There are a number of people who were quite traumatised by the incident and we have referred them to Victim Support. There is quite a bit of work to be done on that particular incident.” Initial inquiries showed that the Halls refrigeration B-train truck was heading north along Te Rapa Straight when it went to turn left at the roundabout into Sunshine Avenue. “He was in the lane to turn left, and the cyclist was going straight ahead, and was on the left side of the truck. But we are still doing inquiries in regards to that.” There is a cyclist lane that runs along the straight, feeding into the roundabout. The crash occurred metres from shops and cafes at 11.30am.

John Morrison Clarke (29 July 1948 – 9 April 2017) was a New Zealand comedian, writer, and satirist.

Born: 29 July 1948, Palmerston North, New Zealand
Died: 9 April 2017 (aged 68), Grampians, Victoria, Australia

Living in Australia since the late 1970s, Clarke was a regular actor and writer on Australian television. He first became known during the mid to late 1970s for portraying a laconic farmer called Fred Dagg on stage, film and television. Gumboot and singlet-clad, Dagg had seven sons all named “Trev”. Clarke also recorded a series of records and cassettes and published several books as Dagg. Thirty years after its release, the first Fred Dagg album, Fred Dagg’s Greatest Hits (1976), remains one of New Zealand’s biggest selling records.

In 1982 he was nominated for an AFI award for co-writing the acclaimed Paul Cox film Lonely Hearts. He also co-wrote the mini-series Anzacs and provided the voice of Wal Footrot in the feature-length animated film, Footrot Flats: The Dog’s Tale (1986), based on the comic strips by Murray Ball. Towards the end of the 1980s, he featured in a number of other films, and began to be known for his political satire.

In 1989, along with collaborator Bryan Dawe, Clarke introduced weekly satirical mock interviews to television, and these short pieces (usually between 2–5 minutes in duration) became a regular and popular segment of the Nine Network current affairs programme A Current Affair. […] In 2013 the mock interviews became an eponymous program Clarke and Dawe which screened at 6.57pm on ABC TV.

DCC obfuscates : Open slather for freedom campers at Warrington

According to the DCC (via LGOIMA) – [but make that the personnel manning desks at the department concerned; not the LGOIMA officials] – the survey results for freedom camping at Warrington Domain WILL NOT be available until a council or community board meeting this month.

The DCC response to my LGOIMA request (13 March) was:

I refer to your official information request dated 13-March-2017 for a full copy of the survey results of the Warrington freedom camping survey. We have decided to refuse your request under section 17(d) of the Local Government Official Information and Meetings Act, as the information requested will soon be publically (sic) available. Staff are planning to present this as a report to either the Infrastructure Services and Networks committee on April 10, or the next meeting of the Waikouaiti Coast Community Board on April 19….

The agenda for April 10 does not contain the item.
An agenda is not yet available for April 19.

because DCC’s busy with Other things like keeping Lids On, like managing COMPLETE RUBBISH such as the slant grab of public land for corporations that might build cheap leaky Chase-style apartment buildings (that look like hotels)(tall penile ones no longer allowed at CHC) or site the ‘Govt gold mine of revenue’, ACC (that can easily afford any Other property in town), on the best ancillary site to assist the Hospital rebuild; and for the developers of Mosgiel who Must Have an over-specified over-priced pool funded by ratepayers using the successful CST model that sent us all to Penury.

because the pool site, road names (diversity!?!) and road stopping will be discussed at the meeting on 10 April (Infrastructure Services and Networks Committee); greenhouse gas emissions (Planning and Regulatory Committee meeting, 11 April); and ‘updates’ (glory be, more pressure to Spend rates) for the boondoggles Ara Toi, City of Literature and the Public Art Framework (Community and Culture Committee meeting, 11 April). In amongst this menu of outstanding nothingness, is the item South Dunedin Hub, surely another chance to Delay and Defund that.

Well, local body politics has ESCALATED on what it does best – supervising with maximum inefficiency, the major time-wasting DCC slushfund (The Bank Of Other People’s Money) using impractical, morally-superior soft-handed ‘councillors’ to push council staff agendas into play.
Piglets are expected to Roast the LTP.

Oui, monsieur. The free lunches, coffees outside The Fix, and council stipends are at an all-time A+ for deficiency and delinquency.

DCC should be formally challenged on the lack of enforcement and lack of Health & Safety.

Dear god, don’t let the present threat of disease at Warrington Domain, poorly managed by DCC in the current conditions, involve Typhoid. The deskhuggers won’t cope.

Details in brief according to ODT deputy editor Craig Page at Channel 39 News tonight:

● 17 storey ‘glass hotel in central city’
● 60 [read 64] metres at highest point
● 210 rooms
● 64 apartments
● 4 penthourse suites
as well as retail opportunities.

The proposal exceeds the district plan height limit (11 metres) – meaning the application is to be publicly notified.

On Monday I was quickly(!) photographing post-iD architectural details inside Dunedin Railway Station – it was absolutely no more than 3 minutes by smartphone – when an Asian tourist abruptly told me to get out of the way so her male partner could get a shot. Moi ? I was there first, just walking and clicking – there was no crowd – the visitor arrogance was slightly disgusting.

It could happen anywhere. People sheeple.

The following at ODT, however, is much much worse.
Quite frankly the residents of Baldwin St should seek police and legal action.
It’s YOUR homes, YOUR property, YOUR privacy that’s being abused.
The council can help. The ED can help.

[A steep street of No Trespass notices and snarling bullmastiffs has its own photographic charm.]

Good on Sharon Hyndman for speaking out.
I wouldn’t be in her shoes, for all ‘the world’.

Privacy breaches upset resident

A sharp rise in visitor numbers to the world’s steepest street has resulted in one Dunedin resident speaking out about tourists she says are walking on to her property and peering in the windows. Baldwin St resident of 17 years Sharon Hyndman took her cause to a Dunedin City Council public forum yesterday. She said some tourists had “issues with the concept of privacy and private property”. That meant she had people walking down her drive, on to her deck, and peering in her windows, once or twice a week …. Others parked in her driveway, and did “not always co-operate” when asked to leave. One man had even entered her property and stood on an outdoor table to take a photograph.

Subject: RE: Reserves and beaches consultation failure

Message: Find attached an outstanding submission on the horse-hating bylaw. I am sure there were many good subs, but I noticed this one from an 11-year-old who has a horse called Tonka. She makes a very good case for freedom. Like many of the other submitters, she bypassed the professionally organised DCC misinformation and understood that the DCC are threatening a total ban on horses on beaches.

I think other people should see it, I have removed her name from the submission in case she wasn’t expecting widespread publicity.

The submitters tell us that no other Council has a ban on horse riding on beaches in New Zealand.

Prof Flynn, Emeritus Professor in Politics, deserves much criticism for his use of fake facts to support his presentation to the DCC councillors on Monday. He is said to have a good understanding of scientific methodology and so he should have known better than to use spindoctored, hyper-exaggerated data. Perhaps it was deliberate. Remember that he is a red-to-the-core Lefty, having been an initiating member of the New Labour Party and the Alliance Party. He was an Alliance electoral candidate for a few elections and was #4 on the Alliance list near the end. Here is what he got wrong:

● the sea level at Dunedin isn’t the ludicrous 10mm/year, it’s not the fake 3.5mm/yr, it’s only 1.3mm/yr (source- Statistics NZ). That means that 25cm of sea level rise will take 192 years not the 17 years that the panicky professor said.

● the 25cm danger level seems to be his own creation – the ORC LIDAR data shows that South Dunedin is mostly over 1.0 metre above sea level and only a handful of properties are below 500mm. Probably there are no houses within 25cm of sea level; he says there are 1932. For the sea level to increase by 1.0 metre will take 769 years. Put it on your calendar.

● fear-monger Flynn tells us about the “huge erosion of polar ice” that started in 2014 – unfortunately he didn’t check the sea-level data which shows us that nothing unusual has happened to the sea level since 2014.

● Prof Flynn tried to scare us by saying that insurance companies are unlikely to cover sea-level rise in their policies in future (ODT- Flynn’s sea level figures disputed), but it turns out that even now, none of us are insured for sea-level rise. There has never been cover for gradual damage. He’s talking crap.

● The Otago Regional Council has had groundwater sensors at South Dunedin for several years and they tell us that there is no detectable increase in groundwater level (no increasing trend).
In fact, there is no reason for a rising sea to cause rising groundwater. There is no connection, except for some places which are close to the shoreline. Also, the South Dunedin groundwater level is about 600mm above sea level and so it is mostly not affected by the sea, since water doesn’t flow uphill. Have a look for yourself: the ORC has recently given us (almost) live groundwater sensor graphs for South Dunedin and other places – thanks ORC. There are four South Dunedin groundwater sites:

Of the four groundwater sensors only the one closest to the shoreline shows a tidal influence. Other places similarly close to the sea are likely to have some tidal influence on their groundwater level. Further inland there is no effect.

Contrary to DCC Bylaw 23 no camping restriction applied over summer

DCC’s delay in providing official information on freedom camping numbers (Which Is Available) appears to equate with what happened over LGOIMA requests lodged after the South Dunedin Flood of June 2015. Delay, derferment, and obfuscation occurred then as now. There is no reason to believe anything has changed internally, magnified by today’s ‘official response’.

I have been informed that DCC recently ran a survey of the freedom campers at Warrington Domain, asking (in no particular order here):

1. where they were from
2. their age
3. how much they were spending
4. what activities they were doing in Dunedin, and
5. what type of vehicle they were in.

I’m told the survey ran for two weeks; and that it was conducted by Ashley Reid.

I request a full copy of the survey results (with names of campers redacted for privacy), to be received by email at earliest convenience.

I note hearings for the Proposed Reserves and Beaches Bylaw will be held this week. Prompt receipt of the survey information would be enabling. Thanks.

1. The Reserves and Beaches Bylaw review that had hearings this week did not include a review of freedom camping; freedom camping is specifically excluded from this bylaw review. The freedom camping bylaw review is heralded to take place in about a month’s time.

2. The point numbering error in the response of 13 March above is the DCC’s.

While they look fantastic, how will they perform functionally? If they don’t – and (hypothetically) a pedestrian gets clobbered because a driver fails to perceive them for what they’re meant to be – who’s prepared to answer the awkward questions?”

This industrial building, a rare remnant, dates to the 1860s.

News Flash
The word on the street is that a well-heeled solid respectable group offered $12,000,000 actual cash, money, moolah, for Yaldhurst.
The idiotii accepted a notional nonexistent $13million from a $1000 capitalised company who have subsequently made no moves towards repair, consents, or even inspected their new purchase.
If they have inspected it, one would have thought they would clean glass from the road (been there so long it’s almost fused and embedded). Maybe they would have mowed the grass? Or perhaps they would have found the keys to the lone token digger. Having commenced these $5 dollar cleanups they may have been able to put a sign up advertising the properties.
And why is activity important to a Dunedin ratepayer or councillor?
Because honey, we do not get any money until they sell profitable sections.
That’s why the $12,000,000 cash was the only offer that the idiotii should have accepted and folks that’s why you do NOT elect Greens, flakes and dreamers, because it’s your money they have, and will enjoy wasting.

Dear Readers

Local cyberspace has run hot tonight with the news that Grady Cameron has finally taken Richard Healey’s advice and fallen on one of his many splintered power poles, tendering his resignation. But just like a funhouse hall of mirrors, nothing at Aurora/Delta is as it seems. Mr Cameron is leaving later not sooner. It should be sooner, much sooner, like now.

As pointed out several times by Jarrod Stewart and Richard Healey, Grady is entirely the wrong individual to “oversee the transition process, along with the accelerated pole programme now under way”, which was the vague treacle proffered by Gary Gyroscope Johnson and Mr Thompson as an excuse for Mr Cameron to cling on for another year.

What the somewhat dim Mr Thompson does not know is that most of Delta already know what provision for early termination is in Grady’s package, and it is….12 months’ salary. (Hard to keep anything secret at Delta these days, Mr Thompson!) Go on, refute that “unfounded speculation”, Mr Gyroscope!

Therefore Mr Thompson had the two terminally unattractive options of 1) Paying Grady $600,000 to do nothing or 2) Paying Grady $600,000 to hang around and pretend that his help is “appreciated”. Chairman Thompson knew he would be sacked if he agreed to pay Grady $600,000 to do nothing, because What if? Dunedin and many others would find out in short order, and it would be curtains for Mr Thompson – sooner rather than later. However, Mr Thompson has made an elementary error. When you sack someone, get them gone. This is not Personnel Management 101, it’s 001. Despite $600,000 being a lot of cash, it was still the right thing to do because Grady’s other great failure as CEO was to preside over the accelerated decline of the staff at Delta.

It is past the tipping point and on its way to collapse, and if Grady stays another year collapse it will. At this stage in your correspondent’s post, the Greek chorus begins, accompanied by the rattling cups of Choysa : Evidence, evidence, give us the factual evidence!

Very well readers, have the Gaviscon ready, here are some stomach turning informational nuggets to show the appalling state of the Delta engineering department, the essential core of the organisation. Desk executive types like Grady and Matt Ballard can come and go, but the engineers make the place run.

While Mr Gyroscope and Mr Thompson trumpeted the two new external appointments today, they failed to mention that there are 45 vacancies – yes 45, that is 4 lots of 10 plus 5, Steve, at Delta.

Your correspondent understands these are in the main technical positions that any reputable company will have trouble filling, let alone a basket case like Delta.

Very recently, a capable senior design engineer was asked by either Matt Ballard or Grady “What would it take to get you to stay?”, as they had been alerted that the engineer was about to vote with his feet. “Nothing could convince me to stay” was the response and the engineer who was in the prime of his career and had worked for Delta for 6-7 years, departed to the North Island.

Next fact: There are now fewer than 10 design engineers left at Delta. There will be one less tomorrow because another resigned today but hadn’t advised The Management.

Alarming fact : Your correspondent is advised that of those left, at least three already have plans in place to leave that are not negotiable.

Strange but true : A design engineer recently resigned. Mule-like, Mr Cameron and his cohorts “refused to acknowledge his resignation”. This would appear to be code for “we will pay you absolutely anything you want because we know we will get no applicants for your position”, much like the example above. We can conclude from the example with Derek Todd quoted in #EpicPowerFail 9 that the practical limit is a tripling in salary.

There’s more : After deducting out those engineers, there are others actively looking to leave also. We can know this with confidence as a Wellington power company advertised a position for a design engineer recently. The recruiter called a contact at Delta and asked “What the heck is going on down there – we have had 4 applications and 3 of them are from Delta !!”

Grady’s response to this is to hire engineers from around the world, and try and fill engineering positions with “Project Managers” (Godfrey Brosnan is just the latest example). This is not to denigrate those with overseas qualifications or from a different culture but as Richard Healey notes, this is a dangerous high risk industry and ‘culture’ is important. Experienced local engineers with institutional knowledge and memory are priceless – and absolutely essential. The legacy of Grady and successive incompetent boards is that Delta and Aurora, are very likely to be left with somewhere between very few and almost none.

Your correspondent is given to understand that there is a funereal level of staff morale. Many staff around all departments have the view that (Delta)Aurora is only a few more key resignations away from being unable to function as a lines company. Richard Healey may be able to comment further on this.

The common theme from departed staff is that they would not work any longer under the management regime.

Normally your correspondent likes to finish with what he fondly imagines to be a witty riposte, but after surveying the decayed remnants of Aurora, humour is not appropriate. 

Since 2009, Grady Cameron has blazed across our power line landscape like a counterfeit comet. Grady’s disastrous tenure has created a giant financial crater for the city that will have to be made good by ratepayers for around twenty years – most of a generation.  

While not solely responsible, he encouraged a culture of cynical disinterest in the long-term health of the company he was charged with protecting, to flourish.

There is no wit to be had here, but justifiable anger.

Warrington : DCC dictates loss of community’s grassed recreation reserve to freeloaders

Due to recent heavy rain part of the domain at Warrington has been fenced off by DCC. This hasn’t stopped 90 freedom camping vehicles from jamming into the remaining part of the domain ….think of the camp fees greater Dunedin’s commercial campgrounds are missing out on —this is a normal Tuesday night, middle of the week, and 90 vehicles are parking for free in the domain.

Thanks to Dunedin City councillors and council staff Warrington’s domain has been allowed to turn into an unregulated free-for-all camping site – contrary to the council’s own Camping Control Bylaw 2015.

And with so many vehicles continuing to drive on the domain there is less and less grass, and more mud and dirt, and more gravel going to be placed to cover what used to be the local community’s grassed recreational reserve.

DCC not Delta #EpicFail : Wall Street falsehoods and a world class debt

We are at an interesting time in our local history. Your correspondent like hundreds of others was busy cleaning up yesterday, after what NIWA described as a fairly standard thunderstorm where just 13.6mm of rain fell. 

Also like hundreds of others no doubt, the question in the mind of your correspondent as he dutifully mopped, was : What is the next public asset to be exposed as poorly run, badly maintained and starved of funds ? 

Never before have the executive few lied so comprehensively about the true state of so much degraded public asset. Never before has so much public asset been destroyed by the actions of those few, as Winston might have said. 

Economists your correspondent is familiar with would call this the “tragedy of the commons”. We await the “macro-prudential” responses from Central Government. With the stupefying level of underfunding for DCC drainage and other underground services identified by the Auditor-General, coupled with Aurora Energy’s $1B deferred maintenance and capital work, plus the existing DCC debt, there is around $3B that will need to be extracted from ratepayers and power consumers over the next 30 years (see the Dunedin City Council Infrastructure Strategy). Dunedin has achieved its dream as a world leading small city – of debt per ratepayer. Dunedin will be broke beyond comprehension with the policy of 3% annual rises. The 3% limit is a mirage. Rate rises will be much, much more. Not this year, but quite possibly before the next election; if this council does not address the looming crisis there is the increasing possibility of the removal of the council and appointment of a commissioner. 

It seems that every week brings some fresh disaster or new development that the DCC attempts to cover up. 

Yesterday was a small but telling episode. David Loughrey of the Otago Daily Times kindly confirmed what your correspondent mentioned some months ago, that the DCC had terminated the services of Logic FM because the company would not look the other way while the DCC wilfully failed to fix hundreds of obvious fire rating defects at two of their major assets. 

Mr Kevin Taylor wrote that the council [fired] Logic because the company had been “interpreting code compliance…..beyond that required by the law”. Logic publicly scoffed at this saying – correctly – that the code is “relatively black and white”. 

What actually happened is that as well as the uncompleted fire penetrations, there is a case of simple DCC incompetence, which was only hinted at by infrastructure networks general manager Ruth Stokes in the ODT article. Here are the facts : The Wall Street mall required daily inspections of certain of its building safety systems. The DCC did not want to pay outside consultants to do this work. Fair enough, said Logic, we will train your staff to inspect the systems and they will then sign off a daily inspection sheet, which Logic as the IQP (Independent Qualified Person) need to sight every month.

Month after month, the monthly reports could not be signed off because no one had completed the daily sign-off sheets. There were offers of more training to the apparently mule-like staff responsible but City Property could not be bothered to do it properly —and thought they could get away with not doing these daily inspections by appointing another more compliant IQP in-house and seeking cover with a further fire report by Beca. 

It is very relevant that after sacking Logic FM, and commissioning the report from Beca, DCC refused to provide a copy of the Beca report to Logic. Logic had asked repeatedly for the report to see what the alleged areas of “over compliance” were. 

It is ‘madeira cake to margarine sandwiches’ that there were no areas of over compliance, and but for Elizabeth Kerr’s LGOIMA request and latterly, the ODT, City Property may well have gotten away with inaccuracies! 

As it is, your correspondent sees only static for Mr Taylor in the DCC crystal ball. He is merely the latest in a line of unlamented DCC property managers, including Robert “Hydraulic” Clark, and Dave McKenzie.

Ruth Stokes also needs to very careful about stepping into this mess – and dissembling to protect Mr Taylor. Stating that “things could have gone a bit better, but they’ve all been addressed” does not fool anyone. Mr Taylor may have have fantasised to Ms Stokes that “all” the fire rating faults were fixed but remember your correspondent advised there were hundreds of faults, not just a few faults in one single wall as has been pretended. There is no way all the faults have been fixed. 

This is what Richard Healey would describe as the Delta dishonest reduction defence…. no, not a 1000 dangerous poles without red tags, but perhaps there are just a few…. and now we learn on that fiasco, that the ‘new’ Delta plan, unannounced to the region’s mayors, is that they can be magically restored to full strength by yet another re-classification.

Chief executive Sue Bidrose started her tenure with a promise of greater transparency and openness (read “honesty”) that was sorely needed. There was some early progress, but the transparency project appears a priority no more.

With the financial storm clouds assembling over the DCC that the chief executive cannot fail to be aware of, some honesty about the actual costs the DCC faces over the next decade is needed. It ranges from the small – just how much will it take to fix Wall Street mall to the $1B existential Aurora problem. The CEO and her staff have been invisible on this critical issue, instead producing reports of risible fantasy such as last year’s effort that valued Delta at over $50M, and Aurora at over $200M. Facing up to an austere decade is the only way that Dr Bidrose and Councillors will avoid having their careers and reputations destroyed by the appointment of a commissioner.

Aurora affected by pole, staff shortages

Aurora Energy might not replace the number of poles it promised as part of its $30million fast-tracked scheme. In a wide-ranging interview with the Otago Daily Times, the man tasked with leading the programme, Godfrey Brosnan, accepted it might not be possible to replace by December all 2910 poles included in the original target.

“I’m not going to get into the tennis match with [former programme director Jarrod Stewart] and Richard [Healey]. All I can say is what my approach is. “What you do is you just race for it. You plant poles — you plant poles at speed but with safety and that’s going to be the approach.”

….The programme was starting next week, 20 days ahead of schedule … Mr Brosnan was unapologetic about the fact Aurora would re-test poles and not replace any deemed up to scratch … “One thing that the public needs to realise and I had to realise as well, is some of these wooden poles are ugly, but it doesn’t mean to say they are falling down.”

Director for $30m pole project

Lines company Aurora Energy has appointed a director to oversee its $30.25million pole replacement programme. Two memos sent to staff at Aurora’s sister company, Delta, before Christmas have been leaked to the Otago Daily Times. One is from chief executive Grady Cameron and the other from newly appointed chairman Steve Thompson. Mr Cameron outlined progress on the company’s accelerated plan to replace nearly 3000 poles in Aurora’s electricity network which is spread across Dunedin, Central Otago and the Queenstown Lakes area. He emphasised the scale of the job, saying it would be “one of the largest construction projects in Otago during 2017”. Godfrey Brosnan had been appointed programme director and would report directly to Mr Cameron. “Godfrey is an experienced project manager with a background in complex capital works,” he said. Mr Brosnan’s appointment comes after previous director Jarrod Stewart resigned.

Plan for horses on beaches ‘overkill’

Nostrils are flaring as the Dunedin City Council faces a backlash over tougher new rules for horses on the city’s beaches. The proposal would restrict horses to thin strips of sand between dunes and high-water marks at four beaches where the animals were permitted to run. The idea has triggered an outcry from riders, as trainers warned of injuries to their animals while one horse trek business owner feared it could spell the end of his venture. The changes were included in the council’s reserves and beaches bylaw, which would remain the subject of public consultation until Friday.
